PURPOSE AND SCOPE OF RFP 13-76
The purpose of this RFP is to select a vendor that can satisfy the State’s need for ensuring that quarterly claims of the Indiana Mental Health Funds Recovery Program (MHFRP) are calculated and submitted correctly.
The administrative/fiscal agent acts as the single point of contact between the State and approximately 33 agencies participating in the MHFRP.
The selected vendor will develop and implement an administrative/fiscal plan to coordinate and review the data collection of participating agencies and ensure that their claimed activities are allowable and accurate for claiming administrative federal financial participation.
The selected vendor will also be responsible for aggregating the individual agency claims into one claim and ensuring that the aggregate claim is acceptable for submission to OMPP, and submitted in a timely manner.
The vendor will also conduct ongoing time study and financial data collection training for all participating agencies.

INDIANA ECONOMIC IMPACT
The State defines FTE as a measurement of an employee's productivity on a specific project or contract. A FTE of 1 would mean that there is one (1) worker fully engaged on a project; forty (40) hours a week, fifty-two (52) weeks a year. If there are two (2) employees each
spending 1/2 of their working time, 20 hours per week, on a project that would also equal 1 .$$$$$$
