Most of the data are provided at the county level, although this report does provide some data at the city level, the census designated area level, and other sub-county areas. Some of the data displayed in this report was provided by various agencies of the State of Florida. The purpose of this report is to provide information to county residents, employers, and visitors relating to Indian River County’s ongoing economic growth and development. Business Incentives Offered Directly by Indian River County Board of County Commissioners Local Jobs Grant Program Impact Fee Financing Program

Qualifications: At least 5 or more full-time jobs in the county’s target industries must be created. Wages for the newly created jobs must equal at least 75% of the county’s average salary/wage level. An application must be submitted to the Community Development Department. All eligible applications shall be reviewed by the Board of County Commissioners. Amount of Award: Percent of Average Wage of New Qualified Jobs Grant Amount/Job 75% of county average wage $3,000 per job 100% of county average wage $5,000 per job 150% of county average wage $7,000 per job *10% bonus – if business is located within an Enterprise Zone1. Other Requirements: A grant to an individual company may not exceed $500,000, except for businesses in an Enterprise Zone that may receive $500,000 plus bonus amount for being located within and Enterprise Zone1. Grant payments will be spread over three years, with the first installment beginning one year after the Jobs Grant request is approved by the Board of County Commissioners. Each year, the business will receive one third of the total grant, provided that the business has maintained the necessary jobs at the minimum income requirements. 1Note: Per Florida Statutes, Section 290.016, the County’s Enterprise Zone and all Enterprise Zones within the state terminated with the sun-setting of the Enterprise Zone Act on December 31, 2015. Currently, the County is evaluating whether to keep the 10% bonus for the area of the former Enterprise Zone.

Qualifications: Business must be listed on the county’s target industries list. Benefits: A business is able to finance impact fees over a six year period, to correspond to the timeframe in which impact fees must be spent. Interest rate is established by the Board of County Commissioners. Impact Fee loan is repaid in annual payments. Other Requirements: A lien must be recorded against the benefiting real property at terms approved by the Board of County Commissioners. Reduction of Non-residential Impact Fees As an incentive to encourage business growth, the BCC approved a new impact fee schedule on April 22, 2014 for non-residential uses. That schedule reduced impact fees for nearly all non-residential uses. The non-residential impact fee schedule went into effect on May 5, 2014. New Residential Impact Fee Schedule In October 2014, the BCC approved a new residential impact fee schedule that essentially kept residential fees at their previous level. The new residential fee schedule went into effect February 2015. Elimination of SR 60 Interest Fee Based upon action taken by the BCC, in October 2015 the SR 60 interest fee charge was eliminated. That fee had applied to residential and non-residential development south of CR 510, and helped fund interest expenses incurred by the county to advance the 6-laning of SR 60 west of 66th Avenue.

Waiving County Utility Deposit Economic Development Ad Valorem Tax Abatement Qualifications: Business must be listed on the county’s target industries list. Business must have a good credit history. Benefits: The county will guarantee county utility deposits for all qualified businesses. The county will pledge funds that can be drawn upon when necessary. Other Requirements: The county will guarantee up to a $10,000 utility deposit.

Qualifications: Must be either a manufacturer providing a minimum of 10 new jobs, a new corporate office providing a min. of 50 new jobs, or a business with a qualifying sales factor with a minimum of 25 new jobs. Benefits: Tax Abatement applies to General Fund, MSTU, Emergency Services taxes levied by the County, which amounts to 30% - 40% of a typical tax bill in the unincorporated county. The tax abatement does not apply to taxes levied by other jurisdictions. Term and amount of tax abatement depends on jobs/wages/investment/economic attributes score per adopted scoring guidelines. First abatement approved by BCC on 12-20-2011 for INEOS Bio-energy facility.

DRI + 1,596 residential units and small neighborhood commercial area. Located north side of 49th Street, east side of 58th Avenue. At 06/18/04 TCRPC meeting the RPC voted 20-1 to recommend major design changes. Plans significantly revised and presented to joint local government/county workshop meeting. Staff and developer held meetings with Gifford Progressive Civic League. Further revisions reviewed by TRC. School site supported by School Planning Technical Advisory Committee. PZC recommended approval 10/28/04. BCC approved D.O. (development order) 11/09/04. D.O. condition for 4-acre fire station site dedication satisfied 12-30-04. Public Works coordinated developer’s agreement for off-site improvements. Public school site dedicated to the County. (330 building permits issued overall as of Fall 2010). Concurrency vesting lawsuit settlement, corresponding DRI modification (NOPC), and amended developer’s agreement for off-site improvements approved by BCC 5/11/2010. On August 2, 2010 Judge Kanarek approved the settlement and motion to dismiss the lawsuit. NOPC “minor amendment” filed June 2011 to delete “safe room” requirement. NOPC approved by BCC April 10, 2012. Request to require status report every two years vs. every year approved by BCC.

Amendment to Developer’s Agreement approved by BCC 12-8-15 to sync dates in agreement with extensions granted by Florida Legislature. Development Approvals Phases approved to date are located in western portion of the overall site, south of 53rd Street. Phase 1A, 1B, and 1C, (The Isles @ Waterway) approved, built, platted, and certificates of completion issued. Phase 2A (The Lakes @ Waterway), approved January 12, 2006, LDP application submitted February 7, 2006, pending resubmittal. June 21, 2011 new preliminary plat submittal received that will supersede the previous approval. Applicant addressing staff comments. New preliminary plat to be scheduled for PZC consideration spring 2012. The Lakes @ Waterway Plat 2 (Phase IIA & IIIA) preliminary plat approved by PZC 2-19-12. On 4-26-12 PZC approved a modification to Plat 2 approval conditions regarding transit stop/shelter. LDP issued 12-17-12 modified 3-4-15 to phase project. Fial plat for 2A under review. The Cove at Waterway preliminary plat for 80 single-family homes with clubhouse, approved by PZC July 11, 2013. Certificate of Completion issued July 8, 2014. Final plat approve by BCC 4-145-14. Homes under construction.

Somerset Academy K-8 charter school pre-application conference held 1/21/2013; awaiting formal submittal.

Concept approved by PZC April 2004. BCC approved concept 05/04/04. Being applied to affected area projects. Projects approved or modified: Madera Isles PD, Echo Lake PD, Falcon Trace Subdivision, Sunrise, Tripson Estates PD, and Millstone Landing PD. Turtle Creek Preserve (fka The Colony) approved April 4, 2006; but now inactive. Millstone Landing partially constructed. Approvals extended to fall 2011. New owner met with staff in 2011 on re-approving phases south of 21st Street SW for long-term (10 – 15 yr.) buildout. Discussions started up again January 2016. Tripson Estates and Madera Isles, “for sale”. Attorney’s Office and outside counsel handling lawsuit regarding return of impact fees and capacity charges. Echo Lake has new owner. All 3 projects are inactive. Inquiries about re-activating fielded by staff December 2012, late 2014, and first part of 2015. FVP lawsuit: decision in favor of County on appeal. Falcon Trace Phase III (258 SF Lots) approved. LDP issued.

Neighborhood Stabilization Project 3 (NSP3) Community Development Block Grant (CDBG)

Funding to purchase and redevelop abandoned and foreclosed properties

The County applied for and was awarded $1,500,428 of earmarked funds to purchase and redevelop abandoned and foreclosed homes. The County contracted with Indian River Habitat for Humanity to acquire, rehabilitate, and sell foreclosed homes to income qualified applicants. Indian River Habitat for Humanity purchased a total of 17 homes. All 17 homes have been rehabbed and sold to income qualified purchasers and all of the $1.5 million in funds have been expended. Currently, the County is coordinating with the U.S. Department of Housing and Urban Development to close-out the grant.

Environmental Planning and Code Enforcement Section Environmental Lands Program, current cost-share grant applications

Florida Inland Navigation District (FIND) and Recreational Trails Program (RTP) grants for public access improvements on the Flinn Tract of the Lagoon Greenway completed. Other active grants: FIND grant for Jones’ Pier improvements; FIND grant for Green Salt Marsh (Head Island) channel restoration; FIND small-scale grant for Boat Club Island dock repair; FIND grant for phased dock restoration at the Archie Smith Fish House.

Public access improvements at the Lagoon Greenway completed signage. Boat dock improvements at Jones’s Pier underway with FIND cost-share funding substantially completed. FIND grants for Archie Smith Fish House dock repair and Round Island Riverside Park improvements approved, improvements to be completed in 2016.

Scrub-Jay HCP Sebastian Area-Wide Florida Scrub-Jay Habitat Conservation Plan completed in 03/00. Incidental Take Permit (ITP) issued effective 8/31/00.

Formal abandonment of Gibson St. right-of-way, as a condition of the ITP, completed 9/9/08. Resource management (prescribed burns bird-banning) ongoing. HCP stewardship reports submitted annually to U.S. Fish and Wildlife Service (FWS). Scrub-Jay monitoring app developed by GIS department staff in coordination with county conservation lands manager.

Manatee Protection and Boating Safety Comprehension Management Plan (MPP).

Amendment to the MPP to allow residential marinas in lieu of single family docks and one-time slip-use conversion from 1:100 to 1.5:100 approved by BCC on 06/15/04.

Amendment to MPP formally accepted by FWC in August 2004. The MPP has been revised accordingly. Coastal Management Element of the Comprehensive Plan revised 11/21/05 to reflect MPP objectives and policies. Change of manatee protection speed zones near Oslo boat ramp from seasonal slow speed to year-round slow speed as part of a boat ramp improvement project put on hold. Five-year review of MPP pending.

Land Acquisition funding referendum

In November 2004, county voters approved a $50 million environmental land bond referendum. The bond authorized purchase of agricultural lands and historic sites as well as environmentally significant lands.

The County land acquisition fund balance as of 9/30/15 is approximately $126,401. Remainder of funds to be used for initial improvements to existing conservation lands and for acquisition costs for grant-funded purchases, as applicable.
