1 INTRODUCTION
1.1 GENERAL
The D33 oil field was discovered in 2015 and is located inside the Russian sector of the
Baltic Sea, approximately 77km northwest from the Romanovo Oil-Gathering Station,
Kaliningrad Oblast. The Unmanned Wellhead Platform (UWHP) is located on the Russian
continental shelf, and the route of the linear facilities runs across the continental shelf and
territorial sea of the Russian Federation. The water depth at the UWHP location is 73.5m.
The regional location of the D33 field is presented below in Figure 1.

1.1 TERMS AND DEFINITIONS
The following definitions are used throughout this document
COMPANY : LUKOIL-KMN LLC
CONTRACTOR : Party in charge of the execution of the EPC WORK – Rosetti Marino S.p.A.
PROJECT : Development of D33 Field with Infrastructure Facilities Phase 1
VENDOR : The party that manufactures and/or supplies equipment, materials, goods or services for the project
2 SCOPE OF SUPPLY
Vendor shall be responsible for the complete design, provision of materials, manufacturing, fabrication, inspection, testing, and quality of workmanship unless otherwise agreed with the Contractor. Approval of the Supplier’s drawings by the Contractor, or an inspector shall not relieve the Supplier of any of these responsibilities. The Vendor’s scope of supply shall comprise: Two (2) Inflatable Life Rafts including one escape chute each. The equipment shall be provided as per section 6.5 of attachment n. 1.

3 REFERENCE DOCUMENTATION
The VENDOR shall design, manufacture and test the equipment and auxiliary systems included in the scope of the supply strictly in accordance with this material requisition and with all applicable Local Regulations and Laws, and all reference documents indicated on Chapter 3 “Reference Documents” on attachment n. 1:
- 3.1 Contractor Documents - 3.2 Codes, Standards, Regulations
It is assumed that the Local Regulations and Laws, and the Codes, Standards, Regulations mentioned in attached specification and all ones applicable not mentioned are known by VENDOR. If any contract documents referenced or alluded is not provided, the VENDOR shall request it before remitting the offer. The absence of request is tantamount to possession of document. Only the last edition of all standards, codes and regulations shall be used.
4 DOCUMENTS TO BE SUBMITTED AT BIDDING STAGE
The Vendor’s proposal, correspondence and drawings shall be in English and Russian Language. As a minimum Vendor’s proposal shall include the following:
• This supply specification with approval and/or comments on each page. • Detailed description of the supply. • Dimensions and weights. • Fabrication schedule. • Deviation list • Documents attached to this specification requiring Vendor’s data (i.e. all data
sheets or where otherwise required) filled-up and returned attached to the proposal.
• The documents required on the RDDS, for the bidding phase. A proposal missing the above mentioned documents shall be considered technically incomplete. Moreover, the Vendor shall consider the following general requirements:
• All the technical deviations of the Vendor from this specification shall be clearly stated under a paragraph headed “exceptions”.
• The Contractor approved “Vendor List” must be fully respected. Deviations are to be submitted with the proposal. For items not included in the Contractor’s Vendor List, the Vendor will indicate his proposed Sub- Vendor. The Vendor may propose an equivalent alternative design, highlighting any deviation
A complete review of all applicable specifications, drawings, etc. has to be performed by the VENDOR.

Any deviation to any applicable specification shall be clearly described by VENDOR within its proposal. Clarifications and deviations that are made shall be discussed between both parties during the technical bid analysis phase and/or technical meeting. The CONTRACTOR reserves the right to accept or reject these clarifications and deviations. No deviation other than those discussed and approved by CONTRACTOR before order will be considered and accepted after placement of order.
5 INSPECTION AND TESTS
VENDOR shall perform inspection and test (where applicable) at his shop during construction and before shipment. RMRS certification is included in the scope of supply (where applicable.
6 REQUIRED DOCUMENTS
The VENDOR shall provide the required documentation with the copies hereinafter detailed and according to the provisional schedule given in Attachment 3.
6.1 COMMENTS TO THE DOCUMENTS
The CONTRACTOR will comment VENDOR documents within 2 weeks from the reception of relevant transmittal. The VENDOR shall re-issue the documents including CONTRACTOR comments within 2 weeks from the relevant transmittal.
6.2 LANGUAGE
Final documentation shall be in dual language Russian/English, whereas intermediate revisions can be only in English language.
6.3 DOCUMENT REVISION
CONTRACTOR’s comments shall not relieve the VENDOR from its responsibilities to providing the equipment and the relevant documentation according the good engineering practice, the project specifications and the local and international laws, rules and standards. The VENDOR shall revise its documents according to CONTRACTOR comments. Documents parties subject to revision shall be clearly indicated: With a revision triangle alongside of a cloudlike shape area for drawings. With a revision triangle alongside of a line or a paragraph for all other documents. Documents without the indication of the revision will not be accepted. Documents without incorporation of CONTRACTOR comments will not be accepted. In case of VENDOR considers any CONTRACTOR comment not applicable, a reply comments sheet with VENDOR relevant clarifications shall be attached to the new revision of the document.

If VENDOR considers any CONTRACTOR request not included in the scope of supply, it shall issue an official change order request before proceeding, unless no extra price will be recognized.
6.4 CONTRACTOR’S DATA BASE DOCUMENTATION
The project documentation will be stored and managed by the CONTRACTOR’s application data base named FUSIONLIVE. VENDOR shall upload its documentation and download the CONTRACTOR’s comments through this application.
6.5 DOCUMENTS ELABORATION SOFTWARE
All drawings shall be prepared by means of AUTOCAD last edition. All other documents shall be provided with a form compatible with MSWord/Excel, AutoCAD, Adobe Acrobat (last edition). Documents shall be provided in .pdf searchable form. Native files shall be also provided. 3D Model shall be provided with the file step format (.step).

Customer has awarded Contractor the FEED for the following elements, to be designed in compliance with the rules and regulations applicable in the Russian Federation and international rules and guidelines for the design of offshore oil development facilities:
UWHP 70.6km offshore oil pipeline Shore crossing/landfall 6km onshore oil pipeline 2 x subsea power cables with integrated fiber-optic 70.6km long

Note 1: When applying this Specification, it is reasonable to check the duration of reference regulatory documents in general information systems. If a reference document is replaced (changed), then when using this Standard, the replaced (changed) document should be applied. If reference document is cancelled without replacement, a provision where its reference is given shall be applied without prejudice to this reference. Note 2: Document Order of Precedence In the case of conflict in specified technical requirements, the codes and standards shall apply in the order of precedence identified in the Contract General Conditions and Site Data. All conflicts between the requirements of this specification, other project documents, equipment data sheets, standards and codes of practice, statutory requirements and the purchase order shall be referred to the Company Lukoil for clarification. Note 3: All equipment bought to be used on the D33 installation shall be classified as “potentially explosive” (cfr. zone 0, 1, 2 as per CEI-EN 60079-10) and must be suitable to the application, and therefore, must bear the CE marking and the Ex marking, as required. Anyhow the type of electrical equipment installed shall be aligned to Hazardous area classification performed for WHP-1, Ref. /11/. Responsibility for issuing the marking falls on the Supplier of the single equipment while the Owner has responsibility for making sure of its proper selection and installation.

4 DESIGN CRITERIA
4.1 Operation and Maintenance Requirements
The Supplier shall ensure that all equipment supplied shall provide their specified function for the time necessary to meet the production, safety and environmental requirements at minimum costs. The supplier shall identify in his bid the critical components that affect overall reliability and make any recommendations that will maximize availability and reduce maintenance cost. The equipment shall be designed for high inherent reliability, maintainability and operability. All components that require regular monitoring or maintenance shall be easily accessible by operations personnel and the equipment shall be designed so that all maintenance can be carried out with the minimum of special facilities. Maintenance and inspection space requirements shall be detailed by the Supplier and shall be kept to the minimum. The Supplier shall detail all special tools and maintenance facilities required.
4.2 Reliability
Prototype or unproven equipment without a well-established operating record will not be considered. Only standard designs that are in regular and current production, manufactured for offshore oil and gas production platform installations shall be offered. All the equipment shall be supplied with certificates/type approvals. These requirements shall also apply to all subcontracted equipment, unless otherwise agreed by the Purchaser. All equipment and materials shall be designed / selected in order to achieve a minimum in-service life of 35 years, given that normal maintenance of the equipment will be performed throughout the lifetime of the installation
4.3 Compliance
The Supplier shall immediately bring to the attention of the Purchaser if he cannot comply with any of the requirements of these specifications, the equipment data sheets or the engineering job specification. The Supplier shall bring to the attention of the Purchaser any requirements of this specification that are not considered to be in accordance with good engineering practice or are otherwise not suitable for the intended service. The Supplier shall also indicate any design features where potential cost savings could be made without prejudicing operability, availability and maintainability, safety and regulatory requirements. Except as defined above, the Supplier’s full compliance with the requirements of this specification, the referenced data sheets and the engineering job specification is assumed.
5 ENVIRONMENTAL CONDITIONS
Reference to Platform design basis, ref. /1/ shall be made for local environmental conditions.

6 SAFETY EQUIPMENT COMPONENTS
6.1 First Aid Kit
Offshore installations which are not normally attended need not be permanently provided with first-aid equipment. However, whenever persons are at work on such an installation, they should at all times have ready access to First Aid Kit. An accident record book (such as the installation or vessel logbook) should be maintained, perhaps on the parent installation or vessel on which visiting personnel are normally based.
6.2 Safety Shower and Eye Wash Stations
Emergency showers have been foreseen on board of WHP-1 as per Russian regulation SP 2.2.2.1327-03 “Hygienic requirements to the process arrangement, process equipment and operating tools” and shall be designed in accordance with ANSI Z 358.1 – 2004 Emergency Eyewash and Shower Equipment.
To allow maneuver by one person, mobile self-contained emergency safety shower with eyewash shall be provided with:

high density polyethylene water tank; stainless steel frame; and heavy duty wheels.
Typically, emergency shower shall provide not less than 40l/min, while eyewash not less than 12l/min.
The shower shall be operated by a handle and the eyewash is activated by pulling down the lid.
6.3 Life Jackets
The life jackets shall be manufactured according to latest SOLAS Classification Society and National Authority requirements. Material, dimension and colour shall be in compliance with SOLAS requirements.
As minimum requirements, life jackets shall be:
Adult sized, self-righting flotation device with buoyancy equal to or greater than 275N, International orange and marked with retro reflective tape for nighttime visibility, Supplied with automatic water activated personnel emergency locator light, Supplied with a whistle, Supplied with lifeline and snap-hook, Supplied with adjustable harness and lock buckle, Supplied with ventilated removable spray hood.
6.4 Life Jackets Storage Boxes
Life jacket container shall be weatherproof and manufactured from a suitable corrosion resistant material.
The design of the cabinet shall have no sharp corners, edges or protuberances which could cause personnel injury. All the life jackets contained shall be easily accessible and it should not be necessary to remove any other equipment to gain access to the required item.
Life jackets container, as a minimum, shall be:
Suitable for containing and protecting a number of life jackets (25 for each Box) equal to max POB foreseen onboard equal to 25 pax,
Located in accordance with the facility lifesaving equipment location plan but as a minimum adjacent to the life raft locations,
Constructed of rigid fiberglass, Equipped with a lid attached with stainless steel hinges and fasteners and locked with a
plastic replaceable seal, Finished in international orange color, Clearly marked in black “LIFE JACKETS” in both English and Russian.
6.5 Inflatable Life Rafts
The supply consists of Two (2) Inflatable Life Rafts including one escape chute each, each of them able to accommodate max PoB foreseen onboad equal to 25 pax.
The functional requirements to be met by life-rafts are contained in in Resolution IMO A.520(13), Resolution IMO A.689(17) and SOLAS.
All the construction and functional characteristics of life-raft shall be specified by the supplier. In particular the following basic data:
Type of liferaft; Main dimensions; Carrying capacity (number of persons); Type of fitting out;

Resistance characteristic of the material used; List of spare parts; Conditions for technical assistance.
6.6 Lifebuoys
Lifebuoys shall be manufactured according to latest SOLAS Classification Society and National Authority requirements. Material, dimension and colour shall be in compliance with SOLAS requirements.
As minimum requirements, lifebuoys shall be:
Annular ring type, Approximately 750 mm (O.D.), One-piece moulded unicellular foam construction, with vinyl or polyurethane covering, International orange color, Marked with retro-reflective tape for nigh time visibility, Provided with 65 m buoyant lifeline, Provided with a 3-arm ring buoy holder of corrosion resistant material.
As per FDR/OIFP ND No 2-020201-015 lifebuoys shall have the following additional features:
All lifebuoys shall be provided with buoyant life line as long as at least twice the elevation where the item is installed (i.e. max 70m for items at Helideck).
At least half of the total number of lifebuoys shall be provided with self-igniting light and self-activating smoke signal.
6.7 Immersion Suits Storage Boxes
Immersion Suit storage box, as a minimum, shall be: Suitable for containing and protecting 25 survival suits and located in accordance with the
facility lifesaving equipment location plan, Constructed of rigid fiberglass, Equipped with a lid attached with stainless steel hinges and fasteners and locked with a
plastic replaceable seal, Finished in international orange color, Comply with SOLAS 74/83, Clearly marked in black “Immersion Suits” in both English and Russian.
6.8 Fireman Set Boxes
Fireman Set Boxes shall contain, as a minimum, the following items:
N.2 Helmets with fireproof visor N.2 Set of fire fighter's clothes (including coats, pants, gloves, boots) N.1 Fireman Axe N.2 Aprons with Thermal Reflecting Bib N.1 Pairs of Pincers N.1 Hammer N.2 Knives N.1 Sheet Metal Cutter N.1 Pair of Pliers N.1 Cutter N.1 Fire.
Attachment 1_Addendum
Each life raft and its accessories shall be supplied packed in a canopy designed and constructed to:
• Protect the contents from the environment;
• Facilitate transport prior to launching;
• Achieve the desired mode of operation during launching.
The container shall be made of UV-resistant GRP or similar. Each container shall be supplied with a fire
retardant deck storage cradle and lashing straps. The canisters shall be attached to the handrail facing overboard and shall be capable of single man launch with automatic inflation action following launch.
The container shall be permanently clearly marked with:
- Wording “LIFE RAFT”;
- Maker's name or trade mark;
- Serial number;
- Name of approving authority and the number of persons it is permitted to carry;
- Type of emergency pack enclosed;
- Date when last serviced;
- Date by which life raft must be replaced;
- Length of painter;
- Maximum permitted height of stowage above waterline (depending on drop-test eight and length of painter);
- Launching instructions in Russian and English.
