CHAPTER 1
Introduction
Main characteristics of university
JSC «Astana Medical University» is one of the most rapidly developing medical
higher education institution of the Republic of Kazakhstan. It has its long history and
traditions, provides high quality of education and a wide range of educational
services by introducing modern advanced learning technologies and expanding the
database of research studies. Over 16 000 university graduates freely compete on the
labor market, successfully work in medical organizations in Kazakhstan and abroad.
At present, JSC “Astana Medical University” maintains fundamental traditions
of Kazakhstani education and at the same time actively involved in the system of the
Bologna Process.
The University carries out preparation for 6 programmes of higher education, 5
Master degree programs, 2 PhD programs, 26 residency programmes, as well as
numerous programs of further education.
The University occupies a leading place in the ranking of research activities
among medical universities and medical research centers in the country. The
University has more than 700 teachers, of whom 50% have research degrees and
ranks. Among the faculty members are researchers and specialists of practical health
care, who are well known in Kazakhstan and abroad.
There are approximately 5,000 students at the faculty, more than 1,000 interns
and more than 300 residents, Master and PhD students. The university also has 111
international students from 10 foreign countries. Departments of the Faculty of
continuous professional development and further education annually train more than
3,000 doctors and nurses.
JSC “Astana Medical University” has a multi-level structure of training medical
and research staff in accordance with a system “bachelor degree - internship –
residency”; and Bachelor degree – Master degree - РhD degree, as well as training of
Master students in business administration in the field of hospital management.
Since 2009, the University has been a joint-stock organization among medical
higher education institutions of the country.
One of the priorities of the University strategy in the field of quality assurance
of education is to improve the quality of student admission. In recent years, as a result
of improving career guidance, university significantly improved qualitative
composition of enrolled on the first course students. In 2015, approximately 63% of
1st year students were the owners of the sign "Altyn Belgi", winners of national and
international subject competitions.
According to the recommendations of the Bologna Declaration, the university
has to develop academic mobility of students. Students of the university have been
trained at universities of Lithuania, Poland and Italy. Currently, the university
concluded and is implementing agreements on cooperation, including agreements on

academic mobility with medical universities in Russia, Georgia, Bulgaria, the Czech
Republic and Latvia.
In order to develop innovative and educational activities, the university annually
improves the equipment of educational and clinical center, where students develop
practical skills on modern high-tech models, use system of International Distance
Learning (MOODLE), a portal for automation of the learning process and interactive
learning "Sirius", and e-library system. For the first time, Kazakhstani universities
introduced an electronic program for psychometric analysis of tests Iteman 4.1.
The main results of university activities are firstly indicators of employment and
employers’ satisfaction with the quality of training of specialists, who in recent years
have a stable positive dynamics. In 2014, the graduate employment rate constituted
98%. Employers are also directly involved in the development and evaluation of
study programs.
In order to create conditions for continuous improvement of university activities
and to enhance satisfaction of stakeholders, since 2007, University was certified three
times in accordance with international standards ISO 9001 of versions 2000 and
2008. The management system of university uses such management tools as: strategic
management, SWOT-analysis, outsourcing, cleaning, benchmarking, balanced
scorecard, project management, HR-management.
The desire to exceed expectations of not only consumers, but also all
stakeholders in the process of providing educational services, in particular, authorized
authorities, staff, partners and competitors, forced the University management team
to implement a model of Excellence EFQM. Since 2011, University has formed its
own model of integrated management system, the bases of which were the principles
of quality management system ISO 9001:2005 and fundamental concepts of
Excellence Model EFQM. As part of this integrated management system, the
university conducts periodic self-evaluation of its activities in accordance with 9
criteria of the Excellence Model EFQM, and analysis of the results of self-evaluation
is carried out with the use of RADAR.
In addition, the University management system has been improved by the
introduction of systems of corporate social responsibility, information security, risk
management, environmental management systems, energy management and system
of management of occupational health and workplace safety control.
The sign of success for generated model of the Integrated Management System
was a successful completion of international assessment and receipt of the high
assessment in accordance with criteria and concepts of the model for excellence
EFQM. Currently, the university is a holder of the certificate of 5 stars Model of
Excellence.
One of the achievements of university is a successful conduct of the national
institutional accreditation in 2013.
In the framework of the realization of the state program "Salamatty
Kazakhstan», University passed the national programme accreditation of study

programmes in undergraduate majors "Dentology", "Medical and preventive work",
"Pharmacy" and Master degree programmes in "Medicine" and "Medical and
preventive work", as well as international programme accreditation of MBA study
programs in hospital management and Bachelor study programmes in "Public Health"
in the accreditation agency ACQUIN (Germany).

Compliance with standards of specialized (programme) accreditation
Standard 1. Aims of study programmes and policy in the field of quality
assurance
The report on self-evaluation of the university, which carries out a study
programme in the specialty of residency "Obstetrics and Gynaecology, including
Child Diseases" and external review of the university and department revealed
compliance of objectives of the programme mission with a strategic plan, goals and
objectives of the university. Based on the stated mission, University set out goals,
one of which is to ensure the quality of training professionally and morally
committed professionals for the health care system of the Republic of Kazakhstan:
competitive, possessing innovative technologies, knowledge and harmoniously
developed professionals capable of providing high-quality and safe health care
services in the context of globalization of the world community. As it can be seen
from the abovementioned mission, goals and objectives of the university, a
fundamental factor in residency training is to train specialized and highly moral
specialist. Therefore, the goals of the study programme in residency comply with
the mission, strategic plan, goals and objectives of the University.
Objectives of the study programme are designed with the account of the
development of economy and labor market needs of the northern region of
Kazakhstan and the whole country. A great emphasis on the residence training
programme is traced in the aims of the programme. In order to achieve final results
of the study programme of residency in the specialty 6R114400 «Obstetrics and
Gynaecology, including Child Diseases", they reflect innovative approaches in
training, they are closely linked to changes in the system of Health Organization,
with the achievements in science, the development of innovations and economy of
the country.
The procedure of adoption and approval of the policy in the field of quality
assurance in university is regulated by the university standard “Strategic planning”.
University constantly carries out formation and support of the policy in
quality assurance of the study programme in residency with the active participation
of the university administration.
Strategy and policy of the university are aimed at achieving balance in

satisfying the needs and interests of all stakeholders and society as a whole in
accordance with internal normative university standard «Analysis of stakeholders»,
which sets the requirements to the order of carrying identification of stakeholders
at JSC “Astana Medical University” and analysis of their value for the university.
University administration cooperates with external stakeholders on various
levels, both on the initiatives of these sides, and on the initiative with the aim of
implementing a single strategic line of the government, and also development and
enhancement of the fields in education and health care the Republic of Kazakhstan,
for determination and formation of a single partner trajectory in the development
of university procedures and society as a whole.
University creates and strengthens strategic relations with managers in health
care and education public services, rectors of universities and academies,
employers, adminnistrators.
The analysis of feedback from employers and residency graduates confirms the
compliance of aims for implemented study programme, as well as participation of
external stakeholders in realization of the policy of quality assurance of the study
programme.
University administration and faculty are perplexed with the issue of ethical
and moral development and establishment of the highly professional academic
culture of the university. JSC “Astana Medical University” introduced
considerably effective mechanisms on compliance with the principles of academic
integrity and elimination of academic dishonesty, which are controlled by the
following university structures: Board of Directors, service for internal audit, and
Department for Quality Management.
The university carries out work aimed at anticorrucption at university. The
university established a public Board on combating corruption, conducts
continuous surveying of students (3-4 times during the academic year). There are
also informational centers (blogs and forums of the rector, deans, hotline, and trust
boxes).
In order to improve and adjust long-term goals of programs, creation of new
aims in accordance with the changes in the conditions of the external environment,
university continuously and effectively applies the results of assessment.
Evidence:
Aims of study programmes comply with the mission, strategic plan, aims and
objectives of the university, normative demands approved at the national level, and
requirements of the State Compulsory Educational Standard of the Republic of
Kazakhstan
In the course of interviews with faculty, residents of study programmes and
employees of the university, it was revealed that they all are familiar with the
mission, aims and objectives of the university, policy in the field of quality
assurance, as well as the perspectives for university development.
In the course of the interview with employers of students from the study

programme, it was revealed that they take an active part in realization of the policy
of quality assurance of study programmes.
In the course of interviews and during attendance of organizational units of
the university, the expert group confirmed the existence of the policy on combating
corruption at university, availability of university administration, flexibility of
responding to requests.
Good practice:
Aims and final outcomes of the programme in residency comply with the
mission, strategic plan, aims and objectives of university and satisfy the needs of
residents in getting relevant qualifications and competencies, comply with the
requirements of the Ministry of Health Care and Social Development of the
Republic of Kazakhstan.
JSC “Astana Medical University” carries out a considerable work on
compliance with the principle of Academic integrity, created the «Code of the
corporate culture and ethics of JSC “Astana Medical University” (approved on
28.09.2012, №8) and each resident signs a contract, which contains a paragraph
about the responsibility to follow disciplinary requirements of the «Code of the
corporate culture and ethics of JSC “Astana Medical University” and «Rules for
the internal schedule».
University conducts systematic monitoring, assessment of efficiency,
revision of the policy in the field of quality assurance of study programmes.
Standard 2. Development, approval of study programmes and information
management
The report on self-evaluation fully reflects the content of the study
programme. Study programmes in residency are developed in accordance with the
state educational standards of the Republic of Kazakhstan, 2009 and State
Compulsory Educational Standard of the Republic of Kazakhstan, 2015. All
procedures for approving study programmes are conducted in accordance with
normative documents of the Ministry of Education and Science and Ministry of
Health Care of the Republic of Kazakhstan. The university has internal rules for
development and approval of study programmes, which are being effectively
complied with.
In the course of developing study programmes, the university uses
technologies of modular education and develops modular study programmes.
When forming modular systems, the content of the study is being structured in
logically completed methodical blocks. Interdisciplinary link is clearly traced in
curricula of learning disciplines, which are developed with the account of
obtaining pre-requisites and post-requisites, as well as the account of the specialty

Child Diseases» strictly complies with the requirements of the state standard of
education for 2009.
The structure of the study programme in residency 6R114400 «Obstetrics and
Gynaecology, including Child Diseases» is being formed from various types of
learning, research, and clinical work, practice, which determine the content of
education, reflect its ratio, dimension and account. Duration of the study
programme in residency constitutes 3 years. Personal participation of the resident
students is conducted in the course of formation of the individual curricular for a
whole academic year.
Content of study disciplines for compulsory component is strictly regulated in
accordance with the state standard in education of the Republic of Kazakhstan,
2009, and reflected in model curricula of disciplines in the state standard in
education of the Republic of Kazakhstan, 2015. The curricula depicts a logical
sequence of obtaining cycles and sections of the programme (disciplines,
practices), which assure the formation of disciplines. The model of the study
programme combines compulsory elements and elective components, the ration
between which varies from course to course.
The study programme of given direction of preparation in accordance with
the demand of the practical health care is implemented through the choice of
elective disciplines. By assuring residents with the possibility of an alternative
choice of elective study disciplines, Catalogue of elective disciplines is placed on
the electronic portal Sirius.
The study programme is focused on the realization of the competence-based
approach in learning. The structure of the study programme considers the existence
of compulsory components of the model study programme of the State
Compulsory Educational Standard of the Republic of Kazakhstan, while in the
development of the elective component of the study programme, university takes
into account opinions of employers, needs of residents, tendencies in development,
staff potential of the department and university.
In order to complement, expand and deepen training in a selected trajectory
of learning, university staff introduces elective disciplines into curricula in
accordance with the state educational standards and State Compulsory
Educational Standards of the Republic of Kazakhstan. The number of hours for
elective disciplines, their ratio with compulsory disciplines are regulated by state
educational standards and State Compulsory Educational Standard of the Republic
of Kazakhstan. 11 employers of the practical health care, and 1 resident are
included in the composition of the Educational Board.
Taking into account opinions of representatives of practical health care, who
are members of the Educational Board, and also in accordance with the trajectory
of training in the specialty, university forms a catalogue of elective disciplines.
When drafting curricula for elective disciplines in clinical area, university always
takes into account analysis of clinical protocols.

Due to the introduction of the National framework of qualifications and
Sectoral framework of qualifications, university revised competencies of the
graduate at JSC «Astana Medical University». There is a compliance of study
programmes with National frameworks of qualifications and professional
standards.
University has a system of transfer of academic hours into european system of
the mutual recognition of credits in accordance with the Provision on credit
transfer in accordance with ECTS (European system for recognition of credits),
which is approved by the decision №21 of the Panel from JSC “Astana Medical
University” dated 27 December, 2011. There is no academic mobility in the
framework of this study programme.
Modifications of the residency programme on the basis of research
achievements, needs of health care and society was carried out in 2010 and 2015.
Evidence:
Astana Medical University has the rules for development and approval of
study programmes. While examining documentation of the Department, university
found a compliance with its norms.
During the development of the residency programme, departments use
technologies of the modular learning and develops modular study programmes.
Since 2015-2016 academic year, university has begun to draft programmes in
accordance with new State Compulsory Educational Standard of the Republic of
Kazakhstan - 2015.
The content of study programmes in residency on compulsory component
complies with requirements of the State Compulsory Educational Standards of the
Republic of Kazakhstan. This was revealed during the examination of departments:
existence of study programmes, working study programmes, sillabi. During the
examination of the working study programme, university revealed full compliance
of the content structure with model curricula and catalogue of elective disciplines.
Working study programme has sufficient learning assurance. In the course of
the interviews with residents and employers, university revealed their participation
in the development and realization of the working study programme by the means
of discussions of the issues of working study programmes at departmental
meetings, submission of applications for elective disciplines, discussion of
competencies of residents.
Working study programme in residency in accordance with the Model
curriculum in the specialty 6R114400 – «Obstetrics and Gynaecology, including
Child Diseases» complies with Sectoral framework of qualifications and
professional standards.
Department and dean’s office of the post-graduate education have individual
plans for residents. The teaching staff of the university systematically conducts
assessment (formative and summative) as well as feedback. The results of
feedback are being discussed at departmental meetings.

Working study programmes reflect practical work of residents in hospitals
and in-patient departments, as well as theoretical preparation in the field of basic
and profile disciplines. Residents from this specialty undergo training on work
places, on clinical bases. Feedback from employers from the Perinatal Center №1
and №3 about work of residents is positive.
In this academic year, residents of this specialty undergo preparation o
model study programmes of 2010 for second and third academic years, and on the
first year of study, they conduct training for new model plan of 2015 throughout
Kazakhstan. New modular study programmes are being modified on the basis of
research achievements, need of health care and society.
Good practice:
1. Departments have learning and methodological provision of study
programmes on a sufficient level.
2. University has internal rules for development and approval of study
programmes. These norms are being complied with.
2. The content of the study programme in residency for a compulsory
component complies with requirements of State Compulsory Educational Standard
of the Republic of Kazakhstan of a corresponding level and model
curriculum.
3. Stuctures and contents of working curricula comply with model curricula
and a catalogue of elective disciplines.
Recommendations: It is necessary to more broadly introduce the policy on
providing opportunities for individual training in other organizations within and
outside the country. This policy should meet the requirements for completion of
the training and transfer of hours (ECTS credits) on preparation of residents.
University should support regional and international exchange of students and staff
(academic mobility), by providing for this corresponding resources.
Standard 3. Residents, teaching and assessment
Academic workload corresponds to capabilities of resident students. Each
resident forms a complex of learning and methodical documents, which includes
working curricula for preparation for the whole period of study as well as
individual working plan in accordance with the Instructive letter №8 and on the
bsis of the model curriculum, which assumes personal participation of the resident
student in provision of services to patients and distribution of responsibilities for
results of these services in the framework of the working legislature. Individual
working curriculum of the resident is being agreed with a curator and approved by
the dean of post-graduate education. It reflects all kinds of activities by the
resident.
University has and practices a clear procedure of recording residents on
study disciplines.

Assessment of knowledge, abilities and skills for each discipline is
conducted by the teacher on the basis of the Provision on the ranking system of
assessing student performance approved on November 22, 2013 by the decision
№49 of the Panel at JSC «Astana Medical University».
Assessment of learning achievements by residents at JSC “Astana Medical
University” is carried out with the use of criteria, provisions and procedures
developed in accordance with the set aims and objectives of the study programme:
Provision for carrying out current, intermediate, and final control of student
knowledge approved on November 22, 2013 by the decision № 49 of the Panel at
JSC «Astana Medical University». Provision on the ranking system of assessing
students’ learning achievements; organization of the examination by the method of
testing approved by the decision №30 of the Panel at JSC «Astana Medical
University» on November 7, 2011. University follows the requirements for model
study programmes on disciplines, the content of which reflect the forms and
methods of students’ knowledge control, which included testing, oral surveying,
observation of practical knowledge.
General policy for assessment of residents is reflected in syllabi for each
discipline, and handbooks approved by the decision №34 of the Panel at JSC
Astana Medical University from September 10, 2014. Residents are being
informed in the beginning of academic year about used criteria for assessment.
When composing an individual plan for training, residents are aware that each
discipline ends with a final control of knowledge and skills, such as examination.
Each discipline of study programmes at departments has approved by the
university standardized tests and questions for disciplines of the study programme
of residency «Obstetrics and Gynaecology, including Child Diseases».
Independent work of resident students also includes the preparation of
reports, and presentations, as well as work in libraries, on the Internet, participation
in research and practical conferences, activities for promoting healthy lifestyle by
students. Forms of conducting independent works and methods of control are
approved by the department. These independent students’ works are being assessed
every day.
University has an electronic database with academic achievements of each
residents from the study programme.
University has an internal monitoring of quality of residents’ knowledge. It
has an official procedure of considering applications/appeals by residents and
compliance with the Code of Honor.
JSC «Astana Medical University» assures the rights and responsibilities for
complying with academic integrity of the resident.
Residents participate in research and scientific work of the university. There is
an integration of clinical activities and research studies.
The dean’s office complies with academic requirements for transfer, recovery,
and academic leave.

Evidence:
University has a formal procedure for dealing with complaints / appeals of
residents and compliance with the Code of Honor. Resident student can appeal the
points of rating on admission and / or final control in accordance with internal
document "Provision on Appeals Commission and the procedure for appeals"
approved by the decision № 26 of the Panel from the JSC "Astana Medical
University" dated September 10, 2012. To this end, University creates the Appeals
Commission from among teachers whose qualifications comply with profiles of
the discipline, which was appealed.
Each discipline ends with the conduct of the practical part of the
examination: with the usage of simulations, with standardized patients,
technologies of OSСE.
The Department has copies of articles and theses of resident students for
research and development work about participation at research and practical
conferences of residents and young researchers with international participation for
5 years.
The Department has analysis of achieved results in learning in comparison
with desired results, questionnaires on satisfaction of residents with the quality of
educational services.
The Department used innovative methods of learning. It also has the Acts for
introduction.
Good practice: 1. Existence of modern simulators in classes of Obstetrics and Gynaecology
for development of practical skills, existence of simulation scenarios, conduct of
briefings, active participation in discussions of assessment of actions of residents.
2. Active scientific and research work of residents with research
administrators, integration of research studies with clinical activities of residents.
3. Existence of teaching materials for all disciplines of residency and
existence of individual working curricula for each resident.
Recommendations: 1. To expand the usage of innovative learning methods.
2. To introduce international exchanges and internships in residency.
Standard 4. Admission of residents, progression, recognition and certification
University is governed by the rules of admission to residency. Responsible
structural subdivisions are the dean's office of the post-graduate education and
department, which conduct training in residency. Admission policy to residency in
the specialty "Obstetrics and Gynaecology, including Child Diseases" is to prepare
qualified professionals.
Criteria for applicants entering the residency program are determined in
accordance with the requirements of the state educational standards of the Republic
of Kazakhstan (2009). Formation of a contingent of residency in the specialty

6R114400 “Obstetrics and Gynaecology, including Child Diseases” in JSC
"Astana Medical University" is carried out in accordance with the needs of the
region and the Republic of Kazakhstan, by the means of placing the state order for
training of specialists.
This university has all the documents under the terms of admission to the
residency and these conditions are fully respected and complied with. Training at
the residency in this specialty is carried out in accordance with the study
programme, where terms and conditions of their education are available and
clearly stated. Reflection of the rules for conducting examinations, attestation of
learning achievements, techniques and evaluation criteria are available in the
educational complex of disciplines, which are available to residents, both at the
department and in the electronic program Sirius. In addition, the university website
contains information on obtained qualifications.
The number of admitted residents correspond to possible opportunities for
clinical preparation on the department bases, approved workload for the
administration staff, as well as material and technical capacities of the department
and clinical bases. This procedure is regulated by the State Order of the Ministry of
Health Care and Sustainable Development of the Republic of Kazakhstan, and is
constantly being agreed by the dean’s office with stakeholders, such as employers,
with the account of demands in medical staff.
The number of residents for 5 years has had a tendency of growth, especially
for 2015 (44 residents): 2011 - 2012 - 6; 2013 - 5; 2014 - 13. All resident students
are trained on a budgetary basis. The dynamics of residents graduation in the study
programme for a period of 2010-2015 is presented in the following structure: с
2012 - 5; 2013 - 8; 2014 - 5; 2015 - 7.
Departments have standardized methods for continuous monitoring. After
the completion of each discipline in residency programme, university conducts
surveys in which they give their assessment and recommendations for each
discipline. In addition, residents can influence on the organization of the study
program (selection of the teaching staff, educational and clinical basis, and et al.)
by direct oral, written request to the head of the Department, dean or supervising
vice-chancellor for research and clinical activities, and as a result of feedback
(survey).
Some residents are provided with opportunities to work in the selected field
of medicine in their free time. Residents from the 3-rd course of study can work
due to the fact that they completed internships in 2011-2012, have certificates of
specialists in Obstetrics and Gynaecology. Other residents also work as
obstetricians.

In university, the transfer of residents from one educational organization to
another is implemented in accordance with the «Rules for transfer and recovery of
students in accordance with the types of educational organizations» approved by
the regulation № 110 of the Government of the Republic of Kazakhstan on January
19, 2012 providing that there are vacant budget-based places at university.
University has all stages of resident students preparation: admission to the
residency, rules and conditions of their training, riles for carrying out various types
of examination and attestation of learning achievements, methods and criteria for
assessment of acquired qualification in internal documents of the organization, all
rules and requirements are available to residents.
In the course of interviews with the teaching staff, it was revealed that the
procedure of determination of the number of admitted residents is conducted on the
basis of the state order together with the Ministry of Health Care of the Republic of
Kazakhstan, as well as on the basis of demands in medical personnel by employers.
In addition, the university takes into account capacities of the practical preparation
of residents and maximum approved workload on administrators, as well as the
existence of material and technical resources.
Training for this study programme is carried out on the clinical bases of
advanced level: «Perinatal Center №1», «Perinatal Center №2», «Perinatal Center
№3», «Municipal Hospital №1», branch of the Regional hospital at Akmolinsk
oblast, National research center of maternity and childhood.
In the course of interview with residents, it was revealed that after completing
each discipline, university conducts surveys, analysis of satisfaction with teaching
methods, reveals weaknesses and strengths, takes into account all mistakes,
identifies reasons for unsatisfactory and satisfactory grades.

According to State educational standards of the Republic of Kazakhstan –
2009, residency in specialties approved and enforced by the Order № 387 of the
Minister of Health Care of the Republic of Kazakhstan from July 29, 2009,
academic classes in residency can be carried out by individuals, who have
academic degrees of Doctors and Candidates of Sciences, as well as PhD holders.
University invites prominent researchers of the Republic of Kazakhstan and
specialists with the first and second categories to conduct lectures in residency for
the specialty 6R114400 «Obstetrics and Gynaecology, including Child Diseases».
Teaching staff of the university carries out both pedagogical and medical
workload. Apart from this, medical work is conducted by assistants depending on
the clinical experience, academic degree and rank. Assistants perform medical
work: reception and follow-up of patients, operations. Meanwhile, professors,
associate professors perform consultative work: consultations, consiliums,
operational activities, etc. It should be noted that faculty working with residents
from practical health care are obliged to obide by the following requirements –
existence of higher and first medical qualification category in specialty. External
employees (for residency) – 12 individuals (37%), of whom 2 Doctors of Sciences,
6 Candidates of Medical Sciences.
University has a sufficient number of doctors and candidates of sciences, who
implement this study programme. The number of faculty staff (for residency), who
have qualification categories of doctors-specialists constitutes 32-100 %, including
31 individuals (91,3%) with higher degree and 1 person (8,7%) with a first
qualification degree. The average age of the teaching staff is 44 (decreased by 3 years
(from 47 to 44).

Training in residency in the specialty is conducted by 3 departments with a
sufficient level of retainment. All faculty members have basic education, the code
of specialty of the academic degree and academic rank correspond to the profile of
the study programme. Faculty of the university made a huge contribution to the
development and improvement of study programmes, in determination and
achievement of educational aims and outcomes. Faculty also conducts tremendous
work to enhance the efficiency of education.
Teaching staff of the university is actively involved in the system of quality
assurance of education. University attracts more qualified specialists among
teachers and prominent researchers with corresponding profiles and disciplines in
the process of development and formation of programmes.
University and departments carry out regular assessment of effectiveness of
the quality of teaching. It has Acts for carrying out open classes, mutual attendance

of lectures conducted by the teaching staff, questionnaires from residents and
faculty staff. In order to improve the quality of teaching, university uses innovative
forms of teaching, which are being discussed during departmental meetings and
approved at the Committee on introducing new advanced educational technologies.
University has systems for enhancing qualifications of the teaching staff and
stimulating faculty for their pedagogical, research, and professional achievements.
University introduced a ranking system of assessing activities of the teaching staff
and material incentives to work on the basis of the ranking results.
Departments in the Resident degree programmes carry out research work,
participate in research conferences, residents take part in conferences for young
researchers. University has publications by the teaching staff at foreign and local
research publications, as well as publications with impact factor.
JSC «Astana Medical University» pays a great attention to the issues of
academic integrity of the teaching staff and employees. There is a plan of activities
for combating and eliminating corruption at university, continuous surveying of
students (3-4 time during one academic year), information centers (blogs and
forums of the rector, deans, hotlines, trust boxes).
University attracts highly qualified specialists from the leading organizations
of the Republic of Kazakhstan, which are clinical bases of the university.
University also has data for academic workload of the teaching staff in
residency in the framework of the study programme: for professors – 850 hours,
for assistents - 900 hours. Taking into account a fact that Astana Medical
University has 3 departments, which implement a study programme for this
specialty, educational disciplines are attached to departments.

Recruitment of the assistant of the department at university is carries out in
accordance with the requirements of the Decree №230 by the Government of the
Republic of Kazakhstan dated February 17, 2012 «On approval of the rules for
competitive substitution of positions of the teaching staff and research employers

System of enhancing qualifications at the University is carried out in the
framework of the Plan for professional development of the teaching staff at JSC
“Astana Medical University”, which was designed in accordance with the state
standards of the Republic of Kazakhstan «Teacher at medical organizations of

Minister of Health Care of the Republic of Kazakhstan and Model educational
programme «Teacher of medical organizations of education and science» approved

certificates for professional development in clinical and teaching activities. In the

There are copies of publications by the faculty in local and international

Teaching staff from the residency uses innovative methods of learning and
teaching. For instance, there are 2 Acts for introduction using TBL approach
(Obstetrical effusion of blood, eclampsia).
The structure of learning at university reflects academic workload, planned
methodical work, medical work, educational work, research and development
work.

To implement a presented study programme, university has clearly
determined legal places for conducting training in residency and contracts with
clinical bases. Main clinical bases for preparation of residents in the specialty
«Obstetrics and Gynaecology, including Child Diseases» are the following:
«Perinatal Center №1» (160 beds with female consultations for 250 visits),
«Perinatal Center №2» (160 beds with female consultations for 250 visits),
Perinatal Center №3 with the usage of female consultations, multiprofile
organization «Akmolinsk regional hospital №2», which has such departments as
following: maternity department (45 beds), gynaecological (25 beds), as well as
department for intensive care (6 beds), ward of the intensive therapy and intensive
care for newly born children (3 beds), «Municipal hospital №2», Republican
Scientific Center of emergency medical services (Gynaecological department is
designed for 30 beds), «Municipal hospital №4» (Obstetric-gynecologic block for
5 sections), «Municipal hospital №7» (Obstetric-gynecologic block for 5 sections),
«Municipal hospital №2» (Gynecologic Department is designed for 40 beds),
«Municipal hospital №1» (Gynecologic Department is designed for 60 beds).

work with colleagues and other specialists in the field of health care.
Department and clinical bases are equipped with modern instruments,
equipment, auditoriums, laboratories, fully available for learning. Material and
laboratory bases are sustained in good working conditions and being constantly
updated. Departments are equipped with all necessary equipment and instruments,
provide opportunities for broad application of new forms and teaching methods.
University has a unified system of library and information services with the
access to modern databases in the field of fundamental and applied medicine.
There is an electronic catalogue and an electronic library. University also has funds
of learning, methodological, research, and clinical literature.
The overall capacity of reading halls of the university library for this day
constitutes 266 places. University concluded contracts for library and
informational service with Akmolinsk branch, which provides reading rooms with
40 seats. The overall number of seats is 306. Electronic catalogue of the library
constitutes 17 079 records. The volume of the library and journal fund for
residency specialties constitutes more than 140 units for one resident of the given
contingent.
Information area of the university presented by the computer park, which is
used in the educational process is equipped with 55 personal computers, 21
notebooks, 4 multimedia projectors, 2 interactive boards.
Resident students are competent in using information and communication
technologies for self-directed learning and access to the database and work in the
unified information system of health care.
JSC «Astana Medical University» formed a database of educational
information resources, which have access from the internal network of the
University.
Access to the Internet of all computers is conducted through the local network
(organized by the means of a high-speed DSL-channel) with the speed of 50
Mbit/sec through unlimited network traffic, which allowed to increase time for
access of users to Internet network. In the course of enhancing the quality of
practical training, residents use resources of the evidence-based medicine:
Cochrane Library, BMJ, PubMed, Medline, EMBASE.
There is a unified system of informational provision of residents and teachers,
as well as Internet and Wi-Fi on clinical bases. University has available modern
databases in the field of medicine and health care from many foreign journals with
impact factor (Sсopus, Tomson Reuters and others) for residents and faculty.
Service for consultation of residents is a dean’s office for post-graduate
education and departments. University staff from the department (dean, deputy
dean, leading specialist, methodologist) together with the staff from departments
carry out informational support, provide consultations and guidence on a choice of
the specialty. Information about study at the residency is also placed on the official
website of the University http://www.amu.kz//resident_graduate_doctoral/, in the

section «to Master students, Residents, and PhD students», on informational
boards of the dean’s office and departments.
The services of support of students’ interests and requests by residents to
operate efficiently. Qualifications of the staff of services in all spheres of activities
(library, department, dean’s office, dormitory, etc.) correspond to the requests and
interests of residents.
The university conduct the examination of needs of the working residents.
It carries out a continuous update and expansion of the material and technical
basis with modern equipment on the basis of the Strategic Development Plan for
the programmes of residency at JSC “Astana Medical University” for 2013-2020.
Univerisity considers a sufficient funding of study programmes, both for the
account of the budget financing, as well as from the incomes of providing
educational services, implementation of scientific and research activities, which do
not go against the legislation.
Evidence:
The Department for Obstetrics and Gynaecology №1 is located in the area of
the Perinatal Center №2, Perinatal Center №3, National Research Center for
Maternity and Childhood; Department for Obstetrics and Gynaecology
(internships) is located in the area of the Perinatal Center №1, Municipal Hospital
№1 and №2, where study rooms are equipped with the furniture from social
partners. University also has bilateral contracts with medical organizations, which
are the clinical bases for the university. When visiting the clinical bases of the
Department, residents worked in various departments. The feedback from
employers of clinical bases were positive. There is a close integration in terms of
training of residents between departments with clinical bases and administration of
clinical bases. The staff of department carries out organization of the educational
process, conduct systematic monitoring of the places for conducting classes.
The volume of the book and journal fund constitutes 825 542 copies, of which
503 580 copies are educational literature, making up 61% of the book fund,
including the books in Kazakh language (133 706 copies). University operates an
electronic library (bibl.amu.kz).
Residents are provided with the access to 5 computer classes for 53 seats, 8
terminals for a free access to information resources of the university. Computers
are connected within a single local network and have access to a corporate network
for transmission of university data, university website and Internet. All educational
blocks of the university are connected within a corporate network for transmitting
the university data.
In the course of undergoing practical activities on clinical bases, resident
students can independently work with the following programmes: «Register of the
attached population», «Akgun», «Outpatient help», «Electronic register for in-
patients».
The teaching staff support students, conduct consultations on disciplines, and

In the course of interviews, it was revealed that for the last five years the
university experiences a trend of enhancing the amount of funding accumulated for
a purchase of the literature, information resources, and computers.

study programmes of post-graduate education, and the electronic informational
board (right monitor) in the main building of the university broadcasts
advertisements about study programmes of the post-graduate education.
Information about study programmes for students (prospective and present),
employers, parents and other stakeholders is available on the university website.
University website has full information about study programmes, criteria of
selecting students, expected outcomes for acquiring a certain programme, and
awarded qualifications. Procedures of teaching, learning and assessment,
performance percentages and opportunities for residents’ learning are available on
the portal of interactive learning (trens.amu.kz) and in the automation
informational system «Sirius» (edu.amu.kz) under the section «Journal of
academic performance», which provides access to university teachers. Residents
can observe their grades in their personal accounts.

to the fact that it contains criteria of selecting residents for this specialty. Residents

Employers can learn a great deal of information about key and professional

opportunities for learning are reflected in the “Personal card” of a student and in
