The Netherlands and Myanmar celebrate 70 years ofbilateral relations thisyear.Since2015 theNetherlandshasanEmbassy inYangoninouraimtostrengthenthispartnership and support the democratic transition inMyanmar. Recent developments in Myanmar haveunderlined this is an unfinished and immenselycomplicated process. To complete its transition todemocracy, sustainable and inclusive economicdevelopmentisanecessarycomponent.Togetherwithastrong focus on human rights, supporting thisdevelopment is integral to our engagement withMyanmar. I stronglybelieve that thisConference in thefieldofenergycontributestoachievingthisdevelopment.Itisthereforeagreatpleasureforustoorganizethefirstbusiness delegation to the Netherlands to attend theOffshoreEnergyExhibitionandConference(OEEC2017).OEEC 2017 provides an integrated program for thedelegation including an oil and gas conference, windenergy conference and a dredging conference.Furthermore, the Myanmar business delegation willpresent opportunities for the Dutch industry during abusiness opportunity seminar and a business breakfastevent.Duringmultiplenetworkevents,matchmakingandcompany visits both the Myanmar and Dutch side willhaveanumberopportunitiestogettoknoweachotherandexplorefuturecooperation.The Myanmar delegation comprises of key players invarious industries including oil and gas, infrastructure,

port, etc.We do believe that this delegationwill be ofgreat interest for the suppliers of Dutch innovativetechnologyandservicesintheenergysector.AlthoughtheMyanmarmarketisrelativelynewformanyDutchcompaniesIbelievetherearegoodopportunitiesto develop sustainable business relations in the energysector.Myanmaristhetenthlargestnaturalgasproducerand the largestproducer inSouthEastAsianCountries.Myanmar has done a number of economic reforms toinvite foreign investments inMyanmarwhich facilitatesmarketaccess forourcompanies.FDI in theoilandgassectorreachedaboutUS$22billionwhileFDIintheotherenergyfieldswasaroundUS$20billion31August2017.Myanmar has untouched natural resources includingnaturalgasanditsreservesareabout1820Bcfandcrudeoil reserves are estimated to be around 139 millionbarrels.Currently,Myanmarhas53on-shoreblocksand17blocksareoperatedby12companies.Among them,ShellMyanmarEnergyPteLtd isagoodexampleDutchinvolvement in this sector. There are about 150 localcompaniesengagedintheoilandgassectorinMyanmar.IsincerelybelievethatthisOEEC-conferenceisanexcellentopportunitytomeettheMyanmardelegationanddiscussfurthercooperationandbusinessopportunities.Finally Iwould like to thank theNetherlandsEnterpriseAgency,NetherlandsMaritimeTechnology,MyanmarOilandGasServicesSocietyfortheirgreatcontributionandsupporttotheevent.

AboutM&AOSBMyanmariscurrentlyoneofworld’shotspotsforoffshore oil & gas exploration. An efficientOffshore Supply Base (OSB) will be a criticalrequirementtosupportthisactivityintermsoflower costs and increased efficiency. Myint &Associates intends to develop a worldclassOffshoreSupplybase(theM&AOSB)inNgaYokeKaungwhichwillbeapositivedevelopmentforthispartofMyanmar.FullyconsciousofthelocalenvironmentalandculturalbeautyM&AOSBwillbedevelopedinamannerthatithasaminimalimpacton theenvironmentand should lead toenhancement of the lives of the localcommunities.In 2014/2015, the Government of Myanmarawarded 20 international consortia rights toexplore and produce offshore blocks via thesigning of Production Sharing Contracts (PSCs).ThetermsofthosePSCsrequiretheOperatorsof

those blocks to invest in exploration activities,including the drilling of a specified number ofwells,overaperiodspanninguptosevenyears.The Rakhine basin is proving to be particularlyinteresting and may become the key energyprovider for Myanmar in the future. WithMyanmar’s economy growing strongly thisenergyismuchneeded.The Nga Yoke Kaung bay location is ideallylocated to serve almost the entire Myanmaroffshoresectorwithina24hoursailbydedicatedsupplyvessels.M&AOSBselectedthissiteafteranextensivesiteselectionstudy in2015.Sincethen it has undertaken a number of studiesincluding environmental and social impactstudies.M&AOSBhasheldextensivestakeholdermeetingswithregionalgovernmentsandvillagesadjacent.EIAandSIAreportshavealreadybeensubmitted.
