INTRODUCTION In August 2005, Peru ratified the Stockholm Convention on Persistent Organic Pollutants (POPs),

which stipulates in Article 7 elaboration of the National Plan for the Implementation of the

Stockholm Convention (PNI - COP Peru). One of the strategies of this plan, contemplates the need

to design a mechanism for the Pollutant Releases and Transfer Register (PRTR), the same that

must be conducted by the Ministry of the Environment - MINAM as administrator of the National

Environmental Information System (SINIA ). From 2009 MINAM (with the support of PMUNA, GEF,

UNITAR and CATRTA) has been able to evaluate, analyse and design a National Register of

Pollutant Releases and Transfer, which has started its activities in 2016.

In that sense, by 2016, MINAM and the United Nations Institute for Training and Research

(UNITAR) signed the Charter of Agreement for the implementation of the third phase of the

national PRTR implementation process, as a fully operational platform with access to accurate

environmental data on POPs and other priority chemicals, increasingly promoting citizen

participation in environmental issues.

In this context, on February 15, MINAM, through the General Direction of Environmental Research

Information, developed the Inception Workshop of the "PRTR Implementation Project, as a tool

for reporting, disseminating and raising awareness about pollutants in Peru", an event that also

revealed the scope, stages and procedures of the new PRTR reporting cycle to the various public

and private actors, academia, companies and civil society.

OBJETIVES

GENERAL OBJECTIVE The general objective of the inception workshop was to present and explain the scope and goals of

the “PRTR Implementation Project as a tool for reporting, dissemination and awareness raising

about pollutants in Peru’’ to public and private actors.

SPECIFIC OBJECTIVES To inform the actors involved about the scope, stages and procedures of the new PRTR

reporting cycle, period 2016.

To present the results obtained during the PRTR development and designing process.

To strengthen competencies in order to report to PRTR.

BACKGROUND On December 22, 2016, the Ministry of the Environment (MINAM) and the Institute of the

United Nations for Training and Research (UNITAR), signed the Charter of Agreement for

the implementation of the third phase of the Implementation of the Pollutant Releases

and Transfer Register (PRTR) for Peru. The project has US $ 190,000 of funding over a two-

year period and is part of the overall PRTR implementation project in 5 other countries.

On February 14, 2017, the National Steering Committee of the "PRTR Implementation

Project as a tool for reporting, dissemination and awareness raising about pollutants in

Peru’’ was installed, chaired by the Ministry of Environmental Management of MINAM

and integrated by the directors of the General Direction of Environmental Quality, General

Direction of Policies, Norms and Instruments of Environmental Management, the General

Direction of Education, Culture and Environmental Citizenship and the General Direction

of Investigation and Environmental Information, who act as technical secretariat.

In Annex I of the specifications of the aforementioned Letter of Agreement, reference is

made to the official presentation of the project at national level with the development of

the inception workshop held no later than January 2017; In this context, it should be noted

that through logistical coordination, the start-up workshop was held in the second week of

February, when the goals, objectives and work program for the project were in place.

EVENT DEVELOPMENT 1. BEGINNING

The event began with a welcome by Engineer Marcos Alegre Chang, vice Minister of

Environmental Management from the Ministry of Environment, who emphasized the

importance of the country having this type of registers which contributes to the

improvement of national capacities to achieve adequate management of products,

materials and substances as a result of extractive and productive activities.

2. DEVELOPMENT

The PRTR video was presented as well as the video presentation of Andrea Cararo,

representative of UNITAR, who made reference to the international context in the

implementation of emission records.

The workshop also included presentations by specialists from MINAM and the PRTR

project, who highlighted the relevant aspects and key characteristics of the PRTR for Peru

and gave the technical and methodological scope for the reporting process.

The panel of questions was given by specialists Daniel Núñez Ato and Christopher

Ynocente La Valle, who responded to the doubts and concerns of the participants.

3. CLOSURE

Economist Xavier Gordillo Carrillo, General Director of the General Direction of

Environmental Research and Information - DGIIA and National Director of the Pollutant

Releases and Transfer Register (PRTR), closed the event with some remarks,

acknowledging and thanking the participation of those companies that, on a voluntary

basis, culminated in the process of reporting their emissions for the period 2015.

Finally, the participants went to the hall of the Sala Caral, where a snacks and

refreshments could be enjoyed, and where the respective photos of closure were taken.

STAKEHOLDERS A total of 64 people attended, including representatives of civil society and trade unions, such as

the Chamber of Commerce of Lima, the National Fisheries Society (SNP), the Peruvian Automotive

Association, the National Society of Industries, National Society of Mining, Petroleum and Energy

(SNMPE) and the Peruvian Society of Hydrocarbons.

Besides, representatives of the governmental sector also participated, including: The Ministry of

Transport and Telecommunications (MTC), the Ministry of Agriculture and Irrigation (MINAGRI),

the Ministry of Housing and Construction (VIVIENDA), the Ministry of Production (PRODUCE) and

line bodies of the Ministry of Environment such as the General Direction of Environmental Quality

and the General Direction of Education, Culture and Citizenship.

Among the companies invited were the companies that successfully completed the reporting

process for the period 2015 and new companies whose objective was to inform themselves and to

know more about the nature and scope of the PRTR.

Finally, the workshop counted with teachers and graduates of the National University of San

Marcos

Figure 1 shows that most participants were already familiar with the concept of PRTR, before the

workshop began.

As figure 2 shows, 38 out of the 39 participants felt that “Promoting a base of information about

pollutant releases and transfers to the air, water and soil, which supports environmental policy

formulation in the country”, was the most important use of a PRTR.

Figure 3 shows that both the participants who provided their data to the PRTR as well as the

participants who didn’t, felt that “Knowing the emissions, points of improvement in the industrial

processes could be identified in order to achieve a greater efficiency”, was the most important

opportunity for a company to provide its data to PRTR.
