Dr. Walter L. Smith
DR. WALTER L. SMITH will be inaugurated to-day as the seventh permanent president of Flo-rida A&M University.
Dr. Smith was appointed to the position onAugust 11, 1977 by the Florida Board of Regents,and he assumed the presidency on September 1.
A true son of Florida A&M, Dr. Smith spentmuch of his youth in Tallahassee in the home ofhis grandfather just south of the campus, and heearned two degrees from the institution-theBachelor of Arts in biology and chemistry, andthe Master of Education in administration andsupervision. Additionally, Dr. Smith served asassistant to the dean of FAMU's School of Educa-tion from February 1972, through January 1973.
Dr. Smith is proud of his FAMU connectionsand sees them as a basis for the very diverseeducational and professional background thatpaved his path to the presidency of his almamater.
In addition to earning the doctorate inhigher education administration from FloridaState University in 1974, Dr. Smith has receivedextensive specialized preparation. He com-pleted specialized training in Improving TeacherCompetencies at the Northwest Regional Educa-tion Laboratories, Portland, Oregon, and earneda certificate in African Culture and History at theAfrican universities of Legon and Ibadan. Hereceived additional specialized training as agraduate of the Educational Training Con-sultants Program of the Institute for AppliedBehavioral Science, Bethel, Maine, and collec-
tive bargaining at the University of Chicago'sCenter for Continuing Education. Dr. Smith alsohas studied law at the Woodrow Wilson Collegeof Law, Atlanta, Georgia.
A military veteran, Dr. Smith is also agraduate of the U. S. Army Leadership Academyat Fort Lee, Virginia.
Among his diverse work experiences arepositions as a teacher of chemistry and biology inTampa, management trainee for IBM, provostand chief negotiator for Hillsborough Com-munity College in Tampa, and executive with theFlorida and National Education Associations.
Dr. Smith is credited with establishing thefirst statewide center for human relations inFlorida under sponsorship of the Florida Educa-tion Association. The FEA presented him itsleadership award in human relations in 1973. Hehas published and edited several papers andother works, and holds membership in Phi DeltaKappa. His other affiliations and membershipsinclude the National Council on Research andDevelopment, the Board of Education Advisorsof the Permanent Charity Foundation, and theboard of directors of the Council of BlackAmerican Affairs.
He has served as court appointee of theCitywide Coordinating Council of Boston,Massachusetts, and as Governor's appointee onthe Post-Secondary Education Commission ofMassachusetts.
Dr. Smith is married to the former JeraldineWilliams of Tampa, and they have four children,John, Andre', Salesia, and Walter, II.

'FLORIDA A&M UNIVERSITY was established
by constitutional provision and legislative enact-ment in 1887 as the Colored Normal School. Itbecame a university on September 1, 1953 as aresult of a bill passed by the State Legislature onApril 28.
The University is divided into seven schoolsand colleges-the College of Education, Collegeof Humanities and Social Sciences, College ofScience and Technology, School of Architec-ture, School of Business and Industry, School ofNursing, and School of Pharmacy. In addition,FAMU has 11 academic and related servicefunctions-Academic Computer Services; BasicStudies; Continuing Education, Evening andWeekend College; Cooperative Education;Graduate Studies; Honors Program; Instruc-tional Media Center; Libraries; SponsoredResearch; Summer Quarter; and Test ServiceBureau.
The spacious campus is spread over an areaof 404 acres. The main campus is located on thehighest of seven hills in the State Capital City ofTallahassee.
The campus is made very picturesque bymassive oaks, broad, green lawns, beautifultropical shrubbery, red brick buildings, andwell-placed concrete walks. The location and at-mosphere are most ideal for an educational in-stitution. It is a Land Grant institution and one ofFlorida's nine state-assisted universities.
The University holds membership in all ofthe leading accrediting and professional agen-cies, including full membership in the SouthernAssociation of Colleges and Schools. A chapterof Phi Delta Kappa, a professional fraternity formen in education, was established in 1964. The
University was admitted to membership in theAmerican Association of University Women in1959.
The University went on year-round opera-tion with the trimester system in 1963-64, andchanged again to the quarter system in 1967-68.
Dr. Walter L. Smith became the seventh per-manent president on September 1, 1977. Therehave been three acting presidents.
In 1970, by authorization of the Board ofRegents, FAMU became the first and only uni-versity in the state to offer a major in Afro-American Studies.
Several projects have been either recentlycompleted or are currently under way for thecontinued improvement of the University'sphysical plant. Foremost among these is the re-cent completion of a multi-million dollarwomen's apartment complex. More recently theUniversity Commons and the central libraryboth have undergone extensive renovation.Also, a $2 million building to house the School ofPharmacy was completed and occupied.
The validity of the investment in. physical-ex-pansion and development has been justified by asignificant record of educational growthreflected in the development of educationalprograms, the increase in student enrollment,and a corresponding increase in staff.
The necessity to expand the offerings of theUniversity has generally coincided with thephysical expansion.
Under the leadership of Dr. Smith, FAMUenters a new era, and the University takes onadded significance as it meets the educationalneeds of its students and continues to moveforward in giant strides as an institution of higherlearning.
