The new loop track allowed Gerald Grain to increase its capacity for one of the few loop track grain facilities in Ohio. The site is a 158 +/- acre parcel, located in Fulton County at the intersection of Fulton CR11 and the Norfolk Southern Railway. As a partner of Norfolk Southern’s grain shuttle program, the facility was challenged to build a circle track on their grounds that would allow the 85-car unit trains to pull off the mainline and park at the grain facility. The new facility will also offer a storage capacity of about 2.7 million bushels. PDG provided the professional civil engineering and surveying services needed to develop construction plans and permit documents for the township, County permit, and OEPA Stormwater Control Permit approval. In the Spring of 2018, the Village of Lexington contracted PDG to provide environmental

engineering services to assist with developing a Water System Asset Management Program (WSAMP). The program is based on OEPA guidance developed from Senate Bill 2 requiring all public water systems to have an asset management program in place by October 1, 2018.

The raw water source for the WTP consist of three wells that pump water from a sand and gravel aquifer within the Clearfork Buried Valley aquifer system. The distribution system includes 32 miles of distribution system pipes ranging in size from 4-inch to 12-inch, a 1,000,000 gallon storage reservoir on Lexington Avenue north of Eisenhower Drive, and three elevated water storage tanks including the 500,000 gallon elevated tank on Delaware Street at Cedarwood Drive, the 100,000 gallon elevated tank on Fox Road, and the 150,000 gallon elevated tank off Steam Corners Road. The water system serves a population of 4,825 with 1,826 service connections. Of the 1,826 service connections, 65% are residential single-family, 10% are multifamily, and 25% are industrial/commercial.

The Village of Lexington, Ohio, located in Richland County, owns, operates and maintains a 2.0 MGD, Class I Surface Water Treatment Plant and a Class I Water Distribution System. The WSAMP provides visual GIS mapping, written documentation of Village policies and procedures, training of Village personnel, as well as review and condition of each piece of equipment.

GIS mapping plays an integral role in visually identifying preventative maintenance and prioritizes needed infrastructure improvements for water and wastewater utilities. Field mapping was conducted

In conjunction with this effort, a sanitary system map was created for the Village and shows all known accessible manholes and sewer lift stations. All existing features were located and marked where visible from the surface.

GIS is a reliable go-to tool to optimize water operations. It provides one location to store system data that is easy to locate and the power to prioritize upgrades and

increase efficiency, saving the Village money. One of the most useful features of GIS mapping is the ability to quickly retrieve necessary information at the location of a problem and solve the issue in a timely manner. Documentation of AutoCAD drawings, infrastructure data and other paper records can also be linked to map points to easily organize data. Utilization of GIS mapping helps the Village’s utility department organize, and prioritize their maintenance and future planning efforts.

Geographic Information Systems (GIS) allow you to bring together a diverse set of information for mapping

and analysis purposes. This information can be as varied as parcels and community boundaries, floodplains and wetlands, or even contours and soil types, just to name a few. Common applications for GIS are utility documentation and management and zoning/planning. We have worked with communities to develop online, interactive maps of their utility systems that streamline work by allowing appropriate personnel to access this information in the field from their tablets. PDG can utilize client provided field data or we can perform field data collection using our GPS equipment. GIS, in the planning field, allows communities to more easily access zoning information and make better decisions when mapping out their future.

PDG was the prime consultant for the evaluation, design and construction of improvements to the Village of West Unity’s existing wastewater treatment system. Scope of work included:

Poggemeyer is part of a collaborative team including City Architecture and Boulevard Studios working to complete the Envision Grafton: Smart Growth through Transportation TLCI (Transportation for Livable Communities Initiative) Plan. Envision Grafton is focused on redevelopment and new investment opportunities in the Village. A community meeting was held to gather feedback from the community and discuss study priorities.

The Plan focuses on current and future connections in the Village between residential areas, industrial/commercial uses, recreational uses and the Downtown. The effort aims to increase public access and enjoyment of all Village resources by adapting objectives and setting new goals which will guide future investments and development.

The project involves a four-phased approach: Understand, Challenge, Transform and Implement. PDG’s role includes development of a public survey, attendance at steering and public meetings, signal warrant study, visual and land use analysis, coordination of signal timing/routes and budget/timeframe/funding information.

With the project well underway in the Transform Phase, we have completed the signal warrant study, two public meetings, a public survey, two steering committee meetings, stakeholder focus groups and draft priority initiatives.

Complete Streets and the TLCI Program

Northeast Ohio Area Wide Coordinating Agency’s (NOACA) TLCI provides assistance to communities to study and implement integrated transportation and land use plans. Considering multi-modal transportation (pedestrian, cycling, vehicular, public transit, etc.) together helps create balanced environments that strengthen communities’ livability. The Plan is funded by Northeast Ohio Area Wide Coordinating Agency’s (NOACA) program.

David E. Saneholtz, P.E. is beginning a new chapter in his life after more than 30 years as a senior member of PDG’s Site Development Department. Dave has retired and is focusing his attention on family and designing new adventures.Dave has been the lead designer for site development for public, recreational, commercial and residential projects. Most notably are the Crossroads of America, Bass Pro Shops, Home Depot Distribution Center, Kalahari Resort & Convention Center, The Huntington Center, Luna Pier Beach Front Improvements, Sixth District Court of Appeals and the Stone Ridge Golf Club and Subdivision.

As Dave starts this new chapter, a strong team of professional engineers and technicians will continue with the same adept work ethic to provide solutions to our clients. Shane Huntley, P.E., states “Dave has been a great mentor since I started at Poggemeyer and invaluable to my growth as an engineer.” Although Dave is “retiring”, he will still be a consultatant on a project-to-project basis. We wish Dave and his family good health and great adventures.

Jack Jones, Chairman of the Board, is 70 years young and the employees at PDG had a surprise birthday party for him on December 3, 2018. It is rare that we can do anything in the company without Jack hearing about it, but we accomplished a great celebration for a great leader and he was surprised.
