Stone Oak POA AssessmentsThe Stone Oak POA July 2020 Assessment billing was mailed out in late June. If you are a Stone Oak POA property owner, and have NOT received your bill, please contact our accounting

staff immediately by calling 210-858-8508, or emailing [email protected] and [email protected]. July 2020 assessments must be in our office by July 31, 2020 to avoid late fees. On August 1, 2020, late fees are automatically added to all accounts with outstanding balances. It is the responsibility of the property owner to ensure our accounting team has the correct mailing address.

Beginning in early 2021, Stone Oak POA residential assessments will be billed only once per year. If you have previously set up automatic withdrawals or charges through your bank or credit card, please ensure the settings have been changed to accommodate the change from semi-annual to annual billing. Even if your payments are set up through the online portal, our staff is unable to access private account information – they cannot make this change for you. (Stone Oak POA Commercial property assessments will remain quarterly.)

“Late on Saturday June 6, my wife and I had returned from Mason Texas where we had been cutting, sanding and staining lumber for a carpentry project. We had placed the paper rags used to wipe off the stain in a plastic garbage container along with trash and

wood chips, sawdust, etc. The lid was tightly sealed, and the rags self-combusted. Luckily, your security officer Raul Sanchez spotted the fire on his rounds in our neighborhood. The timing of his coming by our house could not have been more fortunate. His quick actions in calling 911, and using our water hose to put out the fire, is nothing short of heroic- saving our lives, our other cars, and our home from what easily could have been a disastrous explosion and fire. Many thanks for the great work your team provides in protecting us!!”- Steve and Tammy Jones

Stone Oak POA OfficeAlthough the Stone Oak POA office at 19210 Huebner Road is closed to foot traffic, you can reach employees by calling the new Stone Oak POA dedicated number at 210-858-8508. Employees are available to discuss Stone Oak POA business Monday through Friday during regular office hours. If you reach a voicemail, please leave a message, and your call will be returned. During this ever-changing time of COVID-19, we are happy we are now able to offer seamless attention to our property owners.

Update on Stone Oak POA Community Events

Each year, hundreds of our Stone Oak property owners look forward to our Stone Oak POA coordinated special events: Donation and Dumping Day, Earth Day with free shredding, and Arbor Day with free trees. As of the date of this printing, these events are on hold. We are closely monitoring the COVID-19 situations day-to-day, and will reschedule as soon as possible. The Board of Directors’ utmost concern is the safety of our staff, our property owners, and the employees of the community vendors who assist with these events. As soon as we are able to reschedule these events, we will post the dates on our website, www.StoneOakPOA.com. If you register for the website, you will receive an email when dates are set. Please also watch this newsletter for the most up-to-date information.

FAQ Stage I Watering RulesBy Mark Peterson, SAWS

For those new to our city – and for residents who may have forgotten what Stage One Watering Rules entail – we’ve compiled answers to a few frequently asked questions.

The last time San Antonio was under Stage One Watering Rules was in 2018. So, we all may have forgotten what Drought Stage Watering Rules are and why they are important. Below are some frequently asked questions pose to our Conservation personnel in the recent weeks.

What are Watering Rules and why they exist?Watering Rules exist either Year Round or during Drought Stages when seasonal rains diminish and the Edwards Aquifer levels begin to fall. Watering Rules are intended to be proactive tools to assist in water conservation and maintaining Aquifer health for future generations.

Conservation – water that we do not use – is still the cheapest source of water. SAWS manages our water supplies through the use of short-term Drought Watering Rules and long-term water conservation programs. The residents and businesses of our area have responded well to both and reduced usage considerably.

The Drought Stages are set by the State of Texas and enforced by the City of San Antonio through its municipal code.

Year Round Rules1. No watering permitted during 11 am to 7 pm2. No water waste, i.e., water on pavement or running down the

street or uncontrolled leaks

Stage One1. One day a week irrigation by sprinkler, in-ground system,

soaker hose2. Permitted time is 12:01 AM to 11:00 AM and 7 PM to 11:59

PM3. Based on the last digit of your visible home address4. No visible address – watering day is Wednesday5. Drip irrigation, buckets, and hand held hose is any day and

any time6. No irrigation whatsoever on the weekend

Stage Two1. One day a week irrigation by sprinkler, in-ground system,

soaker hose2. Permitted time is 7 AM to 11 AM and 7 PM to 11 PM3. Based on the last digit of your visible home address4. No visible address – watering day is Wednesday5. Drip irrigation may be run any day but only during permitted

hours.6. Hand held hose and bucket still is any day and any time7. No irrigation whatsoever on the weekend

soaker hose EVERY OTHER WEEK2. Permitted time is 7 AM to 11 AM and 7 PM to 11 PM3. Based on the last digit of your visible home address4. No visible address – watering day is Wednesday5. Drip irrigation may be run on MONDAY, WEDNESDAY,

and FRIDAY during permitted hours.6. Hand held hose and bucket still is any day and any time7. No irrigation whatsoever on the weekend

Stage FourThe same as Stage Three but a surcharge is added for both Residential and Commercial customers.

When do the Watering Rules go into effect?Drought Stage Watering Rules go into effect when the Aquifer J-17 well (located on Ft. Sam Houston) reaches the 10-day rolling average below the state mandated stage level. After the City of San Antonio city manager declares a stage, the announcement must be seen in the local newspaper and the stage goes into effect the following day.

To whom do they apply?Watering Rules apply to anyone who lives within the city limits of San Antonio or within 5 miles of the city limits (ETJ) and receives water or sewer services from the San Antonio Water System. Excluded properties are those in separate municipalities, e.g. Olmos Park, Terrell Hills, Hollywood Park, etc.

What is the difference between drip systems andsoaker hoses?Drip irrigation is water conveyed through a pipe or tube, under pressure, that supplies a precise amount of water from emitters equally spaced along the pipe or tube. Drip systems include

a backflow device and filter to prevent water siphoning back into your home.

Soaker hose is reconstituted black rubber or flat green rubber strip that exudes water indiscriminately form one end to the other. They are not very conservation oriented and have a short life span so they are grouped with sprinklers and in-ground irrigation systems.

What is the difference between drip and bubblers?Bubblers are water emitters attached to pressurized pipe like drip irrigation but bubblers emit water in gallons per minute not gallons per hour like drip irrigation. However, SAWS policy is to treat both bubblers and drip the same with respect to the Watering Rules. A warning! Bubblers emit tremendous amounts of water if you are not careful.

When can I hand watering?Hand watering allowed anytime and on any day. But keep in mind, the best time to water is at dawn or at dusk. Hand watering is the most effective irrigation method because it targets only what actually needs water.

Will my grass die?Generally no, but it depends on the grass species and the amount of soil. Our research (2005-2008) indicates that most South Texas turf species and varieties will survive 60 days without any water if enough soil is present. The more soil, the less likely the grass will die.

Will my “Heritage” live oaks die?Live oaks and other native trees have the ability to withstand significant droughts, and they have repeatedly done so over the eons without human assistance. A good soaking, once a month, at the canopy dripline, in the absence of rainfall, is all the water they need. The dripline is the edge of tree canopy where the majority of roots that absorb water and nutrients reside.

How can I report “illegal watering”?SAWS is more interested in changing behavior than issuing citations. We want everyone to follow the Watering Rules and encourage community conservation.

In the event, you do see improper watering, please go to the SAWS Home page and click on the Report Water Waste button and follow the instructions. We will send a note to the homeowner or business concerning the incident and a reminder of the current Watering Rules. On the other hand, if improper watering or blatant waste is witnessed by a law enforcement officer, a citation may be issued to the account holder.

How do Drought Stage Watering Rules end?A Drought Stage ends when the 10-day rolling average at the monitoring well stays above the trigger level for 15 days and in consultation with the City of San Antonio manager and SAWS management. Going into a Stage is rather automatic; leaving a Stage may be based on extenuating factors. Season, weather, and consumption patterns are all factors in determining whether to leave or remain in a Stage.
