Mission: Enhanc Industrialing Competitiveness through Higher Education, Research and Technical Assistance

Education: Provide systems engineering educational opportunities tailored to meet industrial needs.

Implementation strategies:

1. Develop and grow an academic program tailored to meet the needs of regional companies.

2. Organize and sponsor symposia on relevant systems engineering topics.

3. Promote International Council on Systems Engineering (INCOSE) systems engineering certification in Indiana.

Research: Engage in research that will benefit local industry, students and IPFW.

Implementation strategies:

1. Offer courses that allow students to conduct original research.

2. Work with local industry to identify opportunities to assist with specific industrial product development needs.

Technical Furnish systems engineering resources to local companies seeking assistance with their engineering practices. Assistance: Implementation strategies:

1. Support local industry requests for system engineering resources.

2. Provide advice and resources to students requesting help with their employer’s systems engineering challenges.

Community Support INCOSE and K-12 STEM programs. Service: Implementation strategies:

1. Volunteer for local K-12 Science, Engineering Technology and Math (STEM) programs.

2. Support the Indiana INCOSE Crossroads Chapter and the national INCOSE certification program.

2008 Activities

Activity 1. Supported growth in the Master of Science in Engineering (M.S.E.) program as a member of the graduate committee became program Graduate Director in Fall 2008.

M.S.E. metric #1: In 2008, 28 students were enrolled in the M.S.E. graduate program.

Baseline: In 2007, no students were enrolled in the M.S.E graduate program. In 2006, no students were enrolled in the M.S.E graduate program.

M.S.E. metric #2: In 2008, 3 students were enrolled as temporary post-baccalaureate students.

Baseline: In 2007, 20 students were enrolled as temporary post-baccalaureate students. In 2006, 16 students were enrolled as temporary post-baccalaureate students.

M.S.E. metric #3: In 2008, 17 M.S.E. students declared systems engineering as their concentration area.

Baseline: In 2007, no students declared systems engineering as their concentration area. In 2006, no students declared systems engineering as their concentration area.

Activity 2. Continued managing passage of the proposed graduate systems engineering certificate program.

Education metric #4: In 2008, the proposal passed reviews by the ETCS assembly, Jack Dahl and the university curriculum/program committee.

Implementation Strategy 1:

In 2006: Not applicable because proposal was written in 2007.

Activity 3: Taught the following systems engineering courses: • SE510 Systems Engineering, • SE520 Engineering Economics, • SE530 Systems Engineering Management, • SE540 Systems Architecture, and • INCOSE certification preparation course offered through the Division of Continuing Studies.

Education metric #5: In 2008, 66 students enrolled in systems engineering courses.

Baseline: In 2007, 24 students enrolled in systems engineering courses. In 2006, 13 students inenrolled systems engineering courses.

Activity 4. ICESE participated in a community proposal to obtain funding to support regional economic development targeting the northeast Indiana defense cluster. Among the proposal requests, is a line item for $1.5M to hire an Associate Director for ICESE and fund a collaborative engineering and modeling research center. The Associate Director is expected to have expertise in software systems engineering and system modeling and simulation. This proposal is currently under consideration.

Education metric #4: In 2008, submitted one proposal for $1.5 M to support hiring another systems engineering professor and creating a state-of-the-art simulation and visualization lab.

Baseline: No proposals seeking funding for establishing another endowed faculty position were developed and submitted in 2006 and 2007.

Promote INCOSE systems engineering certification in Indiana.

2008 Activities

Activity 1. Proposed and offered an INCOSE certification (i.e, CSEP/ASEP) preparation course through the Division of Continuing Studies. The INCOSE certification program is new. As of Feb 1, 2009, there were only 312 Certified Systems Engineering Professionals (CSEPs) worldwide, five of whom reside in Indiana and ten Associate Systems Engineering Professionals (ASEPs), four of whom are residents of Indiana.

Certification metric #1: In 2008, 16 students enrolled in CSEP continuing education course.

Baseline: In 2007, ICESE director earned certification and one student was personally tutored In 2006, not applicable – course did not exist.

Certification metric #2: In 2008, 4 systems engineers in Northeast Indiana hold either a CSEP or ASEP certification.

ICESE Goal ICESE supports INCOSE and K-12 STEM programs.

On-going Partnerships

Provide systems engineering resources and educational opportunities to local employers, most notably General Dynamics C4 Systems, International Truck and Engine, ITT Communications Division, ITT Space Systems Division, Logikos, Northrop Grumman Electronic Systems, Raytheon Net Centric Systems, SkySight Technologies, and Underseas Sensors Systems, Inc.

Faculty Civic Involvement

Indiana Defense Asset Study. 1. Provided Defense Asset Study reports and data to the IPFW and Purdue strategic planning teams. 2. Concluded involvement with the Indiana Department Indiana Office of Energy & Defense Development,

Defense Asset Study.

K-12 STEM Programs 1. Indiana State FIRST Lego League competition judge. 2. Future Cities project competition judge. 3. Provided a presentation on a year spent as an engineer in Antarctica to Saint Monica School, Mishiwaka, IN.

Professional Service

INCOSE 1. Organized and hosted a Crossroads INCOSE chapter meeting at IPFW on June 2, 2008. 2. Organized (but had to cancel) a Crossroads INCOSE chapter meeting at IPFW for Aug 12, 2008.

INCOSE Certification Program 1. Sponsored a visit by the INCOSE certification manager to speak at an INCOSE meeting and give an

Administrative Between May and December, the ETCS Centers of Excellence did not have dedicated secretarial support. Provided administrative support to the center including sorting mail, maintaining the stock of stationary supplies and office maintenance.

2009 Resource Requests

1. New Position Requests

John Donne once said that “no man is an island;” similarly, one man is not an academic program. In order for IPFW to better meet the systems engineering needs of the local defense cluster, additional faculty is needed. Faculty is needed to teach an expanded curriculum, provide technical assistance to local industry, build the university research portfolio, and provide relief for the current faculty member so he can attend conferences and meet with potential sponsors. Industrial trends coupled with local business needs dictate that the next addition to the program should be an individual with expertise in modeling and simulation and/or system-level software architecture and design.
