Letters like this sometimes close with an encouragement to be “healthy.” Instead I will open with that and note how in Pearland, that is getting easier to do. Already located a few miles and minutes from the largest medical center in the world, health options in Pearland have gotten considerably better in the last 12 months. Last year, the Pearland Medical Center, a Hospital Corporation of America-owned facility, opened its doors as the first hospital within our boundaries. The $71 million, 144,000 sq. ft. acute care hospital joins the Pearland Medical Plaza

professional building on the 48-acre site. Pearland Medical Center will employ 250 hospital staff members and a professional medical staff of more than 200 physicians in a variety of specialties.Now, we have opening a little further south, the Pearland Memorial Hermann Hospital. The 60-bed hospital will have a capacity for future expansion in a 100,000 sq. ft., $117 million, 4-story facility including an emergency center, medical/heart/surgical unit, intensive care and a Life Flight helipad. Those two major institutions add to our growing and dynamic Pearland community.Accessible health care is not just a critical service; it means hundreds of new jobs in our backyards. There are thousands of medical students in the metro area, perhaps some more of them will elect to rent or buy in Pearland, maybe even take a healthy walk over to work from one of the nice adjacent Business Center Drive apartment complexes. Lots of good things happening here in Pearland, thank you for being a resident, employee, visitor or business person here. Oh, and that 288 commute for those to the Texas Medical Center or other Houston employers will get better. Over the next three years, a $1 billion project to take managed toll lanes from downtown Houston down 288 to Pearland will open. There will be significant improvements to the free lanes owned by TxDOT and all of this is happening without direct construction cost to TxDOT because of the tolls that will be paid by the people who use the road. Take a look for updates on that project and other mobility work on pearlandtx.gov any time.

TRIAL BY PEERS OCCURS IN TEEN COURTAre you a teenager who recently received a citation in Pearland for a Class C misdemeanor filed through the Pearland Municipal Court? You now have an additional option if you want to have your violation eventually dismissed. Teen Court is now in session and allows Teen Court for a trial by the peers of the teen.

Teen Court programs benefit all the youth involved and the community. Bringing teen youth offenders to a jury of peers and to the community for constructive punishment provides the youth with an understanding of the judicial system and a realization of their role in the community. The program is meant to provide a meaningful educational opportunity of good citizenship for everyone involved.

Teen Court allows teens to assume responsibility for their actions by involving them in the judicial process through their sentencing hearing. The option must first be presented to the municipal judge. Once it is granted, and the $20 teen court fee is paid, the teen will be scheduled for a Teen Court hearing. The teen will then present their case to a jury of their peers, which will be teens from the community. The teen

jury will assign community service hours and jury terms to be completed in a 90-day-period. If the community service hours, jury terms and other sanctions are successfully completed, the case(s) will be dismissed.

GENERAL ELECTIONS SCHEDULED A General Election will be held for electing Councilmember Position No.1, Councilmember Position No. 5 and the new Councilmember Position No. 6 on Saturday, May 7, 2016. All of the positions will serve a three-year term.

Residents in Brazoria County should vote at one of the County’s Voting Centers. A voting center is a polling place that combines multiple precincts allowing voters to choose which location to vote. The programs allow voters to vote at any polling place location within the City of Pearland and Brazoria County on Election Day.

Pearland Green Pearland Green is a new way for residents to learn about proper tree maintenance, irrigation, mulching, and other gardening tips. Hosted by Tyler Froberg, Pearland’s Urban Forrester, the series educates viewers about a variety of topics related to tree health, lawn maintentence and gardening by demonstrating best practices in the preservation of a healthy urban landscape.

The video series is a part of an effort to spread knowledge about proper lawn and garden care in order to show everyone how to be “green.” The Urban Forestry program exists to help residents select the appropriate trees for planting, to provide education about proper tree care and the benefits of trees, and to protect, preserve, and restore the urban forest canopy through code enforcement, planning and tree planting coordination.

Pearland Parks and Recreation Department receives awardsSo far, this has been a bountiful year for our Pearland Parks and Recreation Department, taking home several awards for excellence in their field.

In February 2016, the Knapp Activity Center’s “Around the World” program received the TRAPS Outstanding Program in Aging Award. This award is presented to city programs that provide a unique and beneficial contribution to the senior community.

The monthly “Around the World” program provides an opportunity for senior’s in the Pearland community to further their knowledge and understanding of other cultures and have a good time. Each month is themed, with a central focus on a particular country. Activities include dancing, exploring foreign cuisine, and learning words and phrases from another language.

The Parks and Recreation Department also took home the TRAPS 2016 Administration / Management Excellence Award. The award recognizes innovations in administration, management or supervisory actions that have responded to problems, improved service to the public or increased employee morale, staff development or communication between or among the public, boards, council and staff.

The Department was chosen to receive this statewide award for the recent implementation of a “revolutionary intent based leadership,” which empowered Department staff by giving them the ability to make decisions on their own - without having to obtain multiple levels of approval from management which increased employee morale and communication while improving service levels.

Searching for Sea LifeHelp park rangers from the Brazoria County Parks Department Search for Sea Life at Quintana

Beach County Park every Saturday, June through July, from 10 to 11:30

a.m. Participants will learn how to drag the seine (net) through the surf and discover sea life that is native to the Gulf of Mexico. Program dates are subject to weather and surf conditions. For information, contact the park at 979.233.1461.

Nature Camp at Camp Mohawk County ParkThe Brazoria County Parks Department invites children ages 7 to 12 years out to Nature Camp at Camp Mohawk County Park (110 CR 193, Alvin, Texas) for 4 days in June (dates TBD). Camp is held Monday through Thursday from 9 a.m. - 12 p.m. and includes outdoor nature-related programming with the Brazoria County Master Naturalists. Basic Field Archery at Camp MohawkLearn the basics of field archery with an instructor from the Brazoria County Parks Department on Sunday, June 26 from 11 a.m. to 1 p.m. All equipment is provided and space is limited. To pre-register, call 281.581.2319.

Texas Adopt-A-Beach Fall Clean-UpIt’s time for the Texas Adopt-A-Beach Fall Clean-up. Come on Saturday, Sept. 24 to get involved in keeping Brazoria County beaches clean. Volunteers will gather at 9 a.m. at Surfside and Quintana for a general beach clean-up. Dress for the weather and bring water. Supplies and a complimentary lunch will be provided. REGISTER TODAYRegistration begins on May 2 for members and May 9 for the public. The City of Pearland Parks & Recreation has made it easy for you to get registered for the class of your choice. There are two ways for you to submit your registration:

1. ONLINEYou must have a City of Pearland Parks & Recreation Department account in our database in order to register online. Visa, MasterCard and Discover are accepted. Online service is available 24 - hours a day and is the preferred method of registration for the majority of program participants.

2. WALK - INRegistrations are accepted at the Pearland Parks & Recreation Office from 7:30 a.m. - 5:30 p.m., Monday through Friday. Walk - in registration is also available at the Westside Event Center (2150 Countryplace Pkwy.) while the facility is open for programs and classes. For facility hours of operation, call 281.412.8900.

Aquatics

INFANTS & WATER Aquatic survival programs for infants are available at the Recreation Center & Natatorium by two independent contractors. This is not a learn-to-swim program, but the class focuses on survival skills. The objective of these programs is to provide infants with skills to remain safe in aquatic environments. The minimum age for this class is 6 months. If you are interested registering with Infant Aquatics, email [email protected]. BAY AREA STARS DIVING TEAMIntroduces fundamental diving skills to its participants. This includes forward and backward take off, in entries and dive positions. An effort is made to inform all divers about participation in various Amateur Athletic Union meets. We strive to have fun, get in shape and be safe. Prerequisite: all participants must become a member of AAU, display an excellent attitude and be able to swim down to the bottom of a 12.5 - foot pool and swim to the side of pool. All participants must pay a one-time AAU annual membership of $14, which is paid to the instructor.

Level 1 Introduction to Water SkillsFor first-time and non-adjusted swimmers. Develops a positive attitude towards swimming and emphasizes the importance of good habits and safe practices in and around the water.

Level 2 Fundamental Aquatic SkillsStudents learn to float without support and recover to a vertical position. This level marks the beginning of true locomotion skills and adds to the self-help and basic rescue skills began in Level I. (Prerequisite: Completion of American Red Cross Swimming Level 1)

Level 3 Stroke DevelopmentBuilds on the skills in Level 2 by providing additional guided practice. This course teaches students how to coordinate the front and back crawl, the elementary backstroke and fundamentals of treading water. Students will also learn safe diving rules and begin to dive from the side of the pool in deep water. (Prerequisite: Completion of American Red Cross Swimming Level 2)

Level 4 Stroke ImprovementDevelops participants’ confidence in the strokes learned in Level 3 and improves other aquatic skills. Students should be able to demonstrate the following: headfirst entries from the side in the compact and stride position, swim underwater, feet-first surface dives, survival swimming, front crawl and backstroke open turns, to tread water using two different kicks. The class focuses on improvement in the 5 basic swim strokes. (Prerequisite: Completion of American Red Cross Swimming Level 3)

Level 5 Stroke RefinementStudents should be able to demonstrate the following: shallow angle dives from the side, glide and then begin a stroke on the front, tuck and pike surface dives (submerging completely), front flip and backstroke flip turns, proper sculling techniques, and to coordinate and refine the front and back crawl, elementary backstroke, breaststroke, sidestroke and butterfly. (Prerequisite: Completion of American Red Cross Swimming Level 4)

Level 6 Fitness Swimming Teaches students how to prevent aquatic emergencies in various aquatic environments as well as introduces and practices self-rescue. Discuss and demonstrate how to use various equipment while swimming, describe the principles of setting up a fitness program and apply the principles of water exercise. (Prerequisite: Completion of American Red Cross Level 5)

Orientations include a tour of the cardio and strength equipment within the Recreation Center & Natatorium weight room. During Orientation “A” the facility attendant will introduce the common policies and procedures of the weight room while demonstrating proper technique on each piece of equipment. The goal of the orientation is to ensure youth gain proper knowledge and understanding of the weight room equipment. Upon successful completion of both orientation “A” & “B” the youth will be granted access to utilize the weight room with direct parent/guardian supervision. Pre-registration is required. Take this class to obtain a License to carry, which allows individuals to lawfully carry a handgun in Texas and 34 reciprocal states. Fee includes classroom training, range, targets and forms (application fee to the State and fingerprinting not included). Topics covered: Legal Aspects of Concealed Carry, Safe Handling and Storage, Non-Violent Dispute Resolution, Use of Force Laws, Basic Firearm Safety and Operation, Risk Avoidance and Civil Liability. Every effort will be made to provide a safe, comfortable and enjoyable shooting experience for all. Each student will need the following: driver’s license, close-toed shoes, handgun: revolver (minimum .32 caliber) or semi-auto (minimum .380), ammunition: minimum 50.
