First: why did I want to come to ISS?

Professional and personal reasons

• >> 25 years in Groningen, research, teaching in South, university management

After August 2012• realizing how fragile life can be• The Hague = home for 9 years• looking for • more passion = other cultures, the South• more ideology, c.q. critical thinking• more academic research with policy and action

• The vacancy of Rector ISS and my background, interviews with selection committee

• For me: if ISS were NOT part of EUR = less attractive: vulnerability of a small, stand-alone institute

My impressions and ideas

Important concepts:

• Backwards & forwards

• Professionalization

• Outside-in & inside-out

• Profiling and setting a point in the horizon: ISS 2020 - 2025

• Trust, respect, feedback

Page 5: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

First impressions

• Wealth• Contents: academic expertise, knowledge: researchers,

teachers, support staff• Project funding good, research mid-term good,

accreditations • Our students• Composition of staff: quite a number of young people as

well: our future• Also financially, compared to common Dutch university:

rich• etc etc etc

• Passion, dedication• Highly relevant for society, topics right inside society• Academic quality (research, teaching) and critical thinking• Multi-cultural, international• Academic research PLUS policy and actionYou indicate as well: see also thermometer report, REI 2015, 2008

Page 6: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

First impressions

• Warm bath

Getting acquainted - 30 minute meetings:• Freedom to make what you want of your job• Everyone, up to now: every day with joy to work

• ‘Breathe in’ this wealth

Page 7: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

First impressions: backwards - forwards

• Pain because of the reorganization• Uncertainty, new roles, new structures• But also continuous process of professionalization, new

systems (Outlook Calendar, Osiris, P+D interviews, etc)

• In a transition period, finding our way and place, changing roles and structures: • e.g. the lunch presentations of project team, secretariat ....• on-going process of professionalization: use of Outlook

calendar, OSIRIS (EUR lags behind in this)• coaches, experts, workshops, discussions• in short, lots of professionalization processes

• Evaluation of the reorganization soon: structure fit for the future?

• Other impacts of reorganization, see later

Page 8: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Professionalization: some changes introduced

• Differentiation between IB and IB-extended• IB = Rector & deputy rectors, making decisions• IB-extended = IB plus advisors, ID, BC, others• Soon: pilot with student and PhD researcher participation;

objective to have students and PhD researchers more directly involved, more interaction and dialogue possible

• IB and IB-extended meetings, quicker more elaborate action lists

• Every time on agenda: integrity, as part of the professional organization

• As very relevant nowadays in academic organizations

• IB-(E) + FCC meetings

Page 9: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Impressions: backwards / forwards

• Also clearly now: looking forward, to the future• A new start, a new beginning...............while respecting the

past!• Sadness/pain has to be ‘taken’ and the experience to be taken along (Fiddelaers-

Jaspers + Wielink, 2015; Cozijnsen + Wielink, 2012)

Questions coming up:• Wealth, richness, passion: are we aware of it enough? • Do we profile ourselves enough in it? • Or are we too modest, to others especially? • My impression: no, no, yes

ISS• Multidisciplinarity• Academic research + societal themes; policy, action• Global students, global issues, international, multi-cultural

This is what all Dutch universities are looking for. So: enormous wealth!

Page 10: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Time for new point on the horizon: ISS 2020-2025Need for PROFILING ourselves MORE• Making ourselves and our strengths more visible• Profiling ISS towards the future >> our common goal:

research, education, management, professionalism, vacancies .........

Time to move forward

New Horizons!

Page 11: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Why profiling more? Outside challengesChanges in the outside world:• globalization, change of powers,

development of the South• migration, refugees: the world in the

Netherlands• changing political climate in the

Netherlands/Europe• the Netherlands in Europe• development cooperation, trade and

international collaboration • SDGs: global level, so also Europe /

Netherlands now• social media• ......

• less Nuffic fellowships• students with outside fellowships, own

fellowships• being EUR (new systems, opportunities)• more into network organizations, more

collaborations, consortia ......OUTSIDE -IN

Page 12: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Inside-out: how to react to challenges?

How will we compare to upcoming develment

institutes in South?

What is our contribution to world in NL?

What can we do, if NL political climate so bad that basic

subsidy diminishes even more?

How can we make optimum ‘use’ of

EUR? What can we contribute?

Is e-learning an idea?

Do we need to focus on more funding from

EU?

Where and how do we find other fellowships?

Etc etc etc

What do we do at the local level?

Page 13: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Challenges: inside-out

How to ensure we are fit for these challenges? E.g.• So many contacts in the world, more than 10,000 alumni; how to

‘use’ them better, more? Already working on it.• ISS: challenge from Global to the Local, other universities from

local to global• The city of The Hague, as city of Peace and Justice• Positioning within EUR

• LDE: frugal innovation in Africa

• Recent Honorary doctorate with EMC, IBMG / RGHI; societal honorary doctorate with Fac of

Law (June 16)

• Include, with ASC, the Broker ..

• Childright Index (with ESE), REI proposals with FSW and others; teaching in/with University

College ........etc

• Other outside collaborations ..• NOT to collaborate because of collaboration, but because it

works, there is a click• Other collaborations, increasing network organizations• Strengthening ourselves, through the collaboration; reflecting on

ourselves• It is fun, it gives energy!!

Page 14: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

ISS 2020-2025

• Profiling: who are WE in the world? • What is the meaning of ISS on the planet?• What is our objective, mission, vision? • What role do WE want to play, in 2020-2025?• Where do We want to stand at that time?

• To be done by all of us

• Mission, vision, profile ...• Research profiling >> education >> societal relevance >>

corporate brochure• Strategic plan; nowadays often more dynamic, too many

changes in the world

• Please also indicate your present ideas on the flip-boards later on ...

Page 15: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Profiling and research ....... work in progress

• Profiling of ISS, in the world, 2020 / 2025

• Profiling commonly on research profile • Research Committee working on common profile, umbrella of

the 4 research programmes, progress very stimulating• Of course, academic quality first!• Several meetings in the near future, with all of you

• PhD programme• Research Degree Committee + PhD bureau• Pilot also participation PhD researcher in IB extended• PhDs in EUR Graduate School• PhD ‘experiment’ of the Ministry, 3 years 5 ISS fellows;

opportunity!

• From research profile >> teaching

Page 16: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Profiling and education .... .work in progress

• In recent past: from specializations to Majors

• Innovative teaching methods, fitting outside challenges: flip the class room, the new ‘flagship’ course (our students also change, social media); blended learning

Questions coming up:Can we indicate what makes our teaching, admissions with international

students special? Everyone looking for internationalization, international

classroom? Can we identify what it is exactly, and e.g. develop short courses

on: international education?

• Capacity building for Global Citizenship

• Master programme: marketing plan, finding funding in other ways

Page 17: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Profiling research, education .....

• ISS as global meeting platform for different stakeholders (e.g. Ministries, NGOs, other international institutes)

• ‘Turntable’• Summer schools?

• Outside-in, inside-out

Page 18: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Impression: ISS - EUR

• ISS – EUR? Big brother EUR? We are (PART of) EUR

• Strength EUR for ISS:• Vulnerability small institutes, now almost all (former-)SAIL

institutes to universities• Finances, budget-cuts• Professionalization, development opportunities staff• Etc etc

Strengths of ISS for EUR:• Internationalization, global students• Concept of in-house councillors• PhD protocol e.g.• Etc etc

Page 19: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Impression: ISS - EUR

• ISS – EUR? Big brother EUR? We are (PART of) EUR

I always thought of those of us who are at Woudenstein: pioneers of ISS, to make ISS stronger. Contribute to internationalization especially

May be difficult as a person.

Questions cropping up:- how can we make ISS more visible in Woudenstein? Need a room? Need some activities? Need ...??eg. Biography Jan Tinbergen .... ISS and EUR ....

Page 20: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Impression: a strong rumour?

Rumour: to Rotterdam? Answer: NO

All universities (Leiden, Groningen, EUR) want a foothold in The Hague- Renovation building soon, agreed by EB- To us: to make clear to Woudenstein why it is good for them

that EUR is in The Hague; embassies, ministries- Eg. Min Foreign Affairs, mix+mingle sessions- Eg. projects of our staff and students in The Hague- Eg. honorary doctorate in June, showing ISS and EUR- ......

Please provide ideas?

Spoken and written words...speeding on their way.

By night, by dayTo bring the thoughts (=ideas) to their destination

From: folder A short introduction to The ISS Building

Page 22: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

Impression: culture shock

• Findings of thermometer report: negative consequences of reorganization

• Bullying, vindictive behaviour, harassment, discrimination? • Trusted persons, REI report 2015; but also REI in 2008 already

• IS THIS ISS?• Institute for social justice, equity, solidarity? • Institute where people work in the global South and thus can adapt

easily to adverse circumstances (poverty, transport, facilities, etc)??

• Report trusted persons: Trust, comes on foot, leaves on a horseback (trusted persons). My reaction now:• Providing honest and calm feedback to each other?• Not talk to another person about someone else ..... but to each

other ...• Interested in colleagues? Where do we travel, what do we do

there? • Goodwill factor >> happy if someone else is doing well? From our

heart?

• Trusted persons, consequences reorganization: summary follows

Page 23: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

What can we do on this?

• In-house councillors: workshops, counselling• Diversity task force: workshops• Workshops, trainings, personal coaches ... • We can do a lot ourselves, just reflecting on how we work

together?• Accountability down-wards, accountability up-wards

(professionalization)• Can we just communicate calmly?• Let me / us know.

My inspiration from Ubuntu philosophy: • ‘human-ness; generosity and a welcoming spirit: a call for

people to treat each other as they would like to be treated ....’ (Van Hoofd, 2012, p.7).

• the organization as community• I AM because WE are

Page 24: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

What was difficult in first 100 days?

• Besides the culture shock• Difficult: outsourcing student housing, 3 colleagues to find

another job, all efforts to ensure that they get this other job

Page 25: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

So, my goal

1. Working together towards the point at the horizon, ISS 2020-2025

2. To enhance the ISS community feeling• organization as a community, within the world, on the

planet• a global home (see speech barbecue)

Where people are professionals and• feel safe and can develop themselves, in line with the ISS goals and profile

• are respected and there is trust

• share with each other

• care for each other, goodwill factor, and feel proud of each other’s contribution to

ISS

• are courageous and entrepreneurial / pro-active / decisiveness

• are from diverse backgrounds

• are professional, work in teams (it is fun!)

• are in connection to others, global and local, thus strengthening the organization!

• Thus: inside-out, and outside-in

Page 26: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

My style of leadership• ‘Seeing’ you, listening and hearing (getting acquainted 30

minutes)• Participation, taking different perspectives into account as much

as possible• But does not mean: always able to DO what you want; if the goal

of the organization is different• The process with IC: makes our plans better

• I love people, enjoy talking, enjoy laughing • ‘Connecting’ leadership: WITH you, the wealth comes from you all• Transparency, creativity

• I am not afraid to say what I think needs to be said, for well-being of ISS

• I believe in bringing own personal background into management

• Smooth the management so that you can work on what you are good at, research, teaching, support

• We as professionals

Page 27: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.

ISS 2020-2025

• Please indicate on the flip-boards your ideas at this moment• ISS 2020-2025• What we can / need to do?

• First 100 days: a lot happened• Next 100 days: the winter time, and then a new spring starts

• Today: before the winter season, a bulb planted ........

• Muscari (blauwe druifjes): planting time, up to December 2015; flowers in February

• 18 February, my inaugural lecture on participatory and qualitative approaches in research

Page 28: Impressions first 100 days Rector ISS Inge Hutter Monday 16 November 2015.
