During emergency health service pro-

viders have to deal with two basic chal-

lenges: the disproportion between

needs and resources and the limited

response time. A major weakness of

the current national health emergency

management systems lies with the

command & control operations that

should coordinate the actions of several

diverse and separate services and turn

them into an effective, multi-faceted cri-

sis response mechanism.

The envisaged solution aims facilitating

communication and interaction between

Health Services and Emergency Re-

sponders at all levels of response to

crisis and disasters. Thus IMPRESS

ensure access to the information and

resources of the health care systems

and allow the supervision and coordina-

tion of the organizations participating in

the integrated solution.

IMPRESS will improve the efficiency of

decision making in emergency health

operations, having thus a direct impact

on the quality of services provided to

citizens. The output of the project will

provide a consolidated concept of oper-

ations implemented as a modular Deci-

sion Support System that can effective-

ly manage medical resources and pre-

pare and coordinate response activities,

using data from multiple heterogeneous

sources.

Core Objectives:

Re-balance the disproportion be-tween response needs and health system capacity, through proper mo-bilization of additional resources (material, logistics and health person-nel) and enhanced organization (e.g. e-triage, interoperability of health ser-vices)

Remediate the information deficit

with rapid collection of relevant data

and exchange of adequate infor-

mation. Support decision making ac-

cording to the impact of crisis and in-

cident type to the Health Status of the

Community

Improve the response and prepar-

edness level of Health services

based on efficient planning, integral

organization and comprehensive

training, using interoperable tools and

systems

Enhance interoperability within the

same and among different EMS or-

ganizations using common taxonomy

and providing stakeholders in the

emergency response domain with a

compatible operational framework

Concept and Stakeholders

What We Do

IMPRESS aims to improve the preparedness of emergency medical services (ambulance dispatch

centers, hospitals, volunteer communities etc) in numerous ways, including planning for all-hazards,

increasing surge capacity, tracking the availability of hospital beds and other resources using electron-

ic systems, and developing systems that are interoperable with other response teams. The IMPRESS

scope is to provide health system with preparedness and response capabilities through guidelines and

tools where ultimately, the routine use of these capabilities will improve their performance in case of

large disasters.
