Important Achievements of Commissionerate of Labour
Introduction :
The Commissionerate of Labour is committed towards Industrial Peace and
harmony through timely intervention into all kinds of industrial disputes and
addresses multi-dimentional socio-economic aspects concerning Labour
Welfare, living standard of workers, their condition of employment and social
security along with being transparency and accountability in enforcement of
various Labour Legislations.
The major achievements of the Commissionerate of labour in the last ten
months are as follows :
1. Massive Awareness Programme / Drive under various labour Laws-
a) Awareness of various Labour Laws through publication of advertisement
in leading Newspapers of Assam in English, Assamese, Bengali, Boro.
b) Display of benefits guaranteed to different section of worker under
various Labour Laws through LED display.
c) Awareness of various Labour Laws through publication of advertisement
in Magazines .
d) Awareness programme for opening of Bank Accounts is carried out
throughout Assam by field level offices under the Payment of wages
Act,1936.
e) House to house random survey of beneficiaries under The Building and
Other Construction Workers (RE & CS) Act, 1996 and awareness thereof.
f) Rescue operations / awareness drives against Child Labour are carried out
by Labour Dept. officials through District Child Labour Task Force
throughout the State.
g) Live phone-in programme on functioning of Commissionerate of Labour
and direct interaction with public on related issues was attended by
Deputy Labour Commissioner, Assam.

2. Digitization:
a) Standardized Web portal has been launched for the Dept. for seamless
citizen centric information and services of the department.

b) Citizens Charter for time bound service delivery has been defined.
c) Under the Ease of Doing Business all points defined by the Department of
Industrial Policy and Promotion (DIPP) for the Commissionerate of Labour
has been notified.
d) Online Registration, Licensing and periodic renewal under various Labour
Laws has been notified.
e) Online inspection schemes and self certification cum consolidated annual
return scheme has been defined.
f) Grievance redressal mechanism has been activated.
g) The Commissionerate is also in the process of seeding into the “Shram
Suvidha Portal” after the computerization of the Dept.
3. Administrative initiatives:
a) Special Inspection Drive under the 100 days programme of all the 800 tea
gardens under the Plantations Labour Act, 1951 was under taken and a
database of the same is developed.
b) Specific Inspectors for implementation of P.L. Act, 1951 are Notified.

c) Categorization of Tea Estates based on implementation of the Plantation
Labour Act, 1951 is done.
d) Online submission of Annual Return “Form 12” named as Tea Atlas with
UNICEF initiated.
e) Direction has been issued to all managements of Tea Gardens to use local
language for communication with workers.
f) D.O. letter from Hon’ble Minister to all tea garden managers for opening
horticulture garden in surplus vacant land of tea gardens.
g) Citizens Charter for time bound service delivery has been defined
h) Draft Notification of Minimum Wages for Domestic Workers.
i) Enhancement of welfare benefits for registered construction workers and
their dependents are proposed.
j) State Level Advisory Board meetings under various labour laws were
conducted and time bound plan of action was streamlined .

4. Amendments:
i) Shops and Establishment Act, 1971 -
a) Registration and Renewal of fees under Assam Shops & Estb Act, 1971
have been revised .
b) Assam Shops & Estb. (Amendment) Act, 2016 proposed in line with
Model Shops & Establishment Act.
c) Revised opening and closing hours of Shops & Estb. 8.00 am to 12.00
mid night in respect of Guwahati has been notified.
d) Amendment proposal moved for Self Certification under the Assam
Shops &Establishment Act, 1971 regarding non engagement of any child
labour.
ii) Payment of Wages Act, 1936 -
a) Govt Of India notified the Payment of wage (Amendment) under Section
6 of the Payment of Wage Act 1936. The notification specifying 27 No.
of Industrial and other establishments including Plantations shall pay
wages to every person employed only by cheque or by crediting the
Wages in his bank accounts.
iii) Plantation Labour Act, 1951 –
a) State amendment of Section 14 of the Plantations Labour Act,1951 in
synchronization with the Right To Education Act is under process.
b) Amendment of the Plantation (Welfare officers) Assam Rules, 1977 is
under process.
