1 GENERAL

1.1 Application *

Guidelines on the enhaflced programme of ifl~pections during survey" nf bulk carriers

1.1.1 The Guidplines should apply to ~urvpys of hull structure ami piping systems in way ()f cargo holds, l'oírprrlams, pipe tunnels, void "paces within the cargo Ipngth arca and all ballast 1;;lIlks. Thc surveys should be carried out during the surveys prescribed by the 1974 SOLAS COIlVPntion, as amended.

1.2 Definitions

"1.3 Scopt' of survt'yS

1.3.1 Pnor to inspection. the surveyor should examine the completeness of documenta tia n on board, and its contellts as a hasis fOI" lhf' SlJrVt'y.

1.3.2 When a survey results in the identification of significant corrosíon or ot significant structural dcfects which, in the opinion of Ihe SUI"VPyor, will impi'lir lh!:' -.lruclural integrity uf lhe shíp, then remedial action, in consultation with the Administratíon, should be agreed and irrrplcrrrcntcd befOl"e the ship continues in servie!:'.

2 ENHANCED SURVEY CARRIED OUT DURING PERIODICAL SURVEY

2.1 Gent'ritl

2.1.1 The enhanced survey may be commenced ilt thc fourth annual survey and be progressed during thp SUf( t'pdillg yedr with a víew tu eumpletioll by the fifth anníversary date.

2.1.2 As part of the preparation for the enhanced survey, thc thickncss measuremcnt and survcy progranllllP shollld hp d!:'dll wilh in ddvdllU:' uf lbe enhdnced survey. The thickness measurement should not be held befare the íourth annUill survey.

2.1.3 The survey should include, in addilioll 10 Ihe rNluirplllt-'nlS ()f 1111-' cHHllJrll ~lJrvey, eX(lrTlinatiun¡ tests and checks of sufficient extent to ensure that the hull and rclatcd piping is in a satlsfactory condition and is fil íor ils inlpnrled plJrpmt' ím lhe rrew periud uf vdlidity of the Cargo Ship Safety Construction Certificate, subjcct to proper maintenance and operation and to periodical surveys being carried out.

measurement and testing as deemed necessary, to ensure that the structural intcgrity remains effective. The examination should be sufficient to discover substantial corros ion, signiflcant deformation, fractures, damages or olher slruclural deterinralÍnn.

2.1.5 AH piping systems within the aboye spaccs should be examined and operationally tested under working conditions to ensure tha! their condition remains satisfactory.

2.1.6 The ~urvey extenl of cornbined ballasl/cargo holrls ~houlrl he f'Valllaled, hased on the records of ballast history and extent of the corrosion-preyention system provided.

2.1.7 The survey extent of ballast tanks converted to void spaces should be specially considered in relation lo Ihf' reqlJirelllenl~ fnr halla ... 1 lanks.

2.2 Dry-dock survey

2.2.1 A survey in dry-dock should be a part of the enhanced survey during periodical survey. There should be a minimum of tvvo inspections of the outside of the ship's bottom during the S-year period of lhe certificate. In all cases, the maximum interval between bottom inspections should not exceed 36 months.

2.2.2 Alternate inspections of the ship's bottom not conducted in conjunction with the enhanced survey during periudilal ~urvey rnay be carried uul wilh lhe ship afloa!. Spf'cial consideration should be given to ships of 15 years of age or over before bcing permittcd to have such inspections. Inspections of the ship afloat should only be carried out when the conditions are satisfactory and the proper equipment <lnd sllitahly qualiiied staff are available.

2.2.3 lf a survcy in dry-dock is not complcted in conjunction with the enhanced survey during periodical survey or if the 36 month maximum interval referred to in 2.2. 1 i~ not complied with, the e argu Ship S<lfety Conslruclion Cerlificalf' ShOllld cease lo he va lid until a survey in dry-dock is complctcd.

2.2.4 However, in order to allow time for transition to the enhanced inspection system, until 6 July 1 ~97, the Administration with a sLlrvey cyele of 4 years or less m<ly C<lrry out dry-dock ... urvey~ s¡.>par¡:¡lely from lhe enhanced inspections during periodical survey. For ships to which this applies, thc cnhanced inspections during periodical survey should be conducted at facilities which possess the capabilities necessary to properIy conduct lhe exarnindlions and le~ling rf'quired, and all other requirements of the enhanced inspection guidclincs should be met.

2.3 Tank corrosion-prevention system

2.3.1 Where proYided, the condition of the corrmion-prevention sy~tern of balla~l lal1k~ ~hould hf' examined. For hallast tanks, exduding double-bottom tanks, whcrc a coating is found in PUUR. cond!tlon as defined in 1.2.11, and it is not renewed, or where a coating has not been applied, the tanks in question ~hould be eX<lmined <lt annU<l1 inlervals. Whpn such hreakdown oi coating is found in ballast double-bottolYl tanks, or whcrc a coating has not been applicd, the tanks in question may be examined at annual intervals. Thickness measurement should be carried out as considered neces~<lry by the ~urveyor.

2.4 Hatch covers and coamings

2.4;1 A IhOrollgh inspf'ction of the items listed in 3.3 should be carricd out.

2.4.2 Random checking of the satisfactory operation of mechanically operated hatch covers should be made, including:

.1 stow<lge <lnd ~ecurif1g in upen condilinn;

.2 proper fil and effidency of sealing in closed condition;

.3 opel-ational testing nf hydraulic and power components, wires, chains, and link drives.

2.4.3 The effectiveness of sealing arrangements of al! hatch covers by hose testing or equivalent ~hould be checked.

2.4.4 Thickness measurement of the hatch cover and coaming plating ami ~liffer1ers ~hould be carried out as given in anllf'X 2.

2.5 Extent of overall and dose-up surveys

2 .. 1).1 An overall survey of all spaces excluding fuel oil tanks should be carried out al Ihe fwriodical ~urvey. I-uel oil tanks in way ot cargo holds ~h(Juld be ,>ufficiently examined to ensure that their condition is ,>ati~factory.

2.5.2 Each periodk:aJ slJrVt-'y ~hould include a dose-up examination of sufficient cxtent to cstablish the condition of the shell frames and their end attachments in all <" .'lrgn hold~ and ballast tanks as indicated in annex 1.

2.6 Extcnt of thickness measuremenls

2.6.1 The requirements for thickness measuremcnts at the per¡odical survey arf' givel1 in drHleX 2.

2.6.2 Representative thicknf's~ lI1ea~urerT1ent~ to determine both general and local IcvcIs of corrosion in the shell frames and their end attachmcnts in all cargo holds .'lnd halla,>t tanks shoLlld be carried out. Thickness Il1pa"urernent ~huuId also be carr"led out to determine the corrosion levels on the transver"e bulkhead plating. Thc thickness measurelllenl" may be di~pensed with provided the surveyor is satisficd by the cluse-up examination that there is no structural diminution, and the coaling, where applied, remains cfficicnt.

2.6.3 The surveyor may extend the thickness measurcments as deemf'd Ilect:'s"dry.

2.6.4 For areas in spMe" where cuatings are found to be in GOGO condition as dcfincd in 1.2.11, the extent of thickness measurcments accordjng to annex 2 m.'ly be ~pecially considered by the Administration.

2.6.5 Transverse sectium shuuld be chosen where the largest reductions are suspectcd to occur or arp revealed from deck plating mcasurements.

2.7 Extent of tank pressure testing

2.7.1 AII boundaries of ball.'lsl l.'lnk~, deep tallb and cargo holds used for ballast within the cargo hold length should be pressure-tested. Reprcsentativc tanks fDl" fresh water, fupl nil amllubrication oil should also be pressurf'-lp~lf'd.

2.7.2 Generally, the prcssurc should correspond to a wa.lt'r level to the tup uf hatches for ballastjcargo holas, nr lo the top of air pipes for ballast tanks or fuel tanks.

3 ENHANCED SURVEY CARRIED OUT DURING ANNUAL SURVEY

3.1 General

3.1.1 The ~urvey should consist of an examination for the purpose of cnsuring, as tar a" prarlic,hle, that the hull hatch covers, waming" and piping are fI1dintained in a satisfactory condition and should take into accuunt the service history, condition and extent of the corrosion-preVPlllinrl ~ystern uf ballast tanks and areas identifiexJ in Ihp survey report file.
