(a)topermitCanadatopursuethemaximumsocial,culturalandeconomicbenefitsofimmigration
(b)toenrichandstrengthenthesocialandculturalfabricofCanadiansociety,whilerespectingthefederal,bilingualandmulticulturalcharacterofCanada
(b.1)tosupportandassistthedevelopmentofminorityofficiallanguagescommunitiesinCanada

7.TheMinister,withtheapprovaloftheGovernorinCouncil,mayenterintoanagreementwiththegovernmentofaforeignstateorwithaninternationalorganizationforthepurposesofthisAct.
Federalprovincialagreements
8.(1)TheMinister,withtheapprovaloftheGovernorinCouncil,mayenterintoanagreementwiththegovernmentofanyprovinceforthepurposesofthisAct.TheMinistermustpublish,onceayear,alistofthefederalprovincialagreementsthatareinforce.
Consistencywithagreement
(2)Subjecttosubsection(3)butdespitetheotherprovisionsofthisAct,thefollowingmustbeconsistentwiththefederalprovincialagreements:
(a)theselectionandsponsorshipof,andtheacquisitionofstatusby,foreignnationalsunderthisActand
(b)regulationsgoverningthosematters,includingregulationsrespectingtheexaminationinCanadaofapplicationstobecomeapermanentresident,orrespectingtheforeignnationalswhomaybeselectedonthebasisofaninvestmentinCanada.

Soleprovincialresponsibilitypermanentresidents
9.(1)Whereaprovincehas,underafederalprovincialagreement,soleresponsibilityfortheselectionofaforeignnationalwhointendstoresideinthatprovinceasapermanentresident,thefollowingprovisionsapplytothatforeignnational,unlesstheagreementprovidesotherwise:
(a)theforeignnational,unlessinadmissibleunderthisAct,shallbegrantedpermanentresidentstatusiftheforeignnationalmeetstheprovincesselectioncriteria
(b)theforeignnationalshallnotbegrantedpermanentresidentstatusiftheforeignnationaldoesnotmeettheprovincesselectioncriteria
(c)theforeignnationalshallnotbegrantedpermanentresidentstatuscontrarytotheprovisionsofthelawoftheprovincegoverningthenumberofforeignnationalswhomaysettleintheprovinceaspermanentresidents,whetherthatnumberisanestimateoramaximum,orgoverningthedistributionofthatnumberamongclassesofforeignnationalsand
(d)conditionsimposedinaccordancewiththelawoftheprovincehavethesameforceandeffectasiftheyweremadeunderthisAct,iftheyareimposedonaforeignnationalonorbeforethegrantofpermanentresidentstatus.

10.(1)TheMinistermayconsultwiththegovernmentsoftheprovincesonimmigrationandrefugeeprotectionpoliciesandprograms,inordertofacilitatecooperationandtotakeintoconsiderationtheeffectsthattheimplementationofthisActmayhaveontheprovinces.

(2)TheMinistermustconsultwiththegovernmentsoftheprovincesrespectingthenumberofforeignnationalsineachclasswhowillbecomepermanentresidentseachyear,theirdistributioninCanadatakingintoaccountregionaleconomicanddemographicrequirements,andthemeasurestobeundertakentofacilitatetheirintegrationintoCanadiansociety.

(1.01)Despitesubsection(1),aforeignnationalmust,beforeenteringCanada,applyforanelectronictravelauthorizationrequiredbytheregulationsbymeansofanelectronicsystem,unlesstheregulationsprovidethattheapplicationmaybemadebyothermeans.Theapplicationmaybeexaminedbythesystemorbyanofficerand,ifthesystemorofficerdeterminesthattheforeignnationalisnotinadmissibleandmeetstherequirementsofthisAct,theauthorizationmay

60.ForthepurposesofthisDivision,itisaffirmedasaprinciplethataminorchildshallbedetainedonlyasameasureoflastresort,takingintoaccounttheotherapplicablegroundsandcriteriaincludingthebestinterestsofthechild.
