An amendment was approved by a vote of 37 “Yes”, to 23 “No” and 38 “Present” to impose a freeze on all units of local government statewide. This includes home rule cities and villages and the City of Chicago. Several requests for “notes” (i.e. fiscal note, budget impact note, home rule note, etc.) were filed by legislators as the bill was being debated on the floor. By House rule, the bill cannot be moved to Third Reading for a final vote until responses are provided to the notes. So it remains on Second Reading and we live to fight another day. The House adjourned shortly after the adoption of the property tax freeze amendment. It will reconvene on Monday. Please take the time to contact your State Reps over the weekend to strongly urge them to vote “No” on HB 695 when it is called on Third Reading. They need to know how badly the proposed tax freeze will hamstring your community’s ability to deliver public services to your residents and their constituents.
