Proof of all such training and exercise completion shall first be screened by the senior Co-chair and then be

submitted to the IEMA Ops Chief. For real world events or non-IEMA sponsored exercises, the after-action

report and an explanation on the team’s involvement in the exercise should be submitted as proof of

participation. The failure of a team member to complete the annual training and exercise requirements

may result in removal from the IMT MST at the sole discretion of IEMA in consultation with the senior Co-

chair and Ops Chief.

During our team meeting in July, we found that about half of those attending have already met the

annual training requirement, our goal is 100%. If you have not done so, send a list of your training events

for 2014 to your position lead.

CAPSTONE 2014 Exercise Nine IL-IMT team members converged in Springfield for two days in June where they contributed to a

multi-state exercise and applied the processes outlined in our policy manual. All utilized the dispatch

procedure through EM-COM. As planned, the event began at the state fairgrounds with Joint, Reception,

Staging and Onward Integration (JRSOI). Once completed, we redeployed to the Illinois State Police

Academy parking lot where we had our IMT trailer pre-positioned. An EMAT trailer and an IEMA

Command Post were on scene and utilized as well. In addition, we were able to work closely with two

IESMA EMAT members, Curtis Hawk worked in Planning and Mike Wahl worked in Logistics.

The scenario we used was a request for assistance from Marion. The local responders were faced with

significant infrastructure damage from an earthquake. The IMT Incident Commander, Steve Clarkson, met

with the local mayor (Bob Elliott) who was the Agency Administrator for the incident. A Delegation of

Authority was agreed to and signed by both the IC and AA.

Other team members established work areas; Derek Carle as Safety Officer, Mike Moos as Public

Information Officer, Joe Jones as Liaison Officer, Steve Shults as Planning Section Chief, Eric Hodges as

Logistics Section Chief, Rick Scott as Operations Section Chief and Gary Hanebrink as Finance Section

Chief. The IMT then conducted a "transition" from the local team (Joe Gasparich). The local responders

had a completed ICS-201 which provided a basis for the IMT to establish objectives and prepare an

Incident Action Plan for the next Operational Period. The plan was forwarded to the State Incident

Response Center (SIRC). Day one concluded with an Operational Briefing which was video-taped.

Day two began with a transition back to the local responders followed by the out-brief with the Agency

Administrator who received a complete final incident package. The team members spent some time

conducting a hot-wash to identify areas that went well as well as areas that could be further improved.

Demobilization followed. Overall, the IL-IMT involvement in this exercise was very beneficial in terms of

the procedures followed, equipment utilized and working relationships developed.

Spotlight - Alana Sorrentino Emergency Management Intelligence Officer at STIC

Alana started her career in 2008 when she decided to complete a

bachelor’s degree in emergency management and minor in law

enforcement at Western Illinois University. Western provided her with

the first glimpse of a career in emergency management. After school, she

started a internship with Hoffman Estates Emergency Management

Agency trying to learn as much as she could about the position. Shortly,

after the internship she was offered a full time position at Logan County

Emergency Management Agency as Hazardous Material Specialist. At

Logan County she spent almost four years in the position learning about

hazardous material planning as well as coordinating a full scale exercise

and numerous other activities.

In November of 2013, Alana accepted an emergency management

intelligence officer position at the Statewide Terrorism & Intelligence

Center (STIC). This position also entailed being a liaison to the Illinois

Emergency Services Management Association. As the Emergency

Management Intelligence Officer at STIC, she is providing emergency

management professionals with intelligence bulletins at an Unclassified /

For Official Use Only (U//FOUO) level. After the development of the

Emergency Management Information Sharing Program, she started

collecting information on special events to provide STIC with a situational awareness of events occurring

throughout the state of Illinois.

IL-IMT Story Published

Our Story Continues to be Published! The lead story of the July Issue of Illinois Municipal Review magazine was the Illinois IMT story. This publication goes to 13,000 members of the Illinois Municipal League. We appreciate that one of the largest municipal organizations representing local government and their mayors would find our story important to pass onto their readers. This only furthers IL-IMT’s educational outreach goals.

Serving as a Liaison Officer is all about building relationships. I came across a short report published four

months ago, "Support to Local Authorities (When They Are Overwhelmed)" You can find it at the link:

I pulled some key excerpts below to pique your interest: "In advance of an incident, jurisdictions should

collaborate with their regional and state incident management teams, all-hazards teams, volunteers, regional

task forces, government and military forces, regional Councils of Governments, and other valuable resources."

Four key suggestions that emerged to better prepare local jurisdictions for large-scale disasters involve building

relationships, identifying available resources, knowing who is in charge under different circumstances, and

understanding the incident itself.

I. Building Relationships

a. It takes time to cultivate relationships within and between jurisdictions. Only through frequent

and direct contact are agencies and organizations able to coordinate and integrate the planning

and response efforts necessary to address catastrophic incidents.

II. Identifying Resources

a. The size, budget, and experience of local jurisdictions can all limit the availability of resources,

including personnel and supplies. To address this concern, local jurisdictions must identify and

develop contracts to access resources from neighboring jurisdictions, the state, and the federal

government before disaster strikes.

III. Knowing Who Is in Charge

a. When disaster incidents overlap jurisdictional boundaries, it sometimes can be difficult to

recognize who is or should be in charge. Following a pre-established command structure with

open lines of communication and active information sharing will eliminate much of the

confusion.

IV. Understanding the Incident

a. Each jurisdiction has its own unique challenges. As such, the response efforts may vary depending

on the type of incident, its geographic location, and the resources available at the time.

Developing a common operating picture with response partners and having a way to monitor the

incident are critical.

FSC – Responsibilities Overview

Bourbonnais Fire Protection District

The Finance / Administration Section Chief (FSC) is responsible for all financial, administrative and cost analysis

aspects of the incident and for supervising members of the Finance / Administration Section. The FSC reports

directly to the Incident Commander.

Review common responsibilities.

Manage all financial aspects of an incident.

Provide financial and cost analysis information as requested.

Gather pertinent information from briefings with responsible agencies.

Develop an operating plan for the Finance / Administration Section; fill supply and support needs.

Determine need to set up and operate incident commissary.

Meet with assisting and cooperating Agency Representatives as needed.

Maintain daily contact with agency (ies) administrative headquarters on Finance / Administration

matters.

Ensure that all personnel time records are accurately completed and transmitted to home agencies,

according to policy.

Provide financial input to demobilization planning.

Ensure that all obligation documents initiated at the incident are properly prepared and completed.

Brief agency administrative personnel on all incident-related financial issues needing attention or follow-

up prior to leaving incident.

Maintain Unit / Activity Log (Incident Command System Form 214).

As a team position lead I always hate to have a member leave the ranks. For once, that is not the case.

Gene Ryan has left the Planning Section and assumed the role of Incident Commander for the Metro Team.

Gene was a true asset to the Planning Section and I hate losing him. Good luck in your new position as the

Metro Incident Commander. The database is close to becoming completed. I have attempted to catch people at

the meetings to gain information needed to get it finished. I will be contacting the people that I need

information from in the near future. I look forward to getting the database completed so it can be used by the

team. In closing, I am still looking for suggestions on people to fill the newly established GIS unit leader under

the Planning Section. Please get suggestions to me as soon as possible.

July Meeting Summary

The meeting was held on July 18th in Chicago. Thank you to Dan Ellis, Deputy Director of Chicago Office of Emergency Management and Communications and IL-IMT member for hosting and providing the tours. Bob and Steve provided the updates on:

Budget – status on this year’s budget and future budgets were discussed. While funds are

available this year and next we need to look for means to fund the team for the day federal and

state funds expire. The team will also look at forming a nonprofit status so donations and grants

can be more readily accessed.

Website – Mike Moos provided a summary update on the team website. ILEAS and their website

contractor have started to rebuild the team website. Members are reminded to send to Mike

photographs, IAPs, AARs and other pertinent documents worthy of having on the site.

Capstone 2014 – Bob Elliott provided an overview of team participation during the CAPSTONE 14

exercise. The exercise provided us an opportunity to work on the “transition” process back to the

Agency Administrator and the documentation necessary to complete such endeavor. Steve

Shults provided his observations and both members presented the complete package for the

records. The IAP and supporting documents and will be available on the website.

Missouri IMT Conference – Bob discussed how we have worked closely with our MO counterparts

and if any members wish to attend their conference to notify the ICs.

Membership – Steve and Bob discussed the following membership items:

o Resignations – Keith Frank and Robert Orr.

o New Members – six applications have been submitted. The ICs reviewed and will make

recommendations to the Advisory Board. The six applications approved by Advisory Board

last meeting will be forwarded to IEMA OPS Chief for acceptance to team.

o New Command Staff – the vacant Metro IC position is filled by Gene Ryan of Cook County

DHS & Emergency Management. Steve will take the North Team IC position. John Tierney

will be new OSC lead.

Database – Matt gave an update on the database and asked for members to check-in with him to

make sure all the records are accurate and up-to-date.

MOU Compliance

o Each member shall track compliance.

o Records such as training certificates are to be kept by the member.

o Meeting attendance records (211) automatically goes PSC.

o MOU compliance is on an annual basis (January 1 to December 31).

o Position leads reviews and works to ensure members are compliant.

o New members we will try to accommodate their position preference but co-chairs

will work on what positions the team needs.

Type 1 Ops Briefing on the Internet Gary Hanebrink is deployed out West at the Chiwaukum

complex fire in Washington State. This is a 12,320 acres fire

with 25% contained (as of July 30). There have been 4

residences destroyed with 1,053 residences threatened.

He indicates that we can view the operational briefings as

they are broadcast over the internet to remote site and stake

holders. The address is ustream.tv/channel/pnw3 take a

look at two, Type I Teams conducting an Ops Briefing. The

fire is complex with four fires in various locations with 1,000

firefighters.

EM-COM All members are reminded to call into EM-COM whenever

traveling for the team. If a mission number is issued please

reference that during your conversation with them.
