By maintaining such division and terror among the people in Panem's districts, the Capitol is ensuring that there will not be another uprising. The Capitol uses the

Hunger Games as a tool to control, punish, and humiliate the people in each district. It is ironic, then, that the reaping, which is a very unjust ceremony, is held in front of the Justice Building. The people of Disctrìct 12 maintain silence when Effie Trinket asks them to applaud and they salute Katniss instead; they are doing all that they safely can to protest against the Capitol's dictatorship.

REBELLION Katniss refuses to let the Gamemakers have the final say; her device with the nightlock is her final and most significant act of defiance. The Games were all about controlling and manipulating the people of the districts, but by threatening to kill themselves with the poisonous berries, Katniss and Peeta force the Games to change. Either Peeta and Katniss die and the 74th Hunger Games have no winner, or the Capitol reinstates the earlier rule

and has two winners. Either way, Katniss — a girl from the districts — will succeed in rebelling against the Capitol by not giving it exactly what it wants.But in the end Katniss understands that her act of rebellion has placed her and, even worse, her family and all of District 12 in danger. The Capitol cannot afford to look weak or ignorant in front of its districts. Somehow, they will expect Katniss to pay for what she's done.
