Chair’s letter: Estimated delegates, This year we have the pleasure of once again inviting you to the “II Altamun interscholastic model of the united nations” in which certain matters of concern, regarding today’s society in diferent parts of the world shall be discussed and brought to an end or granted possible solutions. Debates over society are a common and recurrent matter in the world, however usually it is spoken much and little action is taken, what we seek with this model of the united nations is to be able to prove that we are capable of coming to a mutual and competent agreement in a sophisticated and profesional manner through the tools of debate, mutual exchange of ideas and ultimately the ability to create altogether a concrent and practical solution for whatever issue should be presented upon us. In this oportunity our topic on debate will be regarding the latin american continent, we shall focus on certain issues presented in latin american conuntries such as: armed insurgency, drug trafficking and the recent murders in Mexico, and the continuous cases of modern day slavery taking place in Brazil and evergrowing corruption within the government as well as paramilitary and vigilate organizations and their influence in the development of said countries. The point of said committee will lay on the indirect assesment regarding the continous institutional decay of Latin American governments and how much of this events can they be accountable for, in addition to providing said countries with possible solutions to the aformentioned issues which shall be discussed further during the sessions. So may do your very best, we remind you delegates that to succeed in the task presented upon you will mean plenty of preparation and an open mind which shall allow granting innovative and practical solutions regarding the aforementioned matters.

PRECEDENT RECORD

In Brazil: 1.1 Corruption has been a pervasive issue in the country of brazil

since the beginning of times but this issue seems to have grown among it’s society and government in the time lapse of the last few years, so much, said country was ranked 43th on the “corruption perception index” of 2012, forementioned corruption sparked, among many other social issues protests in 2013.

The first demostration of the 2012-2013 protests commenced on August september 2012, the main point of said protests lied on the increase of fare regarding metro, bus and train transportations, however the goals of the protest soon evolved due to the growing disenchantment with the ruling class and it’s poor management of the social infrastructure, examples such as: poor education and healthcare, high cost living, multiple scandals of corruption embezzlement and overbilling in the government and multiple reports of abuse and special benefits conceded to Brazilian politicians, among others. Said protests resulted in 651 arrested citizens aside from those gravely injured and murdered. 1.2. Given Brazil’s evergrowing economy over the last years, migrations to said country have increased a considerable amount, given the fact that a lot of people have found themselves seeking oportunities of better living conditions. However there has been a crescent demand coming from working class, this has brought to light the fact that the labor conditions in the country, particularly for the forementioned imigrants it’s everything but enchanting since it’s been discovered that the working

class is subject of to laboral and living conditions that resamble slavery, examples are such as: said imigrants being victims of large depts with their landowners or employers, long periods of forced labor and general degranding conditions. The number of imingrants rescued from similar outlooks has grown inmensly in the last few years. Mexico: 2. 1. As of 26 of september 2014, it was stated that 43 students went missing in Iguala, after several bodies were found in this zone, it’s been stated by th police that they were murdered by a drug trafficking cartel, however the identification of the bodies remains pendant, although allegedly said bodies belong to the students, also specialists insist that the forementioned case is somehow linked to recent police attacks that took place in the Normal Rural School of Ayotzinapa, which has been a constant victim of autorities. 2.2 South state of Mexico has been one of the largest producers of Marihuana and Amapola for decades, however, it’s been recently found that the montanious region of Guerrero has become a mayor centers for the elaboration of heroine in the continent. It’s also been confirmed that it’s not only in Guerrero where drug traficking cartels have infiltrated themselves the Security National Comission have found that there are similar existing issues in zones of: Veracruz, Chihuahua and Zacatecas among others.

Powers of the Committee. A big amount of countries are brought together establish the governance in a democratic context and face the challenges of establishing also institutions and procedings that may result as a better response to the needs of ordinary citizens, including lower class. The United Nations Development Programme recruits representatives of all over the world to create asociations and promote collective participation, responsability to efficently help countries to strengthen their electoral and legislative systems, increase access to justice and encourage the betterment of public services so the may be developed toward being their best for those that may need them.

Current Situation 5.1 Brazil: 5.1.1 In 2014 the protests continued as Brazil hosted the world cup and the citizens were upseat and angry that the government tried to cover up the current situation the country was going into. In May 27 they blocked the streets that caused traffic congestion, 300 protesters went to the capital to try to make them change the laws concerning the demarcation of indigenous land. In june 3rd 50 protesters gathered in front of the hotel in which the brazillian team was staying during the course of the games. The prostets lead to 42 injured and 234 arrested. A new poll published the following Saturday confirmed that three quarters of the brazilian population supports said protests. President Dirma Rouseff stated that she would meet the leaders of the movement to to improve urban transportation and use oil royalties for investments in education, no action has been taken to the date. 5.1.2 Recetnly 182 bolivians and peruans were rescued from Sao Paulo that centers the biggest amount of imigrant workers in the

country, all of them where found in ilegal sweing workshops, belonging to one of Brazil’s biggest companies in the textile industry and therefore raising speculation that it is slavery substaining more than one of brazil’s major industries. As of period of 2014-2015 there have been multiple similar cases regarding degrading labor conditions discovered throughout various locations of the country reported to the autorities. 5.2.1. Regarding the murders of the 43 students as of recent dates only two people have been identified, among those a father and a son, the attorney states that both had been captured by the police prior to their deaths acording to the last call ever made by the subjects, which was directed to their respective families, aside from this there’s no mayor information regarding the bodies, however it is alleged by specialists that the state in which they were found is clear proof of the violence this territory has been facing for years. As of 2014 the authorities confirmed that a drug gang member confessed to killing 43 students from a teacher’s college in the country south, although the bodies previously found are yet to be identified, said gang member described a grisly disposal of the bodies burning them on pyre and then pulverizing their teeth and bones to prevent their remains from being identified. 5.3.1. Disapperence of the 43 mexican students of september 26 has expode Mexico’s inability of drug-fueled violence that dominates the country the lack of answers about their fate has only manege protets as in raged citizens direct their fury at systematic problems such as rampand corruption and drug trafficking violence. The whole episode is emblematic of Mexico’s corruption with elected officals and security forces colluding with drug cartel. Peña Nietos processor Felipe Calderon declared war at the cartels and this has cost a several humans life in the time laps 2006-2012 that death toll has now reached 100,000.

Debates of the committee 1. Analize why Brazil has come to be so corrupted and currently faces modern day slavery despite being one of the most developed countries in Latin America. 2. Growing rumors of active modern day slavery in Brazil’s most powerful industries, the poor living conditions and lack of proper education . 3.The lack of proper attention to the case of the 43 murders of Mexico and it’s repercussions. 4.Possible semi-confirmed involvement of drug cartels in said murders and how to erradicate drug trafficking in Mexico

5. Possible repercussions to this activities not being erradicated and consecuences to the forementioned country and it’s allies. How the commettee should be developed: It’s expected that the forementioned commettee be one of constant debate but equal amounts of education and mutual cooperation, this issues should be solved in the most realistic way possible and cooperation from all parties will be required to do so What’s expected of the delegates:

1. it is expected beyond anything, that delegates present a good academic foundation as well as the knowlage of a correct and proper lenguage usage

2. The commettee shall be in order at all times and it is expected that no matter what sort of debate may be presented in front of them the delagates maintain an apropiate temper

3. Meanwhile calmness and diplomacy is expected from the delegates, they must also be active during the commettee, the movement of the forementioned shall be dinamic and as new topics matters to the cases of discussion may surge the delegates will be expected to offer practical solution suggestions in every matter possible.

Thematic schedule. The commettee will be focusing on particular cases such as

1. Corruption within Brazilian government and it’s consecuences 2. Contemporary Slavery in Brazil, especially among imigrants 3. Murder of the 43 students of Mexico, repercussions and drug

cartel involvements. 4. Possible ways to erradicate drug trafficking in Mexico. 5. The involvement of authorities in similar ilegal matters.
