As Chairperson of the International Tropical Fruit Network (TFNet), it gives me great pleasure to join you today to preside over the official openingof theworkshoponRevitalizing theMalaysian Tropical Fruit Industry: Enhancing linkages among Small-Scale Producers and Other Stakeholders in the Value Chain. We are honoured that agencies under the Ministry of Agriculture and Agro-based Industry from different states, farmers’ organizations,entrepreneurs and the academicians are well represented here. A warm welcome is extended to all guests and delegates.

We love fruits and they are part of our food consumed everyday by most people. Behind the consumption of fruits for health and nutrition, are many activities such as production, the logistics, marketing and trade. Good agricultural practices in farms, supply chains are all mandatory for the production of clean, safe and high quality fruits to ensure there is premium market, elite consumption and trade enhancement. Among the constraints are farmers’ woes with pre-harvest and postharvest losses, pests and diseases and marketing problems. Addressingthesewillbetheobjectiveoftheworkshop,movingtowardsintensifiedproductionof safe and quality fruits and bringing farmers to be part of this.

The Ministry of Agriculture and Agro-based industry, as the host for TFNet, supports this effort of bringing together stakeholders from different disciplines, involved in the Malaysian fruit industry, onto a common platform to discuss the constraints and overlapping issues occurring in the system. Discussion and input by the much experienced and resourceful community here,willleadtotherevitalizationoftheMalaysianfruitindustry.Thisworkshopwillleadtomany more practical capacity building programmes conducted by TFNet as a consultative organizationinMalaysia.

The workshop will lead to future collaborations by the stakeholders in Malaysia and member countries in the exchange of human capital, knowledge, technologies and germplasm materials.

We are working towards better networking among all players in the supply chain of the tropical fruit industry to ensure production, market, consumption, and trade enhancement. TFNet recognizestheinitiativesofallagenciesandtheprivatesectorbutthelackofharmonizationcanleadtoconflictingorredundantprogrammes.Thisworkshopaimstocreateanenvironmentforthestakeholderstocommunicateanddevelopwell-synergizedactivitiesinthefuture,leadingtowardsarevitalizedMalaysianfruitindustrythatcontributetosustainabledevelopmentgoalsand a richer economy. Working togetherwithMalaysianstakeholders fromfarmerrelatedorganizations,researchagencies, government, academia, entrepreneurs and the private sector, this workshop hopes to develop concrete plans to increase the production of selected fruits for domestic consumption and export market. Through the keynote address, plenary sessions and the group discussion during this event, we will identify the challenges and develop a multi-stakeholder roadmap that recommends harmonious solutions and strategies for a brighter future of Malaysia’s tropical fruit industry.

BACKGROUND

The International Tropical Fruit Network (TFNet) and the Ministry of Agriculture and Agro-based Industry (MOA) worked together to host a three day Workshop to examine the status of the tropical fruit industry and discuss issues that hamper the industry while recommending opportunities that will see growth in the industry. The Workshop was attended by 60 participants from departments and agencies of the Ministry of Agriculture and Agrobased Industry,universitiesaswellas theprivatesector likeMBGFruitShop,KulimBerhad,NazaPlantations, Jeruk Madu Perlis and GWG Sdn Bhd.

A keynote address by the Secretary-General ofMOA and fifteen papers were presentedcovering Research and Development, Fruit Production, Fruit Processing and Food Safety Standards, Fruit Marketing and Market Access as well as Extension and Socio-Economic Well-being of Rural Communities. The welcome address by the CEO of TFNet stressed the urgent need for renewed action plans for the fruit industry in Malaysia. He emphasised there should be increased fruit production with immediate effect and suggested that all agencies in the Ministry to plant fruit trees on a large scale especially the Musang King Durian variety. The Ministry should also embark on nationwide campaigns on fruit tree planting stating that TFNet can assist the Ministry to do a roadshow and other activities. The Workshop recommends that the Ministry should form and assign the National Fruit Council to coordinate all activities in the fruit industry. During the Workshop, the participants discussed issues and challenges and possible solutions towards an improved Malaysian tropical fruit industry. On the third day, the participants visited the MARDI Agrotechnology Park in Langkawi.

TheWorkshopwassuccessfullycarriedoutandtheobjectivesoftheWorkshopwerefulfilledthrough paper presentations, group discussions, elaborate exchange of knowledge and networking.TFNetfulfilleditsroleinorganizingandfacilitatingtheWorkshopwiththepublicand private sectors hence creating the much needed platform for collaboration of stakeholders and exchange of knowledge on the Malaysian fruit industry.

OBJECTIVES

The Workshop worked on discussions with the following objectives in mind.

1. To promote research and development to improve supply chain process for domestic and export markets of fruit.

2. To enable relevant government agencies and the private sector and small producers to conform to Good Agricultural Practices with increased, safe and quality fruit production.

3. To discuss and recommend fruit processing methods, packaging, labelling and complying with available national and international standards.

4. To improve marketing channels to facilitate domestic and international trade.5. To promote awareness, extension and socio-economic well-being among rural communities.

STATUS OF MALAYSIAN FRUIT INDUSTRY

According to the presentations during the Workshop, Malaysia produces approximately 1,589,271 tonnes of fruits from 199,709 ha of land or 9.5% of total agriculture area (5.5 million ha). There are around 474,790 agriculture farmers in Malaysia of which 145,773 are fruit farmers. Small fruit farmers produce 86% percent of the fruit production while the rest from entrepreneurs and companies. Out of this, only around 6.6% fruit farmers have been certifiedwithMyGAPtotallingto13,200ha.

In 2015, Malaysia imported 233,579 tonnes of fruits and exported around 253,336 tonnes. Out of the total amount of tropical fruits imported in 2015, 34% are fruit types (pineapple, mango, durian, guava, watermelon, banana, rambutan, jackfruit, mangosteen, papaya, starfruit, langsat, longan, chiku, avocado) that can be easily grown in Malaysia. Malaysian fruits have high demand locally and in export markets such as Singapore, Hong Kong, Taiwan, Indonesia, China, UAE, Thailand, Saudi Arabia and Australia. Productivity is increasing very slowly around 0.9% per year, however, imports have increased 4.2% per year.

TheNationalAgroFoodPolicy (NAP) for theperiod2011-2020,has identified tenmajorcommercial varieties such as pineapple, starfruit, watermelon, papaya, banana, jackfruit, durian, rambutan, mango and mangosteen. The Workshop discussed major challenges in the Malaysian Fruit Industry that need urgent attention by various stakeholders and requiring sufficientpublicfinanceandprivateinvestmenttoachievetheNAPtargets.

Some of the issues that were broadly addressed in this Workshop include inconsistent fruit production, fruit perishability contributing to the decline in fruit quality, pest and disease outbreaks and poor early warning system for monitoring pests and diseases, scarcity in production area, high cost of labour, inadequate transportation and distribution channels as well as slow dissemination and adoption of available technology.

For some selected fruits there are gaps in research and development along the supply chain. Thereisalsoalackofcertifiedandcleancommercialseed/plantingmaterialsandthisisfurtherexacerbated by stakeholders and players in this industry not working together in synergy.

GENERAL RECOMMENDATIONS

The Workshop had offered recommendations to address the challenges in the fruit industry. ConsideringitisthefinalphaseoftheimplementationoftheNAPandtheon-goingreviewof the Policy, the Workshop recognises the urgent need, for MOA and its departments and agencies in collaboration with other Ministries and public institutions such as the universities aswell asNGOs, international organizations andprivate entities towork as a teamandsustainably revitalise the fruit industry complementing one another along the value chain.

In this regard, the Workshop proposes of upmost importance to immediately establish the National Fruit Council as envisaged by NAP to coordinate all activities in the supply chain. TheWorkshopremindedthatvariousplatformshavebeenidentifiedintheNAPtocoordinatestakeholders’ participation and hence contributing to achieving NAP fruit industry targets.

The Workshop acknowledges the need for identifying and applying participatory research and development results and packaged technologies as well as ensuring adequate funding for R&D, training researchers and service providers. In addition, intensifying collaboration with international and regional research and agricultural bodies is also essential.

TheWorkshop emphasizes the need to increase production and supply of quality tropicalfruits for domestic and export markets. With increasing local consumption and pending better market access for Malaysian fruits overseas such as durian, mangosteen and pineapples, supply has to increase through upgrading existing production as well as promoting to the private sector and new entrepreneurs to invest in the fruit industry.

The outbreak of pest and diseases in the fruit industry and lack of immediate solutions and development of improved varieties in the long run have been a major concern of fruit industry players and contributed to the decline in the papaya and banana production. In addition, there need to be technological improvement on on-going agronomic production, processing and marketing along the value chain in line with good agriculture and manufacturing practices.

TheMinistry ofAgriculture has to intensify the support for cluster development of specificfruit types along the supply chain by promoting private company anchor-contract farming, empoweringFarmersAssociation/SMEs/Youthinmentor-menteeinitiatives,andintensifyingthe growing fruits in replanting areas of oil palm and rubber as envisioned in NAP. In the downstreamsector,moreSMEsneedtoparticipateinvalue-addedproductsandunifiedeffortsin improving marketing channels locally and market access for export.

Beside its contribution to income and employment generation, the fruit industry should also be viewed as a major contributor to better nutrition and wellness of Malaysians in light of alarming increases in incidents of nutrition related diseases such as obesity, diabetes and cardio-vascular problems. In this regard, campaigns and promotion of semi processed cut fruits, fruit juices and fruit based convenience and functional food for all segments of society has to be conducted on a regular basis. Collaboration with other relevant Ministries and NGOsshouldbeintensified.

The Malaysian fruit industry should continue to focus on the value chain development of the selected ten fruit types namely pineapple, banana, papaya, durian, mango, watermelon, jackfruit, starfruit, rambutan, mangosteen as well as selected underutilised fruits such as dabai in Sarawak that will contribute to Malaysia’s socio-economic development as well as health and nutrition of its population. For the local market and within these fruit types, to enhance crop diversity and cater for a wide selection of consumer preference, a broad range of varieties and clones must be grown and be promoted.

ACTION PLAN TOWARDS REVITALIZING THE MALAYSIAN FRUIT INDUSTRY

Malaysian fruit industry is in urgent need of revitalising given its challenges and the opportunities to meet increasing demands locally and for export which is expected to increase to 2.7 million metric tonnes (MT) by 2020 (NAP).

PROGRAMMES

1. Research and development on Malaysian fruit industry

Objective:To identify and apply quick-win and high impact research and development as well as packaging sustainable cutting-edge technology to ensure competitiveness.

Rationale: Currently research is not focussing on industries’ needs along the supply chain which are causing gaps between research institutions, universities and the requirements of the industry. There is also lack of research in priority areas such as pest and diseases, and improved seeds and planting materials. Technology transfer and adaption of a new method take a long time to reach the farmers as well.

Projects:a. Immediate release of new fruit types with resistant and commercial value. b. Develop new improved disease resistant varieties of papaya (bacterial die back and

Papaya Ring Spot Virus), pineapple (bacterial heart rot and black heart disease) and banana (Banana Blood Disease, Fusarium and Moko).

c. Study on shortening the juvenility period in mangosteen.d. Develop elite accessions of Harumanis mango variety so as to increase production

throughout the year. e. Research compilation of complete database on underutilized fruits and identify

potentialonesforcommercialization.f. Develop assessment protocols for fruit research activities in Malaysia with fixed

timetable and deadlines to study the performance of each fruit tree type.g.Tosustainproductionofdurianbyzoningbasedonecologicalnichetoprolongthe

production season. h. Develop a database on past research on tropical fruits and also the directory of the

experts in the country.i. Packaging sustainable technology to ensure competitiveness.

2. Ensuring Sustainable Production

Objective:To increase production and ensure safe and quality Malaysian fruits for domestic and export markets.

Rationale:The consumers look for premium fruit quality, consistency and food safety. A grower looksforfarmprofitability.Productionpracticesmustthenbebasedongoodagriculturepractices (GAP).

Projects:a. Increase production of elite accessions of Harumanis Mango, Musang King Durian

throughzoningbasedonecologicalnichetoprolongproductionseason.b.Supplyenoughcertifiedplantingmaterialstotheindustrythroughtheestablishment

of more public and private nurseries.c. On-going awareness and capacity building to minimise pre-harvest and postharvest

losses through good agricultural practices.d. On-going programmes to encourage and train youth to be agropreneurs.e. AcceleratetheenactmentofSeedActwithimmediateeffecttopreventuncertified

seeds and planting materials to be used liberally.f. Intensify engagements with agriculture attaches, FACE, MATRADE, TFNet and fruit

growers and exporters associations to facilitate market access and international trade.

g.Reviewthecurrentagro-climaticcropzoningforMalaysianfruitfarming.

3. Value Adding through Fruit Processing and Food Safety Standards

Objective: To harmonise fruit processing methods, packaging, labelling and complying with available national and international standards.

Rationale:Fruit loss due to quick over ripening can be avoided through processing. Technology development programmes for fruit based products are much needed and must be expedited. These products in the form of dried fruits, chips, jams, puree or fruit powder once developed can be also be used in cosmetology industry, supplementary food for the elderly, children and the sports community. It is important to develop attractive and safe packaging materials following national and international standards.

Projects:a. Develop and promote technology on improved packaging of fresh, semi processed

and processed fruit for domestic and global markets.b.Productionofnon-seasonalfruitcultivarsthatcanbespecificallyusedforprocessing

into value added products.c. Build on new supply chains for different types of processed fruits adhering to fruit

safety standards.d. Develop composite convenient food through the incorporation of fruit, replacing

rice, wheat and meats.e. Develop protocols for pureed and powdered premium fruits for specialised foods

suitable for geriatrics, babies and athletes.f. Studyonusingfruitsincosmeticsandsoapstoenhancethequalitiesandbenefits.

4. Intensifying Fruit Marketing and Market Access

Objective:To improve market access and marketing of fruits and fruit products to facilitate domestic and international trade through supply chain process.

Rationale:Therevitalisationofthefruitindustrycanbecatalysedbyimprovingmarketingefficiencyand improving market access to selected countries. Currently, the industry is facing glut and low price of some seasonal fruits and limited market of fresh fruits overseas.

Projects:a.MarketresearchconductedforMalaysianfruittypesledbymarketingorganization

and should be all market driven.b. Study and identify pest and disease constraints faced by farmers affected by losses

in production and market access and also establish some immediate solutions.c. Promoting direct marketing to consumers through farmer’s markets and e-marketing. d.Minimize post-harvest losses, asymmetry market information and inefficient

marketing systems.e. Develop and improve supply chain process through system approach for premium

fruits.f. Regular programmes with fruit farmers, marketers and multinational companies on

biosecurity measures, MYGAP, GMP and HACCP. g. Conduct a stakeholder Workshop on Malaysian fruit each year.

5. Promote Extension, Socio-Economic and Entrepreneurship

Objectives:Expand all activities in fruit production towards participation of entrepreneurs and youth agropreneurs.

Rationale:Increased production will supply the demand locally and for export. Through empowerment of youth and the unemployed, the fruit industry will be able to increase the income of farmers and young entrepreneurs, provide employment and upgrade their livelihood.

Projects:a. Regular awareness programmes from school level to higher education levels conducted

through campaigns, seminars, carnivals, agro pitching reality programmes.b. Training programme by experienced mentors to groom and motivate young adults

to take part in fruit farming activities.c. Permanent production hubs for youth should be linked to other activities along the

value chain through on-going programmes.d. Engagement with rural women and farm communities on postharvest and processing

activities for added income.e. Governmentprogrammestopopularizeunderutilizedfruits.

f. Promotion and campaigns to increase consumption of fruits in school through fruit feeding programs.

g. Web based programmes on success stories and business model are developed to draw the youth. The information portals, MyAgrosis members, National Agriculture Training Centre (NATC), UiTM, UPM, UCAM, NIEW are already available.

h. Conduct campaigns to encourage youth in fruit supply chain management sector through attachment.

CONCLUSION

Working in synergy towards a more robust fruit industry, the Workshop acknowledges the pivotal and leading role of the Ministry of Agriculture and Agro-based Industry in ensuring the realisation of the aspiration and targets of the NAP. Of immediate concern and action is the establishment of the National Fruit Council and activation of FACE so that the various recommendations of the Workshop could be further elaborated and acted upon in a holistic manner by the relevant stakeholders along the value chain. A campaign on planting fruit trees is also recommended to increase the public awareness on the importance of fruit trees for the future.

Solicitingadequatepublicfinanceandencouragingprivate investment inkeyprogrammesandprojects identified by theWorkshopwill inevitably contribute to the revitalisation andsustainability of the fruit industry in Malaysia.
