INTRODUCTION The Regional Board of Investments (RBOI) is the agency responsible in the promotion and generation of investments. It also grants incentives to qualified investors engaged in projects that boosts economic activities in the region. The agency is geared towards increasing investment and employment generation. These projects are expected to bring about gainful employment, provide income for the people of ARMM, address security issues and most importantly sustain the economic growth of the region. II. a. II. EXECUTIVE SUMMARY II. INTRODUCTION The Regional Board of Investments (RBOI) is the agency responsible in the promotion and generation of investments. The eight (8) firms approved and registered by RBOI are Tawi-Tawian Petroleum Trading Corporation, Chan C Mining Incorporated, Lamsan Power Corporation, DS3 Fuels Tanking and Services Inc., Al Sahar Agri Ventures, Inc., Maguindanao Energy Farms Inc., Matling Industrial and Commercial Corporation and Southsea Industrial and Commercial Corp.

A total of Php12.478 billion worth of investment projects have been poured in the region since the start of the Hataman Administration in 2012 up to the present year 2015 and recorded a total job generation of 11,086.

II. b. MONITORING OF REGISTERED FIRMS This 2015, the agency has monitored 26 firms per quarter or total monitoring activities of 104 in the whole year. This is to check and monitor the firms’ compliance to the terms and conditions of its registration and policies promulgated by the Board.

Thirteen (13) incentives/services were dispensed to three (3) RBOI registered firms this 2015.These incentives are in the forms of Income tax holidays, equipment importation, genetic materials importation and issuance of certificate of good standing.

II.c. INVESTMENT PROMOTION ACTIVITIES II. c.1. The ARMM Investment Priorities Plan (IPP) for 2014-2016 was approved by President Benigno C. S. Aquino III on October 28, 2014. The IPP lists the priority activities for investments which can qualify for incentives from the ARMM government. The IPP shall correspond to the Regional Development Plan of ARMM in accordance with the 2011-2016 Philippine Development Plan. The identified priority economic activities shall be the basis for the granting of incentives by RBOI to qualified investors in the region. Investments projects shall be founded on the following parameters: (1) project’s net value added, (2) job generation, (3) multiplier effect and (4) measured capacity. Though the 2014 IPP to include the ARMM List is a rolling three-year plan to ensure continuity, consistency and predictability however, it is subject to annual review over the three-year period.

II.c.2. The ARMM IPP lists the following as priority activities: export; agriculture, agribusiness or aquaculture fishery; basic industries; consumer manufactures; infrastructure and services; industrial service facilities; engineering industries; logistics; BIMP-EAGA (Brunei Darussalam-Indonesia-Malaysia-Philippines East Association of Southeast Asian Nations Growth Area) trade and investment enterprises; tourism; health, education, services and facilities; and halal Industry.

II.c.3. RBOI is also an active member of the Philippine Investment Promotion Plan (PIPP) Team. Through the PIPP, the agency is able to work with the Subic Bay Metropolitan Authority (SBMA), Philippine Economic Zone Authority (PEZA), Clark Development Export Zone (CDC) and other Investment Promotion Agencies (IPAs) in the country. This will enable the region to widen its investment reach both domestic and foreign, broadened its network and linkages of investors, partner agencies and institutions. The PIPP is the blueprint for all IPAs to synchronize strategies in investment promotion.

II.c.4. Twelve (12) inter-agecy/industey linkages and investment related activities were conducted/participated by RBOI. The following activities were conducted, assisted or participated by RBOI to strengthen investments promotion and linkages:

1. Conducted the 2015 Investments Priorities Plan (IPP) Consultation and Roadshow on June 16, 2015, Jehan Hall, Alnor Complex, Cotabato City;

2. Conducted a round table discussion and investment coaching for one of ARMM’s biggest investors, UNIFRUTTI, Inc. on February 18, 2015 in Davao City;

3. Formed the Promotion of Investments Sustainability Organization (PISO) during an

Organizational Meeting on May 12, 2015 at Jehan Hall, Al-Nor Complex, Cotabato City;

4. Facilitated the participation of ARMM investor, John Perrine, the CEO and Chairman of Unifrutti Group Philippines as member of the official delegation of the State Visit of President Benigno “NoyNoy” Aquino III to Japan on June 2-5, 2015;

5. Assisted in the 9th

National Palm oil Congress held on August 19-20, 2015 at KCC Convention Center in General Santos City. RBOI led in the event’s business matching committee;

6. Conducted the 2015 ARMM Investment Priorities Plan (IPP) Consultation and Roadshow Island Cluster, September 16, 2015, Jehan Hall, Al Nor Convention Center, Cotabato City;

7. Organized the Halal Business Forum, December 4, 2015, Estosan Garden Hotel, Cotabato City in

partnership with the Department of Agriculture and Fisheries (DAF-ARMM) and Muslim Mindanao Halal Certification Board Inc. (MMHCBI);

8. ARMM through RBOI represented by its Chairman and Managing Head, Atty. Ishak V. Mastura

participated in the Asia-Pacific Economic Cooperation (APEC), High Level Dialogue on Inclusive Business on November 12, 2015 in Manila. This is the first time that ARMM has been included in a high level APEC-sanctioned activity.

9. Facilitated the attendance of Unifruitti Company represented by its President and CEO, John

Perrine and party to present on their company’s best practices as baseline for the ARMM government in setting standards for investments. The presentation was made during the Economic Cluster Special Meeting on September 8, 2015 at the RPDO Office, Cotabato City. RBOI is head of the ARMM Cabinet-Economic Growth and Linkage Cluster.

10. Attendance to a JICA sponsored seminar in Industry Development on Rubber, Cacao, Palm Oil, Coffee and Abaca for investment promotion on January 19-22, 215 in Davao City.

11. Attendance to series of meetings and activities called by the Regional Economic Zone Authority

(REZA). RBOI is a member of the REZA Board of Directors.

12. Attendance to the regular meeting of the Philippine Investment Promotion Plan (PIPP) Team composed of Investments Promotion Agencies (IPAs) such as RBOI.

II. d. TOP 10 MAJOR ACCOMPLISHMENTS IN 2015

1. Registered the biggest total investment ever in the history of ARMM amounting to Php6.5 billion. RBOI has surpassed its target of Php 700 million with a remarkable 939% and is up by 70% as compared to previous year which is Php 3.867 billion. Also exceeded job generation target of 700 to about 699% or 4,894 jobs, higher by 43% as compared to last year which is 3,433;

2. Reached 100% of agency target which is to register 8 investment projects for this year;

3. For the last three (3) years, the agency has been consistent in generating investments at Php1.0 billion per year. Since 2013, the agency has achieved total investments value of Php 11.908 billion;

4. RBOI is the first and only agency in the ARMM that received an award as “Outstanding Partner

in the Report for Regional Economic Development” from the Bangko Sentral ng Pilipinas (BSP) in 12 years for the agency’s contribution in providing comprehensive and relevant reports to BSP on time;

5. Formation of the PISO or Promotion of Investments Sustainability Organization as an advisory

body or policy advocacy group in the ARMM;

6. RBOI is also an active member of the Philippine Investment Promotion Plan (PIPP) Team and is regularly participating in the PIPP meetings and activities;

7. RBOI heads the ARMM Cabinet- Economic Growth and Linkage Cluster. This year, the cluster

had two regular meetings and one special meeting;

8. Conducted “Forum on the Bangsamoro Basic Law (BBL): Original draft vs. Substitute bill” on its impact on doing business on June 16, 2015 at AlNor Complex, Cotabato City;

9. Assisted the members of the Promotion of Investments Sustainability Organization (PISO)

formulate resolutions that will help improve business related policies in the ARMM towards transition to the Bangsamoro; and

10. Entered strategic engagements with Polloc Freeport Management for granting of fiscal

incentives to their locators and facilitated Polloc Freeport Memorandum of Agreement with the Bureau of Customs (BOC).

III.THE REPORT: PHYSICAL ACCOMPLISHMENT

III. a. INVESTMENT GENERATION ACTIVITIES III. a.1. 2015 APPROVED REGISTRED FIRMS

1.Tawi-Tawian Petroleum Trading Corporation is into importation and distribution of petroleum products. The company operates at Barangay Garing Baunoh, Panglima Sugala, Tawi-Tawi where 3 oil tank depots are currently being constructed with a capacity of 7.6 million litres per annum. The P121 million petroleum project is projected to generate 56 jobs.

2. Chan C Mining Incorporated is a new mining operator in the Province of Tawi-Tawi. It has

invested P742 million for a mining and quarrying of nickel ore project in Barangays Karaha and Dungon, Panglima, Sugala, Tawi-Tawi. The company’s mining capacity is expected to produce 1,000,000 wet metric tons of nickel ore per year and to create 497 jobs.

The extracted nickel ore are exported to China. 3. Lamsan Power Corporation based in Crossing Simuay, Sultan Kudarat, Maguindanao

expanded their existing power plant with an addition of 5.5 megawatts capacity worth Php687 million. The said renewable energy project will employ additional 60 workers.

4. DS3 Fuel Tanking and Services Inc. is engage into providing storage facilities, marketing and distribution of petroleum products. The company will mainly be involved in the construction and operation of oil depots worth Php252 million with total capacity of 23 million litres per annum at Polloc Free Port, Parang, Maguindanao. The project will create 45 jobs.

5. Al-Sahar Agri Ventures Inc., is investing in Php 3.7 biilion cavendish banana plantations in the Province of Maguindanao with total land area of 2,600 hectares spread in the Municipalities of Talayan Buldon, Barira, and Mangudadatu. The project is expected to create 3,900 jobs for the local folks in Maguindanao once the project will start its full operations.

6. Maguindanao Enegry Farms Inc. based at Lamsan Industrial Complex , Crossing Simuay Sultan Kudarat, Maguindanao invested Php400 million for a 474 hectare-napier grass plantation. The napier plantation with production capacity of 256,133 metric tons per annum will be used to supply the fuel need of Lamsan Power Plant also located in Simuay Sultan Kudarat. The project will create 60 jobs upon full operations. 7. Matling Industrial and Commercial Corporation (MICC) invested Php194 million to set-up a new cassava starch milling plant as part of the company’s expansion and modernization project in Malabang, Lanao del Sur. The new plant is expected to yield approximately 13,216 metric tons or 260,000 bags annually and will employ 176 workers. 8. Southsea Industrial Energy Corporation is investing in a Php 471 million mini oil refinery and depot project in Brgy. Tubig Indangan, Simunul, Tawi-Tawi. The company is expected to create 100 job opportunities upon its full operations.

III.a.2. 2016 INVESTMENTS IN THE PIPELINE The companies listed below have submitted their application for RBOI registration. The documents are now undergoing evaluation by the technical personnel of the agency. A Joint Board of Governors’ and ManCom Meeting is set anytime in 2016 for the final review of the applications for RBOI registration and have these readied for decision whether to approve or deny by the Board.

At present, they are still on the process of gathering information, doing research, logistics and other preparations in relation to their business plans in the region. III. b. TECHNICAL SUPPORT SERVICES RBOI provided various services to the following companies that were interested to invest in the region or apply for RBOI registration:

1 . Assisted the Eric Lee Group Company by conducting a round table discussion and investments coaching relative to their plans of setting-up a manufacturing business on

electronic motors to be located at Polloc Port, Parang, Maguindanao;

2. Provided technical support to Gintong-Agri Corporation through the company’s Legal Officer Atty. Cheryl Tan, concerning RBOI registration requirements and processes with regards to their oil palm plantation project in Datu Odin Sinsuat Municipality, Maguindanao. The company’s application for RBOI registration is now being assessed by the agency.

3. Provided advice to PTC Arrastre and Estevedoring Services Corporation based in Parang, Maguindanao regarding the procedures on applying for RBOI registration.

4. Facilitated technical assistance and investments coaching to Polloc Millenium Development

Corporation (PMDC) in a meeting at the RBOI Office, Cotabato City on June 10, 2015 regarding their plan to put up a Petroleum Depot at Polloc Port, Parang, Maguindanao.

5. Reviewed the project proposal of the Local Government of Lamitan City to set-up a 4MW diesel power plant to address their energy problems in their area. RBOI suggested to LGU- Lamitan City through Vice Mayor, Roderick Furigay that the LGU should enter into private- public sector partnership agreement so they can qualify for RBOI registration. 6. Provided advice to Mactan Rock Industry based in Cebu City with regards to their plan of setting up a Bulk Water Treatment in Sultan Kudarat, Maguindanao and that they plan to register their project with RBOI. 7. Provided technical assistance to Reducts Corporation regarding their plan to set-up a solid waste management project in Polloc Port, Parang, Maguindanao.

III. c. MONITORING OF REGISTERED FIRMS

This 2015, the agency has monitored 26 firms per quarter or total monitoring activities of 104 for the whole year. This is to check and monitor the firms’ compliance to the terms and conditions of its registration and policies promulgated by the Board. The IPP consultation and roadshow was aimed at informing the public on the salient features of the 2014-2016 IPP and its implementing guidelines, specifically on the investment opportunities for potential and existing investors in the ARMM. This also served as venue for the attendees to participate in the review of the current IPP for updating if necessary. The said consultation is part of the regional government’s approach to actively involve all players in the planning of the region’s economic development particularly on investment matters.

iii.e.2. CEO Dialogue and Investment Meeting

RBOI organized a round table discussion and investment coaching for UNIFRUTTI, Inc. on February 18, 2015 in Davao City regarding their proposed banana plantation project in Maguindanao through their affiliate company Al-Sahar Agri-Ventures Inc. III.e.3. Promotion of Investments Sustainability Organization (PISO): A partner towards Generating Investments in ARMM Investors in the ARMM can help increase investments in the region. Their experiences and best practices as successful investors can be used as genuine evidence that there is an opportunity to develop and grow business in the region. For this reason, RBOI has formed its registered investors into an “advisory body” or “policy advocacy group” called Promotion of Investments Sustainability Organization (PISO). The PISO composed of prominent investors will provide advice to the ARMM/ Regional Government (Bangsamoro) through RBOI on business policy matters. They can also be tapped as investment promoters or champions of ARMM.

The Promotion of Investments Sustainability Organization (PISO) Organizational Meeting and Forum was conducted on May 12, 2015 at Jehan Hall, Al-Nor Complex, Cotabato City. Lawyer Ishak Mastura, RBOI chairman and managing head, presided over the initial PISO meeting. Aside from being one of the PISO conveners, the RBOI will also act as its secretariat. Presiding duties during meetings will be rotated among the conveners. All RBOI registered firms’ representatives who were present during the said meeting were supportive of organizing the PISO. These firms were the Unifrutti Group Philippines, Lamsan Corp., La Frutera, Inc., Power Up Ventures Inc., ARDEXCOR, Matling Corp., Philippine Trade Center Inc., ABSCOR, AMARDI, Bangsamoro Oil & Fuel Corp., Maguindanao Halal Food Center and Al-Nor Group of Companies. National Palm Oil Congress

RBOI was the head of the business matching and consultation committee during the 9th

National Palm oil Congress held on August 19-20, 2015 at KCC Convention Center in General Santos City. RBOI staffs provided advice to companies who were interested into oil palm investment projects or establish a mini palm oil refinery in the Province of Maguindanao to coordinate with the agency for technical assistance. RBOI is a regular member of the congress’ technical working group.

In addition, RBOI staffs gave significant inputs to the research team from the World Bank who were validating information on palm oil in the Province of Maguindanao. RBOI is a member of the Philippine Palm oil Development Council, Inc. (PPDCI) Board of Directors represented by RBOI Research Division Chief, Larzon G. Santos. This is to support the growth of the industry in the country especially in the ARMM region. III.e. 5. Investments Priorities Plan (IPP) Consultation and Roadshow –Basilan/Island Province Cluster RBOI organized the 2015 ARMM Investment Priorities Plan (IPP) Consultation and Roadshow Island Cluster at Cowley’s Place Lamitan City, Basilan on Augsut 27, 2015. It was attended by over 60 participants from different sectors in Basilan and some businessmen from Sulu During the IPP roadshow, energy came out as top investment opportunity in Basilan. The province needs about 8.8 megawatts daily of power, but the available supply is only 7.4 causing every day rotational brownouts throughout Basilan. The province has a daily power deficit of 1.4 megawatts.

Lawyer, Atty. Ishak V. Mastura, Chairman of RBOI said that the power issue has to be dealt first by the local authorities since it is a necessity for daily life, only then that other aspects of socio-economic development will follow. “This issue requires collective actions among local stakeholders. The local governments of Basilan with the help of government agencies and the private sector should push for independent power providers to solve the power deficiency in the province,” Mastura added.

Lamitan City, Vice Mayor Roderick H. Furigay said that his local government has proposed to set up a 4MG Diesel Power Plant to supplement the increasing energy demand of the city.

According to Philippine Chamber of Commerce and Industry (PCCI-ARMM) Regional Governor, Janju Rivera, “processing plants for rubber and coconut as well as canning plants to support its rich fishing resources are wanted investments in Basilan. “The creation of an Ecozone is also being considered to strengthen business ties between Malaysia and Philippines, to benefit in particular, the island provinces of ARMM.

Similar to the problem of Basilan, Sulu businessmen also voiced out that also their main problems are power (energy), transportation (limited airplane flights) and telecommunication accessibility (internet and tele/cellphone). Atty. Mastura advised the Sulu businessmen to prepare and submit a position paper/resolution and furnished a copy to RBOI so the agency can endorse this to concerned agencies for appropriate action.

III.e.6. Forum on the Economic Impact of the BBL: Original Draft vs. Substitute Bills September 16, 2015, Jehan Hall, Al Nor Convention Center, Cotabato City

The original draft of the “Bangsamoro Basic Law (BBL)” is the one drafted by the Bangsamoro Transition Commission (BTC) that was legally reviewed and agreed upon by the Office of the President and submitted to Congress for legislation. The substitute bills refers to House Bill 5811 and Senate Bill 2894 for the so-called “Basic Law for the Bangsamoro Autonomous Region” or BLBAR that is supposed to replace Republic Act No. 9054 or the expanded ARMM Organic Act, as a result of the signing of the “Comprehensive Agreement on the Bangsamoro” (CAB) between the Philippine government and the Moro Islamic Liberation Front or MILF last year.

RBOI being at the forefront in the economic development of ARMM find it necessary to help inform its clients, the business community in particular, the ARMM agencies and other concerned institutions on the updates and significant changes in the original draft of the BBL, now being replaced by the substitute bill, for them to be aware and understand the economic impact of this law if approved in the two Houses of Congress. During the forum, RBOI Chairman, Atty. Ishak V. Mastura explained on the present situation and the possible effects of the substitute law (BLBAR) to ARMM investments. Atty. Maria JT Asis of the Bangsamoro Transition Commission (BTC), the main speaker of the forum presented thoroughly on the significant features and differences between the original BBL draft and the substitute bill. Based on the presentations of Atty. JT Asis, the substitute bill has substantially reduced the powers of the present ARMM regional government which according to her, as almost equivalent to a local government unit and may have a negative implication to the socio-economic growth of the region. Further, Atty. Asis, urged everyone concerned to help lobby for the approval of the original BBL in congress and senate to comply with the GRP and MILF peace (CAB) agreement.

The Asia-Pacific Economic Cooperation (APEC), a forum for 21 Pacific Rim member economies that promotes free trade throughout the Asia-Pacific region had its APEC High Level Dialogue on Inclusive Business on November 12, 2015 in Manila with the theme “Building Inclusive Economies, Building a Better the World”. The Department of Trade and Industry – Board of Investments describes the “inclusive business model” as a commercially viable and innovative private sector approach that provides – either at scale or scalable – goods, services, or livelihood opportunities for

the low income segment as part of the company’s core business. Accordingly, for the APEC countries, which have the shared goal of inclusive growth, promoting a new form of business through the “inclusive business model” that directly and sustainably benefits the poor, while contributing to a company's growth and profitability, is more important than ever. As a concrete manifestation of the government’s commitment to inclusive economic growth through the inclusive business model, the Autonomous Region in Muslim Mindanao (ARMM) has been included among the delegates with lawyer Ishak Mastura, ARMM Regional Board of Investment (RBOI) chairman and managing head, representing the region at the APEC high level dialogue. This is the first time that the ARMM has been included in a high level APEC-sanctioned activity. Mastura said that “Without healthy economic growth in the ARMM, being the poorest region with some of the poorest provinces in the country, the Philippines cannot truly say that there is inclusive growth. But lately things have been on the mend for the ARMM and inclusive growth for the whole country is now becoming a reality. A case in point is that this year alone ARMM investments have reached Php 6.5-Billion following strong investment growth of Php 3.8-Billion in 2014 and Php 1.4-Billion in 2013.”

III.e.8. Halal Business Forum December 4, 2015 at Estosan Garden Hotel, Cotabato City RBOI in coordination with the Department of Agriculture and Fisheries (DAF–ARMM) and Muslim Mindanao Halal Certification Board Inc. (MMHCBI) conducted the “Halal Business Forum”. The forum was attended by RBOI registered firms, SMEs and potential investors who may invest in Halal related projects. RBOI Chairman, Atty. Ishak V. Mastura presented on Halal Investment Opportunities and Incentives with Emphasis on Islamic Banking and Finance. The forum was aimed at stirring public awareness and appreciation on Halal compliance and promotes the Halal industry as an investment opportunity of which RBOI can provide incentives under the 2014-2016 ARMM Investments Priorities Plan (IPP).

III.F. STRENGTHENING RBOI CAPACITIES

a. RBOI conducted its Performance Review, Assessment and Evaluation (PRAE) on April 14, 2015 at Golden Lace, Cotabato City. The activity was aimed at improving the agency’s performance by assessing if the office was able to accomplish its deliverables in 2014 and 1st quarter of 2015, determine performance gaps and identify required interventions and collaborative strategies that will lead to the successful implementation of RBOI projects and activities as well as avoid recurrence of lapses in the future. Dir. Nestor Alcansalin of BOI Manila was guest during the said PRAE. Dir. Alcansalin presented to the RBOI management and staffs the new policies on investment registration and dispensation in the country. Atty. Ishak V. Mastura, Chairman of RBOI emphasized on the strategies and policies to achieve the agency’s 2015 targets.

The agency also organized its Year-end PRAE on December 21, 2015 at Tati’s Resto, Cotabato City to evaluate the 2015 overall performance and to plan strategic activities to achieve targets for 2016. The PRAE also served as the year-end party of the staffs and officials exchanging gifts for each other, ending the year positively and start the year 2016 in the right tract.

b. Shamera A. Abobakar, Senior Investment Specialist of RBOI-ARMM (2nd right/1st row) represented the Philippines in the JICA-Strengthening Business Development Service (BDS) for Industrial Promotion Training from January 26-February 20, 2015 at JICA, Chubu International Training Center in Nagoya City, Japan. Ms. Abobakar shared her learning to RBOI staffs and to PhilJAFA members to further improve the BDS support system of the ARMM government to SMEs and large investors. In her training report, she suggested that ARMM should set-up Local Economic and Development and Investments Promotions Offices (LEDIPOs) to be managed by each of the five (5) provincial governments in ARMM to serve as BDS provider. On the other hand, the economic cluster lead by RBOI together with concerned government agencies will provide BDS support as facilitators to the LEDIPOs. The LEDIPOS will serve as mechanisms to provide BDS services/support to SMEs and large investors in the provinces. The LEDIPOs will offer one-stop-services, consultancy, promotion activities and many others which are expected to have a positive effect to the overall image of the region as future best investment destination in the country.

c. Atty. Ishak V. Mastura, Chairman and Managing Head of RBOI represented the ARMM Regional Government in the “Training on Strengthening Mindanao Development Authority’s Capacity to implement Mindanao Development Corridor Strategy” awarded by the Australian Government under its Australian Awards Fellowship Program held on May 30 to June 15, 2015 in Brisbane, Australia. RBOI is working closely with the Mindanao Development Authority (MinDA) on the Mindanao Development Corridor Strategy since the agency is a critical partner in achieving the objectives of the strategy aimed at accelerating economic development and inclusive growth in Mindanao.

d. Attendance to the ASEAN Halal Trade Enhancement Program

Shamera A. Abobakar, RBOI Senior Investment Specialist represented the Philippines in the Asean Halal Trade Enhancement Program organized by the Malaysian Technical Cooperation Programme (MTCP) of the Ministry of Foreign Affairs implemented by the Institute of Islamic Training Malaysia (ILIM) on September 27-October 7, 2015 in Kuala Lumpur, Malaysia. The Philippines is a member of the 10-country Association of Southeast Asian Nations (ASEAN). More than 90% of the population of the Autonomous Region in Muslim Mindanao (ARMM) are Muslims; hence the region is an important market and production base for halal foods and services. The Medium Term Philippine Development Plan (MTPDP) for 2004-2010 provided that ARMM shall be the production and processing center for the Halal Industry in the Philippines. Same provision was also integrated in the MTPDP 2010-2016. In support to the growth of the Halal Industry in ARMM, RBOI has included Halal Industry in the 2014-2016 Investment Priorities Plan (IPP) providing incentives to qualified investors who will invest in Halal related projects.

III.G. AWARDS AND RECOGNITIONS III.g.1. ARMM Board of Investments bags BSP’s Award for Outstanding Partner for Regional Economic Development recognizing the role of business investments in the peace process

The Regional Board of Investments (RBOI) was awarded “ARMM – Outstanding Partner in the Report for Regional Economic Development”by the Bangko Sentral ng Pilipinas (BSP) during the 2015 Awards Ceremony and Appreciation Lunch for Stakeholders on August 11, 2015 at Greenleaf Hotel, Pandan Ballroom, General Santos City.

RBOI is the first agency from ARMM to receive such award in the BSP’s 12 years of giving recognition to its outstanding partners. The award for Outstanding Partner for Regional Economic Development is given annually at BSP’s own initiative as its way of expressing gratitude for the strong support it receives from its partner institutions.

RBOI was nominated by BSP-Cotabato Branch and won over other nominees due to the value, comprehensiveness and timeliness of the information and reports that the agency has provided to BSP, which is necessary for its annual publication of the Report on Regional Economic Development in the Philippines. The agency also has a good track record of cooperation with BSP and economic data gathering, which is another criterion for the said award category.

III.g.2. RBOI was recognized by the Regional Budget and Management Office (RBMO) as finalist of the TOP COMPLIANT AGENCY AWARD during RBMO’s 20th Anniversary on August 25, 2015. The award was given by RBMO and the Office of the Regional Governor to locally funded agencies for being proactive in the call of the ARMM regional government for transparency and accountability.

III. THE REPORT: FINANCIAL ACCOMPLISHMENT The Regional Board of Investments – ARMM has an approved budget of P21,208,000 broken down as follows : Personal Services - P14,328,000 (68%) MOOE - 6,880,000 (32%) The approved budget is intended to attain its target of promoting and generating investments of at least 700 Million Pesos and 700 employment for Fiscal Year 2015 . Apparently, the approved budget is too low from the proposed budget which the office have submitted to DBM and this poses a big problem on how to allocate the meager funds in order to achieve its goals . The Board has to fully support its investments promotion activities such as the conduct of investment forums, investment missions both local and foreign and the supervision and monitoring of registered firms which entails expenditures for travelling expenses and other related expenditures considering limited funds. Out of the MOOE which is about 32% of the budget (P6,880,000) about 33% is devoted to address the need for the office maintenance and other administrative expenses and the remaining 67% will be to finance the operation in investments promotion. The office of the Regional Governor recognizing the importance of the office in the investment generation in ARMM has granted a Local Fund support in the amount of P 2,532,000 to augment its financial operation, broken down as follows : PS - 1,032,000 (41%) MOOE - 1,500,000 (59%) The local fund is intended to finance the contractual employees in support of its administrative services considering lack of approved plantilla positions from DBM such as an Accountant, Budget officer, HRMO, Record Officer and for other administrative aides. With the limited funds for the operation, the Board has to judiciously allocate funds to support priority activities that can really deliver results/output. With appropriate budget support it could be expected that the Board can generate more investments in ARMM through sustained Investment promotions and follow through of Investments leads.

IV. SPECIAL CONCERNS

IV.1 . Compliance to Good Governance Conditions The agency’s Citizen’s Charter can be accessed through RBOI’s website: http://www.rboi.armm.gov.ph/citizencharter and placed at the entrance area of the office as information bulletin. The guidelines for the system of ranking delivery units/institutions is now being drafted using the CSC approved agency SPMS. A technical working group is now formed to work on the RBOI Operations Manual. These are part of the PPB requirements. IV.2. CLUSTER CONVERGENCE

RBOI is Head of the Economic Growth and Linkage Cluster created through Executive Order No. 06 signed by RG Mujiv S. Hataman. The Cluster is tasked to deliver Key Result Areas (KRA) with focus on the promotion or rapid, inclusive, and sustained economic growth by increasing agricultural productivity, income, and employment and increase in infrastructure and investment generation in different ARMM industries.

The 1st Regular Meeting of the Economic Growth and Linkage (EGL) Cluster was held on July 8, 2015 at the RPDO Office, Cotabato City. The meeting was highlighted by presentations made by the Mindanao Development Authority (MinDA) on the Mindanao Development Corridor (MDC) and BIMP-EAGA , presentation of the 2014 ARMM Investment Priorities Plan (IPP) by RBOI and the status of report submissions by the cluster members on job generation by DOLE-ARMM.

A special meeting of the Economic Growth Cluster (EGL) was held on September 8, 2015. During the meeting, key officials of Unifruitti Group of Companies led by its Chief Executive Officer (CEO) and President, Mr. John Perrine presented on their company’s holistic approach to investment and community development. They shared their company’s best practices in terms of environmental standards, corporate social responsibility initiatives, and the one-stop shop concept. They recommended to the ARMM government to set the standards for investments in the region and Unifruitti can be the baseline. The 2nd Regular Meeting of the Economic Growth Cluster (EGL) was held on December 8, 2015 where representatives from the World Bank explained on the Mindanao Job Report.

As for RBOI’s cluster deliverables for the 2015, the agency reached 16 or 100%, of its 16 target broken as (8) for approved and (8) for evaluated. It has exceeded its target of PhP700 million by 939% or PhP6.5 billion investments. RBOI is also above its employment target of 700 by 699% or recorded 4,894 jobs created. For 2016, RBOI targets to generate Php 900 million worth of investments, create 900 jobs and approved (8)/evaluate (8) applications for RBOI registration. IV. 3. GOVERNANCE AND ADMINISTRATION

The Board of Governors is composed of four members to include the chairman who were appointed by the present administration. The present composition led by the Chairman and three members is active and working closely to fulfil the Board’s functions and responsibilities as the policy making body of RBOI. The Board meets every quarter and holds special meetings when there are urgent concerns that need to be decided promptly. The Board approves or denies applications for registration based on Executive Orders 226 and 458. This year, the Board had five (5) meetings approving seven projects with total investment value of P6.5 billion and jobs created of 4,894.

The agency also has a working Management Committee (ManCom) assisting the Board in their policy making decisions at the same time assisting the Managing Head/Chairman in the daily operations of the office. The Board of Governors and ManCom work hand in hand to achieve the goals of the agency. Moreover, the Management Committee (ManCom) is headed by the Executive Director, while three Division Chiefs, two Investment Supervising Specialists, and one Administrative Officer III act as members. The head and members of the ManCom, deliberate on the legality and feasibility of the applications for incentives. The ManCom reviews and evaluates the applications of these companies in relation to the applicability of their investment projects in ARMM. After careful deliberation, the ManCom will then submit the findings and recommends to the Board of Governors the decision to approve or deny an application for registration. Moreover, the ManCom supervises and monitors the firms registered wit5 RBOI to ensure they adhere to the agreements and reportorial requirements of the agency. The ManCom also decides on matters in line with the daily operations of the agency with final approval of the Chairman/Managing Head. It convenes once every month or when there are urgent matters that require immediate action. The Grievance Machinery is also being coursed through the ManCom.

IV.4. DATA MANAGEMENT

RBOI requires all registered firms to submit their reportorial commitments every quarter. Usually, reports submitted by the registered firms are in hard copies. Important data are being culled and encoded in the computer. Each Division, the Technical, Research and Administrative are provided with internet ready computers and printers. This is to ensure that important data such as communications and reports related to technical, administrative and financial are properly recorded and kept. Reports are generated, stored and retrieve through the computer. Data on the list/profiles of RBOI registered firms, both active and inactive are prepared and saved in Microsoft wordand Excel formats in the computer. The agency also maintains a Human Resource Information System (HRIS) for easy access, updating and reporting of personnel data. RBOI also maintains an up and running website http://www.rboi.armm.gov.ph/ where reports, news, investment opportunities, industry profiles, citizen charter, transparency seal and other details/data about the agency can be accessed by the public.

IV. 5. GENDER AND DEVELOPMENT (GAD) A GAD project which includes a wellness package (body massage, physical fitness, cooking of healthy foods) is being implemented by the office. This is to promote healthy lifestyle among the personnel and live a productive life.

Further, a series of lectures on “Islamic Faith” were conducted in the office during the “Month of Ramadhan”. This is being participated by the men and women of the agency regardless of their religious faith to promote deeper understanding and unity among the employees. IV.6. MAJOR ARMM ACTIVITIES PARTICIPATED BY RBOI:

1. RBOI Chairman/Managing Head, Atty. Ishak V. Mastura presented the agency accomplishments

for FY 2014 during the OplanGISA (Governor’s Initiative on Strategic Assessment) on January 20, 2015 at the Bajau Hall, Bangsamoro Compound, Cotabato City.

2. “YapaKapayapaan: A Barefoot Walk for Peace in Bangsamoro” on February 6, 2015 at the ORG

Compound, Cotabato City in solidarity to the call for TRUTH, JUSTICE and PEACE in line with the Mamasapano incident which happened on January 25, 2015.

3. YakaPayapaan Caravan was held on February 14,2015 in Mamasapano, Maguindanao.

4. The office participated in the ARMM parade in celebration of the 2015 Women’s Month celebration on March 9, 2015 at the ARMM Compound, Cotabato City.

5. RBOI participated in the Labor Day Celebration Parade on May 1, 2015 at the ARMM Compound, Cotabato City. The agency also participated in the Labor-Management Conference on May 1, 2015 at the Office of the Regional Governor, ARMM Compound, Cotabato City. The conference was aimed at discussing and resolving issues and to provide relevant information affecting the labor sector towards industrial growth in the region.

6. RBOI personnel led by its Executive Director, Moner K. Dumama (3rd left) wearing the traditional attire of the Maguindanaon tribe, attended the opening ceremonies of the Re-Opening of the Bansamoro Tribal Village on June 10, 2015 at the ARMM Compound, Cotabato City.

7. A booth was set-up by RBOI during the

ARMM Peoples Day on June 17, 2015 at the ARMM Compound, Cotabato City. The booth manned by RBOI technical staffs provided consultancy services and investment coaching to five walk-in clients who visited in the booth and were interested in ARMM investments.

8. Participated in the 1st ARMM Successful Cooperative Congress on May 25-26, 2015 at Shariff

Kabunsuan Complex, CotabatoCity. RBOI Chairman, Atty. Ishak V. Mastura was one of the guest speakers during the plenary session of the event.

9. In observance of the Holy of Month of Ramadhan, RBOI has sponsored Iftar (meal after breaking

the fast at the Blue Mosque on July 10, 2015. This was followed by a night program consist of

Mohadhara focused on the topic “Rules of Fasting of Women”. Further, the agency also

participated in the ARMM Ramadhan Lights and Decoration contest spearheaded by the Office

of the Regional Governor.

10. Participated in the ARMM National Science and Technology Week (NSTW) celebration organized

by DOST-ARMM on October 6-8, 2015 in Cotabato City. Part of the celebration is the Halal Congress of which some RBOI personnel also attended.

11. In celebration of the 26th National

Statistics Month (NSM), RBOI participated in the Statistical Display Contest organized by RPDO and NSO. As exhibitor, RBOI displayed updated facts and figures from the agency. The information presented can be used by data analysts to help them assess the present economic condition of the region. The statistical data are significant indicators to determine the level of development of the region. The exhibit was held on October 19-23, 2015 at Shariff Kabunsuan Complex, Cotabato City.

V. Personnel Report The Regional Board of Investments-ARMM is only accorded twenty plantilla positions since its creation last May 17, 1991 by the Department of Budget and Management. Apparently there is an imbalance of personnel distribution between the Technical and Administrative Division which is manned only by three (3) staff. Despite persistent request to create new but essential positions in the Administrative Division, such as : Accountant, Budget Officer and HRMO, excluding Utility, Messenger and Driver, the same was not given due consideration. These positions being requested are essential since it carries an exclusive responsibility and accountability which cannot be endowed to a contractual employee nor totally imposed to a designated personnel within the organization. The designation of additional functions to other technical staff to fill up gaps in administrative and finance work requirements have burdened affected staffs because of multi-tasking.
