IGNITE public art incubator

Overview

IGNITE public art incubator is an intensive two-week program of mentoring designed to stimulate ideas and extend artists’ knowledge of public art. Led by industry experts, three (3) established public artists will be appointed as the principal artists for the project via a call for expressions of interest (EOI). Once the principal artists are determined six (6) early career artists will also be selected via EOI as project participants.

IGNITE will feature a series of masterclasses, presentations, workshops and site visits which will cover both practical and theory based learning for participants.

Participants can expect to cover.

• Local and international currents in public art and the role of public art in creating cities • Responding to the public art brief • Project Management – contracts, risk assessments, insurance and sub-contractors • Site interpretation and management • Presentation

It is essential that all artists selected possess a generosity of spirit and are wholly committed to the collaborative process. The program is designed to cater for artists from a wide variety of backgrounds with a range of creative and technical skills. Artists working in any media are encouraged to apply.

Process

Each principal artist will be allocated a site within Modbury Precinct and provided with a comprehensive Artist Brief specific to the site. In consultation with principal artists the project advisory panel will select two (2) participants to join a principal artist’s team. All teams will be asked to respond to the artist brief and present a minimum of one (1) and maximum of three (3) original concept designs for the site.

Public outcome

While providing a significant skills-sharing and professional development opportunity for South Australian artists IGNITE is also a testing ground for council as they investigate the possibility of commissioning contemporary permanent public art for the region. It is our vision that IGNITE will assist council to develop Modbury Precinct’s unique character capitalising on the positive qualities of the district. The great natural beauty, the widespread sporting culture and a strong emphasis on the environment and sustainability are considered some of these strengths. Council would also like to create an increasingly pedestrian and cyclist friendly precinct with better connectivity and public meeting spaces.

Background

The Modbury Precinct offers tremendous opportunities for revitalisation. It is the regional centre for the north-east region of Metropolitan Adelaide. It has the Modbury O-Bahn Interchange at its heart with the popular transport service connecting Modbury with the Adelaide CBD. It has major hospital and retail facilities and an active community with the potential to diversify and grow. There is potential to continue to diversify the housing, commercial and services offered in Modbury, whilst also achieving economic and population growth. Over the last 20-30 years the proportion of older people living in the precinct has increased and there are fewer families and households with younger people and families. Census data already shows that young adults are not able to find the housing and lifestyle products they desire in our City and are moving to areas that offer affordability and lifestyle options that better meet their needs.

This has coincided with a period of ageing infrastructure in the area that has not kept pace with the changing expectations of residents and local businesses. To generate substantial private investment and change a diverse population in terms of generational mix and lifestyles is required. It is essential to the revitalisation of the Modbury Precinct that this trend be reversed.

Modbury Precinct activation

The Modbury Precinct Activation Strategy identifies projects that will meet the objectives and deliver the outcomes for the area:

Objective 1 - VibrancyTo facilitate a Modbury Precinct that is a centre of activity, diversity and culture.

Objective 2 - ProsperityTo cultivate a local economy that attracts new investment in retail, hospitality, entertainment, commerce, health, education and housing.

Objective 3 - LiveabilityTo ensure the Modbury Precinct includes high quality venues and public spaces and a range of quality housing/residential options.

Six desired outcomesWithin Modbury Precinct we want to:1. Create safe, healthy, high-quality public spaces that meet the needs of a changing community2. Achieve a high standard of design and architecture3. Provide alternative transport options to car based travel4. Build on local identity to create a sustainable and robust community with a unique sense of place5. Grow and diversify our population6. Grow our local businesses and economy.

Sites

3 locations within Modbury Precinct have been identified as sites for artistic intervention. The specifications for each site will vary considerably and will be outlined in detail in the artist briefs provided to successful applicants. Site 1: Waterworld recreation hub and skate plazaSite 2: Modbury AvenueSite 3: Civic Park

Artist fees

Principal artists - $5000Participants- $1500 honorarium

Commissioning budget Up to $30,000.

The successful project(s) will be funded from a total commissioning budget of $30,000 for the current financial year. If projects are deemed suitable, it is intended that further funding sources will be investigated in order to commission projects for the following financial year.
