• The Army’s real property management goal is to have “accurate, reliable and timely data through sustainable business processes where data is entered once at the auditable source”
• Memo dated 15 Aug 2008, LTG James Thurman, Deputy Chief of Staff and LTG Robert Wilson, Assistant Chief of Staff of Installation Management stated the Army must “improve the quality and availability of its installation and environments (I&E) geospatial information in order to support readiness, mission execution, and situational awareness for decision-making at all levels”

EO 12906 – Coordinating Geographic Data Acquisition and Access: The National Spatial Data InfrastructureThrough coordination with the National Spatial Data Infrastructure (NSDI), all spatial (GIS and CADD) data will be shared to avoid wasteful duplication and that the data is effectivelyand economically managed. All federal agencies are required to participate in the NSDI as perthis Executive Order.
OMB A-16 – Coordination of Geographic Information and Related Spatial Data ActivitiesProvides guidance for federal agencies that create, maintain or use spatial data directly or indirectly through the establishment of NSDI and the Federal Geographic DataCommittee (FGDC). The Revised version discusses the need for all federal agencies to coordinateand share geospatial data.
DoD Directive 8320.2 – Data Sharing in a Net-Centric Department of DefenseDiscusses the need for coordinating, sharing, and integrating data across DoD.
Defense Installation Spatial Data Infrastructure (DISDI) Memo – Installation Geospatial Information and Services GuidanceDescribes how strategies and standards for IGI&S will be coordinated across DOD and that IGI&S shall conform to SDSFIE standards and have appropriate metadata.

• New systems, web-based tools or capabilities will be built in Army Mapper. • Existing tools or capabilities will be integrated into Army Mapper.• Geospatial data will be standardized and made available to all stakeholders via Army
Mapper beginning with Common Installation Picture (CIP) data .• Army Mapper will be compliant with Army security policies and regulations. • Army Mapper will be secured using AKO and CAC authentication.• Tools will be built once and shared across business areas.• Geospatial data includes CADD and GIS data.• Central fielding of systems, tools, capabilities, hardware and software is preferred to
local fielding for sites that currently have little in the way of localized GIS capability, i.e., the “have-nots”.
• Establish Army Mapper “Nodes” for sites with advanced GIS capability, i.e., “the haves”, thereby minimizing impact.
• Geospatial data is managed and maintained by the data steward/data custodian usually at the Garrison. No one other than the data steward can validate geospatial data.
• Be transparent and open about Army Mapper processes and strategies.
