This Expression of Interest (EOI) is not an offer by the Department ofInformation Technology (DoIT), Government of Goa but an invitation to receiveoffer from interested firms. No contractual obligation whatsoever shall arise fromthe EOI process unless and until a formal contract is signed and executed by Directorof the Department of Information Technology with the firm.

II. About Department of Information Technology

The Department of Information Technology, Government of Goa has beencreated for evolving suitable IT program with the basic philosophy to realize thedream of taking the benefits of Information and Communication Technology (lCT)to the masses of Goa.

III. Purpose of this EOI

The purpose of this EOI is to understand the fundamental requirements forimplementation of end to end Lottery Management System (Paper u.,a O.,ti.,e) forDirectorate of small savings and Lotteries, Government of Goa.

The interested firm should be Information Technology Cornpany registered inIndia and should be operating in India for a minimum or ti"" y"urr.The sealed envelope containing detailed technical proposal (Software andHardware) should be super scribed as "EoI for Lottery Management system,,and should reach the Department of Information Technoiogy, Goiernment of Goabefore the scheduled date and time of submission of EoI.EOI received beyond the scheduled date and time shall not be entertained.The firm has to strictly follow the Ministry of Home Affairs (MHA), Government ofIndia directives regarding the auditing of the Hardware/software by srec.

5. The firm with substantially responsive EOI will be invited for presentation before

the committee of Department of InJormation Technology in order to understandthe fundamental requirements for implementation of end to end LotteryManagement System (Paper and Online) for Directorate of Small Savings andLotteries.

VL Scope of Work:1. The interested firms shall be responsible for implementation of end-to-end Lottery

Management System for all forms of lotteries (Paper and Online) which includesApplication Software, Hardware and Networking.

2. The Lottery Management System shall be implemented on a turnkey basis andstrictly as per agreed time schedule.

3. The Lottery Management System shall be a100% Web Based Application capableof meeting the functional requirements of the Directorate of Small Savings andLotteries, Government of Goa.

4. The Lottery Management System should be in compliance with Clause 2(d) of theLotteries (Regulation) Rules, 2010. Copy of the Lotteries (Regulation) Rules, 20L0

available at http://goastatelotteries.g,ov.in/actandlules .

5. The Lottery Management System shall be tested comprehensively for Performance,

Load test, Bugs, Security, Usability, High Availability, Business Continuity, SecurityAudit Certificate from'standardization Testing and Quality Certification' (STQC)

and Disaster Recovery, before its deployment on production environment.

VII. Formats:, The foliowing prescribed forms are required to be used for submission

of EOI:

employed for the work.
