Introduction

This document was developed by the Minnesota Department of Health in response to the 2003 legislative passage of the Woman’s Right to Know Act. The information contained in this document provides information on the resources available to women through pregnancy, childbirth, and while a child is dependent. By calling or visiting the agencies and organizations in this directory, you can learn about resources, obtain assistance in making an adoption plan for your baby, and locate public and private agencies that offer medical and financial help during pregnancy, childbirth and while a child is dependent.

The Father’s Responsibility The father of a child has a legal responsibility to provide for the support, medical and other needs of his child. In Minnesota, that responsibility includes child support payments to the child’s mother or legal guardian. Children have rights of inheritance from their father and may be eligible through him for benefits such as life insurance, Social Security, pension, veteran’s or disability benefits.

Paternity can be established in Minnesota by:

Recognition of Parentage - The biological parents state under oath that they are the parents of the child. This statement will assure benefits to the child. It also will establish the father’s parental rights.

Adjudication - A legal action can be brought in court to determine the biological and legal father of a minor child. This process, in addition to obtaining all of the benefits of a Recognition of Parentage, establishes child support orders, custody and visitation rights. An adjudication also establishes paternity when paternity is contested. It provides safeguards to all parties involved.

Medical Assistance Benefits for Prenatal Care, Childbirth and Neonatal Care You may qualify for financial help for prenatal (pregnancy), childbirth and neonatal (newborn) care, depending on your income. For people who qualify, programs such as Medical Assistance (MA) or MinnesotaCare may pay or help pay the cost of doctor, clinic, hospital and other related medical expenses to help with prenatal care, childbirth delivery services and care for newborns. How to Find Services Do you need help finding help? The resources below are a phone call or Web link away. Each organization maintains a current list of resources and information to get you started in the right direction or at least answer questions you may have. To determine what services would be of help and what agency provides these services:

▪ Determine the type of service you need (described below). ▪ Look for the county where you live. ▪ Look for the type of agency you need. ▪ Call one or more of the agencies listed and tell them what you need.

Adoption Women or couples facing untimely pregnancy have the option of adoption. Counseling and support services are a key part of adoption and are available from a number of adoption agencies, both public and private. Further information on adoption can be found at: Department of Human Services (http://mn.gov/dhs/); or you can contact your county human services agency found in Resources by County or Tribal Government Services; or you can contact a licensed adoption agency directly, mnADOPT (https://www.mnadopt.org/how-to-adopt/private-agencies/). Licensed Adoption Agencies that provide free, in-person counseling and support to pregnant women and men wanting information about adoption as an option can be found beginning on page 9.

Community Resources Telephone Help Line United Way 2-1-1 is a centralized resource list available by telephone to individuals, families and agencies.

Community Resources Website MinnesotaHelp.info is a centralized Internet entry point that contains information about services provided by both public and private entities throughout the state. The site is easy to use for both the beginner and the more experienced internet-savvy consumer or professional. The site contains information links for all ages. MinnesotaHelp (http://www.minnesotahelp.info/)

Crisis Nurseries In an emergency, crisis nurseries may be of help. Not all counties have a crisis nursery. Crisis nurseries can care for your child or children so you can take care of yourself. To locate the nearest crisis nursery office, look in Resources by County section.

Early Childhood Family Education (ECFE) ECFE programs offer special activities for families with young children, birth through kindergarten. Most school districts in Minnesota offer ECFE. Some ECFE classes have parents meeting while their children are in a playgroup. Others have parents and children together for fun activities with other families. Classes can be a one-time only special event or they can be weekly meetings. Some ECFE classes charge a fee. Head Start The Head Start Program provides services to low income young children and families through community-based organizations. Children participate in a variety of educational activities in a safe environment, have healthy meals and snacks, and can receive medical and dental care. Parents are actively involved in their child’s health and education; receive support in accessing needed family services. To locate the nearest Head Start program, use the Program Locator (https://eclkc.ohs.acf.hhs.gov/center-locator).

Child Care Aware of Minnesota Child Care Aware of Minnesota helps parents identify and select quality childcare. They provide referrals to families, are a resource to businesses, and offer training opportunities for child care providers. For more information, call 1-888-291-9811.

Public Health Public Health Agencies can be valuable resources. They may provide information and referral to resources, public health nursing visits, health and developmental screening, immunizations, prenatal care referrals, child and teen check-ups, Women, Infants and Children (WIC) and in general, address a wide range of health needs of the community. To locate the nearest Public Health agency, look in Resources by County section.

Safe Place for Newborns Safe Place for Newborns: Law - Minnesota Statutes 145.902 - The law allows a mother to leave her newborn baby, within seventy-two hours of birth, at any hospital in the state. The newborn must be unharmed and left with a hospital employee on the hospital premises. The hospital cannot inquire as to the identity of the mother and cannot notify the local social services agency of the newborn until the mother has left the hospital. This law was passed for mothers of newborns who are in crisis and at risk for abandoning their baby. For more information call 1-888-510-BABY (2229) a 24-hour toll-free crisis hotline.

Social Service (Human Service) Agencies Human Service agencies are responsible for administering social services, child support services and financial assistance within each county. Services available could include all or some of the following: adoption information and assistance, child support enforcement, child care assistance, assistance with paying for food and medical care, relative custody assistance, and the Minnesota Family Investment Program. To locate the nearest human services agency, look in Resources by County or Tribal Government Services sections.

Women, Infants and Children (WIC) The WIC Program is a supplemental food and nutrition program. The purpose of the WIC Program is to prevent health problems and to improve the health of program participants during critical times of growth and development. The WIC Program provides nutrition education, access to health services, referrals to health and other human services, and vouchers for supplemental foods for low-income pregnant, breastfeeding, and postpartum women, and infants and young children who are at nutritional risk.
