information to avoid duplication Type 1 do not develop standards Owning Board/Committee Chair are
appointed by and serve as will of SASB
5
Authorization for SCC18 (Cont.)
IEEE-SASB OM supplements SASB By-Laws– 4.3 provides for formation of SCCs and its
officers– 4.4.2 IEEE-SA membership is encouraged
NOTE: SCC18 Operating Procedures requires SA membership
– 4.5 SCC18 Chair annual reports to SASB– 4.6 Provides basis for disbanding SCCs– 5.1.1 requires SCC Operating Procedures to be
reviewed within 5 year intervals
6
SCC18 Operating Procedures
Introduction– Adherence to ensure applicability of IEEE’s
indemnification (hold harmless) policy– Due process for those with direct and material
interests meeting these procedures– Openness, and balance of members so any
single interest category cannot achieve dominance
– Comply with applicable laws, incorporation, and hierarchy of IEEE
– Robert’s Rules of Order are recommended guides for non-specific procedures
7
SCC18 Operating Procedures
Scope– IEEE Type 1 serving as a forum for information
exchange in technical areas– SCC18 Type 1 does not develop standards– Develops IEEE position for NFPA Committees– Coordinates between IEEE Societies and
Technical Committees (TC) on Toxicity and fire hazard assessment Brings these matters to NFPA
– IEEE-SASB OM governs Scope issues
8
SCC18 Operating Procedures
1.0 Organization of the Committee– Chair, Vice-Chair and Secretary– Membership consists of
Principal and Alternates to NFPA TC Liaison members from IEEE Societies and TC

Active member of IEEE TC having direct interest to NFPA applicable committee
Member has a direct and material interest in NFPA CMP/TC work & willingness & qualifications
Nominees must meet both IEEE category requirements as well as NFPA categories participation
56
SCC18 & IEEE-External Representatives
IEEE-ER represents IEEE interests on NFPA CMP/TC– ER policy has been approved to provide
guidance for representing IEEE– IEEE Bylaw I-304.6 authorized IEEE-SA as
the authorized body to represent IEEE on matters concerning IEEE standards activity
– IEEE-SA participation on other bodies does not diminish its independence and authority over its own SDO activity
57
SCC18 & IEEE-External Representatives
ER policy rationale– IEEE is large and complex body with
many fields of interest– Many groups seek & obtain IEEE
representation for specific purposes– To enable IEEE to “speak with one voice”
IEEE Board of Directors empowered SA to develop and approve a suitable policy Policy for ER approved December 2008 BoG approved IEEE-SA OM December 2009 http://standards.ieee.org/sa/sa-om-
sect7.html#7
58
SCC18 & IEEE-External Representatives
ER Defined– Volunteer appointed by IEEE-SA to
represent IEEE on matters for standards To external (i.e., non-IEEE organization,
committee or entity) Participates in consensus building on NFPA
CMP/TC
– Owning Board/Committee IEEE-SA Board, IEEE-SA committee, standards
sponsor responsible for ensuring consensus of ER is that of OB/C and IEEE-SA
– IEEE-SA SCC18 is such an OB/C
59
SCC18 & IEEE-External Representatives
Imperative principles– Openness
Access to the process Information & actions public availability Include all materially & interested affected
parties Open participation does not mean
membership or a vote
– Balance Reps from all materially & affected parties No one category dominance
60
SCC18 & IEEE-External Representatives
Imperative principles (Cont.)– Due process
Develop procedures, make available, and follow
– Consensus Agreement among the majority Does not mean unanimity
– Right of appeal Right to have a case heard Based on either procedual or technical
61
SCC18 & IEEE-External Representatives
Requirements– ER always acts in interest of IEEE-SA– OB/C Chair
Not serve as ER unless excepted by IEEE-SA based upon OB/C request
IEEE-SA may decide ER can represent that body which OB/C Chairs
– IEEE-SASB may be the OB/C
62
SCC18 & IEEE-External Representatives
Requirements (Cont.)– ER may serve a duty, fiduciary or
otherwise to another organization May be organization to which the ER is
appointed to represent IEEE-SA The ER employer Of any other ER affiliation
– This may result in conflicts for the ER
63
SCC18 & IEEE-External Representatives
Requirements (Cont.)– In the event conflicts arise
ER is to recuse themselves on that issue Report to OB/C the situation OB/C recommends course of action to IEEE-
SA concerning the external organization
– Duty to IEEE-SA takes priority which is deemed met as a result of the recusal Recusal may result in leaving the meeting
room while abstention may allow participation on issues but not to vote
64
SCC18 & IEEE-External Representatives
Attributes– OB/C reviews the following
Scientific and technical expertise relevancy to the external organization, committee, entity
Familiarity with operations and goals of the specific external organization, committee, entity
Ability to articulate IEEE-SA goals, objectives, activities clearly in context of the external organization, committee, entity
65
SCC18 & IEEE-External Representatives
Attributes– OB/C determines the following
Individual does not have conflicts of interests specific external organization, committee, entity to which ER would represent IEEE-SA
The individual shall– File a signed letter with both OB/C and IEEE-
SASB Secretary covering Their affiliation(s) per IEEE-SA OM 5.3.3.1 &
5.3.3.2 Letter of endorsement from affiliation(s) Complete IEEE-SA Conflict of Interest Disclosure
statement with IEEE-SA Secretary– Ensure the accuracy of their documentation
66
SCC18 & IEEE-External Representatives

Description of OB/C objectives and guidance with external organization
Summary of significant positions and actions taken by ER
Achieved results including agreements & disagreements
Issues summary where ER chose to recuse ER future plans and milestones Summary of future plans of the external
organization and relative guidance requests
67
SCC18 & IEEE-External Representatives
Appointments– IEEE-SA BoG shall confirm their
appointment, or reappointment, to that position
– ER serve no less than 1 year; reappointed at discretion of OB/C
68
SCC18 & IEEE-External Representatives
Annual review– OB/C reports annually to both IEEE-SA
BoG and IEEE-SASB on ER status
Liaison relationships– OB/C identifies other committees IEEE-
SA should place under their purview– OB/C develops liaison with such and
inform them of ER positions taken
69
SCC18 & IEEE-External Representatives
Implementation of ER policy– After nominee applies for ER and before
appointment Letter(s) of affiliation and endorsement Declaration of conflict of interest statement
70
SCC18 & IEEE-External Representatives
Declaration of affiliation– Disclosure at any working group of
project meeting Chair to inform all of this requirement (See
IEEE-SA By-Laws 5.2.1.5) Disclosure of employer & any other affiliation Definition reminder of affiliation (See IEEE-
SASB By-Laws 5.2.1.5) Possible penalties incurred for non-
compliance
71
SCC18 & IEEE-External Representatives
Definition of affiliation– “An individual is deemed “affiliated”
with any individual or entity that has been, or will be, financially or materially supporting that individual’s participation in a particular standards activity. This includes, but is not limited to, his or her employer and any individual or entity that has or will have, either directly or indirectly, requested, paid for, or otherwise sponsored his or her participation.”
72
SCC18 & IEEE-External Representatives
Why the emphasis– IEEE standards development is based on
the principles of openness and balance
What about a consultant– The definition states it is the person or
entity that is financially or materially supporting your participation
