    Annual Report 2009IDSP-Pakistan

    The report caters brief description of the outcomes from variousinterventions carried in year 2009. This year possess a significant position inthe overall institutional journey of IDSP, as IDSP completed the first decadeof its existence. IDSP continues its tradition of constant action and reflectionsince its inception (1998) which has figured out several modes of deliverableas a learning institution for Human Resource Development at local, nationaland regional levels. Some of the general milestones IDSP crossed during itsinitial decade are:

    IDSP developed a core team of faculty members who gradually attained aholistic perspective of development and change both in terms of theory andpractice. It developed core thematic areas which comprehend and analyzethe complex situation of development and modernity pervading poverty,oppression, exploitation, and violence as its inherent thrusts.

    A cadre of more than 1000 male/female from the over all country, includinglearners, interns and fellows have been developed who represent IDSP andcontribute in the development and empowerment process of people andcommunities. IDSP established its programming office in Quetta-Balochistan, within the premises of TDSP assert which has proven and

    contributed a lot in the sustainability of IDSPs interventions. The process ofProgrammatic development initially started in 2001 which gained high valuein the process of delivering the planned targets. In the result of IDSP's firstretreat in June 2004 the programs were deconstructed and gradually theidea of independent faculty and fellowship was evolved. In the year 2005-6the concept of fellowship was materialized and the over all learning andpractice patterns of the institution was put on the logic of providingfellowships to the individual who will practice their dreams and ideas asindependent entrepreneurs. The main purpose of the fellowship is to supportthe motivated individuals so that they can integrate their personal andprofessional aspirations for the greater purpose of positive social change

    and empowerment of the people and communities. In this connection theindividuals with their thrusts of creating programs, developing humanresources and institutional building took their leadership in respective areas.There are several programs which have been established, interventions arematured and IDSP linkage as civil society organization has been diversified.

    This report reflects significant features of the year 2009. This year thefellowships awarded for institutional development have emerged with a vividvisibility. Raziq Fahim and Ilyas Idneryass, the founding faculty memberswere provided fellowships for materializing their ideas of incepting andstemming organizations. Both the fellows have crossed remarkable

    milestones of their very career. The core programs ADP and LCPP

    concentrated on various operations of the extended third Party evaluation of10 years of IDSP courses. The report covers the over all generic findings ofthe evaluation study. The Leadership Program is now emerged with its clearand distinctive features in the result of the various interventions and diversepractice carried since 2003.

    There has been remarkable progress observed in the district basedcampuses, projects and IDSP's response to the earthquake affected areasboth in Balochsitan and AJK. The cases studies of some of the outstanding

    fellows, IDSP networks and collaborations are also part of the report.

    This report is an endeavor to share a brief account of our generic progress inthe year. Hope it stratifies at the level of general information. We will be quitehappy while sharing details regarding any intervention. We have intendedto produce this report with a due professional spirit; conscious efforts arecarried to minimize the errors. We hope that this report could beinstrumental to generate some joint ventures and sustainable interventionsfor prosperous, self reliant and peaceful Pakistani society.

    The journey towards a just and sustainable development demands a highlevel trust and participation of the ordinary people, communities,government and civil society organizations. IDSP has been indebted tovarious individuals, groups, communities, organizations and institutionswho are contributing through their partnerships, collaborations,participation and moral and financial support. IDSP team comprising of theyoung and energetic persons have shown valuable professional andintellectual endeavors while pursuing the interventions in different domains.We are certainly fortunate to have timely and need based technical and

    financial support from the various donors including individuals, families,communities, organizations trusts at local, national, regional andinternational level. It was through their unconditional support and trustthat, IDSP made a remarkable progress in this year.

    The journey of IDSP's growth and development witness, that provincial andlocal government have always supported and encouraged in making IDSP adignified and viable space for nurturing youth and communities in thevarious domains of development, education and human resourcedevelopment.

    SKOLL foundation has been contributing in financing the endeavors forinstitutional development of IDSP, It was only with their support that IDSP aslearning institution has come across the end to materialize and developeffective and sound institutional systems and structures.

    IDSP is very grateful for awarding the funds for uplifting its practice portfolioand replicating the integrated approach of connecting learning andlivelihood in 6 district of Balouchistan with 50 different s communities.

    Like other partners INFAQ foundation has also sustained its support, Theinitial phase of the construction of IDSP's university campus was only

    possible due to INFAQ's financial support and trust on IDSP.

    Similarly IDSP feels indebted to UNICEF, CIDA, National Endowment forDemocracy(NED), Japan Social Development Fund, DIFID, British Highcommission and Friends of Al-fallah.IDSP has been co-learning and co-creating with its vibrant like mindedpartners in the several networks. In the year 2009, IDSP joined EvidenceBased Policy Development Network (EBPDN) which has unfolded greatopportunities. Similarly BERKANA, Learning Societies network, ASHOKA,MUBARZA, Pakistan Coalition for Education (PCE) have sustained theircollaboration and joint ventures.

    The Evaluation of IDSP's 10 years courses were completed; it was a greatachievement of the year. Dr. Karamat Ali, Prof Islamia UniversityBahawalpour and Assistant Prof Asiha Shoukat have carried rigorous effortsto figure out an envisioning future dimension of IDSP courses and practicesfor HRD. This process engaged 100 learners form diverse areas of Pakistan.IDSP really acknowledge their timely and sincere support for having aholistic study of its first decade.

    IDSP is thankful to Dr. Prof Barkat Ali, Kausar S. Khan, Barrister Zafarullah

    Khan, Kamil Khan Mumtaz who sustained their unconditional,sincere andeffective support. We are also grateful to the members of executivecommittee and general body who infused their vivid vision for invigoratingIDSP future safer and sustainable.

    In the end IDSP acknowledges the vigorous leadership of Dr. QuratulainBakhteari the founding Director, of IDSP leading the institute withremarkable creative energy and humility.     Dear Friends,The annual report of IDSP helps in the reflecting the past year. The year of2009 was a time of launching transitions and recreating spaces for the youngpeople of Balochistan.

    The fellows of IDSP demonstrated extra ordinary leadership in their areasand programs. Two sets of fellows has emerged, one who are working ontheir ideas and developing these in to programs on their own by being

    independent fellows.

    The others set are of those fellows who are pursuing their ideas and conceptsfrom within IDSP. Most of the internal fellows are women and are engaged inprogramming and developing IDSP from within as a sustainable leadershipinstitution for Balochistan. The internal fellows are in the mainstreammanagement of IDSP . While external fellows do not have any directmanagement responsibility of IDSP' management or its sustainability.

    It is interesting to see that it is the women and younger men who are nowtaking the leadership of IDSP'S programs, raising funds, management roleand networking.IDSP has today 24 internal fellows, 17 are women who arenow developing a major programs women leadership program forBalochistan. Leading learners and community partnership programs, rightsbased initiatives. While the internal male fellows focus on academicdevelopment programs, resource mobilization and livelihood programs,external fellows work is reaching numbers while internal fellows areengaged in building programs, systems and sustainability from within IDSPas an institution of practice based leadership and community baseddevelopment.

    IDSP's space as an institution of young leadership and development is at avery interesting point in its institution building processes.

    This diversity of IDSP in programs, management structures and identity ofindividuals is a very interesting and full of learning for a student oforganization management and systems in an emerging and transition civilsociety like Balochistan.

    Creating, nurturing, and keeping stability with sustainability is the challengethat IDSP has to deal within an educational reflective manner.

    As a practitioner I am very pleased to see these exciting and educating times

    Fellowships for Growth and LeadershipCreating Spaces through awarding Fellowships

    The learning journey of institution and individual energies support eachother. At the eve of its 10 years completion (2008), IDSP synthesized itspractices of Human Resource Developmentinto a more compelling methodology of

    Fellowships. As defined it in the workingpaper, Fellowship is a learningopportunity for the motivated individualswho have their vision, ideas andcommitments for social development. Itcould also define as purpose, whichaddresses social concern with individualaims by creating opportunities of self growth and professionaldevelopment.

    IDSP expands its outreach by providing fellowships to its learners and

    fellows so that they can put their efforts for utilizing their ideas into concreteactions. An internal Course for Professional Development has been devisedto ensure institutional support to all the selected fellows. The course iscomprised of three thematic pillars, ranging from individual development,covering areas of program development and finally culminating on the areaof institutional development.

    This process comprises both theory and practices which each fellow define aspart of his/her learning contract. In order to systematize the process andoutcomes each fellow goes through a process of assessment and individualtutorials. The institute could analyze itssupport as per the emerging needs of thefellows.

    Besides continuing its support to itspreviously selected fellows, IDSPprovided fellowships to some of itslearners in their areas of interest andactions. Additionally, internal fellowshipsalso took its momentum, while programs' fellows continued their pace indeveloping the portfolios of their respective programs.

    Despite the fact that Balochistan has been going through acute politicalunrest, the fellows continued their passions and were able to achieve some

    critical benchmarks with reference to their respective areas of fellowships.The good news is that some of the fellowships provided in the previousfellowships moved from its embryonic state to a mature state of institutionaldevelopment. This report caters the outcomes of each fellowship projects,along with its learning trajectories and achievements so far.

    College of Youth Activism and DevelopmentMr Raziq Fahim was provided three years fellowship for conceptualizingprograms for vulnerable youths and evolving an institutional base focus on

    youth development. Starting in Feb 2008, the first phase of the fellowshipwas aimed to create range of practices andviable methodologies for working withtraditional youths. This year was morefocus on creating institutional basis.developing systems, striving for scalingup through developing new partnerships.

    The practice of the previous years hasbeen thus consolidated into creating aninstitutional base as College of Youth Activism and Development.

    This year College of Youth Activism And Development was mainly forinstitutional development. CYAAD has been registered as non profitableinstitution in the 1860 societies control act. An executive committee hasbeen formed and the organization is about to initiate its independent butaffiliated functions from the next year.

    Multiple new trainees have been exploredwhich diversify the notions of youthactivism and development. In thisconnection CYAAD was able to developpartnerships with British Council, Mercy

    Corps International; A UNDP Supportednetwork named partners for Preventionsand with a nationwide coalition for peacetitled A MAN Ithehad.

    In order to attain the overall goals and objectives of stemming its bases,there has been substantial progress, the glimpses of the progress are asfollows.

    A consultative process has been initiated on issuesrelated to Peace and conflict and exploring thepotential role of the civil society in furthering peaceagenda. A national network has been subsequentlyformed both at provincial and national levels to strivefor building peace. CYAAD has been given acoordinating role in the province of Baluchistan:

    More than 300 civilsociety representativesparticipated in theconsultative meetings,peace solidarity dayetc.

    New collaborations and networks have beenevolved.and CYAAD will be partnering with MCI in an

    exciting project on Golobal Engagement for Youngpeople, (Global Citizen Corps), and with BritishCouncil in Active Citizenship Program, a provincialfocal point with OASIS in Peace and democracy whileas trainer for P4P on Gender and Musculanties in theMenEngage Program of UNDP.

    Five New partnershipsEvolved & Established

    CYAAD leadership and team has been selected toparticipate in the consultative process of designingthe curriculum for active citizenship programs and afellowship program for Gender Trainer onmasculinities in Bangkok. Ms. Najeeba Sayed hasbeen selected for a six month exchange program

    under BC and VSO.

    Al-Falah without WallsMr Ilyas Inderyas has been a significant faculty member since the inceptionof IDSP in 1998. He has been foundingfaculty member, and has meaningfullycontributed in the process of Institutionaldevelopment. While following his idealsof incepting institutional basis for theleast developed and socially marginalizedfactions of religious minorities, IDSP has

    been providing fellowship along with the

    technical support to his team of Al-Fallah with out Walls. This learning andpractice based collaboration has now materialized the idea and there hasbeen substantial development in this regard.

    In order to attain its core objectives the Al-Fallah with out Walls hasgradually evolved several programs in which following are significant.

    YOUTH EDUCATION AND DEVELOPMENT PROGRAM: Thisprogram provides support to the young boys and girls tocontinue their education and development frommatriculation to master levels. During 2008-9 young boys

    and girls have been supported in enhancing their education.

    SKILL AND LIVELIHOOD DEVELOPMENT PROGRAM:This program enhances skills literacy and occupational skillsof local people who have not attained the opportunities offormal schooling. Additionally groups comprising male endfemale students have completed year-long Basic EnglishLanguage Course, while another group youth have beensupported in learning and practicing the thematic singing,music and several instruments.

    A group of young man and woman have been supported toattain training in secretarial skills, beautician,tailoring/dressmaking and computer literacy.

    YOUTH EDUCATION AND DEVELOPMENT PROGRAM:For the continuous training, capacity building, criticalthinking and development of the young fellows andstudents, following activities were conducted through whichthey were engaged in an organized and systematic way:

    One day training on Basic Gender Concepts was conductedin collaboration with the Be fare Pakistan

    To contribute through their singing and theaterperformance, the young people facilitated in small groupsfor fund-raising campaign conducted in variousneighborhoods of Quetta.

    A group of 30 students and fellows have completed trainingon active citizenship with support of the British Council andYouth Parliament of Pakistan.

    The senior members of Al-Falah Without Walls alsoparticipated in the peace rally in Quetta organized incollaboration with the IDSP, AMAN ITHAD and other civilsociety organization in all the provinces of the country

    Fund Raising: Fellows and students organized a familyvariety program on Christmas and New Year. Therefore, thedesign of the program was a combination of recreation,entertainment and rich content with the themes of peace,friendship and interfaith harmony.

    AmozgahAmozgah has gradually evolved as a unique space of integrating the learningand livelihood especially in the least developed and economically deprivedcommunity. It is an offshoot of IDSP-Pakistan innovative project Breakingthe Poverty Cycle of: Empowering Adolescent Girls and Boys to becomeAgents of Social Transformation with the support of UNESCO in September2002. The projectss primary goal was to generate a process of improvementin poor livelihoods, by targeting poor adolescent girls, through broad basedactivities as well as through advocacy for favorable policy.

    Ms. Marzia Barat showed outstanding leadership for sustaining AmozgahCenter through her close and sincere relationship with local community and

    other stakeholders and currently the Amozgah center is working on basicliteracy and skills courses in collaboration with IDSP.

    Amozgah has developed a partnership mechanism with BEFAREorganization and IDSP. After a baseline survey Amozgah is delivering aproject, entailed Qubtumar. This project is mainly supported by AHAN andIDSP. Through this project Amozgah has formed a group of 40 women whichare the direct beneficiaries of the project. These 40 women have learneddifferent skills of designing and color combination and embroidery. Duringthis year Amozgah has trained 50 girls in the field of embroidery and homebased work.

    Supporting IDSP learners and Fellows in their endeavorsIDSP through its learners and community partnerships extended its supportto some of its outstanding fellows and learners. These learners and fellowswere previously engaged in different self initiated projects. This year wasinstrumental in facilitating learners and fellows in their innovative actionprojects. These learners had gone through IDSP regular course and initiatedsome very interesting process in their communities. Learners andCommunity Development Program has developed a new strategy for briningthe learners on board and supported them both technically and financiallyassistance in their action projects, we have been overwhelmed by the

    response of the learners and their communities and by the multitude of the

    impact generated by these small scale learners initiated projects. It also re-enforced our trust and confidence on young people of the country wheresurprising breakthrough could be made by young people. Following aresome of the glimpses of these learners initiated action projects.

    Fellowship for Community Development

    (Abdul Hai )Mr Abdul Hai a young person was a fellow in IDSP's 2008 course oncommunity development. During his fellowship period, Abdul Hai emerged

    as an outstanding professional for the development his community. Hemanaged to mobilize the divided community of Kamalzai [a remote village ofDistrict Pishin] and helped them to come together for the creation of newsolutions of increasing water shortage in village. He was able to launch acommunity derived project. This energy has been sustained and thecommunity has become active in engaging with district government andother development agencies to strive for their rights. As young and energeticperson he has made remarkable progress with measurable and sustainingindicators of community centered development. His major achievements sofor are:

    1. Rehabilitating the 150 years old Karez through participatorycommunity actions. More than 400 families have been benefited fromthis project as they get back to cultivate their lands.

    2. Collaborating with UNICEF and local community facilitated theconstruction of the middle school for rural. Around 300 girls are nowable to get education in a quality environment.

    3. Connecting the local community and UNDP for Forestation onthe 2500 Acres land provided by the local community.

    Abdul Hai has become an icon of development for his community. He hasbeen recently elected as chairman of the development organizationrepresenting the entire union council. Based on his previous performance,IDSP awarded a new fellowship to Abdul Hai so that he could sustain hiscommunity development work with participation of his community. AbdulHai is now working on sustainable water management with department ofirrigation and will be able to secure resources from multiple sources toaddress the issue of water shortage.

    Creating a space for young writers

    (Mohammad Younas Gangove)Mr. Younas Gongov become a learner of IDSP in 2001by attending thecommunity based course in District Khuzdar. After his graduation he becomesocially and politically active, and created a small organization namedSADAF. Presently IDSP has provided fellowship on his idea of the inceptionof a magazine on the themes of education, development, political and socialawareness. His endeavors have encouraged the local level writers andIDSP's learners especially in district Khuzdar through publishing theirwritings in the magazine. The monthly Urdu-magazine specifies issues ofhuman rights and peace education. He published 12 issues of the magazineduring 2009 and got very enthusiastic response both from the new cadre ofwriters and also from his readers. It is also worth noticing that Younasmaintain his integrity and objectivity in highly fragile social and politicalenvironment of the districts in particular.

    Advocacy for the survivors of Mirani Dam:

    (Sharif Shambezai)Sharif Shambezai become a learner of

    IDSP in 2007 after attaining course oncommunity development. After hisgraduation, he explored on thedamages and effects on communitiescaused by the construction of MiraniDam in Turbat. Mr Shambazai launcheda small scale study to gage and analyzethe suffering of the respectivecommunity. He finally came with anidea to support the effected community with advocacy, and lobbying toensure appropriate compensation for the effects. IDSP provided him

    fellowship to enable the desired support by preparing viable documents andinstruments to take the cause further.He mobilized the local community andpursued the case at different levels bymobilizing media and human rightsactivities in the province. Currently hehas been learning developing andcompiling videos in order to magnifythe issue and get attention from thepolicy makers to hear the voices of the

    effected community.

    Section: 2Institutional Program

    The institutional journeys of IDSP witness the evolution of its several coreprograms which are now contributing in fulfilling the mission of IDSP. Thissection of the report wills there light on the generic progress of the followingprograms.

    Academic Development Program is a flagship program of IDSP. It caters thevery core mandate of the institution while creating cadres of criticallyconscious, analytically skilled and active human resource since the inceptionof IDSP. This program mainly conducts theory and practice baseddevelopment studies courses, publishes the magazine and journals. launchresearch studies in the various domains of social and actions research.

    The program has been led by new cohorts of faculty members and they havestarted to capitalize on previous experiences by consolidating process andcoming with a new vision for the program.

    Academic Development Program

    Summary of Activities Results

    Third Party Evaluation: Thediverse modalities of IDSP'stheory and practice basedcourses since 1998 evaluated bya third party.

    clear strategies, approaches and tools for thefuture interventions and sustainability,outreach enhanced in the fields of courses andpractices.

    A milestone for the recognition andaccreditation of the Degree and Diploma levelcourses were carried out.

    Publication of the bi-annualUrdu Journal Aksulamal hasbeen carried out; the issuesfocus Peace and Sustainable andLivelihood respectively.

    1. The electronic copies shared in wider loop oflearners, fellows and other subscribers, andalso sent and sell 400 copies.

    2. Generated awareness in the different spheresof civil society regarding the issues of peace,development, and sustainable livelihood

    Enhancing the capacity of IDSPresource centers.

    1. Developed soft ware's for the on-line recordkeeping and reading facilities to 100 users.

    2. Upgraded the resource center with respect tothe future interventions of degree and diplomalearning courses.

    Learners and Community partnership programThis program aimed at creating a viable network with the graduate learnersfor the joint and independent ventures in the domain of capacity building,project designing, and implementation and action research for the broadergoal of community development.     Resource Mobilization ProgramResource Mobilization Program has been carrying out organized interventionsfor collecting and generating resources through various sources andinitiatives for the purpose of sustainability of IDSP in long run. The main focusof the program in the leading year is the University's building construction ofIDSP. The approach of the program is multi-folded. It caters generation of theresources through innovative livelihood interventions of the cut flowers while

    Leadership Program functions with threecomponents 1) Women Development 2)Human Resource Development and 3)Human Right Forums. The program hasextensive outreach in the 5 districts wherethe women led exclusive district campuses are running the courses andtrainings along with community development practices, awareness raising,human rights campaigns and inception of the action researches.

    Continuation of the Courses on HRD

    Women Leadership Program has launched its regular courses of Humanresource Development in five districts of Balochistan (Quetta, Mastung,Khuzdar and Sibi) and the purpose of these courses was to develop humanresource at local level and to enhance their understanding on development,rights and political processes. Courses has successfully completed theirduration and 60 young women graduated from these courses.

    Reactivating the Public Library in District SibiFaculty of District Sibi campus activated the District Public Library with thesupport of government. That library was closed from many years. The localGovernment officially handed over the Public Library to IDSP on 22nd May

    2009 in a formal inaugural ceremony.

    Community based interventions / Projects

    JSDF (ZAANTH)

    IDSP was a leading national partner in aSouth Asian innovative joint actionresearch venture of UNESCO for pilotingthe community based literacy, skill andeconomic empowerment education

    project for out of school Adolescents.IDSP was one of the leading partners innational Education Sector ReformsProgram in the area of education policyand planning in 8 Districts of Balochistan. IDSP provided assistance to theDistrict Government in developing education development plans based on thecitizen's dialogues around educational issues and participation of publicrepresentatives.

    The above mentioned practices and public analysis on educational issuesraised concerns for out of school children for which youth of IDSP proposed aninnovative approach of learning for addressing the educational and skill needs

    of these groups in 2005 to Japan Social Development Fund ( JSDF) byGovernment of Japan administrated by World Bank. It took more than threeyears of communication, assessment and negotiation to reach out to a finalconclusion for the approval of grant. IDSP-Pakistan is one of the grantees atregional level for this innovative project for Balochistan.

    Major achievementsIDSP organized different trainingworkshop for the designing and planningof project activities with IDSP facultymembers and project core staff. In the

    inception of project activities, districtprofessional center were established andObservational visit were conducted for thetargeted cluster in each district for baseline survey. Base Line Survey weredesigned and conducted in five projectdistricts. The data were compiled by the designed data base and first draft ofBLS was shared with World Bank. During survey, parallel project teamconducted consultative visits of each district for identification of need basedskills for district professional centers. These visits were based on GDs andtransit walk of local market. These trades list were finalized with the technical

    insight of Advisory Committee, which were comprised of Boys Technical

    Improving the child protection measures by involving the key

    stakeholders through dialogue & Intervention

    The project improving child protection measures by involving keystakeholders through dialogue and intervention has jointly been initiated byIDSP Pakistan and UNICEF since July2006. The project aimed at providing aprotective environment to working andstreet children exposed in motor garagesand street of Quetta city. The project isalso sensitizing the people living incommunities about child protection andexploitation issues, benefits of childbirthregistration. The project was extended forthe year of 2009. The project is also

    providing supplementary nutrition to 400 children daily in all four centers.

    Major Achievementsw 1950 children (406girls and 1544 boys) benefited from the four child

    protection centers services. (Basic Literacy, Health & Hygiene, Psychosocial support, Physical check up, Knowledge and awareness,LSBE,Livelihood skill, Islamic Education, ICT, Recreational andSupplementary nutrition)

    w 400 hundred children provided with the balanced diet (milk, bread,chicken, rice, vegetables, fresh & dry fruit, egg) five times in a week inlunch time.

    w 752 children (290 girls and 462 boys) registered in different unioncouncils (35, 42, 43, 48 and 49) of District Quetta and 750 CBR formsare under process

    w 1559 Duty bearers: 707 parents (428 fathers, 279 mothers), 475employers, 377 community members aware and sensitized onfundamental child rights and protection issues such as violence abuse,exploitation, discrimination, child marriage, participation neglect anddrug abuse

    w 1382 children (426 girls and 956 boys) gained the opportunities of thechild participation in different child participation events and seminars.They have expressed their views, feelings, opinions, dreams, hopes

    Keeping Hopes AliveIDSPs response to Relief and RehabilitationA series of earthquakes shocks hit the south western province of Baluchistanin the early hours of 29 October 2008. Theepicenter of these earthquake was WamKilli (in the Ziarat district), 80 kilometersnorthwest of Quetta. The earthquakesaffected approximately 122,000 people inthe Ziarat, Pishin and Harnai districts.

    IDSP started their work in 8 villages of thedistrict pishin and constructed 80 sheltersfor the 80 families and provided medicals

    assistance to families especially for female and children. IDSP provided foodand shelters to 200 families in these villages.

    IDSP activated 3 water channels for the drinking and agriculture purpose inthe said villages of the earthquake effected areas of the district. IDSP engaged6 Volunteer Fellows in this process and built capacity of these Fellows upon theareas of relief and rehabilitation. IDSP provided soler lighting system to the 23families of the dilsawar union council in the district.

    Section: 4District Based Campuses

    IDSP Pishin:Da Khwando Sabawoon-An Emerging space for district PishinDa Khwando Sabawoon education center is basically established by thelocal young woman of Pishin. The center is focused to provide spaces andopportunities to local of district Pishin for enhancing their capabilities tocontribute in just and sustainable practices of development, education andgovernance. The center has been providing live and occupational skills which

    are now pouring into the domestic income of the families in the differentforms of their services and skills. One of the passed out student of the spacehas established her own beauty parlor in her community

    The faculty has delivered 8 months mainstreaming gender developmentcourse in district Pishin. The course mainly focused the basic genderawareness, emotional health, skills of cutting and seving, IT and languageskills. It also caters basic and reproductive health and body care sessions.The center has established close linkages with local community and relevantorganization.

    IDSP Mastung:Lead Resource and Training Center in MastungIDSP Mastung has delivered 8 months comprehensive course ofmainstreaming gender and development. Main themes of the course wereSelf, Leadership, Gender, Human rights, role of institutions, developmentand analytical analysis to world. The interns of this course have writtenarticles which are further published in daily newspapers. The interns of thecourse were equipped by basic computer skills, used library where theyusually study and reflect through book reviews and reflections.

    An intern of the mainstreaming gender and development course isvoluntarily teaching the IT education, for which she got an extensive courseof information technology in IDSP. Because of her commitment and effortsthe computer lab of Mastung center is performing very well. 15 femalestudents are a part of IT education in Mastung center.

    Beside these IDSP Mastung is working on different skills with the partnershipof SAWP Mastung.

    IDSP district Mastung has engaged DCO, EDOs, social and political workersin district economics development forum where they discuss the economicsitution of district Mastung.

    IDSP Sibi:Lead Campus in SibiIDSP-Sibi campus has also carried out a theory and practice based 8 monthsmainstreaming gender and development course for 12 young girls of districtSibi. The center is mainly lead by local residents of the district. IDSP Sibi alsoorganized training on Mass Water and short courses of IT during this year.

    After negotiating with divisional commissioner Sibi district government hashandedover district library to IDSP Sibi campus.

    IDSP Khuzdar:Information and Learning Center of KhuzdarIDSP district Khuzdar campus also organized 8 months mainstreaminggender and development course for girls. 12 learners graduated in thiscourse from District Khuzdar. Youth forum members developed committeeto raise their collective voice for missing people in Khuzdar and conductedseminar in this regard, MGDB learners and Khuzdar team members wrotearticles on different issues after attending the writing session article.

    IDSP-AJK Resource CenterInauguration of IDSP AJ & K Resources Center MuzaffarabadThe yearly discussion for the institutionalizing the IDSP- PAK AJ&K setupconcluded on 11 February 2009 with the inauguration ceremony of IDSP-AJ&K resources center Muzaffarabad.

    IDSP-AJ&K engaged IDPs of Swat and providing health facilities in different(MCH) Mother Child Health Center in Mardan district, more then 1600female gets health services from this center.

    AJ&K resources center organized a national level seminar on Idea onKashmiri Language, History and Culture Dr Tariq Rehman was chief guest ofthe seminar more then 300 participants participated in the seminar.

    Connection the Passion and profession Internal

    Development Course for IDSP faculty

    Year 2009 was fully focused on the practices of the fellows of Internal Coursefor Professional Development (ICPD) while two refreshers training wereconducted for the fellows during the year 2009. Purpose of ICPD is to developthe capacity of IDSP internal fellows in individual, programmatic andinstitutional building and to enable them to work on their ideas byreconnecting themselves with their roots. IDSP has defined fellowship as alearning opportunity for the motivated individuals who have their vision,ideas, commitment for social development. Internal Course for professionaldevelopment started during the month of August, 2008. The concept of thiscourse was written by founding director of IDSP around the concept ofindividual, program development and institution building by the youngpeople. During the year 2008 15 days long theoretical session was organizedby the faculty where the entire district based fellows participated. By the endof the course all the fellows developed their practicing assignment. During theyear 2009 all the fellows continued practices of self, family, programdevelopment and initiated the process of institutional building. It was overall a

    rich experience for the fellows that enhanced their understanding on programdevelopment.

    Khuzdar, Mastung, Sibi and Pishin districts initiated the process of institutionbuilding and program development in the campuses. We believe that theseinstitutions will emerge local institutions at grassroots level. ICPD hasorganized two review and reflection sessions for the fellows and providedopportunity to the fellows to have tutorials with their mentors and getfeedback from them to enhance their learning and develop their 2009 learningcontracts. ICPD has organized three days workshop on creative writing skillsfor the fellows of IDSP. This activity was a joint venture of IDSP and Pakistan

    Press Foundation (PPF). 30 fellows participated in this event and got the skillsof writing to express their feeling and thoughts through writing articles. Eachfellow is supposed to submit their quarterly report to his/her mentor, All thefellows submit their reports to their mentors and IDSP has established anintegrated committee to review these reports. The integration committee hasreviewed the reports and shared the feedback with the fellows and helpedthem to develop their next learning plan and incorporated the activities whichneed to be part of their plan in the coming quarter.

    course 2005. She is now continuing as research and teaching coordinator in the sameprogram of IDSP and the impact she had brought to her community defines as follows

    I was born in a town of Pishin in 1988. Like other traditional cities Pishin isalso surrounded by the various villages. The people from various villageshave gradually settled, therefore many different tribes and clans, ethnic and

    religious groups are always observed. Luckily I and my elder sister were firstin our family to step out for formal schooling. As it was strict and forbidden inthe society because schooling is always associated to something economicdevelopment and employments. But my parents decided to support oureducation keeping in mind in the hard social environment for womenmobility. After the primary education it was very hard to continue but despitethe conservative environment my parents and teachers always encouragedme to continue my learning and education. Though the women mobility hasnever been an issue in my city but due to the various political factors the localcultural values has deformed me like countless other school going girls facedthe hard challenge to sustain their mobility for education. While collecting

    my thoughts in this learning journey, I remembered, women mobility for joband education is an unlawful subject; I started believing all the stereotypeswhich were fake and socially constructed. The stereotype regarding the roleand chastity of working women was disclosed fake during my schooling. Byconstant support of my family I was able to think beyond available options. Ia strong desire to initiate and lead a process of development of the localwomen. I could see several miseries which I believe could be eliminated withlittle support and guideline. In 2006 I joined IDSP as learner in itsMainstreaming Gender in Development course, in which there were 12 otherfemale learners. During the course I was able to understand the variousaspects of human development, while nurturing my emotional self,conceptual growth and analytical skills I was able to seek out the complexissues of women manipulation and powerlessness.     Farzana became a learner of IDSP by joining the mainstreaming and gender

    development course back in 2008. She faced numerous problems due to the tribal

    rituals as she was victimized by her family members due to reasons she defines asfollows

    Situation of women in Pakistan and other third world countries are mainlycharacterized by three significant parameters that is the woman are poor,illiterate and diseased. The tragedy of my life also relates to lives of women inthe tribal society. Oppression in the social structure is inherent and I have feltthat oppression and exploitation caters various folds. My childhood was verynormal, my parents gave a lot of encouragement, but the series of miseriesstarted, when I step hed out of the childhood. By that time I had completedmatriculation. I suddenly came to know that my parents have accepted the

    proposal of aged persons for me. I had to face my destiny as there is no otheroption in the tribal society. I was unable to raise my voice, but fortunately theengagement was broken due to unknown reasons. Though it was great newsfor me but the same attitude was repeated and my engagement wasscheduled with another person. It was also broken, and then I started facingproblems regarding criticism and I was blamed for my broken engagement.

    In 2008 I came to know about IDSP intervention for developing cadres ofyoung women as leaders and practitioners. This course gave me strength toidentify the root cause of my issues. I was able to communicate to my familythat the myths regarding women are mainly constructed by society and it has

    nothing to do with natural laws. My family members also participated insome of the activities conducted by IDSP in which I presented my papers andreflections. Engagement with faculty and mentors helped me to transformthings around my life. I expressed my point of view to my family members. Istarted to take action against what happened to my life and the life of otherfellow woman.

    Though change is a slow process but my argumentation and communicationwith family and especially with my parents played vital role to deconstruct themyths and stereotypes regarding women and life in general Now I amseeking for opening the same spaces which liberated me and gave me thewisdom and courage to assert what is essential human and religious right.

    Nadia became a learner of IDSP back in 2008 by joining the mainstreaming gender courseorganized in district mustang. Being affected by a polio virus she became unable to walk

    properly but her interest in community development attracted towards this course. Whatshe dreams and wants to do for her community is stated by her self as follows

    When I opened my eyes in an extended tribal family I was loved by my familymembers. As I was growing up, I felt that I am missing something quiteimportant. With time I gradually came to know that, I couldn't walk properly.Then I came to know that my walking capacity has been stolen by a diseasecalled polio. My sense of depravity started growing with me, and by the timewhen my fellow children started going to school I felt lonely. One day ateacher encouraged me to start thinking that I could participate in thelearning process in school as other children do. It was the most sacred

    revelation in my life, but my family members were reluctant to take such adecision as they love me and there was a fear that I could be going through ahumiliation. Luckily my affectionate teacher was able to convince myparents. Hence, it was the first stage when I accepted the challenge to livelike all other children. My schooling was a blessing period, I always stood firstor second in my class, but the time soon passed as childhood does. Aftercompleting primary education there was no room for further education somy class fellows like me also left school. I was most of the time inspired bythe working women. I idealized their confidence and luckily I came to knowabout IDSP and its practice based course called, Gender Mainstreaming inDevelopment.

    Though there were limited spaces for the learners but I was given a primeopportunity while being selected as intern in the session for 2007-8. Duringthe learning process I came to know the very secrets of my emotional health,my reactions, thinking patterns and my over all behavior towards life. Thiscourse also helped me to contextualize the very complex realities of life inthe particular political, social and economic realities. It helped me to relatetheory and practice and now I am in the position to initiate some veryconcrete actions so that to materialize my ideals. I intended to initiate aprocess for the establishment of work space for the poor and deprivedwomen of my community. This space will also provide awareness ofemotional development, reproductive health and livelihood opportunities.

    South-Asian Evidence Based Policy Development Network

    (SA-EBPDN)The EBPDN provides knowledge on bridging research and policy and an on-line platform for community members to share information, resources, ideasand connections. IDSP-Pakistan has joined the network as Steward forPakistan. The network has launched discussion thread on the diverse issues

    and also assesses the needs of the research based organization in the SouthAsian level.

    BERKANAThe BERKANA Institute is one of the outstanding growing communitieswhich strive in providing opportunities to the various emerging leaders forexchanging their innovative ideas and practices for making peace, pluralismand patterns of livelihood development which are at the risk due to themarket economy and factory schooling.

    HOME NETIDSP is member of the Home Net which is widening the network bydisseminating and highlighting more and more issues about home basedworkers and the objectives of Home Net.

    Pakistan Coalition for Education (PCE)As a result of extensive consultations on the issues of Education in Pakistan,the PCE was formed in April 2004, with the support of CommonwealthEducation Fund Pakistan. This coalition is consisting of number of civilsociety organizations who are highlighting the critical learning and educationissues in the leading educational scenario. There have been several activities

    of the coalition regarding the issues and challenges of education.

    Learning Societies NetworkThere is an emerging discussion around the world about the need todevelop/connect different kinds of spaces and opportunities to nurture a

    fuller range of human potentials and human relationships. Unfortunately,this discussion has been limited to education experts and elite policy circles.Further, it is in danger of being dominated by technocratic and techno-centric visions of progress in which learning only serves elite interests andcorporate profit motives. For just and humanizing learning societies tounfold, many more people and their experiences must be involved in theprocess.

    Baluchistan Gender Network (BGN)IDSP has been member of the Balochsitan Gender Network which is informalalliance of the 22 civil society organizations and Government line

    departments. The alliance strives to highlight the issues of gender inbalances. The alliance get into the campaigns against the various issuesrelated to the social and economic issues.

    Women Leadership ProgramIt is one of the core programs which gradually evolved as a result of 7 yearscommutative practices in the domain of theory and practice formainstreaming women in the development practices in Balochsitan.Currently the Women Leadership Program functions with three components1) Women Development 2) Human Resource Development and 3) HumanRight Forums. The program has extensive outreach in the 5 districts wherethe women led exclusive district campuses are running the courses andtrainings along with community development practices, awareness raising,human rights campaigns and inception of the action researches.
