Idaho Department of Fish & Game Agency Summary 2018 Governor Transition 1 Overview The Idaho Legislature created the Idaho Department of Fish and Game in 1899. In 1938, by voter initiative, the Idaho Fish and Game Commission was created to administer the state’s wildlife policy and oversee the department. Commissioners are appointed by the governor from the seven administrative regions of the department and serve staggered, four-year terms. The commission holds most of the regulatory authority for fish and wildlife management. The mission of the Department is written in Idaho Code 36-103. It states, “All wildlife, including all wild animals, wild birds and game fish, within the state of Idaho, is hereby declared to be the property of the State of Idaho. It shall be preserved, protected, perpetuated, and managed. It shall be only captured or taken at such times or places, under such conditions, or by such means, or in such manner, as will preserve protect, and perpetuate such wildlife, and provide for the citizens of this state, and as by law permitted to others, continued supplies of such wildlife for hunting, fishing, and trapping.” The Director, Virgil Moore, is appointed by the Commission and serves as secretary to the Commission and leader of the Department. Fish and Game’s 569 classified employees are divided into seven bureaus: Fisheries, Wildlife, Enforcement, Communications, Engineering, Information Systems, and Administration. Each bureau has both operations and program staff. Regional supervisors lead and direct staff conducting on-the ground operations in seven regional offices and one sub-regional office. Bureau chiefs lead and direct Boise program staff members, who set and manage statewide program goals to be carried out in the field. This also includes hatcheries, research, fish and wildlife health, intergovernmental and interagency programs. Fish and Game’s 2015 Strategic Plan approved by the commission describes the goals, desired outcomes and objectives of the Department. Overview

The Idaho Legislature created the Idaho Department of Fish and Game in 1899. In 1938, by voter initiative, the Idaho Fish and Game Commission was created to administer the state’s wildlife policy and oversee the department.

Commissioners are appointed by the governor from the seven administrative regions of the department and serve staggered, four-year terms. The commission holds most of the regulatory authority for fish and wildlife management.

The mission of the Department is written in Idaho Code 36-103. It states, “All wildlife, including all wild animals, wild birds and game fish, within the state of Idaho, is hereby declared to be the property of the State of Idaho. It shall be preserved, protected, perpetuated, and managed. It shall be only captured or taken at such times or places, under such conditions, or by such means, or in such manner, as will preserve protect, and perpetuate such wildlife, and provide for the citizens of this state, and as by law permitted to others, continued supplies of such wildlife for hunting, fishing, and trapping.”

Short term challenges:

Implementation of the Department’s new licensing system since March 1, 2018 has been more challenging than originally forecast. As a result, key timeframes have been delayed (controlled hunt draw results) and system performance issues have led to customer and employee frustration.

During this transition, the Department has made the resolution of these issues a priority so that it can resume its standard of providing excellent customer service. The Department is optimistic that these challenges are temporary and will be resolved before the end of the 2018 hunting season.

Long term challenges:

Hunting and Fishing Participation is Influenced by multiple factors which makes forecasting of license revenue difficult; the Department’s primary funding source is revenue from the sale of licenses, permits, and tags. The availability, either real or perceived, of wildlife resources varies year-to-year depending on numerous external and environmental factors that are outside of the Department’s control. The Department’s experience is that wildfires, severe winter weather impacting game populations, stream flows, salmon and steelhead runs, and regional weather during national holidays influence decisions on whether to purchase licenses, permits, and tags.

Preventing the decline of Idaho’s hunting and fishing participants that is being experienced in the rest of the nation: The launch of the Department’s innovative “Price Lock” program is designed to incentivize Idaho residents to purchase an annual hunting or fishing license each year and avoid an increase in their fees. This program is the first of its kind for our industry, and the Department continues to evaluate ways to promote the program and stabilize revenue for future years.

Major accomplishments of the Department over the last four fiscal years include the following:

• House Bill 230 was passed by the Legislature in 2017. While this fee increase will generate about $3 million annually in revenue, this bill also allowed the Commission to use their discount authority to implement Price Lock – a program where Idaho residents can exempt themselves from the fee increase. In addition, this bill included an access/depredation surcharge, providing new funding to improve sportsman’s access, wildlife depredation prevention, and depredation compensation.

• For the third year in a row following record-setting over-winter survival rates, deer and elk hunters experienced excellent hunting conditions. Deer hunters harvested over 39,000 mule deer, the highest mule deer harvest in the state since 1991. Mule deer harvest has only been higher five seasons since 1975. White-tailed deer harvest was slightly lower than in 2014 and 2015, but the 27,900 whitetails harvested in 2016 was the fifth highest recorded since 1975. More than 22,500 elk were harvested in 2016, lower than 2015, but still the seventh highest elk harvest in Department history.

• Idaho Fish and Game-operated fish hatcheries reared and released over 33.8 million fish in 2017. Annual releases targeted a variety of fish management needs around the state including put-grow-and-take (generally juvenile fish), put-and-take (catchables), conservation, as well as varied mitigation programs for both resident and anadromous fish.

• Awarded a $9.7M five-year contract to a new license system contractor, the first such transition in over 14 years.

• Started construction on a new Southwest Idaho Regional Office, located on an 8 acre site in Nampa within view of the I-84 corridor. This new regional office is expected to be completed and be occupied by June of 2019.

• Partnered with Idaho Department of Health and Welfare to adjust the Social Security Number requirement for a recreational license to the last 4 digits instead of the full 9. This change was effective March 1, 2018.

• Enforcement officers participated in 770 youth-related events, including hunter education courses, youth fishing clinics, and mentored youth hunting activities, involving a total of 7,829 youngsters.

• Developed an internal process for optimizing spending by targeting one-time, shovel ready projects to address department priorities including radio collars for big game wildlife research, stackyards to continue addressing landowner depredation, and other depredation prevention activities after the significant winter weather event of 2017.

• Springfield Fish Hatchery, the newest addition to Fish and Game’s hatchery system, produced and released the first production group of Snake River sockeye salmon in May. The 211,000 smolts released will return to Idaho as adults in 2017 and 2018 and further bolster conservation efforts for Snake River sockeye salmon.

• A marketing function, including 3 full-time personnel and a budget, has been added to optimize revenue to the Department and to improve outreach and customer service to license-buyers.

Fish Hatcheries Idaho Fish and Game operates 19 fish hatcheries statewide. They raise, manage and support resident fish species and anadromous fish species (fish that live most of their adult life in saltwater but spawn in freshwater). One hatchery raises endangered sockeye salmon.

The resident fish hatcheries are all funded by license dollars and they provide catchable rainbow trout, cutthroat trout and other fish for the angler.

The Idaho Power Company and others fund the anadromous salmon and steelhead hatcheries as mitigation for the construction of dams that block migration of salmon and steelhead to and from the ocean. Most of these fish are marked so the angler can tell them apart from wild salmon and steelhead.

The fish planted were all sizes, from little 1½ inch kokanee to 17-inch long rainbow trout, and generate millions of dollars for the economy of the state. Specific hatchery property details on next page.

Wildlife Management Areas

Thirty-one Wildlife Management Areas (WMAs) located throughout the State have been established to protect

wildlife habitat and are available for hunting, fishing and other public enjoyment of wildlife. Varying from 275

to 85,000 acres, each area is dedicated to primary purposes such as big game, waterfowl and upland game.
