PAAI Position Statement It is the position of the PAAI, as a state chapter of the IAAI, to recognize NFPA 921 as an authoritative guide for the fire investigation profession. In addition, NFPA 921 is an important reference manual, and sets forth guidance and methodology regarding the determination of the origin and cause of fires. The statement reaffirms the PAAI’s recognition of the importance of NFPA 921 to the knowledge and methodology of fire investigation. Authoritative” means the guide is an accepted source of information, and known to be accurate and reliable. By its own terms, the document is not a “standard,” and is subject to revision and updating on a periodic basis to allow it to remain current with the expanding scientific and technical knowledge in the fire investigation field. The Journal of the Pennsylvania Association of Arson Investigators (PAAI) is published two times per year by the PAAI, IAAI Chapter 29, in the Spring and Fall. Annual dues for members is $25 (includes subscription to the Journal of the PAAI). The Journal of the PAAI is solely an educational and advisory aid to members working to suppress the crime of arson and related offenses; and to assist in raising the level of expertise in fire investigation.

Articles herein express the views and opinions of the authors, which are not necessarily those of the Pennsylvania Association of Arson Investigators, or its editors. Editor reserves the right to accept or reject any article or advertisement submitted for publication. Kevin Pezzano, IAAI-CFI, ECT, 1st Vice-President As the summer ends, fall moves towards winter and the Holidays loom on the horizon. I want to take a few moments to update the membership on some things the Board has been working on for our members. The PAAI has stopped producing a printed newsletter. This is the first edition of the electronic newsletter, and we are soliciting articles and photos for the next edition. If you wish to submit to the newslet-ter, please contact Editor Liz Schew at [email protected].

The PAAI has applied to the International Code Council for status as a Preferred Training Partner. By doing this, we are able to offer additional training CEU’s to members who need them to maintain their ICC certifications. These credits will be issued on a course-by-course basis as approved by the ICC. You can read more about this here in the newsletter. The committee for the Jack Christmas Training Weekend has arranged some great topics and presenters. This year should be very good training and experience for our members. The dates are January 27-28, 2018. Please feel free to pass the information to anyone you think might be interested. We have stopped charging non-members an additional fee so that we can attract more participants, potential members, and keep people involved. You can read more about the training weekend and scholarships available for it here in the newsletter. The January board of directors meeting will be held Friday, January 26, 2018 at 7:00pm at the Ramada Inn (State College, PA). A notice will be sent to the Board, Officers, and Past Presi-dents as we get closer to the date. Any active member may attend the board meeting. The June Training Seminar is being reduced from 5 days to 3. The dates will be June 11-13, 2018 at the Ramada Inn. The topics are being finalized and we hope to have a training notice out by the end of January. We are looking for someone to volunteer as a Zone Training Coordinator in the West Zone. The responsibilities are to organize and schedule training in that zone. The PAAI is working on compiling a list of K-9 resources throughout the state to assist our members in identifying the closest asset if needed. If you or your organization has a K-9 re-source, please email me at [email protected] with your department name, handler contact information, dispatch information (if different from handler information), and K-9 affilia-tion (State Farm, ATF, etc.), if known. (Vice-President’s Message, continued) As we move into winter, please remember to exercise caution at fire scenes and avoid pro-longed exposure to cold. We want to see all of our members healthy in the spring. The PAAI has applied to, and been granted into, the International Code Council’s Preferred Education Provider Network. This means that any training classes offered by the PAAI and approved by the ICC will provide CEU credit to those who need them to maintain their ICC and PA L&I certifications. Our first PAAI classes approved for this status are at the Jack Christmas Training Weekend. We have been approved for 14 CEUs towards Fire or Building Code certifications. This is in addition to the 14 CEUs we will issue you towards your CFI or CFEI renewals. There will be no additional cost for attendees to receive the ICC CEUs at these classes. Each certificate will reflect the number of CEUs granted by the ICC PEP Network.

Class & Instructor Information Forensic Applications of Fire Protection Systems 4 hours Fundamentals of sprinklers and other suppression systems, smoke detection and fire alarms, with a focus on how the information gained from these types of systems can be used to assist with an origin and cause investigation. Common failure modes will also be discussed. James Lord, PE, CFI, is a Senior Fire & Forensic Engineer with over 16 years’ experience. He began his career as a firefighter before earning degrees in Mechanical and Fire Protection Engineering, where he focused on egress simulation and computational fluid dynamics fire modeling before transitioning to forensic fire work. Investigation of Fires Involving Lighting Fixtures 4 hours This program is oriented toward municipal and public fire investigators in order to familiarize them with the operation of various electric lighting sources that they may encounter at fire scenes. Incandescent lighting, fluorescent lighting, HID lighting, CFL lamps and LED lighting will be covered. Some examples of possible fire producing modes and failures of the various lighting sources will be discussed. The response of the materials used in the various lighting sources to fire heat will also be reviewed. David Powell is the Principal Consultant of SYTEK Consultants in East Syracuse, New York. He is a nationally recognized expert in the analysis of fire damaged light fixtures and the eval-uation of shocks and electrocutions involving lighting equipment. Read more about him here. Avoiding Investigative Pitfalls and Conduct Unassailable Scene Investigations Involving CSST/HVAC Systems 3 hours This interactive presentation will include a summary of installation methodologies/failure sce-narios of corrugated stainless steel tubing (CSST). Participants will learn how to identify vari-ous CSST manufacturers after the fire. The HVAC portion of the presentation will assist fire investigators in conducting scene exams involving HVAC componentry. The presentation will evaluate various HVAC components, functionality and failure modes related to fires. Michael Zazula is a mechanical engineering Consultant with IEI Consulting, Inc. . Mr. Zazula is a Certified Fire and Explosion Investigator and has been providing engineering support and expert testimony for the legal and insurance industry for 15 years. He specializes in the inves-tigation and analysis of vehicle fires, plumbing failures, and gas explosions in addition to fires involving HVAC equipment, boilers, industrial vehicles, and gas appliances. Mr. Zazula has performed over 1,000 investigations and has testified in numerous arbitrations, depositions and trials in the Mid-Atlantic region. Read more about him here.

PAST Yet again, PAAI has successfully hosted an IAAI training course in partnership with the Reading Fire Department. Basic and Advanced Electrical Fire Investiga-tion was well attended by PAAI members, as well as attendees from across the country, and one international student from Brazil. General Membership Meeting Minutes

June 14, 2017 The June general membership meeting of the Pennsylvania Association of Arson Investigators was held at the Ramada Inn, State College, PA on June 14, 2017 at 5PM. The meeting was called to order by President Kraig Herman with the pledge of allegiance to the American flag followed by a moment of silence. The President appointed Brian Gray as Sergeant at Arms for the meeting. A roll call of officers was conducted with all officers present except for the following who were excused by the President; Recording Secretary Joey Wilson, Treasurer Denny Woodring, Board of Directors members; Jay Bradish, Roy Hoffer, Tim Frew, Dave Cusatis, Seth Graybill, Jim Brady, Brent Frain, and Eric Leksell. The following members were absent; past Presidents Max Bellard and Jack Mason. The President appointed John Weer to record the meeting minutes. June 2016 general meeting minutes were read by President Herman. A motion by Brent Frain to accept followed by the second from Brian Gray, minutes accepted as read. John Weer read the minutes from the Board of Directors meeting held June 13, 2017. One change was made for the location of the Hero to Zero programs conducted. New Hampshire was the location not Massachusetts. Minutes were passed and accepted noting change. Treasurer report was read with the following; March 1, 2017 beginning balance $35,497.86, Deposits of $655.00, expenses $395.06 for an ending balance of $35,757.80. Certificate of deposit end of March 2017 $13,127.37 and the San-tander Account balance of $1203.70 April 2017 beginning balance $35,757.80, deposits $3,265.00, expenses $2,165.64 ending bal-ance $36,857.80. Certificates of deposit $13,127.37 and the Santander account $1917.25 May 2017 beginning balance $36,857.80, deposits $9,271.65, expenses $0.00 for an ending bal-ance of $46,128.81. Certificate of Deposits $13,127.37 and the Santander account balance $1,917.25 A motion was made and second followed by all agreeing to close the Santander account. Communications – No report

(Meeting minutes, continued) Presidents Report – President Herman reported on his attendance to the IAAI conference (attached report). Highlight was the future funding of the CFIT-trainer program. Annual Seminar – Brent reported next year’s conference dates as June 10-13, 2018. President Herman as well as many other members thanked Brent for all of his hard work and many years of dedication he has contributed to the logistics of the training programs offered at the annual conference. Jack Christmas – The dates for the next Jack Christmas training weekend are January 26 – 28, 2018 Hero to Zero Program – David Klitsch reported on the program he gave for the New England states and the positive feedback he received. Budget & Finance – A report was given about changing the names and officers of the banking accounts following the later election of new officers. By-Laws – No report Grievance Committee – No report Health & Wellness – No report Historian Report – Kevin Pezzano reported that the Original minutes of the first meeting have been acquired as well as numerous photographs. He also stated that Kraig Herman will be add-ed to the Historian Committee. Legislative Committee – A brief report was given on the PFESI dinner. IAAI Committee – CFI testing is showing a slight increase in persons testing. Attorneys are starting to question and acquire more on investigators credentials. A questions was raised with no discussion about how to offer incentives for persons to acquire the IAAI CFI certification. Membership – 12 new members were accepted at the Board of Directors meeting on June 13, 2017 News Letter – the last printed copy of the news letter went out in April 2017, all future news let-ters will be posted on the web site. Also polices for submitting articles for the news letter will be forth coming. Merchandise - Sales are continuing at a slow pace and Mike Johnson is excepting suggestions for new apparel. Elections – A motion was made by Brian Gray and second by Kevin Pezzano to nominate David Klitsch s 2nd Vice President, motion carried The following officer positions were running unopposed for a two year term from June 2017 – June 2019:

A motion was made by Mike Johnson and second by Brent Frain with all accepting to have the Sergeant at Arms to cast the ballot for the above persons and positions. Awards & Scholarships – The President awarded the 2017 PAAI Fire Investigator of the year to Trooper Carl Richards and the Larry Boyle Scholarship was awarded to Kevin Flanagan. Nominations – The following nominations to the Board of Directors to fill the 3 spots with nominations being open till the January Board of Directors meeting was made:

At this time the two year term limit for the President has expired and Kraig Herman welcomed newly elected President Rich Wunderley to the head table. Kraig thanked the entire organiza-tion for all the support during his term and the many friendships he has gained from many of the members and officers. Kraig gave a special thank you to Brian Gray for all of his personal assistance to Kraig throughout his term. President Wunderley thanked Kraig for all of his work, leadership and dedication to the organi-zation. President Wunderley challenged the entire group to help build and expand on the success of the organization and to try and introduce the younger generations to the art and science of fire investigation. With no other business to conduct a motion was made by all members present to adjourn the meeting followed by a second from all members present and agreed by all members present. Eligibility: Applicants must be a current member, or immediate family member of a current member (spouse, children, grandchildren), of the PAAI. The member must be up-to-date on membership dues, and be in good standing. Immediate family mem-bers of deceased members of the PAAI are also eligible. The scholarship award must be utilized for attendance as a full time student (12 or more credit hours per semester) at an accredited 2 or 4 year college or uni-versity. The applicant must take coursework in police or fire sciences, or related subjects to be eligible for this scholarship. Applicants who are currently enrolled in High School must have a cumulative GPA of 3.00 or higher. Applicants who are currently enrolled in College must have a cumulative GPA of 3.00 or higher. To Apply: (1) Complete the application, (2) Include transcript from high school or college proving GPA (3) Include documentation of qualifying coursework (4) An original essay of 250 words or less stating why you are interested in a

Criminal Justice and/or Fire Science related career. The essay must be typed on plain white 8.5” x 11” paper, and include the applicant’s name and the date of application.

Notice to Applicants: The number of awards and the amount of awards may vary depending on the number of appli-cations received. The applicant may apply annually and is eligible to receive the scholarship for a total of 2 or 4 years, depending on the length of the program the applicant is enrolled in. The scholarship is intended for use in attending the next semester at an accredited college or university. Failure to attend will require the awardee to return the award.

Evidence Collection Technician (IAAI-ECT®)

The Evidence Collection Technician Program verifies an applicant's fundamental knowledge as measured against core job performance requirements of established professional qualifications standards and standard industry practices related to evidence collection on fire scenes. This measurement is not all inclusive of the incorporated professional standards cited, but lays the foundation for measuring the holder’s fundamental ability to perform specific evidence collection tasks related to fire scene investigation at an acceptable level as measured against published acceptable practices. Fire Investigation Technician (IAAI-FIT®)

The IAAI Fire Investigation Technician Program verifies an applicant's fundamental knowledge as measured against core job performance requirements of the established professional qualification standards for fire investigators defined in NFPA 1021, NFPA 1033 and NFPA 1037. The IAAI-FIT® program encourages educational and professional development through recognition of an individual’s accomplishments in developing core abilities and competencies related to fire investigation. Certified Fire Investigator (IAAI-CFI®)

In 1986, the IAAI addressed a national concern by developing the Certified Fire Investigator (IAAI-CFI®) program. The IAAI-CFI® qualification is a standardized evaluation of a fire investigator’s training and expertise. Investigators applying for IAAI-CFI® certification must complete an extensive application requiring documentation, earn sufficient points for their achievements in education, training, and experience, and pass a comprehensive examination.
