RE: ICA Activities Round- Up ICA and the UN – UNCRI: colored gemstones certification and traceability from
ethical origins
The stakeholders and expert meeting was held by the United Nations Interregional
Crime and Justice Research Institute (UNICRI) in cooperation with the Vienna
International Justice Institute and the ICA in Turin on April 9, 2013. The meeting
features the project aiming to establish a mechanism for the traceability and
certification of ethical region of the colored gemstone.
“ The colored gemstones’ global industry accounts for US$10-12 billion per year, 80%
of the coloured gemstones productions comes from small scale informal mining. The
supply chain from mine to market is extremely fragmented with a high degree of
opacity. The high value and easy portability of the gemstones provide lucrative
opportunities for illegal activities, ” UNICRI noted in their news report.
The project brought together the United Nations, concerned governments, the
industry and civil society. It was attended by representatives from the public and
private sectors from countries including Austria, Belgium, Brazil, Canada, China,

Tanzania and the Russian Federation.
At the meeting, ICA president Mr. Wilson Yuen gave a speech calling for the
traceability of precious gems and jewelry industry. His full speech script is in the
attachment.

ICA joins Multi-Stakeholders Meeting at OECD
A multi-stakeholder group of some fifth representatives from the industry, civil
society and government met at the Organisation for Economic Cooperation and
Development (OECD) in Paris to discuss on the responsible sourcing of precious
stones. ICA represented the colored gemstone industry. A presentation was given by
ICA vice president Jean Claude Michelou on the topics of UNCRI project.
The meeting underlined the importance of responsible sourcing practice,
international guidelines and business conduct. It was hosted by the Fafo Institute for
Applied International Studies, Jewelers of America, Signet Jewelers Ltd., the UK
Foreign and Commonwealth Office and the US Department of State.

ICA’s Australia Trip
ICA president Wilson Yen visited Australia in March to promote the ICA 2013
congress as well as the inaugural China Mineral and Gem Show which will kick off on
the last day of the congress. There will be the Australia Opal Collection Exhibition at
the Changsha Show as well.

ICA Tucson and Hong Kong gathering
ICA organizes member gatherings during the Tucson show and Hong Kong shows. In
the coming ICA congress, we invite all of you to attend the gala dinners on the

ICA for a 2-year-term

Benjamin Hackman was elected to be ICA president for a two-year term. Hackman
has been a member of ICA since 1984 and served two terms as ICA board member.
He is also member of several organizations serving the trade in the United States,
served three terms as AGTA board member and treasurer plus one term as
president.

The new term of ICA Board of Directors will be effective from May 16, 2013. They
will be duly introduced and formally installed at the General Assembly during the ICA

Summary from the committee report at Tucson, 2013
The BOD meeting was held on Feb. 3 in Tucson. It was attended by 17 directors ad
three ICA staff. Four directors were absent. Below are the highlights from each
committee report:
The minutes of the meeting on Jun 2012 at Hong Kong was passed
Membership Due
- The collection of outstanding payment from members should be finished by the
end of Mar 2013. After that date, those members with outstanding payment,
their names will not be printed on the coming new Directory Year 2013 – 2015.
And they are not allowed to join the ICA pavilion.
HKTDC exhibition location changes
- Discussion on why the booth allocations were changed at the last minute this
year (2012). It was because of HKTDC changed the whole floor plan layout.
ICA needed to make the reallocation to cope with their instruction.
ICA 2013 Congress- Yu Xiaojin

- Yu presented the congress report and the posters. Yu further listed the congress
outgoing document and the distribution schedule: The invitation brochures had
already been shipped out in mid-Jan. Emails sending and website updates were
being done long ago.
- Andrew asked how much the promotion budget was. Yu and Wilson said 10
million RMB from both CMGS and the government was estimated.. Yu referred
that the congress schedule was made with reference to
the Panyu and Brazil one.
- Mr Imtizam handed a letter from Sri Lanka Gem and Jewelry Association to Yu for
supporting the ICA congress 2015.
Financial Report – Asraf Sultan for Michael Haag
- The financial reports presented during the meeting gave a brief financial status of
the NY office and HK headquarters.
Administration – BJ Hackman
- The NY office maintained good operations and was in charged by Claudiu.
Nothing change, registration and accounting work were done as normal.
Disclosure – Nobuyuki Horiuchi
- Horiuchi proposed to carry out a survey on the application of Disclosure Codes in
Gems Industries. Questions might set on asking how many members using Code
or Disclosing Codes. The purpose of the survey was to collect information about
the usage of the codes. If not many people/companies used, encourage them to
use the codes on Memos, on Invoices or Certificates.
Membership Committee – Asraf Sultan
- A receivable membership fee of Year 2011 and 2012 by country as at 27 Jan 2013
was presented during the meeting.
Nominations Committee – Andrew Cody
- Benjamin Hackman was the only nominee for the new president of ICA as at the
time of the BOD meeting.
- It was passed by all upon the discussion on the numbers of Directors in each
country for the coming new board:
HK: 2 seats
Japan: 2 seats
India: 2 seats
GILC
- The GILC 2013 Tucson meeting would discuss a lot on the emerald, also some
updates on opal and sapphire.
A congress working committee was scheduled on March 10, 2013.
