To make a body which looks after the welfare of the Cricketers, i,e.,

pensions, Insurance and also the welfare of the Women’s Cricketers.

Cricketing and Administrative Credentials (Maximum 150 words):

Has played 1st class cricket for 24 years for Haryana and Bengal, has played for INDIA from

1982 -86, was member of the victorious World Champions Team in 1986 in Australia. Was

selector of Indian cricket Team from 1999 – 2003, was also the coach of Indian Team during

the Bangladesh tour in the year 2003. And also Coached Bengal for Two Years in Ranji

Trophy (2011 to 2013).

Personal Statement to ICA Voters (Maximum 300 words):

Will try to work for the Cricketers who are going through tough times financially, will try to

appeal to the BCCI to give pension to the 1st class Cricketers who has played even one

match, try to get the pension increased for Cricketers, will try to get insurance covers to all

the past and present Cricketers. Strive to find solution for age fudging at junior level strictly.

Try to bring the remuneration to Junior National Cricketers at par with Ranji Trophy Players.

To bring Travel insurance at par with International Cricketer. Will strive to have zonal

academies in all the zones and to promote cricket all over India where our ex Ist class

cricketers can coach and guide the budding cricketers. Coaches training will be of utmost

important and more Level 1 and Level 2 programs will be organised.

To assist in the achievement of objectives of ICA, by fulfilling my

obligations as Secretary. I shall represent the interests of all member

cricketers.


I have played First class cricket between 1993 and 2001. I was a part of the Ranji team which

reached the finals in 1996. I have played Wills Trophy, Challengers Trophy and Duleep

Trophy during my playing career. I was also a part of the India Under 19 teams against

England and Australia in 1992-93. I have been a selector for DDCA in 2011-12 for Under 22

and again in 2016-17 for Junior Selection Committee. Several boys who were selected by our

panel are currently playing Under 19 for India and Ranji Trophy for Delhi.


If elected, I will focus on the following:

1. Act as per the constitution of ICA, as may be necessary in furthering the objectives of

ICA.

2. Ensure that the funds of ICA are used exclusively for serving the interests of ICA as

laid out, and for no other purposes.

3. Ensure the preparation of Final Accounts for submission to BCCI.

4. Assist the Board of Directors in fulfilling their duties and to carry out all duties cast

on me as Secretary.

5. Manage and supervise the affairs of ICA and, along with other members of the Board

of Directors, generally exercise all powers and functions of the company.

6. Arrange meetings of the Board as per the guidelines.

7. Appoint and manage employees as may be approved by the Board of Directors

8. Appoint sub committees to examine specific issues and to make recommendations or

undertake necessary actions in relation to specific issues enumerated in the Articles of

ICA.

9. Keep and maintain accounts, ensure proper audit and maintain/safeguard company’s

assets.

10. Enter into all such negotiations and contracts and rescind /vary all such contracts and

execute and do all acts, deeds, matters and things in the name and behalf of ICA.

11. Perform all such acts enjoined and expected of the Secretary as per the articles of

association of ICA, diligently and honestly.

I have been attached with Cricket since more than two decades. Played first class cricket for

11 years and Coaching to state as well as Zonal and NCA level since last 10 years. During

my Coaching tenure Gujarat won very prestigious Ranji Trophy, Vijay Hazare Trophy and

Syed Mustaq Ali Trophy.

I am being closely watching administration of various Associations of Cricket and very much

confident to do justice for the post for which I am contesting.


There are few long pending issues for which our Cricketers are waiting since long such as:

1) Pension to all Cricketers

2) Family pension

3) Onetime benefit to remaining Cricketers

4) Job opportunity to Cricketers

5) Ensure employment of all qualified Coaches

6) Maximum money to be shared for the development of Cricket and to the domestic

Cricketers

7) Enhancement of existing pension

8) Medical benefit to Cricketers and to their family members

As a treasurer, I will strictly ensure that system of policies and procedures that impose

an adequate level of control over treasury activities and Monitor the activities of 3rd parties

handling outsourced treasury functions on behalf of ICA.

If I get the opportunity to serve the ICA's Treasurer post I will use my Banking,

Administration and Cricketing experience-

Rupees annually to Indian Railway.

I will ensure proper planning and policies for Retirement Benefit Fund from pension

plans to pre- determined benefits based on match fees and years of playing.

In the members Interest I will :

1. Advise on financial implication of strategic and operational plan, Like I

will propose to create new remuneration/Honorarium scheme for ex cricketers.

2. Ensure compliance with relevant legislation and effective monitoring and

Reporting (for eg. Employee Provident fund and Misc provision act,

Employees' State Insurance act etc)

To present to BCCI the views of senior cricketers for betterment of

cricket and the interest of senior cricketers in non-confronting manner.


I have played 42 first class matches for Tamil Nadu and south zone. I was also one of the

local reserves for the Indian team in 1979 against Pakistan. I have played in the golden era of

1970’s with stalwarts like Pataudi, Bishen, Prasanna Viswanath, Gavaskar, Chandrasekar,

Kirmani, Venkataraghavan, Brijesh Patel, Jaisimha and others.

Professionally I joined Indian Overseas bank in 1974 and served till 2012. I got varied

experience in places like Gujarat, Kolkata, Ranchi, Bangalore, Chennai, Coimbatore, New

Delhi and Mumbai. I served at Seoul, Korea, gained overseas exposure. I worked in various

capacities in departments like foreign exchange, treasury (managing funds) human resources

and business growth. I became General Manager in the bank. I was President and C O O of

Karur Vyasa Bank from 2012 to 2015.

All these have given me vast administrative skills.


Till now there is no collective voice of senior cricketers at BCCI. There has only been some

sporadic representation to BCCI. This has not resulted in BCCI granting required benefits to

all needy senior cricketers. Of course it is laudable that BCCI is extending medical

reimbursement facility and pension benefits to certain category of cricketers.

However, given the stature of BCCI a lot more can be done. I believe that I, if elected as

treasurer will work with other office bearers and directors to

1) Ensure that all benefits are extended to first class cricketers support staff and ground

personnel.

2) Explore the possibility of extending these benefits to people outside the cut off of BCCI

through their respective associations if needed.

3) Ensure that pension benefits are increased every few years in tune with inflation.

4) Increase medical reimbursement of Rs. Five lakh.

5) Ensure medical reimbursement to all first-class cricketers, support staff and ground staff

also.

I also believe that we as past senior cricketers should play a very proactive role in unearthing

talent in semi-urban and rural areas to compliment the efforts of BCCI.

All these might require us to manage the funds allotted by BCCI judiciously. ICA may also

be required to raise funds for promotional activities for spreading the cricket to semi-urban

rural areas and the benefits to retired senior cricketers. This will require financial acumen and

contacts at various levels including BCCI.

Given my long stint as professional banker i feel that i am best suited for the post of treasurer

to not only raise funds but also manage the funds in a professional manner within the IT

regulations of the government and foreign exchange management act of Reserve Bank of

India

I earnestly request all ICA members to vote in my favour to enable me to further the

collective cause of senior cricketers.

Name: Yajurvindra Singh Bilkha

To solve, promote, implement and represent the needs for the welfare

of the former Indian cricketers.


Played Test Cricket for India and represented and captained Maharashtra & Saurashtra in the

Ranji Trophy. Also played for West Zone and Rest of India.

I was Chairman of Maharashtra’s Cricket Selection Committee in 2003 & 2004.

I hold the record of the maximum catches by a fielder in Test Cricket.

I worked for Mahindra & Mahindra from 1973-2000. I was instrumental in marketing &

selling their vehicle Overseas for 10 years and then was the Product Head of Utility (Jeep)

vehicles in the Domestic market

I set-up Wisden in India and was their Managing Director from 2000-2003. I launched The

Wisden website, cricket magazine, TV programs such as Wisden 20-20 and the Wisden

Cricketer of the Century, which was won by Kapil Dev.

From 2004- 2016 I joined one of India’s foremost company Tata Consultancy Services. I was

the Head of International Events and India Marketing and was instrumental in their IPL,

Marathons and many other sports and corporate sponsorships. I also headed and set-up TCS’s

All India Sports Initiatives ranging from Cricket, Football, Tennis, Table Tennis, Judo and

several other sporting activities.

I am a regular contributor of cricket related articles to some leading publications like The

Week, IANS etc. I also appear on television, cricket events and Radio as an expert.


Cricket for me is a passion and I was truly blessed to have played it at the highest level. To

achieve my dream to play for India was only made possible by the support, assistance and

sacrifice that was bestowed on me by several of my fellow cricketers who played alongside

me.

I am so glad that the BCCI has initiated and established the Indian Cricketers Association for

the welfare and benefit of all the former and current cricketers, who have been instrumental

in the progress of Indian cricket. Indian cricketers needed to be heard for it to be taken even

further and to give them a voice through the ICA is a wonderful gesture.

I will be truly humbled and privileged to be elected as a Member Representative in the ICA

and my aim would be to help, assist, hear and represent the needs and wants of the former

players.

Cricketers sacrifice their youth playing the game and one needs to ensure that they are cared

for and looked after they retire. My aim through ICA would be to create an opportunity for

cricketer to educate, skill and find new avenues for them to continue their association with

the sport and earn a living through it.

Finance and health are two of the most important areas of concern for cricketers in their

second phase of life. A good medical policy, adequate pension and a well-structured system

would be my primarily initiative for the welfare of former cricketers.

For me, it will be a pleasure to serve every cricketer who played and plays the game in India.

contribute towards the betterment of our community of cricketers.

I was in the committee to form this very association (ICA), with vision to serve and work

towards the welfare of all cricketers. BCCI showing faith in my integrity and experience,

gave me an opportunity alongwith legends like Kapil Dev and Shanta Rangaswamy to choose

the head coach of the women’s and men’s Indian Team as part of the CAC. My experience

across various areas of cricket, is a key factor which will help me in addressing our concerns

to BCCI keeping in mind the best interest of cricketers.

The outside world sees the glamour of Cricket. There are a fortunate few who were in the

Top XI in their times. But there are countless others who have given equally to the game at

grassroot levels. Most ex-cricketers, men and women, are struggling to make a living. We

need to work with BCCI to help find and create more jobs for such ex-cricketers. BCCI has

done well for cricket for which results speak for themselves across national and International

competitions. However, there are issues that need to be addressed regarding pensions for

players and widows of first-class cricketers, insurance, Mediclaim, one-time payments,

increase in existing pension slabs along with sponsorship for women and junior cricketers.

Cricket has given life a purpose and it is my endeavour to give back to cricket/cricketers. I

thank you and look forward to your support.

To secure dignity of ex-cricketers - men, women and physically

challenged, through welfare measures supported by equitable

distribution of BCCI resources.


I have played First class and International cricket between 1976 and 1993. I have captained

Delhi to Ranji trophy triumph in 1992 and was part of six of Delhi’s Ranji Trophy victories

which were achieved during my playing career. I was also a member of India’s 1983 World

Cup winning team. I have been a national selector between 2002 and 2004. After retiring in

1993, I have been an elected member of Delhi assembly between 1993 and 1998 and

subsequently, I have been a three time Member of Parliament. In my quest to clean up the

mess in cricket administration, I vigorously raised issues relating to cricket in Parliament. My

questions and intervention in Supreme Court led to the formation of Justice Lodha

Committee. Following various questions in Parliament and after I provided thousands of

authenticated documents, the Justice Lodha Committee finalized their recommendations,

which heralded transparency in BCCI and state bodies.


My vision:

1. to provide pension to every cricketer who has played even ONE first class match and

to substantially increase the Pension being paid to cricketers currently, during the

entire lifespan of self and spouse, even for domestic cricketers.

2. every cricketer/spouse for life and for his/her dependent family members is provided

comprehensive medical hospitalization, including reimbursement of OPD expenses.

3. ensure that every member is covered under Group Personal Accident scheme.

4. fix the vexed issues pertaining to age fudging and domicile abuse.

5. Remove disparities in remuneration of Ranji Trophy, and junior national players.

6. Zonal Academies to be opened and services of retired cricketers to be requisitioned

for umpiring, coaching, mentoring, talent hunting

7. ensure payment of one time ex gratia payment to all the cricketers who have retired 5

years ago.

8. to ensure a tie up by BCCI/state associations with private academies, where retired

first class cricketers will be recruited to train and coach the youngsters.

9. training of coaches and ex cricketers will be a priority. More Level I and level II

programs shall be organized,

10. India women Cricketers should get considerably enhanced pension.

11. Women Cricketers of pre BCCI- computerized era who played inter zonal

tournaments, to be given pension.

12. U-16 tournament for girls- BCCI should make it Board organized tournament.

13. Lady coaches, Trainers, etc to be encouraged. Level B and C courses should be held

by BCCI regularly.

14. Women Cricketers' match fees needs to be increased substantially.

15. Physically challenged cricketers to have a regular cricket structure, and tournaments

for every age group and their remuneration should be increased substantially.

cricketers and administration


Having my Cricketing career of good 24 years gave me excellent learnings of life, most

importantly to have sportsman spirit. I played 95 first class matches capturing 271 wickets as

Slow Left-arm Orthodox Spinner. I also scored 2974 runs with a century and 14 fifties. I have

also played 51 List A matches and 22 T20 domestic matches. I made my debut in first class

cricket in 1999 from Saurashtra. Born in 1981 at Jamnagar from where some of the legendary

like Jam Ranji, Duleepsinhji, Vinoo Mankad, Salim Durani are hailed.


Given a chance, I wish to be a great rapport between players and administration that can

bring great harmony. Not only required benefits to Cricketers, men & women, but also

benefits to their immediate families shall be voiced. Good Cricketing infrastructure in Rural

India also shall be my motto.

To work towards popularising women’s cricket pan India and alleviate

the status of women cricketers, past and present.


I have played for Karnataka (1973-1994, South Zone (1974-94), India (1975-1991) for many

years. I have led India from 1976 to 1985. I was the Joint Secretary of erstwhile Karnataka

Ladies Cricket Association. I was also the Chairman of the National Selection Committee

from 2002-2006 and again from 2013-2016. I have been in various Sub-Committees of BCCI

including Cricket Advisory Committee & Steering Committee of Indian Cricketers

Association.


I have been associated with the game of cricket for close to 5 decades now. The sheer passion

of playing, albeit with no monetary benefits, has kept me going. The love for the game has

only intensified with each passing day. If given an opportunity, I want to enhance the status

of women’s cricket by working in close coordination with BCCI. Women Cricketers of

yesteryears have sacrificed a lot but have succeeded in laying a strong foundation on which

the edifice is being built. Increased pension for international women cricketers, pension for

domestic women cricketers, group insurance for all cricketers and starting various welfare

schemes for cricketers will be the core issues I would like to take forward with BCCI if I am

provided an opportunity to serve on this committee. I would also like to work with BCCI to

provide lady Coaches, Trainers, Physiotherapists, Video analysts’ equal opportunities to work

with the Indian women’s team besides arranging to give them skill enhancement

programmes. I once again seek your support to enable me to serve the game better.

1. Cricket: Scored century in each innings in the Ranji Trophy final against Karnataka in 1978-

79. That season, I scored 657 runs to star in Delhi's maiden triumph.

I had started my international cricketing career in 1979 in World Cup in England and followed

it up with series against England. I participated in 1984 Asia Cup held at Sharjah. India won

the tournament and I was named Man of the Series.

2018-19 in the Junior and Senior BCA Board teams.

academies to start coaching for girls. Subsequently, I will propose to start an inter club

tournament for women in U16, U19 and senior category. I will represent in the Apex council,

need for counselling of parents of women cricketers through professionals to address their

concerns and thus obtaining more support from the families for the women cricketers.

I will try to put in a proper structure of women selectors, provide reasonable remuneration,

allowances and travel facilities during outstation tours, so that they can concentrate on their

job and get BCA the best of the players.

My special efforts will go towards ensuring improvement in women cricketers’ fitness and

diet. Organizing workshops by reputed Nutritionist and health experts will be on my agenda

as well.

I will create right rapport with various committees of BCA for providing necessary facilities

The HCA academy was closed a few years ago.

• To revive the old junior and senior zonal tournaments.

• As T20 Format has become prominent, Hyderabad needs a T20 Official tournament

for the players to experience and get used to the format which intern will help them to

improve their performance at National Level and stake a claim at IPL. This T20

tournament must be conducted for both men and women.

• To create a grievance Cell to receive and address genuine problems of cricketers (both

past and present, men and women) and place them before the Apex council for

amicable resolution.

Indian Airlines for 16 years.

Began cricket career in 1976, I led the state team for several years and won tournaments won

the vice- captain South ZONE under Shantha Rangaswamy’s Captaincy in the 2 day SZ vs

1. Introduce, encourage, facilitate, finance cricket at School-level by conducting Inter-

school and Club-level tournaments for exposure at an early age. For students who are

2. Opening of Cricket Academies in every district to attract prospective youngsters.

3. Sports Council Recognition to acquire grants for young cricketers, and proper

channelling of grants so received.

4. Encouraging and empowering former women cricketers to take up jobs as coaches,

trainers, umpires, match scorers, physiotherapists, psychologists, video analysts etc.

5. If and when offices are opened for ICA operations in each state / district/ zone, ex-

cricketers should be absorbed as office staff to take part in administration. Former

women cricketers should be given equal rights to be administrators therein.

6. More relevant Public Sector Undertakings to be approached to offer jobs to women

cricketers within their state.

I must add here that my husband is in a transferable job and it was my conscious decision to

devote my time (from 1994 till present) towards raising my two children. Now with them all

grown up, I would like to devote my time to cricket henceforth. I always had an urge to be

associated with cricket, the passion of my life, at some level again, and this opportunity to

give back to the game and the players (both former and current) comes as a blessing in more

ways than one.

Indians ( season 2009-2010 ) and Deccan Chargers ( 2011-2012 )” .


I as the representative of Punjab for ICA in Apex council would like to raise my voice for the

promotion of cricket in Punjab so that young players could get maximum opportunities to

play matches.

I would like to extend my helping hand to the young aspirants devoid of facilities. Besides

that, my prime focus lies in arranging various tournament for different age groups.

I would like to be a voice for the ex-cricketers of Punjab who are struggling financially to

make their both ends meet.

I would like to make sure this all is not going to be done for gaining any publicity, I sincerely

wish to uplift the standards of our youth and ex-cricketers so that they get a direction in their

life.

I feel arranging coaching, umpiring and other camps for ex-cricketers would genuinely be of

great help for them.

Highlighting the problems of young district level players who have the potential but cannot

afford the first class training facilities neither during practice sessions nor ground equipments

can serve tremendous help for their upcoming events.

I would like to bring under the notice of cricket association that daily allowance or match fee

of umpire,match Referees,selectors ,scorers as well as players and other officials is very

less,Even the salary of groundsmen is below the collectors'rate.

to all the women out there as well,Let it not only be men's game,let the women explore and

the world knows that how a woman can even excel in cricket.

The bottom line is we require first class training and infrastructural facilities at both district

I have played senior national tournaments since 1990 to 2005 and I have played Central

Zonal Matches, Inter Zonal (Rani Jhansi) from U.P. I was an all-rounder, I was a medium

pace bowler and middle order batswoman and my overall performance was excellent and in

many matches I was awarded the women of the Match. In 2002, I have played invitation

tournament in Sri Lanka. Throughout this I have organized many Central Zonal, State and

Local invitation tournaments & friendly matches. Currently I am working as a District P.T.I.

in basic Education in Gorakhpur and I conduct annual sports meet and through my immense

efforts and hard works I was able to bring women’s Cricket to basic Education. I give free of

cost coaching and kit/equipment to the poor girls who study in basic/University level. Apart

from this I do many social works for Welfare.

I want to let you all know that I am contesting for the post of ICA Apex Council Female

Membership from UP. My electoral No. is 01214. I humbly request you to vote for the

candidate who deserves to be on this post. A person who is active in sports and Creative

personality who takes collective decision in favour of Cricket and people. Since I have

worked with the poor Children so I know the ground reality of how the poor children’s

struggle to meet their basic needs as well as their sports needs. So I want to work for the

improvement of this condition and make cricket available for them without any hardship. I

have already been working hard in this matter and getting selected for this post will give me

opportunity to improve this condition in a much faster and larger level.

I want you have to select a candidate who keeps herself above the politics and works only in

favour of cricket and ex-cricketers. I will support all those who are serious about cricket but

cannot continue it due to financial and political challenges. The selection of a player should

wholly based on her performance from local level to state level. To provide accidental care to

those who got injured. The person who deserve in pool should be elected. I want to establish

tournament for the differently abled children on international disability day. There should be

appointed as assistant coach to the national side but could not join due to personal

commitment to ailing mother.

I have played cricket for the state for a span of 16 years at various levels including Ranji

Trophy, Inter University, Inter District, and Inter College & Club Levels. Captained HP

Ranji Trophy team with a role of an all rounder in 12 matches out of total 20 matches

&scored prolifically and took wickets. Was best all rounder of the state from year 1984 to

1987 for continuously 4 years and demonstrated excellent cricketing skills. I was a highest

scorer and highest wicket taker in a Ranji Trophy affiliation qualifying match for Himachal

Pradesh held at Mandi wherein Bishan Singh Bedi was an observer. Based on the

performance the HP got into the Ranji Trophy league.

After retirement from Cricket and already having attained management and legal

qualifications worked at senior levels as COO, President, Vice President and General

Manager in world renowned companies like Airtel, GMR, Skil Infrastructure Limited, Su-

Kam and Jagson Airlines limited. Having captained the state and acquired the excellent

communication and leadership skills my performance in the corporate sector was highly

appreciated by the business tycoons and captains of the country such as Mr Sunil Mittal , Mr

I. Motivation;

Meeting Sir Don Bradman in 1985 during the India-Australia U-19 test match was a

defining moment in my life. During breaks, I sat with him in the pavilion named after

him. He spoke about the grit and determination that sports people tend to develop as they

walk on the ground and play in the presence of thousands of fans and critics. The hits turn

them to Sport icons, the misses pull them to the lowest. That’s where characters are build.

That was my learning lesson and how I have set my life’s goals, learning from my cricket

life and taking successes and failures as learning lessons. In 1985 I opened innings with

Sunil Gavaskar, in tournament, my most respected senior. In “Gavaskar’s Column” he

wrote several times about my cricketing ability and leadership, which inspired me. While

in my everyday life I use the opportunity of my cricket learnings to build network among

cricketers, I also use that opportunity to train young cricketers in Bihar. Since 2001 after

the bifurcation of Bihar, cricket absolutely ceased to exist in Bihar. It is my home; I had

no option then. In those trying times I had thought to somehow keep the flames going. I

took the initiative to voluntarily train young cricketers (both men and women) for free.

Some of them went on to become national and international players in the limited

resources they had. Now, I want to pool all the resources to enhance skills of aspiring and

upcoming young cricketers in the region.
