1. Build an understanding of the IBM Program and how it can improve border operations efficiency.
2. Establish a Joint Border Committee to address constraints to border operations.
3. Develop and Action Plan for the Joint Border Committee.
4. Launch a partnership between USAID SATH and JBC to implement the Action Plan.

Way Forward
• JBC and SATH to meet in October 2011 to prioritize Action Plan activities for implementation.
• JBC and SATH to meet in November to flesh out activities and resources for the AP implementation.
• MIT, JBC, SATH mobilize resources from other donors for AP implementation.
• JBC with SATH assistance to set up a system to regularly collect information for monitoring border performance and impact of the AP implementation.
• JBC to give regular feedback on border performance to MIT/Malawi Trade Logistics Technical Working Group (MTLTWG) and SATH.
