Instructions tab:• Added 3 new substances and removed 17

substances (Refer to Appendix I).• Changed the description of

Migration Timeline• There is a 4-week transition window for migrating to the new PCD form beginning January 22, 2018 and ending on February 23,

2018. During this period, the old PCD Version 4/15/2016 Rev 001 and new PCD Version 3/20/17 Rev 001 will be accepted.

Medical Device & Monitoring and Control Instruments

The PCD has been updated to include requirements for Medical Devices & Monitoring and Control Instruments.

1. In IBM ES 46G3772 Section 1.2, you can see the complete definition for Medical Devices.

2. Added the Q11 Medical Device or Monitoring and Control Instrument to the Instructions tab. The question refers to whether this PCD is “for a medical device or a monitoring and control instrument including industrial monitoring and control instruments”. This is a required question and must be answered by Yes or No.

1. RoHS exemption 7(c)-IV was re-activated in the PCD and can now be selected. Although this exemption was assigned an expiration date of July 21, 2016, it did not expire as was initially thought. A prolongation of the expiry date is under review by the European Commission.

2. Only exemptions in black may be used for IBM deliverables. The grayed-out exemptions are those that have expired and/or are not applicable to IBM IT products. If an expired exemption applies, the supplier should contact their IBM procurement representative.

1. Included the changes to exemptions 9(b), 13(a) and 13(b) based on European Union Commission Delegated Directives 2017/1009, 1010 and 1011.

2. Exemptions that had different expiration dates based on the type of equipment were split into sub selections and roman numerals such as i, ii, iii, etc. were assigned to distinguish them for data management purposes.

3. A warning is displayed if multiple sub selections arechecked for exemptions 9(b), 13(a) and 13b.

Based on data gathered by WSP over a 10-month period, these are the common errors found in the Reportable tab. We will be discussing in the next slides ways to prevent or eliminate some of this error.

Reportable Tab Error - Use of Prohibited Special Characters

1. With the new PCD version 3/20/17 Rev. 001, the instruction is removed from the Reportable tab and the restriction is now limited to four characters: { } ~ | (Refer to Slide 36).

2. This restriction applies to all tabs in the PCD and no longer varies per tab.3. A critical error is displayed to alert supplier if a prohibited special character is used.

1. In this example, Beryllium Metal and 1,2-Benzenedicarboxylic acid, di-C9-11-branched alkyl esters, C10-rich were declared in the wrong chemical category.

2. For substances being declared, you should always read the guidance in the Reportable tab as there are some chemical categories which refer to specific CAS numbers.

3. Additional instruction and reporting threshold limits are provided in Table 4 of IBM ES 46G3772.

1. Supplier should declare Reportable substance(s) when they occur above the reporting thresholds specified in Table 4 of IBM ES 46G3772. If a substance is below the reporting threshold, it does not need to be declared it in the PCD.

1. In the first example, only the CAS number is provided and the corresponding substance name is left out. At the very least, the substance name and CAS number pair should be provided to make sure the correct substance is being declared.

2. The second example is a wrong CAS Number where number 4 and 6 is interchanged. 3. The third one is an example where the substance name is abbreviated. To better identify the substance, always make sure to provide its complete

substance name.4. Make sure that the declared substance is paired with the correct CAS Number. The referenced annexes in IBM ES 46G3772 include lists of example

compounds and CAS numbers. The annexes are not all inclusive unless stated.

The new PCD version is released on January 22, 2018. Starting on this day until February 23, 2018, the old PCD Version 4/15/2016 Rev 001 and new PCD Version 3/20/17 Rev 001 will be accepted. Effective February 24, 2018, WSP will only accept the new PCD Version 3/20/17 Rev 001.

Always refer to IBM Engineering Specification 46G3772 in completing the PCD form. It can be downloaded from: Baseline Environmental Requirements for Supplier Deliverables to IBM (E.S. 46G3772).

Read the Instructions on each tab when completing the PCD.

The PCD is an MS Excel-based sourcing template with 17 tabs. As a best practice, start with the Instructions tab and work your way through the required tabs based on the guidance provided in the Instructions tab. All 11 questions must be answered on the Instructions tab.

A new question - Q11 Medical Device or Monitoring and Control Instrument has been added to the instructions sheet. When Q3 RoHS Substances and Q11 are both answered Yes, supplier can select applicable exemptions from the RoHS Annexes III Exemptions Tab and RoHS Annex IV Exemptions Tab.

Supplier Questions tab is intended for any comments or clarifications that suppliers want to share with IBM regarding responses to the PCD. Images can be inserted here provided that the PCD file size will not exceed 5MB.

Data Summary is the last tab in the PCD. It summarizes all contents from earlier tabs. Suppliers are encouraged to check this tab after completing all information. It will any display error message(s) found in the PCD. Make sure that all errors have been corrected before submitting the PCD.
