The International Air Transport As-sociation (IATA) 73rd Annual Gen-eral Meeting (AGM) approved a resolution calling for governments to implement policies to accelerate the deployment of sustainable avia-tion fuels (SAF). The resolution also reaffirmed the industry’s com-mitment to work with governments to implement the Carbon Offsetting and Reduction Scheme for Interna-tional Aviation (CORSIA) global CO2 emissions agreement.

NAC delivers two Bombardier Dash 8-Q400s on lease to SpiceJet

Nordic Aviation Capital (NAC) has confirmed that it has delivered two Bombardier Dash 8-Q400s, MSNs 4340 and 4345, on lease to SpiceJet. This brings to six the total number of aircraft that NAC currently has on lease to the airline. SpiceJet is a low-cost airline headquartered in Gurgaon, In-dia. The airline connects its network with a fleet of Boeing 737s and Bombardier Q-400s.

airBaltic takes delivery of an additional CS300 aircraft

Bombardier has delivered another CS300 aircraft to airBaltic, less than a week after SWISS’ first CS300 delivery milestone. airBaltic’s new CS300 aircraft will be showcased at the 2017 International Paris Air Show. airBaltic is planning to open at least 13 new routes with the CS300 in 2017. The airline currently operates the CS300 aircraft on popular routes such as Amsterdam, Barcelona, Rome, Mos-cow, London, Paris, Vienna, Athens, and Madrid.

AerFin completes teardown of Airbus A319-100

AerFin (uK) has completed the teardown of an Airbus A319-100, MSN 3077. The 2007 narrow-body aircraft was acquired from a Mexican fi-nancial Institution, Sociedad Financiera Inbursa, S.A. de C.V, SOFOM, E.R., Grupo Financiero In-bursa, in November 2016. StandardAero to provide PW125B en-gine maintenance and field services support for VLM Airlines

StandardAero Turboprops & Fleets business unit has been selected to provide PW125B en-gine maintenance and field services support for Antwerp, Belgium-based VLM Airlines’ fleet of six Fokker 50 model aircraft. Engine maintenance will take place at StandardAero’s European Service Center (ESC) located at Til-burg, the Netherlands, for in-region engine shop support as well as at the company’s Win-nipeg, Canada facility. Field services support will also be available onsite at VLM’s base in Antwerp. The new, two-year agreement was completed on May 16, 2017 and was modeled on a previous successful agreement.

PPG announces revolutionary secondary fuel vapor barrier for transport aircraft

A new sprayable secondary fuel vapor barrier is in development by PPG that uses ultravio-let (uV) radiation to cure in seconds, instead of 24 hours or more, and can greatly reduce production cycle times for commercial aircraft manufacturers and subcontractors. The revo-lutionary PPG eco-friendly sealant uses PER-MAPOL polymer technology and is expected to be commercialized in early 2018. Aviation certification authorities require application of secondary fuel vapor barriers to the exterior of center wing box fuel tanks for all transport aircraft having them. These sealants are elas-tomeric coatings that provide a redundant level of sealing should the internal primary integral fuel tank seals ever be compromised. They are intended to protect, or contain, any vapor and fuel from leaking into the cargo bay and contacting electrical cables, which could have catastrophic consequences.Bill Keller, PPG global market segment man-ager for aerospace sealants, said the new PPG secondary fuel vapor barrier offers the greatly reduced production cycle times required to build planes faster and with greater efficiency.“I have met with aircraft manufacturers from around the world who said having a rapid-curing, easy-to-use product was an absolute priority,” Keller said. “A uV-cured, sprayable secondary fuel vapor barrier sealant based on Permapol technology by PPG will be a perfect fit for these customers.”

Cebu Pacific of the Philippines has placed an order with Airbus for seven A321ceos to meet ongoing strong growth on its domestic and regional network. The latest contract comes on top of an existing order for 32 A321neos. The aircraft will start joining the carrier’s fleet next year. Manila-based Cebu Pacific is one of Asia’s leading low-cost carriers. Operating domestic, regional and long-haul services, the carrier flies to over 60 destinations in Asia, Australia, the Middle East and the uSA. The carrier’s in-service Airbus fleet currently comprises 36 A320s and four A319s flying on domestic and regional services, plus eight wide-body A330-300s operating on high-capacity regional and long-haul routes.

T.S.M (TSM) with two additional MD-83SF freighter conversions. The first MD-83 aircraft (MSN 53288) will commence modification at the beginning of June, and will be re-deliv-ered to TSM in September 2017. Commercial Jet’s Miami, Florida facility will perform the modification and maintenance requirements on the first aircraft. The second MD-83 (MSN 53289) will commence modification on June 26 and will be re-delivered to TSM in October 2017. Commercial Jet’s Dothan, Alabama fa-cility will perform the modification and main-tenance requirements on the second aircraft. TSM represents the largest overall operator of AEI’s MD-80SF series converted freighters. In-cluding this order, TSM will operate a total of seven AEI MD-80SF series freighters.

AJW Technique secures certification from Canadian Controlled Goods Program

AJW Technique, based in Montreal, has been granted certification under the Controlled Goods Programs (CGP) of the Canadian Fed-eral Government. The programme, which is administered by the Department of Public Works and Government Services Canada (PW-GSC), regulates the examination, possession, and transfer in Canada of controlled goods and/or controlled technology. The certifica-tion permits AJW Technique to possess or transfer controlled goods in accordance with the Defence Production Act and the Con-trolled Goods Regulations and perform MRO on Inertial Reference units for commercial aircraft, which are classified as IATA Dual use. As the certification is a core requirement in order to act as a supplier for any military or government programs, it would also allow AJW to expand into the military sector.

Lufthansa Aviation Training (LAT) is to buy 25 new Cirrus SR 20 aircraft for its flight training school in Phoenix, Arizona. The total volume of investment will amount to around €11.5m. Trainee pi-lots at Lufthansa Aviation Training’s uS base have been learning their skills in single motor F33A Bonanza aircraft from the manufacturer Beechraft since the year 1972. “With the new single mo-tor Cirrus SR 20, the trainees will not only be flying aircraft fitted out with all the latest features, it will also mean a 50% cut in operational and maintenance costs”, says Rainer Hiltebrand, CEO of Lufthansa Aviation Training.Around 350 pilots a year are trained at the flight training school in Arizona. The majority of them then go on to become pilots for the Lufthansa Group. But customers such as the German Armed Forces and other airlines like KLM and All Nippon Airways (ANA) also send their pilots to Phoenix to be trained. Delivery of the new training aircraft will start in October. All of the new aircraft should have been received in Arizona by February 2018. They will carry the logo of the European Flight Academy. LAT has grouped together its training schools in Germany, Switzerland and the uSA under this single brand name.

West Star Aviation has reported that its new dedicated landing gear facility, located in

Grand Junction, CO is now officially open for business. West Star Aviation celebrated the grand opening with an open house at the fa-cility on May 26, 2017. The newly re-designed 20,000 ft². facility was acquired by West Star in February of 2017 and will allow West Star to continue supporting Challenger, Hawker, and Embraer Phenom landing gear overhaul and repair.

MRO & PRODuCTION NEWS HeliKorea orders three GrandNew helicopters for Emergency Medical Service

The GrandNew light twin helicopter expands in the Republic of Korea with the order of three units by HeliKorea for Emergency Medical Service (EMS). The first two helicopters will be delivered at the end of 2017 while the third will be added to the fleet in 2018. These aircraft will join two AW169s ordered by HeliKorea in 2016 for EMS missions. Helikorea is the biggest helicopter air transportation service provider in South Korea, operating a total of 26 helicop-ters. It offers offshore transportation with Korea National Oil Corporation (KNOC), Emergency Medical Service with National Medical Center, cargo support and firefighting services to fight mountain forest fires.

GAMECO accomplishes first A380 6-year check in China

On Jun 2, China Southern Airlines (CSA) B-6016, the first A380 with a 6-Year check, was rede-livered for service with a bright new look for the cabin and airframe after heavy maintenance and repainting, also symbolizing GAMECO’s milestone of the first A380 6-Year Check in China. In 2011, CSA started introducing the A380 to its fleet. After 6-years of operation, CSA’s five A380s will successively move forward to a full-scale “physical check”. On Mar 1,2017, the first domestic A380 3C check (6-year check) began in the GAMECO Hangar. After a 75-day heavy check and 19 days repainting, the aircraft was redelivered on Jun 2, 2017. The 6-year check covers a wide scope of tasks, including more than 1250 job cards and over 120 EO MODs, with an average 90 mechanics working on the aircraft every day, and even up to 140 mechanics for peak hours. Aircraft parts on the upper floor and lower floor of the cabin were all removed for refurbish-ment, including 18 galleys, 14 lavatories, 506 seats, and thousands of accessories being painted, polished or replaced. The whole cabin is now ready to welcome passengers with a new look.

Safran in exclusive discussions with Hex-cel for sale of Structil

Safran Ceramics, along with co-shareholder Mitsubishi Chemical Corporation, have started exclusive discussions with Hexcel to sell all shares and voting rights in the company Struc-til, jointly owned by Safran Ceramics (80.05%) and Mitsubishi Chemical Corporation (19.95%). Structil become part of Safran when the latter acquired SNPE’s energetic materials business in 2011. Structil designs, produces and sells structural adhesives and high-performance carbon-fiber composite materials for aerospace and other high-tech industries. In 2016 Structil recorded sales of €19m (uS$21m); it has about 70 employees at its plant in Vert-Le-Petit, near Paris. Hexcel, a benchmark vendor for Safran, is a global leader in advanced composites tech-nology. It has over 6,300 employees worldwide, including more than 1,000 in France at five plants, and posted sales of about uS$2bn in 2016 (more than one-fourth in France). Over 85% of its sales are to the aerospace sector, including products for airplanes from Airbus (especially the A350 XWB) and Boeing, and the LEAP engine from Safran.

IATA revises 2017 industry profitability outlook upwards

The International Air Transport Association (IATA) revised its 2017 industry profitability out-look upwards. Airlines are expected to report a uS$31.4bn profit (up from the previously fore-cast uS$29.8bn) on revenues of uS$743bn (up from the previously forecast uS$736bn). “This will be another solid year of performance for the airline industry. Demand for both the cargo and passenger business is stronger than expected. While revenues are increasing, earnings are being squeezed by rising fuel, labor and main-tenance expenses. Airlines are still well in the black and delivering earnings above their cost of capital. But, compared to last year, there is a dip in profitability,” said Alexandre de Juniac, IATA’s Director General and CEO. In 2017 airlines are expected to retain a net profit of uS$7.69 per passenger. That is down from uS$9.13 in 2016 and uS$10.08 in 2015. The average net profit margin stands at 4.2% (down from 4.9%

in 2016). “Airlines are defining a new epoch in industry profitability. For a third year in a row we expect returns that are above the cost of capi-tal. But, with earnings of uS$7.69 per passen-ger, there is not much buffer. That’s why airlines must remain vigilant against any cost increases, including from taxes, labor and infrastructure,” said de Juniac.While overall industry performance is strong, major regional variations remain. About half the industry profits are being generated in North America (uS$15.4bn). Carriers in Europe and Asia-Pacific will each add a uS$7.4bn profit to

the industry total. Latin America and Middle East carriers are expected to earn uS$800m and uS$400m respectively. Airlines in Africa are ex-pected to post a uS$100m loss.

Bedek Aviation Group to establish facility in Mexico for converting Boeing Pax 767-300’s into freighters

The Bedek Aviation Group of Israel Aerospace Industries will open an aircraft conversion site in Mexico City for conversion of Boeing 767-300s into freighters, to be run by Mexicana MRO Services as Bedek’s sub-contractor. The first aircraft for conversion is expected to be inducted by the end of June. Dozens of Mexicana employees, including structural engineers, electricians, mechanics and engineers employed in maintenance of aircraft of the B767-300 have undergone training at IAI. The Bedek Aviation Group has a reputation as one of the largest, most efficient centers for conversion of, B737, MD-11, B747, B757 and B767 aircraft from passenger to freight-er configuration, as well as for the range of supplementary services it offers its customers. Be-dek’s modern facilities provide a full range of maintenance and overhaul services for an array of wide-body and narrow-body aircraft. Bedek’s customers include aircraft leasing companies, air-lines, aircraft manufacturers, and air cargo companies. In light of market forecasts of continued growth in the demand for conversion into freighters, IAI estimates that the collaboration with Mexicana will yield projects worth tens of millions of dollars in the coming years. As owners of the supplementary type certificate for the conversion, IAI will retain engineering authority and overall responsibility for the conversions performed at the conversion site.

Vector Aerospace supports Pakistan Navy Sea King helicopter refurbishment program

Vector Aerospace Corporation, a global independent provider of aviation maintenance, repair and overhaul (MRO) services, has recently commenced a contract with the Pakistan Navy for the return to service of three Leonardo Helicopters (ex-Westland) Sea Kings at its Fleetlands facility in Gosport, Hampshire, uK. Work on the contract is being performed by Vector’s uK-based Aviation Services team, previously responsible for depth maintenance of the uK Min-istry of Defence’s Sea King helicopter fleet. A total of seven former uK MoD Sea King aircraft have been acquired by the Pakistan Navy under a separate contract signed last year. The main-tenance program for the Sea Kings has now commenced, with the completed aircraft due to be shipped to Pakistan later this year.

Kazakhstan’s Air Astana will start weekly non-stop flights from Frankfurt/Main to uralsk in Kazakh-stan from June 14, 2017. Air Astana’s new service, which will operate on Wednesdays, is in response to growing demand for international services to and from uralsk to better serve the 230,000 in-habitants in the far west of the country. The re-gion boasts growing economic production across the energy, mineral resource, and mechanical engineering sectors. Agricultural production also plays an important role within the local economy. Agreements with partner airlines mean that pas-sengers in both directions can connect seamlessly in Frankfurt across extensive flight networks in Europe and North America.

American Airlines will continue its investment at LAX, committing more than uS$1.6bn over the next 15 years. The investment will go toward im-provements of Terminals 4 and 5. American’s let-ter of intent sets the framework for negotiation of a new 15-year lease agreement and features air-port improvement projects that would be made possible by the investment. The agreement also paves the way for American to receive additional gates as they continue to grow their operation and add destinations. “This investment will not only improve the customer experience, but it will

also give our employees a better place to work every day while allowing us to continue to grow in the marketplace,” said Doug Parker, Chairman and CEO of American Airlines. “It’s an exciting time for the u.S. airline industry and for Ameri-can in particular. Commsoft’s MRO IT system, OASES, has been chosen by the Lithuanian-based operator, Grand Cru Airlines. Grand Cru is EASA AOC and PART 145 certificate holder, providing dry lease and aircraft management solutions in fast-growing, emerg-ing markets. It will be using OASES to support its two Boeing 737-300 airliners and an Airbus A320-231. The contract with Commsoft also covers the fleet of four Boeing 737-400 aircraft operatedby GetJet Airlines, ACMI/Wet Lease and aircraft charter provider, based in Lithuania.

Etihad Cargo and Royal Air Maroc Cargo have signed a Memorandum of understanding (MOu) which will see the two airlines cooperate in a number of areas, including network develop-

ment, freighter deployment and increasing traffic on several trade lanes over the next nine months. The MOu was signed at Royal Air Maroc’s head-quarters in Casablanca. The airlines will spend the next nine months growing traffic through joint network development, including freighter de-ployment, and identifying further areas of coop-eration. Royal Air Maroc Cargo operates one Boe-ing 737 freighter, which will be complemented by Etihad Cargo’s freighter fleet of 10 aircraft – five Boeing 777Fs and five Airbus A330Fs – as well as belly hold capacity on a combined fleet of more than 150 passenger aircraft from both airlines.

John F. Kennedy International Airport (JFK) Ter-minal 4 is planning to modernize their Security Operations Center (SOC) with Thales – a world leader in airport security, providing smart airport solutions. This three-year contract is part of an extensive security modernization project at JFK Terminal 4 to enhance the situational awareness of its security operations. Thales will deliver an Airport Operation Control Center (AOCC) plat-form that provides processes and procedures to make management of security and operations of the airport terminal smoother and more efficient.

Thales will also provide a command and control center to enhance situational awareness of termi-nal activities while giving the operators complete functionality of all subsystems and enabling the proactive response of security personnel. Thales will lead the system integration in cooperation with key airport stakeholders, and provide airport security engineering services for the next three years. In 2015, JFK Terminal 4 – the first and only privately operated air terminal in North America, operated by JFKIAT, LLC. – completed a multiyear, multibillion dollar expansion and renovation of its physical terminal to ensure it had the infrastruc-ture in place to match its growth expectations. The terminal is the largest and busiest at JFK, pro-cessing more than 20.6 million travelers annually.

On June 7, a new chapter in Eu-ukraine aviation relations started, with the official launch of a new cooperation project between the European Aviation Safety Agency (EASA) and State Avia-tion Administration of Ukraine (SAAU) in the area of airworthiness. The three-year project, managed by EASA, is designed to support the implementation in ukraine of Eu airworthiness rules, and thus prepare the country’s participa-tion in EASA’s activities. The launch follows the signature of an arrangement between the Eu-ropean Commission and the State Aviation Ad-ministration of ukraine on the convergence of certification systems on January 16, 2017. To support this arrangement, the project will fo-cus on the development and implementation of a so-called “Convergence Document”, and on technical cooperation activities in the fields of initial and continuing airworthiness. Luc Tytgat, EASA’s Director for Strategy and Safety Manage-ment, said: “EASA supports SAAu’s endeavors to transition towards Eu-based requirements and standards in the area of airworthiness. The EASA-SAAu Airworthiness Convergence project will further enhance the partnership and coop-eration between the Eu and ukraine in aviation.”

Based on principles that have been debated for years, President Trump has endorsed a proposal to privatize air traffic control in the u.S. with the signing of a memo and letter to Congress. The move forms a part of Trump’s uS$1 trillion initia-tive to rebuild the country’s ageing infrastructure, which includes old and inefficient airports.If it comes into effect, the blueprint would see the detachment of air traffic control from the Federal Aviation administration within the next three years. Trump has promised to “dramatically improve” the tracking of airplanes with global po-sitioning satellites which should be a cheaper op-tion to the current radar and radio signals meth-od. Democrats have argued that it would not be cheaper for passengers, while it also allows for private businesses to maximize profits, leaving underserved areas unimproved.The proposal has the backing of the association which represents air traffic controllers and other industry players, including pilots.

StandardAero continues to break new ground, achieving another Supplemental Type Certifi-cate (STC) for the first Honeywell JetWave Ka band global high-speed broadband connectivity solution available for Gulfstream G-IV business aviation aircraft operators. In November of last year, StandardAero received a similar STC for a JetWave system for Falcon 900/B/C/EX series air-craft. StandardAero completed its first STC for this Gulfstream G-IV installation on June 1 and the sys-tem included an exclusive high performance Ka radome, made available through its partnership with the experts at Communications & Power In-dustries (CPI) LLC’s Radant Technologies Division, located in Stow, MA. The STC, which includes a ra-dome and installation kit, is now available to the market.

The European Commission on June 8th, delivered on its ambitious Aviation Strategy for Europe by

adopting a series of measures to further support open and connected aviation markets in the Eu-ropean union and beyond. The four initiatives presented on June 8, aim to safeguard competi-tion and connectivity in aviation, facilitate invest-ments in European airlines and enhance the ef-ficiency of European skies. This will reinforce the competitiveness of European aviation, which is a strong driver of job creation, economic growth and trade. As a result of these initiatives, citizens will benefit from better value flights to a greater choice of travel destinations in Europe and world-wide. European airlines will have better access to investment and benefit from a more level play-ing field when operating outside of Europe. This will allow the sector to grow and create jobs and prosperity in Europe. Vice-President for Energy union Maroš Šefčovič said: “Our Aviation Strat-egy of December 2015 set an ambitious vision for the future of European aviation. Since then, we have worked hard to implement this vision jointly with all stakeholders. Today’s proposals aim at maintaining Europe’s leadership in international aviation, as well as at improving connectivity and airspace efficiency. A strong and sustainable Eu-ropean aviation sector is essential to support the Eu’s economy and climate goals.”Commissioner for Transport Violeta Bulc said: “We want to ensure that Europe remains a leader in international aviation, well connected to fast-growing markets, with efficient European skies. The success of European aviation is based on open and connected aviation markets. Our ac-tions should deliver concrete benefits for passen-gers, workers and the aviation industry.”

Only weeks after TUI had said that negotiations with Etihad to create an airline specifically tar-geting the leisure-focused budget airline sector of the German, Austrian and Swiss markets, the Gulf carrier has walked away from the deal. The proposal involved Niki, a subsidiary of partly Eti-had-owned Air Berlin, and TUI fly, a subsidiary of

• Finnair’s overall capacity in May increased by 1.2% year-on-year, and traffic grew by 12.8%. The passenger load factor for May rose by 8.4 points to stand at 81.3%.

• Ryanair’s May 2017 traffic grew 11% compared to May 2016, and the load factor rose 1.0 points to 95% compared to the same period in 2016.

• Alaska Air Group has reporteda 7.6% increase in traffic for May 2017 on a 5.9% increase in capacity compared to May 2016. Load fac-

tor increased 1.4 points to 86.5%.

• Hawaiian Airlines has an-nounced its system-wide traffic statistics for the month of May. Traffic for the month was up 8%, while capacity increased 5% com-pared to the last year. The load factor improved 2.4 points to 86.7%.

• Allegiant Travel Company re-ported preliminary passenger traffic results for May 2017. Traf-fic increased 10.5% and capacity increased 12%. The load factor

for May was down 1.2 points to 83.9% compared to May 2016.

• International Airlines Group traffic in May increased by 1.8% versus May 2016, while Group capacity rose by 0.9%. Group load factor increased 0.7 points to 80.5%.

• SAS’ May 2017 scheduled traf-fic increased 8.0% and capacity for the month was up 7.2%. The load factor increased by 0.5 points 74.0% versus last year.

• Southwest Airlines reported May traffic was up 3.4%, while capacity increased 4.0% versus las year. The May 2017 load factor was 85.4%, compared with 85.8% in May 2016.

• UAL’s May 2017 consolidated traffic increased 2.6% and con-solidated capacity increased 3.7% versus May 2016. uAL’s May 2017 consolidated load factor de-creased 0.9 points to 81.6% com-pared to May 2016.

role at oneworld’s mid-year Board meeting, held in Cancun, where airline industry lead-ers from around the world are gathering for the IATA annual meeting, which opened June 5. He succeeds Ivan Chu, who has moved on from his role as Chief Executive of Cathay Pacific Airways to become Chairman of John Swire & Sons (China), after leading the alliance for two years. His successor as Cathay Pacific Chief Executive Officer, Ru-pert Hogg has also taken his position on the oneworld Governing Board.

• GA Telesis has appointed Marc Cho as its Chief Investment Officer. In his new role, Mr. Cho will entail oversight of GA Telesis Capital Management as well as managing and monitoring the company’s portfolio of assets, devising strategies for capital and

the German travel group TuI. On announcing that talks had ended, Etihad stated that Nikki was no longer available for the joint venture.Sources close to the proposed joint venture have said that the deal collapsed because “the sums did not add up,” basically because the cost of run-ning the joint venture would be a struggle to be competitive against other low-cost rivals.In December last year, TuI said the new airline would have roughly 60 aircraft and a seat capac-ity of 15m. TuI would have held a 24.8% stake and Etihad 25%; the remaining 50.2% held by the private foundation NIKI Privatstiftung, which also owns the Austrian NIKI airline alongside Etihad.TuI has made it clear it is still open to a deal with another carrier, indicating that it is looking for outside help to promote growth in its German airline business, but may struggle owing to anti-competition concerns.Meanwhile, this latest move has seen further questions asked about loss-making Air Berlin, Germany’s second-largest airline, which is cur-rently relying on cash injections from Etihad to stay alive. The German carrier booked losses amounting to €1.2bn (uS$1.3bn) for the last two years and made it clear this Wednesday that it was willing to work with Germany’s biggest air-line, Lufthansa.
