Potential Actions to advance the work of the IASC AAP PSEA TaskTeam presented during the IASC WG meeting 25-26th of October 2016
• Ensure the IASC WG membership reflect our collective commitment towards localization and facilitate participation of national actors (such as the NEAR network) to advance AAP
• Facilitate the collaboration with diaspora organizations acting as a bridge with national organizations, by institutionalizing diaspora’s engagement within the IASC WG through the existing set-up
• Support reinforcement of AAP and PSEA responsibilities of Humanitarian Coordinators
• Ensure communities play a central role in monitoring progress on the WHS commitments and the 51 commitments under the Grand Bargain
Actions to advance AAP in the IASC WG workplan’s strategic priorities
• Ensure affected populations and national actors play a key role in : the development of the core elements of the new business
model to assess and address needs and vulnerabilities in a comprehensive manner.

Effective response to emergencies and protracted
crises
• Build upon the newly launched IASC Policy on Protection in Humanitarian Action to operationalise AAP and PSEA . The Yemen HCT protection strategy has for instance 2 protection outcomes related to AAP and PSEA.
Accountability and Inclusivity
• Provide an opportunity of exchange between the various subsidiary bodies delivering on this priority to ensure synergies and shared understanding
• Facilitate national actors ownership in operations and engagement at global level.
Financing
• Support mentoring and institution building of national actors to facilitate their access to funding
• Advocate for funding to set up PSEA coordinator positions in country and for the roll out inter-agency community-based complaints mechanisms
• Advocate for donors to include AAP and PSEA (both at agency and collective level) as essential funding requirements in grant applications

• Feed the learning from the 3 projects into the revision of the Sphere handbook, to ensure integration of cross-cutting themes and coherent tools for “users”.
• Be clear that: “Just because we don’t ask the question it doesn’t mean the bad thing isn’t happening, it just means we aren’t fixing it!”
• Be ready to openly discuss issues coming out from accountability mechanisms including issues of corruptions.
• Reiterate our commitments towards accountability to affected populations understanding it is a long term process not a one-off tick-the-box exercise
• Reflect on a combination of incentives / “carrots” and “sticks” at different levels (donors, management, HR) for instance ensure « responsiveness » is core in the organisation ‘s competency framework ( responsiveness within the organisation, with partners and with affected communities)
• Discuss corruption at an inter-agency level to ensure a collective approach to deal with roadblocks, issues of visas, customs blockages etc…

Update from worstream 3
On 19/10/2016 the Emergency Relief Coordinator sent a message to allHumanitarian Coordinators to share the Best Practice Guide to Establish Inter-Agency Community-Based Complaint Mechanisms and its accompanying Standard Operating Procedures
“Mr. William Swing, as IASC Champion on PSEA, and I count on your support in rolling out the Best Practice Guide and SOPs and making sure they are effectively used at field level by your PSEA Focal Points and network. “Stephen O’Brien
IOM liaison to the UNWG on PSEA
This liaison is essential indeed and is part of our task team objective 3.1 “ ensure that the IASC PSEA workstream complement other PSEA related initiatives and addressed gaps at the field and global levels”
After consultation the IASC Working Group has endorsed IOM to serve as the official liaison between the IASC and the UN Working Group on SEA in an effort to better integrate the work of both groups.
