SUMMARY REPORT

Tunis, 15 – 17 October 2008

I. OPENING AND CLOSING CEREMONIES

OPENING CEREMONY

The opening ceremony of the maiden meeting of the Scientific Committee of the 2008 – 2011 term of the Union of Producers, Transporters and Distributors of Electric Power in Africa (UPDEA) took place on Wednesday, October 15, 2008 at Hôtel KARTHAGO Le PALACE in Tunis, Tunisia.

It was chaired by Mr Othman Ben ARFA, the Chief Executive Officer of Société Tunisienne d’Electricité et du Gaz (STEG) [the Gas and Electricity Utility of Tunisia].

Two speeches were made during the opening ceremony by UPDEA Secretary General and the Chairman of the Scientific Committee (Managing Director of STEG).

Mr Abel TELLA, UPDEA Secretary General, was first to take the floor apologised on behalf of UPDEA President, who was unable to attend meeting due to last-minute family and professional constraints. He then thanked the Managing Director of STEG for the steps his company took at short notice to hold the meeting and emphasised that Mr. Othman Ben ARFA in his new role will make the Union benefit from both his personal experience and the competence of STEG.

Actually, to carry out its mission to seek technical solutions to current issues facing the Union, the Scientific Committee must justify the appropriateness of the financial and human resources placed at its disposal by Member Companies. He concluded by specifying the objective of the maiden meeting of the Scientific Committee, namely: revitalising Review Committees through the ingenuity of members.

In his speech, the Chairman Mr. Othman Ben ARFA, Chief Executive Officer of STEG, after underscoring the fact that the holding of the maiden meeting of the Scientific Committee in Tunis is an honour not only to STEG, but to Tunisia in general, welcomed all delegates to Tunisia, which they were to consider as their second fatherland. He noted with satisfaction that the establishment of AFSEC remains the highlight of the work accomplished by the outgoing Scientific Committee.

After recalling that the Scientific Committee is a meting point for the exchange of ideas and experiences by experts of Member Companies of the Union, he described the current context, characterized by the serious global financial crisis, the costs of commodities that are yet unfavourable, interconnection infrastructure of the sector in Africa which remain at their teething phase and above all the fact that although Africa accounts for 17% of the world’s population, it produces a mere 4% of its electric power needs.

He ended by outlining the framework for drawing up the schedule of activities for 2008 – 2011: avoiding errors of the past, taking advantage of the strengths of our Companies, consolidating the efforts made, identifying the interests of Member Companies, and above all sending across a different message about our companies in the new world order.

CLOSING CEREMONY

The closing ceremony took place on Thursday, March 16, 2008 at the Hôtel KARTHAGO Le PALACE in Tunis. It was chaired by Mr Othman Ben ARFA, the Managing Director of Société Tunisienne D’Electricité et du Gaz (STEG) [the Gas and Electricity Utility of Tunisia]

In his speech, Mr. Othman Ben ARFA reiterated the promise to spare no effort to ensure the smooth coordination of the programmes adopted.

In closing the maiden meeting of the Scientific Committee, Mr. Othman Ben ARFA expressed his pride and confidence in the future of the Union in light of the quality and rigour of its experts. He congratulated all Delegates on the quality of the work done and above all for the drafting of the general report which was completed in time so the closing ceremony could happen as scheduled. He, however, reminded them that success will only be gauged by their ability to honour commitments within the required timeframes.

He concluded by wishing everyone God’s blessings and a safe journey back.Finally, on behalf of participants, a vote of thanks and a special vote of thanks were extended by the Secretary General of the Union to the Staff and Managing Director of STEG, as well as to the President, Government and people of Tunisia.

The technical visit organised by STEG to the El Haouria wind energy plant at Sidi Daoud – Cap Bon, took place on Friday, October 17 from 8:30 am to 6pm.

II. SYNTHESIS OF PAPERS

OPENING CONFERENCE:

From a list of appropriate performance indicators, the author of the paper demonstrated how the strategy implemented by STEG was able to unfailingly achieve electrification objectives with a huge contribution from REs.

In response to the questions put to him, he explained how financing and technical hurdles were overcome. The various partners honoured commitments because the project set-up showed its efficiency through the integration of efficient energy management solutions, complementarity between the various types of REs and the drawing up of an appropriate regulatory framework. He also pointed out the subtle differences between Clean Development Mechanism financing solutions and REs financing source, notably for long-term projects.

1st PAPER:

Tunisia’s long-term rural electrification development programme which started in 1976, revolved around a new technical solution (lay-out of a 4-phase network (1482) and a single-phase network (neutral at 54.62 with grounding every 300m) and a clear partnership framework between STEG, Companies, the Government and populations/customers. This technical solution set out to eliminate certain obstacles, in particular the slow down in rural economic development due to the immediate adaptation of the network to the requirements imposed by the presence of MV in developing areas.

VALMONT presented the various products and services it manufactures and supplies.The products mainly concern poles for transmission, distribution, street lighting, telecommunications and signalling networks.

Their main benefits concern: safety (a solution against vandalism), the reduction of implementation costs (their very low linear density compared with wood and concrete, but with often better technical specificities), the reduction of maintenance costs due to resistance to attacks from the environment (weather, insects and animals). However, VALMONT gave no reference prices.

Although AFSEC is already operational following the setting up of management organs, it is facing some difficulties operating correctly mainly because it is yet to have a treasurer, no member country has yet accepted to receive its headquarters permanently and all National Technical Committee are yet to be formed, in particular in all Central African countries. AFSEC’s Secretary General once more requested that the experts of UPDEA Scientific Committee convey the request to their respective countries. This is especially important as AFSEC wants to start by standardising the measuring systems and devices to which Union members attached a lot of importance.

III. ORGANISATION OF THE SCIENTIFIC COMMITTEE FOR 2008 – 2011 PERIOD

The putting in place of a new organisation for the scientific Committee strictly in accordance both with the Statutes and Bylaws of the Union, the need to revitalize and the framework prescribed by the Chairman, happened according to the widely accepted process the process was in the following stages:

1. presentation by UPDEA Secretary General of the current situation, dysfunctions, proposal of themes by Review Committees (Study Committees) and solutions for a more efficient functioning of the Scientific Committee,

2. sharing of all the proposals first within three sub-committees and then in a plenary meeting,

3. presentation by UPDEA Secretary General of the missions of the six (06) Review Committees finally adopted,

4. selection of Rapporteurs: General and Deputy General;5. proposal on the Bureau of each Review Committee by the Delegates

concerned,6. designation of the Bureaux of Review Committees by the Office of the

Director of the Scientific Committee,7. preparation of Detailed Schedule of Activities for the next three years in

each Review Committee,8. sharing in a plenary meeting of the various Schedules of Activity of the

various Review Committees,

FUNCTIONING OF THE SCIENTIFIC COMMITTEE

After discussing dysfunctions, Delegates recommended solutions for a more efficient operation.

Three Commissions were put in place for improved discussion of dysfunctions and solutions for improving them.

Commission N°1: Chairman: Mr. ABI KAO of CEET –TogoRapporteur: Mr. Abdon MOSSONGO of SNE – Republic of CongoMembers: SNE, CEET, CEB, NAWEC, STEG.

Commission N°2: Chairman: Mr. KONAN Justin of CIE –Côte d’IvoireRapporteur: Mrs. Garbrah SARFO EFUA VRA – GhanaMembers: VRA, VALMONT, SONABEL, EDG, SNEL, CIE, SONELGAZ.

Commission N°3: Chairman: M. Paul JOHNSON ESKOM – South AfricaRapporteur: Mr. Moustaph BBA SENELEC _ SenegalMembers: AES SONEL, ESKOM, SENELEC, ONE, STEG.

Shortcomings The various shortcomings include: failure to exhaust the selected themes, few meetings organized by the Review committees, low participation of experts in meetings, too much movements of experts within Review committees, poor mastery of means of communication, unavailability of documents drafted in the two official languages and insufficient use of findings presented by the Scientific Committee.

Decisions necessary for a more effective and efficient functioning

On the coordination of activities and communication of documents preparedAfter receiving the progress reports from the Review committee bureaux, the General Rapporteur forwards them to all the experts and Secretary General. The latter shall publish them on the Union’s website. The Review committee reports should be systematically presented during the statutory meetings of the Union: General Assembly and Steering Committee.

On the assessment of the activity progress reportThe Review committee shall organize working Groups in such a way that at the end of every session the final report of some themes should be prepared. At the end of each quarter, a progress report is forwarded to the General Rappporteurs. Upon receiving these reports, the Secretary General shall forward a summary assessment of them to the different Vice-Chairmen and General Managers of companies and ensure the effective participation of the experts concerned.

On the sharing of experience with resource personsAfter each meeting of the Review committee and the Scientific Committee, each expert is obliged to share within his company, all the knowledge and experiences acquired and shared, thereby enhancing the findings of the Scientific committee. The General Secretariat shall comprise a bank of experts in the various areas of specialization of the member companies. These experts may be used if necessary as consultants, in the place of consultants from other continents.

On the area of cross expertiseNormalisation, standardisation and financing are areas of cross expertise in Review committees. However, estimations of financing needs in each Review committee are forwarded to Review committee N°5, which shall make a summary of these needs on the one hand, use them to make further financial analysis on the other hand and finally, on the basis of best practices in the area, propose the least risky financing options.

2008-2011 PROGRAMME OF ACTIVITIES OF THE SCIENTIFIC COMMITTEE

The drafting of the programme of activities for the next three years was based on a harmonized and approved model.This drafting process is conducted in three phases:

1. Each Review Committee drew up a complete list of sub themes identified in its missions,

2. These sub themes were classified and placed under Working Groups,

3. The action plan for each sub theme was defined in order to be able to prepare a final report for some at the end of each year,

4. the execution schedule for each action plan was established on the basis of the agreed stages through mutual agreement and which comprise in order of priority, the following :

a. Definition of a methodology for the solution to the problem raised ;

b. Data collection/ organisation of seminars or workshops ;c. Data analysis/taking into account standardisation and

normalisation / the choice of a solution to the problem raised;d. estimation of the financing needs,e. Preparation of the project final report.

5. This planning states, among other things, the place of meetings, workshops or seminars.

6. All the various planning are shared during the plenary session reserved for this purpose in order to ensure a harmonised and satisfactory coordination.
