This report documents the development of the Fielded (inventory) Training Equipment

Data Base through the initial prototype phases to completion of the operational fielded

segment. The data base homogenizes training equipment definitions and terminology

across the services and is capable of linking to other data bases supporting Manpower,

Personnel, and Training (MPT) requirements.

n EXECUTIVE SUMMARY

The Defense Science Board summer study identified the lackof a central repository of data providing location anddescriptive data for Department of Defense (DoD) trainingequipment. In Title 10 US Code 2434, Congress established therequirement for the Services to develop manpower estimates inthe early stages of weapon system development. This has led TheOffice of the Secretary of Defense (OSD) to establish Manpower,Personnel, Training and Safety (MPTS) reporting requirements foreach phase of the acquisition cycle. A key component of thisreporting is information on existing training equipment (TE) forcomparable and new weapon systems. Consequently, the Serviceshave a need to improve access to total Service TE data.

plans to develop a data base of DoD training equipment whichhomogenizes training equipment definitions and terminologyacross the services and is capable of linking with other databases to support MPTS considerations. Five interacting projectswere defined to fill the voids concerning Training Equipment.The planned projects included: 1. an inventory of fieldedtraining equipment, 2. a data base of training equipment in theplanning and acquisition cycles, 3. documentation of theTraining Equipment acquisition process, 4. a study of thetraining equipment front-end analysis process, and 5. anImproved Training Equipment File.

This report documents the development of project one, theFielded Training Equipment Data Base, through the initialprototype phases to completion of the operational fieldedsegment. Projects two and three have undergone preliminary3 prototype development. Project four has not been addressed.

The Training Equipment Data Base will be composed ofsegments which will provide a total life cycle "picture" oftraining equipment. The segments will consist of FieldedTraining Equipment costing greater than $5,000, trainingequipment in the planned and projected phases, additionaldescriptive and purpose data, utilization data, andtraining/cost effectiveness data.

The TE Data Base will support those responsible for policy,planning, front end-analysis, acquisition, management, andutilization of training equipment. The data base is designed tolink with and compliment other TPDC training and performanceinitiatives to include MPTS in the acquisition process.

I INTRODUCTION

3 Nature Of Problem

The Department of Defense Science Board summer study of 1982identified the lack of a central repository of data for trainingequipment. No Service has a complete inventory of its trainingequipment. There are a number of dispersed data sources acrossthe Services meeting specific needs but not a "total picture"data resource of all DoD training equipment.

In 1984, The Defense Training Data and Analysis Center(TDAC) surveyed the DoD training Community for issues to beaddressed. The responses were cataloged into 16 topic areasincluding training equipment. The Initial Tasking Summary

i (Fiscal Years 85-90) of September 1985 discussed the topic areasby project and included a General Plan of Action outlining theproposed course of action for each project.

The information voids identified by the DoD trainingcommunity concerning Training Equipment included: policies andprocedures used during the acquisition, modification, and use oftraining equipment; descriptions of the strategies used todevelop successful training systems for different weaponsystems; potential areas where training equipment for JointService training would be most beneficial; data and researchfindings which permit cost and effectiveness comparison betweenoperational equipment and training equipment; data to supportService front-end analysis efforts; and training equipmentinventories.

Background

I As addressed in the Initial Tasking Summary, fiveinteracting projects were defined to fill the voids concerningTraining Equipment. Project one would develop an inventory offielded training equipment, project two would develop a database of tiaining equipment in the planning and acquisitioncycles, project three would document the Training Equipmentacquisition process, project four would study the trainingequipment front-end analysis process, and project five would bethe Improved Training Equipment File. The Improved TrainingEquipment File represents the evolutionary lessons-learnedprocess of the first four projects resulting in a complete,comprehensive, and functional training equipment data base file

* capable of meeting the needs of its users.

3 Need

The Defense Science Board summer study identified the lackof a central repository of data providing location anddescriptive data for DoD training equipment. A key component of thisreporting is information on existing training equipment (TE) forcomparable and new weapon systems. Consequently, the Serviceshave a need to improve access to total Service TE data.

i The House Appropriations Committee (HAC) Report 100-681 ofJune 10, 1988 stated the lack of a centralized oversight for theprogramming, budgeting, and execution of training equipment. Italso indicated there is no centralized inventory of trainingequipment. DoD was directed to establish cost and inventorycenters for training equipment for all Services.

There is no single source of data for tracking all theServices' training equipment throughout the equipment's totallife cycle: from the budget planning cycle to the acquisitioncycle to being fielded. Each Service's Training Equipment (TE)descriptive and location data is not readily accessible to thesister Services for review of commonality, substitution,front-end analyses, acquisition strategies or new equipmentcomparability analyses.

Objectives

Upon full implementation, the Improved Training EquipmentData Base will be capable of providing a complete life cyclepicture of all DoD training equipment. The TE Data Base willsupport those responsible for policy, planning, frontend-analysis, acquisition, management, and utilization oftraining equipment and MPTS trade-offs associated with theweapon system. The data base is designed to link with andcompliment other TPDC training and performance initiatives toinclude MPTS in the acquisition process. Figure 1 depicts theTraining Equipment Data Base (TEDB) segments which will comprisethe completed data base. The Fielded component of the Inventorysegment is complete and operational. The Planning andAcquisition components are being developed concurrently withother projects. The remaining segments are proposed; nodevelopmental efforts have been initiated.

Accomplishments

I manually extracted from each of the Service's main data sourcesin conformance with a standard Data Element Dictionary andentered to a master data file structure. Approximately 20,300units of Army, Navy, Marine Corps, and Air Force TE have beenentered into the TEDB. Data elements such as basic identifiers,location, descriptive and support identifiers, and reportedcost, are available. A detailed description of the structureand data content of the TEDB is included in the "Description"section of this report.

The TEDB is capable of automated linking to the TPDC dataarchitecture structure in support of TPDC's command mission toprovide training related information to the Office of theSecretary of Defense and the entire Defense training community.

Support and utility programs have been developed toenter/update data, test data, and validate data. The TEDB hasthe capability to provide standard and ad hoc reports. Refer tothe User's Manual for details for the operation, function, andreporting capitalizes on the TEDB.

During the development and update of the Air Force segmentof the TEDB, TPDC assisted the Air Force Logistics Command andAir Training Command (ATC) in developing a structure and datacapture method for establishing and updating a data basemanagement system for the ATC maintenance trainers.

I During the development of Phase II, a total of fourteenmajor reports for TE data from the Office of Secretary ofDefense (OD) and the Services were satisfied for Servicespecific and cross Service TE data. Also, numerous inquirieswere satisfied concerning the capabilities of the TEDB.

Appendix A contains three representative reports from theTROB:

Report 1 demonstrates cross Service capability by reportingDoD helicopter training equipment sorted first by weapon systemthen by location then by the TE identifier.

Report 2 lists Navy TE located in California sorted first bylocation then by weapon system or training area supported thenby TE identifier.

3 APPROACH

The TPDC Initial Tasking Summary of September 1985

documented the need for developmant of a data base capable ofsupporting DoD and the Services' need for data concerninginventory, development, acquisition, management, utilization,and cost effectiveness of training equipment. This reportdocuments the development of the Fielded segment of the TEDB.

The Initial Concept was developed during the first quarterof FY86. This included determining the scope of the initialprototype, surveying training community users for input,creating the data structure, developing a Data ElementDictionary (DED), and locating and evaluating possible datasources.

I Concept Validation was demonstrated by the Sonar andAviation Prototypes and the Initial Aviation TE Inventory datacollection efforts. The prototype efforts were completed by theend of the second quarter of FY86 and the Initial Aviation TEInventory was completed during the third quarter.

Based upon the lessons learned to this point, datacollection for a all-service TE inventory was begun in June of1986. Phase I was completed during the second quarter of FY87.Phase I pointed out several improvements necessary to have aviable and operational TE data base.

Phase II included an improved file structure and improvedand more functional Data Element Dictionary with simplifiedreporting capabilities. Phase II was completed at the end ofthe fourth quarter of FY88.

I As part of the projected need to interface trainingequipment to MPT requirements across the Services, two TErelated concepts were investigated. The first resulted in aFootprint prototype for the active enlisted Army personnel. Thesecond provided a Crosswalk prototype of Armyequipment-to-occupation. Both Footprint and Crosswalk are3 described in more detail in separate documentation.

The Equipment-To-Occupation Crosswalk is an automated lookuptable that links equipment (weapon system/operational equipment)with the occupations that operate and maintain it. TheCrosswalk matrix provides the equipment and occupationidentifiers needed to link cross-discipline (e.g.., training,personnel, logistics) data bases.

The Footprint prototype uses the Crosswalk occupationlistings to provide the MPT characteristics associated with theweapon system/operational equipment. Using existing data basesas sources, the Footprint reference file is used to generate a3 set of twenty-seven standardized reports displaying the MPT

re-,airements for each occupation. The reports show historicaland projected trends of force structure, training profiles, andavailable performance indicators for each of the occupationsneeded to operate and maintain a system/operational equipment.

I Figure 2 displays the events which enabled the developmentof the TEDB. Development of the Fielded segment of the TEDB wasfunded by the Joint Services Manpower and Training TechnologyDevelopment Program (JS/MTTD). As of January 1989, thie Fieldedsegment of the TEDB is operational.

The development of the fielded segment of the TrainingEquipment Data Base (TEDB) was bazed on an iterative proces-.The initial effort was to develop the Data Element Dictionaries(DED) for the Projected, Planned, and Fielded segments.Concurrently, analysis of the available data base managementsystems and appi'opriate file structure was conducted. Theprocess of identifying, assessing, and prioritizing potentialtraining equipment (TE) data sources for e3ch of the Serviceswas completed in December 1985.

The initial effort included data collection and data basedevelopment for a small subset of U.S. Navy sonar TE (withrelatively few types and locations). This enabled developmentof data collection procedures, data base file structures, andoutput formats. The sonar prototype data base was completed inDecember 1985. An Aviation Prototype data base for seven majorweapon systems was completed in December 1985 to testcross-Service implications.

I Based upon the lessons learned of the sonar and aviationprototype data bases, the aviation prototype was expanded toI include all of aviation TE and was completed in June 1986.

Phase I of the TE prototype continued the expansion of TE toinclude all identified data sources for each of the Services.Data entry was completed by December 1986. The initialprototype containing segments for each service was tested andverified in March 1987.

I Based upon the lessons learned of the phase I effort, PhaseII was begun in July 1987. Lessons learned included an improvedfile structure, a revised DED reflecting the needs of actual andpotential customers, an institutionalized data collectionsystem, automated update procedures, and improved reportingcapability.

Phase II consisted of creating a new file structure,reprogramming interactive data entry screens and utility supportprograms,and transferring Phase I data to the new structure.Each Service segment was then updated by manually comparingcurrent hardcopy data source data sets to the Phase I datatransferred to the new structure. Phase II also includedassisting the Air Force Logistics Command and Air TrainingCommand (ATC) in developing a structure and data capture me+hodfor establishing and updating a data base management system for

I the ATC maintenance trainers. The data source for this effortwas Data Capture Forms administered by the Air Force. Phase IIwas completed in December 1988.

I As of January 1988, the Fielded TE data base isoperational. All required support and utility software programshave been developed. The Fielded Training Equipment Data Baserequires no additional development. Semiannual updateprocedures have been initiated to maintain the currency of theTEDB. Table 1 summarizes the development phases of the TEDB.

As the TEDB evolved to its current status, the DED's havealso evolved. Appendix B contains the current DED's for theFielded, Projected, and Planned segments of the TEDB.

Structure

The structure of the Fielded Training Equipment Data Base isa result of lessons-learned concerning: data elementavailability across the services; data base maintenancerequirements; report generation capabilities; data elementutility; and the requirements of customers. The structure willcontinue to evolve as requirements and data sources expand.Expansion will be governed by the needs of the DoD community.

The TEDB hierarchical structure duplicates the "real world"relationship of descriptors describing training equipment. AllTE have universal descriptors which describe characteristics orelements for all TE with the same TE identifier (family). Eachunit has unique identifiers which describe a specific unit.Figure 3 depicts the element structural relationship of theFielded TEDB. The data element qualifiers to the right of thefamily and unit boxes provide additional data element contentinformation. Element allowable entries are in upper case.

The TE Identifier is the family level key field whichdescribes or designates the TE (refer to Appendix B, the TEDBData Element Dictionary, for additional data elementinformation). Each service has their own terminology for thiselement. The Navy equivalent is Device Designator, the Armyequivalent is Device riumber, the Air Force operator equivalentis Type, and the Air Force maintainer equivalent is NSN/LSN. Ifthe data source does not assign a TE Identifier, a TPDC3 generated identification number is assigned for data entry and

In addition to the TE Identifier, there are currently twelvefamily level data elements which can be separated into twodistinct groups. Single entry elements such as nomenclature,national stock number, and group describe attributes at thefamily level; each TE Identifier has one NSN and onenomenclature. The second group is multiple entry elements suchas functional event and formal course identifiers describeattributes of all the units of the TE identifier. A unit of theN TE Identifier can be used for maintenance training and anotherunit for operator training requiring both a MAIN and OPERentry. The formal course number element captures course numbersthat all units of the TE Identifier support. Aggregating unitdata at the family level conserves disk storage while providingefficient data management.

There are two key fields for the unit level data elementsand ten single entry elements capturing location, cost, andlogistics support data for each unit. The Source of TE Recordand Record Number elements are used for internal data basemaintenance.

Each record includes the family TE Identifier and unitSerial Number and Location key fields. In order to enter unitlevel data, the three key field combination must be unique. Toenter data to the unit level, the TE Identifier must first beentered, then the unit serial number and location combination.

The three key field combination also provides the capabilityfor data entry in a quantity at location format. This enableslarge numbers of units at one location to be entered in onerecord. The Army data source inventory is by quantity atlocation. Normally, a TPDC control number is assigned and eachunit is entered per record. The Army has in excess of 12,000units of Infantry TE which would require over 12,000 recordentries. By using quantity at location for serial number, thecombination family, quantity at location, and location keyfields resulted in capturing the location of 12,000 units in 324records simplifying data entry and maintenance.

To simplify data maintenance, data is actually stored inthree separate data bases with identical file structures3 centered around the major grouping of the Services: Army, AirForce, and Navy and Marine Corps. The data bases are linked forcross Service reporting.

n The structure has been designed to accommodate additionalelements at the family and unit levels. Two family level andfour unit level To Be Determined elements are available forexpansion. There are also 10 unit level acquisition elementsfor the Projected segment that are currently inactive. Figure 4is the FOCUS master file for the TEDB.

The data base contains all training equipment with areported cost of $5,000 or more as reported in the Services'major training equipment data sources. The $5000 cutoff wasestablished to differentiate between those TE with likelylogistics implications and thus life cycle audit trails andlocally fabricated one of a kind TE, or that TE with minorreplacement cost. The other rationale for the $5000 thresholdwas the lack of Research and Development expenditures, analysesand decision trade-offs made on lesser TE.

The data elements for the TEDB have evolved through severalprototype developments to reflect the requirements of the "realworld" training equipment community. Core elements includebasic identifiers such as TE Identifier, National Stock Number,Nomenclature, Serial Number, and Location. Additionaldescriptive elements classify the TE by weapon system,environment, type, and support. Factors influencing the currentelements include data element availability and accessibilityacross the Services, interface with potential TEDB users, andexperience from customer requests.

The data acquisition process has also evolved over time.The TPDC mode of operation is to extract data from existingsources in a nonintrusive manner. The initial efforts involveda learning curve to arrive at the data sources for eachcomponent which were the most encompassing, accurate, andaccessible. Each Service or Service component has data sourcesto satisfy specific functions ranging from inventory to totallife cycle management. The data source format and content isparticular to the requirements and use of the data source.Because of the homogeneous nature of the data elements, (i.e.,the element definition is applicable all TE), extraction of dataelements for each data source was unique.

There is a general inconsistency in the data sources. EachService's TE development, acquisition, and inventory managementpolicies have historically evolved based upon their specificneeds and functional structure. The TE data sources across theServices perform different functions and thus contain dataelements specific to their mission. Accordingly, each datasource requires unique data extraction procedures. Appendix Csummarizes the data sources used for Phase II update of theTEDB.

For example, the data element Functional Event identifiesthe family TE as a maintenance or operator trainer. The AirForce data sources categorize the TE by this element soextraction is relatively simple. The Army and Navy data sourcesmake no distinction. Some degree of expertise is required toextract the data element from the data source nomenclature orother available descriptive data and tag it correctly.

the data extraction/entry/update process. During Phase II,automated availability of the Army, Navy, and one Air force datasource was coordinated to enable automated update programs to bedeveloped and greatly simplify the semiannual update process.

Figure 5 depicts the contents for each element by Service.Notable variations include no reported serial numbers for ArmyTE. The Army data source inventories by quantity at location.TPDC Serial numbers were assigned to the Army TE with theexception of infantry TE which was entered in the quantity atlocation format. Course numbers are available only for AirForce maintenance TE. No cost data is currently reported forAir Force TE. Figure 6 summarizes the total content of the TEDBby family, number of records, and number of units.

Another aspect of the TEDB is data validation. The data istested to the data source which means the data can be only asaccurate as the original source. TPDC has established exactingtest standards to insure a high confidence level is maintainedfor the current data set. Every records' element content mustbe trackable back to a data source. This process is discussedin the Test And Evaluation section.

Typical Applications & Implementations

Upon full implementation, the TEDB will be capable ofproviding a complete life cycle picture of all DoD trainingequipment. The TEDB will support those responsible for policy,planning, front end-analysis, acquisition, management, andutilization of training equipment. The data base is designed tolink with and compliment other TPDC training and performanceIIinitiatives to include MPTS in the acquisition process.

The Fielded Segment provides a portion of the life cycle ofTE from time fielded throughout its operational life. TheFielded Segment is also capable of providing a cross Serviceview of training equipment from several directions: operationalequipment area, location, type, environment, and cost. Previousproducts have included such requests as: TE by location for allcargo aircraft in the Air Force and all TE locaLed in the tate

* of Texas.

During the development of Phase II, numerous requests for TEdata from the Office of Secretary of Defense (OSD) and theServices were satisfied for Service specific and cross ServiceTE data. Appendix D is a listing of Training EquipmentProducts/Customer Support provided by TPDC during thedevelopment of the TEDB.

The TEDB is also an integral part of the TPDC trainingcorporate data architecture. Operational weapon system andcourse number are the linking elements to allow TE to supportManpower, Personnel, & Training (MPTS) considerations in the* acquisition of new weapon systems.

i TEST & EVALUATION

Hardware

arThe Sonar and Aviation prototypes and the Initial AviationTE Inventory were developed in PC FOCUS utilizing IBM personalcomputers. As the data base grew in size, access time andreporting capabilities necessitated transfer to a mainframeenvironment. The TEDB resides on Naval Data AutomationFacility's (NAVDAF) 4381 IBM mainframe computer located inOrlando, Florida. For additional details, refer to Appendix E,The Training Equipment Data Base User's Manual.

Software

A flexible Data Base Management System (DBMS) was silectedin order to be able to deliver product requests in any formatavailable to the user. The Training Equipment Data Baseutilizes the FOCUS DBMS. This fourth generation DBMS isdesigned for use by users with little or no formal training indata processing and by professionals requiring powerful toolsfor developing complete applications. FOCUS is the standardLD0" fc the TPDC corporate file architecture and is available

* in microcomputer and mainframe versions.

Software developed in support of the TEDB include: programsfor manual entry, update, and modification of data sets; utilitysupport program such as integrity and sample programs; andstandard report programs. The TEDB User's Manual describes theabove software.

i Testing Criteria

Data testing determines whether or not the data entrycorresponds with its real world item. No attempt has been madeto verify or challenge validity of origin. However, a list of"data discrepancies" that indicate differences in data beingreported by multiple sources accompanies customer productdeliveries.

Two types of data quality testing are conducted on the TEDB:Integrity Tests and Consistency Tests.

Integrity Testing involves testing the data for properformat, range, type, value, etc. The goal for integrity testingof the data base is one hundred percent correct entries.Improper data entries are eliminated first by the interactivedata entry screens of the Screens Program. Subsequently, thedata set is retested to include the screen integrity tests andadditional comprehensive tests by the Integrity Program. The

* data set must pass both tests prior to further testing.

Consistency Testing involves ensuring that the data entrymatches the data of the data source in compliance with the

I requirements of MIL-STD-105D, "Military Standard SamplingProcedures and Tables For Inspection by Attributes". The goalfor data consistency with the original data source is 99%,97.5%, or 96% correct entries depending upon the relativepriority of the data element. Figure 7 lists the level ofconfidence assigned to each element.

I The TEDB consists of three separate data bases: Army, AirForce, and Navy/Marine Corps. During Phase II, each was updatedseparately. The data testing sequence commences with dataentry/update of the Service data base. The Screens Program

insures data entry accuracy. Upon completion of entry/update,the Integrity Program tests the data set for additional testingcriteria. The Integrity Program be must 100% successful toadvance to consistency testing. The required number of randomsample records are obtained from the Samples Program.

I The content of each record must be tracked back to aprioritized data snurce. Appendix F is the Data Source - DataElement Source Priority Table which lists the required priorityof the data sources for that element by Service and Servicesegment. The data source priority must be maintained to beconsidered correct. In case of multiple sources, the content of

* the element must match the contents of the highest prioritysource.

Refer to the User's Manual for descriptions and usage of theScreens, Integrity, and Sample Programs.

The testing sequence by sample sets continues until theaccumulated sample size Level of Quality (LOQ) is obtained foreach element as listed in Figure 7. If testing indicated therequired LOQ was unattainable without mudifying the data toaccurately match the data sources for that data set, datamodification and retesting continued until successful.

* Test Results

Each Service segment was tested as described above. Testingcontinued until successful. The data base has been successfully

i tested.

Summary of Findings

I The data elements of the TEDB are designed to support DoDand the Service's need for TE data across a wide range ofapplications. Several of the descriptive elements (functionalarea trained, operator TE types, environment supported, trainingar-a supported, etc.) are not explicit to most data sources butmust be manually extracted based upon predetermined logicrules. Generally, the elements with the highest error ratesfell into this group. What was logical at the time of dataextraction was not necessarily logical at data testing.

3 Status

As of January 1989, the development of the Fielded segmentof the Training Equipment Data Base is complete. The TEDB isfully operational. Transition to TPDC operational maintenanceis complete.

3 Update

The TEDB is current as of January 1989. Semiannually theTEDB will be updated. Commencing in calendar year 1989, theupdate schedule will be:

Data sources which would feed the remainingsegments have not been identified. Th remaining segments asproposed will address the requirements of the training communityas discussed in the TPDC Initial Tasking Summary while providinga complete life cycle picture of DoD training equipment.

3 Lessons Learned

The initial development of the TEDB began with the FieldedData Element Dictionary (DED). The Aviation Prototype DEDcontained thirty four elements ranging from basic inventoryelements to elements for maintenance support, TE componentdescription (computers, software, Visual display, etc.), andelements for front-end analysis. Data collection for this wideranging set of elements proved to be extremely difficult; foreach of the Services' TE there were several data sources to beaccessed and much of the data was not in a viable data sourceformat. Analysis of what data was available and most valuableled to trade-offs for element content of the TEDB. For thisreason, the Phase II's DED was reduced to twenty four elementsfor which data was generally available in a data source formatacross the Services.

Each Services' view of TE is unique to their management andtraining psychology. Accordingly, the form and function oftheir data sources are unique. Each data source requires uniquedata extraction procedures. The element content of each datasource is proportional to the use and intent of the sourcewhether inventory only or inventory and logistics management or

* inventory and total life cycle support.

The development of the TEDB was initially very laborintensive due to the necessity of subject matter experts toextract the Service data source elements to satisfy the TEDBhomogenized DED. The manual data manipulation and entryrequired proved cost effective overall for building the coredata base to the level where automated data source updates couldsignificantly minimize manpower resources required to maintainthe TEDB currency.

The data is valuable to the customer to the extent it can beautilized. Besides the capability of providing hardcopy reports,

TPDC must be able to provide data in whatever software format3 employed by the customer.

The expansion of data elements or unique segments shouldonly be considered in light of cost versus benefit. There mustbe a reasonably predictable payoff to the entire DoD trainingcommunity. Expansion of elements to benefit a specific Servicecomponent should be under the sponsorship of the component.

i Conclusions

The Fielded TEDB is now operational. It is capable ofproviding a wide range of data concerning DoD TE with a unitcost exceeding $5000 as reported by the Services' major datasources. The TEDB is the only source for consolidated TE datafor all the Services. The TEDB is an integral component of theTPDC corporate data structure and will provide the vehicle to

link TE to other TPDC files.

3 Recommendations

It is recommended that DoD establish the TEDB as theconsolidated TE data base for all the Services TE and establishprocedures for all Services' standardized format input inconjunction with DoD Directive 1430.13(R).

I The Fielded segment is the core of the TEDB. However, theTPDC Initial Tasking Summary identified a wide range of datavoids concerning TE including front-end analysis, cost,acquisition, and performance technology. Additional Segments asdepicted in Figure 1 are required in order to fully satisfythose requirements. It is recommended a sequential expansion bysegment be accomplished to produce a TEDB capable of providing atotal life cycle picture of DoD TE.

1 iAdditional recommendations are as follows:

a. Currently, only each Service's major data sources arein the TEDB. Expand data sources to include as closeto 100% total Service TE capture as possible.

b. Continue and expand communication with Service trainingcommunities concerning TEDB capabilities and for inputsas to how the TEDB may support them.

c. On a semiannual basis, establish distribution ofstandard reports to Service TE managers and relatedtraining communities. This procedure would serve as

both a "sanity check" and verification/validation3 procedure.

d. Pursue efforts to increase accessibility to TPDC TEdata especially in an automated format (tape andon-line extracts, remote access intermediate files,on-line system, etc.).

Air Force Logistics Command (AFLC) Inventory, Utilization, andStatus Reporting System (G033H) provides inventory, utilization, andstatus reporting of missile, aircrew, operator, and maintenance TEwhich support active Air Force weapon systems.

Microfiche reports of utilization, status, aw. inventory aredistributed monthly.

The inventory is reported by major command, by reportingdesignator and by serial rni.ber. Elements include Serial Number,Weapon System Supported, and Location. TE Identifier and Nomenclature

The data source was the initial Air Training Command (ATC) phasefor establishing a Data Base Management System (DBMS) for maintenancetrainers. In August, 1988, data capture forms were distributed to ATCfield activities for capture of TE data.

Overview of Training Equipment Data Base Management System

This chapter describes the Training Equipment Data Base (TEDB).It includes the hardware and software requirements, the system'spurpose, and operation instructions.

I A. General Description

The TEDB was developed to identify and describe all of thetraining equipment in the Military Services. It contains perti-nent information about each piece of equipment and is easilyaccessible by means of pre-formatted reports (hardcopy) andon-line interactive screens. The screens program (TE5) allowsdata to be added, deleted, or updated at the user's request (seeChapter 2 for more information).

I This system was developed so that minimal computer knowledgeis necessary in order to use it successfully. However, a famil-iarity with training equipment data is necessary. The followingchapters will provide all the information necessary to manipulateand report from the Training Equipment Data Base files.

i B. Hardware Requirements

The TEDB was developed on a 3841 IBM mainframe computer. Itrequires 1179 4k blocks (4829184 bytes) of space to store the cur-rent data bases and the screens program. Additional space isneeded for the utility and support programs.

i C. Software Requirements

The TEDB was developed using Focus 5.5. The system will notrun on versions of FOCUS before 5.5. This system was developed ina VM/CMS environment using CMS release 4.0.

* D. Detail Description

The purpose of this User's Manual is to provide the user withstep by step procedures for data entry/update, sampling, checkingand reporting processes. An example screen and explanation is in-cluded for every screen the user will encounter. Each chapterreferences a different step (program) in the order they should beexecuted beginning with entering data and ending with reportingfrom that data. The data entry criteria for each element can befound at the end of Chapter 2.

Screens Program

The screens program allows the user to input, update, and de-lete data from the data base(s). It is used to begin enteringdata into new data bases, to enter data into existing data bases,to change existing data in a data base, and to delete data from a

* data base.

The selected data base must be in the proper structure andhave a master file description (described in Section B) before itcan be used. In order to use this program effectively, the usermust possess a good knowledge of the relationships present in the

* data.

A. Explanation of Family/Unit Relationship

I There are two levels of data to be dealt with in trainingequipment data: family level and unit level. Each piece oftraining equipment is considered a unit, and has a unique SerialNumber and TE Location Code combination identifier. These unitsare grouped together by a Training Equipment Identifier (TE ID).These groups are considered families. Each family has a like setof characteristics or family level data called data elements (re-fer to Index B-i, the Fielded Training Equipment Data Element Dic-tionary). Each unit in the family also has a set ofcharacteristics or unit level data which may or may not be uniqueto the unit. At the unit level, only the Serial Number is alwaysunique.

B. The Master File Description

The Master File Description is the file which describes thedata base structure and the data relationships to FOCUS. Withoutthis file data cannot be entered into a data base. Once data hasbeen entered into a data base, the Master File Description may notbe changed without subsequently performing a rebuild on the database.

- TE ID (0001), Serial Number (0006), Location Code (0115) may notbe changed using this program, refer to the Change Program tochange these fields.

I - Any time an entry is required for 0001 or 0006, PF10 may be usedto insert DC// or DCSN// in the appropriate place for the entry.

- An invalid entry at any time will return the user to the samescreen for a correction.

- No entry will advance the program, except where specified in thefollowing pages describing the individual screens.

- No blank for 0001, 0006, 0115 will return the program to theprevious key field or menu.

- When in one mcde, functions of another mode may not be per-formed. (i.e. when in update mode, new entries may not be made)

In order to add data to a data base, the screens program mustbe used. To begin the screens program, type:

If the desired Data Base is notlisted, type in the name desired in the space provided and pressEnter. If the entry is valid the program will advance to the nextmenu, otherwise the program will return to the same screen andprompt for a correct entry.

3 E. Updating Data

This procedure is very similar to the one outlined for addingdata except options '3' and '4' from Menu 2 are the only appropri-ate choices for this mode. Where Family/Unit distinctions andconditions are specified, the rules remain the same. The menusare the same as in adding data. The screens seen will be the same

I with one addition, the data currently in the data base for therecord specified will be displayed.

To update a record, the record must exist. Therefore, whentyping in the TE ID, Serial Number, or TE Location Code, alreadyexist in the data base or the program will return to the incorrectentry screen for a correct entry. Since these three elements arethe key elements in the data base, the only way to change them isto use the Change Program.

IF. Deleting Data from the Data Base

To delete a family or unit from the data base, choose option'5' from Menu 2, after selecting the data base desired from Menu2. This option will allow a unit, a family or both to be deletedfrom the data base. When deleting a family, keep in mind that allthe corresponding units will also be deleted. It is important tohave a backup copy of the data base before deciding to use thisoption because once deleted, the data is gone and is only retriev-able from a backup or by re-entering the data.

Validation of the data is performed automatically as the datais entered. Many tests have been included in the Screens Programto ensure that the data entered has a minimal number of mistakesto correct. Other programs are used to re-check the data once ithas been entered in order to ensure the integrity of the data3 bases.

DATA SAMPLING

The data sampling process is used in conjunction with thedata integrity process to assure a maximum level of accuracy ofthe data to the data sources. There are two methods of samplingthe data in the TEDB. One method is random sampling and the othermethod is selective sampling.

A. Sample Report Descriptions

1. Random Sampling

A report is generated using a random sample of unit records.This report is an effective integrity check for the entire database. 2. Selective

Sampling

Selective sampling is a process where only those records thatmeet condition(s) will be sampled. The selection conditions arerequired to be in FOCUS format, and they may act on one or severalelements. The conditions may be entered interactively or they maybe stored in a file and included in the reports execution.

Three ofthe five reports were designed to show the contents of selectedelements sorted by three major fields: TE Identifier, Weapon Sys-tems, and Location. These three reports are classified as thestandard reports. The two other reports were designed to show thecost and count of the training equipment, according to the con-tents of selected elements. The specific detail of the contentsof each report, a sample of each report format, and an explanation

i of how to produce a report follows.

A. Report Descriptions

I 1. TE Standard Reports

There are three standard reports. Each of the standard re-ports uses TE Identifier (0001), Weapon Systems (0117), and Loca-tion (0115 is used as a cross reference to a location file) tosort the elements contained in the report. The difference in thereports is the order in which these sort fields are used and theelements of the data base contained in the report.

The file is sorted by Weapon System, by Location, and byTE Identifier. The elements included in the report are : the sortelements, State (cross referenced field), Nomenclature (0003), andSerial Number (0006). This report documents what Training Equip-ment exists at each Location for each Weapon System.

i The record size of standard report 01 is 164 characters.The report is to be printed at 12 characters per inch in a land-scape format on legal size paper.

b. Standard Report 02

The file is sorted by Weapon System, by TE Identifier,and by Location. The elements included in the report are: thesort elements, State, Nomenclature (0003), Serial Number (0006),Reported Ccst (0041), and Source of Reported Cost (0130). Thisreport docun.3nts what locations have Training Equipment for eachWeapon System.

The record size of standard report 02 is 221 characters.The report is to be printed at 17 characters per inch in a land-scape format on legal size paper.

I C. Standard Report 03

The file is sorted is by weapon system, by location, andby TE Identifier. The elements included in the report are: thesort elements, State, Nomenclature (0003), National Stock Number(0005), Serial Number (0006), Group (0009 - Trainer, OperationalEquipment, Embedded), Environment Supported (0013 - Air, Sea,Ground, etc.), and Functional Event Identifier (0074 - Maintainer,Operation, Tactical). This report documents what Training Equip-ment exists at each Location for each Weapon System.

The record size of Standard Report 03 is 221characters. The report is to be printed at 17 characters per inchin a landscape format on legal size paper.

2. TE Cost Report

i This report shows the total cost of the training equipmentthat exists for different values of selected elements. The el-ements selected are Reported Cost (gives total cost for entiredata base), Combined TE Flag (0078), National Stock Number (0005),Training Equipment Group (0009), Environment Supported (0013),Functional Event Identifier (0074), Operator Training EquipmentTypes (0075), Operational Equipment/Training Areas (or Weapon Sys-tems 0117), and Source of Cost (0130).

The record size of the TE Cost report is 80 characters. Thereport is to be printed at 10 characters per inch in a portraitformat on letter size paper.

3. TE Count Report

This report shows the total count of the training equipmentthat exists for different values of all the active elements.

The record size of the Training Equipment Counts report is 80characters. The report is to be printed at 10 characters perinch in a portrait format on letter size paper.

B. Report Generation

The commands to run the reports are as follows:

Standard ,.eport # : EX STDRPTO# (where # is 1, 2, or 3)

T. E. Cost : EX TECOST

T. E. Counts : EX TECOUNTS

as the sample programs are shown below. Screens 1 and 2 are com-mon to all reports, and screens 3 and 4 are for the standard re-ports and the selection sample report.

Select from the ARMY, AIR FORCE, OR NAVY data bases, options1, 2, or 3 respectively. Option 4 combines 1, 2, and 3. If op-tion 5 is chosen, then the other data base name must be entered inthe entry blank provided, otherwise this entry blank remainsempty. The 6th option allows for the report to be terminated.

ICHAPTER 7

FILE TRANSFER

After the report has been produced on the mainframe, the nextstep to generating the printout of the report is to download thereport from the mainframe environment to the PC environment (if anonline printer is available, simply print the file). The file isdownloaded through the use of the FTCMS facility. The followingsteps are to be followed when downloading files:

1. Enter FTCMS. The FTCMS screen will appear. It has threeentry blanks at the top of the screen.

2. The first entry should be a file name followed by aperiod followed by a file type (i.e., test.prn). This entryidentifies the file to the PC environment.

3. In the second entry blank, enter the file name, filetype (prn), and file mode (a) as it appears in the main frame en-vironment (i.e., test prn a). This entry identifies the file to

* the mainframe environment.

4. In the third entry blank, enter the word "data". Thisentry identifies the type of transfer.

5. After all three entries have been made, the transfertype must be changed. To make changes to the transfer type, pressthe F5 key. A transfer type screen will appear. The entries thatmust be changed are the record size and the print control. Tochange an entry, use the tab key to position the cursor on the de-sired entry box and simply overwrite the existing entry. Theprint control should be 'yes'; correct if necessary. The recordsize should correspond to the file being transferred.

6. At this time, the file transfer is ready to begin.Press F3 to begin the transfer process. The transfer process isfinished when the screen shows the message "yyy records have been

I transferred".

7. The following error messages may appear (when an erroroccurs F1O resets the screen).

a. File already exists: If this file is needed, a newPC file name must be entered, or the existing one will be

* overwritten.

b. Host file not found: If this error occurs, thencheck the spelling of the mainframe file name or check to see ifthe mainframe file name exists in the mainframe environment. Todisplay the 'prn' files on the mainframe, exit FTCMS and keyover to the mainframe. Enter flist * prn a, ana the screen willdisplay files with a 'pm' file type.
