PRINCIPAL’S SPEECH

A very good morning to our Guest-of-Honour, Mr Lim Biow Chuan (our alumni), Dr Sim Hong Gee (Chairman, Victoria Advisory Committee), Mr Loke Swee Leong (President, Old Victorians’ Association) and Ms Jacqueline Ho (Chairman, Parents Support Group), fellow Victorians, staff, students from past and present, as well as parents of our prize-winners, welcome to the 145th Anniversary and Speech Day of Victoria School.

This year, ‘Victoria is something more.’

We celebrate the achievements and also affirm the good work and contributions of our Victorians and our staff. In many areas of their work, our Victorians aspire to lofty, noble causes, not just through the pursuit of education, of knowledge, but also how they apply what they have learnt to contribute to the community, society and to the nation. Every Speech Day, we invite prominent alumni to share what they have learnt, and gained through their education in Victoria School, and how it has shaped them in the way they pursue their passions in life. We’d like to thank Mr Lim Biow Chuan for taking time to share with our community, things that have impacted him through his school life as well as how he has contributed back to the nation. We hope he continues to serve as an inspiration to our young men.

This is a day for us to celebrate the successes of everyone, not just in the academic domain, but also in co-curricular achievements. Despite National School Games being suspended, our Sportsmen managed to find other opportunities to excel in their sports. Our Performing Arts honed their talents in modified Singapore Youth Festival performances; Uniformed Groups, Clubs and Societies pivot to online competitions and training sessions. Most important, our Senior Victorians pass on grand traditions to the young ones to emulate, so that they carry on the leadership mantle and further the rich heritage and traditions of their CCAs.

GUEST-OF-HONOUR

Mr Lim Biow Chuan attended Victoria School from 1976 to 1979 in the Tyrwhitt campus. He was first elected as Member of Parliament for Marine Parade Group Representation Constituency (GRC) in April 2006. Subsequently, he was elected as a Member of Parliament for Mountbatten Single Member Constituency (SMC) in 2011, 2015 and 2020. He had served as Deputy Speaker of Parliament between 2016 to 2020.

In addition to his parliamentary duties, he also serves as the Chairman of Marine Parade Town Council and was President of the Consumers Association of Singapore (CASE) from 2012 to 2020. In 2013, he was appointed as a member of Singapore’s Data Protection Advisory Committee.

Mr Lim sits as a director for the Financial Industry Disputes Resolution Centre Pte Ltd (FIDREC) which was set up to adjudicate on financial disputes between consumers and financial institutions. He is also a director for Marine Parade Leadership Foundation – a foundation set up to identify future community leaders.

He is a lawyer and has been in legal practice since 1989. He is a Notary Public and a Commissioner of Oaths.

He also serves actively in Church and is the Chairman of the Joint Management Committee of Ang Mo Kio Methodist Church.

Mr Lim was awarded the National Day Award – Public Service Medal (PBM) in 2001 for community services rendered when he was a grassroots leader.

PRINCIPAL’S SPEECHIn leadership, we also see many illustrious alumni who continue to serve and champion the way to help those in need. Humble in their leadership qualities but strong in their competencies, our Victorian leaders have continued to show the way to other Victorians how they can serve the community, to better humankind. This is especially important amidst the COVID pandemic where we are still struggling, and where we witness how others need the support from those around them. We hope that Victoria being something more, is not just about the pursuit of their passions, but also how you can find ways to come up with solutions to solve problems and help those in need. We are very proud to share that many of our Victorians have in their own ways contributed to the nation, to society, uplifting others from their circumstances. We hope that this spirit of giving back will continue to flow in the blood of all Victorian brothers.

We’d also like to thank our teachers and staff who have shown their unwavering spirit, summoning their herculean efforts, to ensure learning continues for our Victorians, supporting them in their growth and development. We are proud to affirm our teachers who have attained the MOE and Victoria Long Service Awards this year, amongst others. In their various capacities our students have grown under the care of our teachers, to grow into Gentlemen, Professionals, Sportsmen. We invite our parents to join in our celebration today. Thank you for partnering us all these years. Our Victorian sons will continue to make us proud.

Last but not least we’d like to extend our gratitude to our donors, alumni, stakeholders and well-wishes, for contributing immensely to the school. We are confident we can depend on one another and forge ahead as a Victorian community to embrace the future to come.

PINNACLE AWARDSWong Hung Khim Top All-Round Student

PINNACLE AWARDS

This award is the school’s highest honour. It is presented to the most deserving Victorian in recognition of his outstanding achievements in curricular and co-curricular areas, distinguished service and leadership, and for embodying the spirit and virtue of a Victorian. The Top All-Round Student also has the honour of addressing his cohort as a Valedictorian.

Mr Wong Hung KhimMr Wong Hung Khim attended Victoria School from 1954 to 1959 in the Tyrwhitt campus. He served as the Chairman of the Victoria Executive Committee (VEC) and Victoria Advisory Committee (VAC) from August 1979 to December 1996, with a few years break in between. During his tenure, Victoria Junior College was set up with the same school song and common features in the badges. Victoria School was also relocated from the Tyrwhitt campus to Kallang Bahru and finally at Siglap Link.

During his 31 years of distinguished public service, Mr Wong helped shape policies in the Ministry of Social Affairs and the Ministry of Labour. He was instrumental in building up major institutions such as the Port of Singapore Authority (PSA), Singapore Telecom (Singtel) and Singapore Bus Service (SBS). As the CEO of PSA from 1979 to 1987, Singapore grew to become the world’s busiest port in terms of shipping tonnage. He was also the Permanent Secretary of the Ministry of Community Development from 1984 to 1987. In 1987, Mr Wong was appointed CEO of Telecommunication Authority of Singapore and he restructured and corporatized the statutory board to become the public listed company Singapore Telecom (SingTel). Mr Wong was then seconded to be the Chairman of Jurong Town Corporation (JTC) from 1993 to 1997. He was also the Co-Chairman of the Singapore-Suzhou Industrial Park Project for the first few years of its inception. In 1996, he received the Honorary Citizenship Award from the Suzhou Municipality of China for his contribution to the project.

Mr Wong used to stress the importance for Victoria to provide Victorians with an “Academic Excellence in Student All-Round Development”. This balanced approach ensures that our students will have the necessary social skills to go with their intellectual prowess so that they’ll be in a position to contribute to the nation, community, and our alma mater.

PINNACLE AWARDS

This award is in memory of Dr Ong Chit Chung’s many years of service to the Victorian family. It recognises the Victorian who most embodies the spirit of servant leadership to the school.

Dr Ong Chit ChungDr Ong Chit Chung attended Victoria School from 1963 to 1968 in the Tyrwhitt campus. During his time in Victoria School, he was a Prefect, Chief Student Librarian, Editor of the student publication, “Fabrik” and Secretary of Glam House. He served as the President of Old Victorians’ Association (OVA) from 1978 to 1980 and was the Chairman of the Victoria Executive Committee (VEC) and Victoria Advisory Committee (VAC) from 1988 to 2008. He gathered round him a Committee of enthusiastic Old Victorians and pushed for the creation of Victoria Junior College (VJC) in 1984. Under his guidance, VJC grew to

become one of the top colleges in Singapore. Dr Ong was also the driving force behind the plan to move VS to its present Siglap Link location and proposed the Victoria Integrated Programme (VIP) to the Ministry of Education which eventually led to the Victoria-Cedar Alliance.

Dr Ong was a military historian at the National University of Singapore before entering politics in 1988. He served in the Bukit Batok Constituency for two terms. In 1991, he was appointed Parliamentary Secretary for Ministry of Home Affairs and Labour. He was a Member of Parliament (MP) for Bukit Batok Group Representation Constituency (GRC) from 1997 to 2001 and Jurong GRC from 2002 till his death in 2008. During his twenty years in politics, Mr Ong also served as the Chairman for the Government Parliamentary Committees for Education, Defence and Foreign Affairs.

In memory of his selfless and tireless dedication to his alma mater, the Dr Ong Chit Chung Student Leadership Award is awarded to the best performing student for his service to Victoria School.

PINNACLE AWARDS

This award is presented to the Victorian for his performance excellence in the Pure Science subjects (Biology, Chemistry and Physics) as well as for possessing an inquisitive spirit in a technological world.

Mr R.F. BomfordMr R.F. Bomford was a Science Master in Victoria School before he became the headmaster (Principal) from 1948 to 1953. He planned the construction of the Science Block, which opened in 1950. The Science Block housed the General Science and Biology Laboratories, and were reputedly Singapore’s best science laboratories. Students from Raffles Girls’ School and St. Andrew’s School also came to attend the Science Classes. Under Mr Bomford, Victoria School was the colony’s selected school to pioneer audio-visual teaching. Our annual Victoria School magazine also began its publication in 1948. Our school song was composed and set to the music in the early 1950s. Upon his death in 1953, the Bomford Memorial Scholarship Fund was set up by the Old Victorians’ Association (OVA) and his close friends in 1954 to utilise the donations received for awards to deserving boys of Victoria School to facilitate their studies. This was in the form of the OVA Bomford Science Gold Medal, Science Award and Science Bursary.

PINNACLE AWARDS

This award is presented to the Victorian who achieved the best performance in the Art Elective Programme (AEP).

Sponsored by Mr Ong Teong Pin (class of 1958).

Mr Ong Teong PinMr Ong Teong Pin attended Victoria School from 1946 to 1958 (since Primary 1) in the Tyrwhitt campus. He pursued an architectural course at the Singapore Polytechnic. He completed the Professional Diploma Course in Architecture in 1964 and was awarded the Palmer and Turner Prize. He became the Senior Planner at the Planning Department, Ministry of National Development in 1966. He was granted a Colombo Planning Scholarship to do a post-graduate course in town planning at the Civic Design Department, University of Liverpool, UK from 1968 to 1970. On completion of the course, he continued

as a Principal Planner at the Planning Department. In 1973, Mr Ong left public service to set up his private practice as an architect and town planner.

A staunch and constant supporter of Victoria School, Mr Ong served as the Chairman of the Victoria Advisory Committee (VAC) from 1985 to 1988. Inspired by his uncle, Mr Ong Eng Lian, who was the first President of the Old Victorians’ Association (OVA) in 1941 till the 1950s, Mr Ong had on many occasions with the support of other Victorians, raised funds for the school. He continues to sponsor the annual award to encourage Victorians pursuing the field of Art and Design.

Mr Mok Khoon Yam was the senior assistant (Discipline Master) and Mathematics teacher from 1960 to 1983. He was remembered by many as a charismatic and dedicated teacher who instilled in many Victorians the passion for learning, resilience and discipline.

Mr Santokh Singh was the Discipline Master and Head of Department (Humanities) from 1988 to 1995. He was also the teacher-in-charge of the Hockey teams that produced several National players. He introduced Co-Curricular Activities (CCA) Leaders Council and Pastoral Care & Career Guidance (PCCG) to Victoria School and organised the first overseas field trip to Jogjakarta’s Wanagama Reforestation campsite. His mentorship to the student leadership boards and dedication to develop the potential in his students, turning them around was inspirational to many Victorians. Reminding them to do the right thing at the right time and at the right place.

Mr Ho Kiat Chong returned to his alma mater as a Mathematics, Physical Education and Moral Education teacher from 1966 to 2005. He was also the teacher / coach for Soccer, Cross-Country and Track & Field Co-Curricular Activities (CCA). As the Head of Department (PE) and senior teacher, he organises and raised funds for overseas trips, sports events and leadership camps for his students. His belief in developing his students to achieve the best in themselves had inspired many Victorians during his 39 years in Victoria School.

Mr Sellapan Ramanathan (S.R. Nathan) attended Victoria School from 1937 to 1940 in the Tyrwhitt campus. He is a Singaporean politician who was the sixth and longest-serving President of the Republic of Singapore. Prior to serving as head of state, he had a distinguished 40-year career in public service that took him through

the worlds of trade unions, security, and diplomacy. He was first sworn in on 1 September 1999. In 1999 to 2005, he was elected President in uncontested elections. In 2009, he surpassed Benjamin Sheares to become Singapore’s longest serving President. His 12 year term ended on 31 August 2011.

Mr Nathan began his career in the Singapore Civil Service as a medical social worker in 1955. In 1962, he was seconded to the Labour Research Unit of the Labour Movement, first as Assistant Director and later as Director of the Labour Research Unit until 1966. He continued as a Member of its Board of Trustees until April 1988.

In February 1966, he was transferred to the Foreign Ministry. He served as Assistant Secretary and rose to be Deputy Secretary before being appointed Deputy Secretary of the Ministry of Home Affairs in January 1971. On 6 August of the same year, Mr Nathan moved to the Ministry of Defence where he was Director of the Security and Intelligence Division (SID). In the Laju incident on 31 January 1974, members of the terrorist Japanese Red Army (JRA) bombed petroleum tanks on Pulau Bukom off the coast of Singapore; Mr Nathan was among a group of government officers who volunteered to be held hostage by the JRA to secure the release of civilian hostages. In 1975, he was awarded the Meritorious Service Medal.

In Febrauary 1979, Mr Nathan returned to the Ministry of Foreign Affairs and become its First Permanent Secretary until February 1982, when he left to become the Executive Chairman of The Straits Times Press (1975) Ltd, the predecessor of Singapore Press Holdings.

This scholarship was launched in 2015 in honour of the distinguished and exemplary service of Mr S. R. Nathan as the former President of the Republic of Singapore. This scholarship is presented to Victorians from the Secondary Four cohort who possess good character, resilience and drive, and who have performed well academically and in their co-curricular activities.

From 1983 to April 1988, Mr Nathan was Chairman of the Hindu Endowments Board. He was a founding member of SINDA, the Singapore Indian Development Association, and its Term Trustee until August 1999.

In April 1988, Mr Nathan was appointed Singapore’s High Commissioner to Malaysia, and in July 1990, he became Ambassador to the United States of America, where he served until June 1996. On his return, Mr Nathan was made Ambassador-at-Large and was concurrently Director of the Institute of Defence and Strategic Studies (IDSS) at the Nanyang Technological University. He resigned as Ambassador-at-Large and Director of IDSS on 17 August 1999, and was asked to run for president in Singapore’s second presidential election. “Nil Sine Labore is a very important message, that you may not be the best but with labour, you will succeed. Whether you succeed or fail, it’s all because of labour. Making the judgement is yours.”
