WHK Horwath has been engaged to assess the reasonableness of costing estimates prepared by theLiberal National Party for its 2009 election commitments,

The Liberal National Party's election commitments include initiatives with set funding allocations andinitiatives which involve assumptions used to estimate the costed commitments.

The Liberal National Party has separately costed the recurrent and capital elements of eachcommitment and aggregated the results for individual initiatives to arrive at total recurrent and capitalimpact on forward estimates.

The Liberal National Party is responsible for the preparation of the costing estimates and thedetermination of assumptions adopted. WHK Horwath has reviewed the compilation of the capital andrecurrent policy commitments on the basis of the assumptions provided

The Liberal National Party has provided access to its methodology and assumptions used to determinethe cost of individual initiatives and the total capital and recurrent impact on forward estimates.

WHK Horwath has reviewed the complete set of capital and recurrent policy commitments and issatisfied that based on the assumptions provided, costed commitments have been accurately prepared

in all material respects.

We are also satisfied that costings for individual commitments have been accurately aggregated todetermine the total net capital and recurrent impact on forward estimates.

DETAILS OF COMMITMENTS

Community Mental Health Centres

The LNP will build 15 community mental health centres, designed to implement a program ofearly diagnosis and intervention of mental illnesses. Five of these centres will be specificallytasked to assisting youth.

'Hub and Spoke' Healthcare for the Regions

The LNP will improve Health service delivery in regional and rural Queensland through a'huband spoke' model. This program will see the appointment of an additional 20 final-yearRegistrars to work with Visiting Medical Officers (VMOs) to give outlying areas access to high-quality care in their home-community.

Local Hospital Boards

Local health boards will be established to give local people a greater say in how their hospitalsare run and what services patients are offered.

Maternity Services for Regional Queensland

The LNP will give rural and regional mothers greater access to mid-wife led pre-birth maternityservices and `low risk' child birth services

Patient First Advocates

The LNP will introduce Patient First Advocates to reduce waiting lists, coordinate surgicalappointments and outpatient medical services.

Patient Travel Subsidy-Scheme

Patients who travel to Brisbane and major regional centres for medical care will have their travelpayments doubled and accommodation subsidies tripled.


Health Research and Development

The LNP will invest in Research and Development of innovative health technologies.

A New Hospital for Cairns

The LNP will deliver a new hospital for Cairns in partnership with the private sector.

Centre of Excellence in Paediatric Medicine

The LNP will retain two children's hospitals in Brisbane at the Royal Children's Hospital and theMater Children's Hospital. These projects will be delivered in partnership with the private sector.

Southport Hospital

The LNP will save the existing Southport Hospital site and ensure that it remains a medicalprecinct.

Townsville Hospital

The LNP will negotiate to buy CSIRO land to allow for the future expansion of the TownsvilleHospital, including a new sub-acute health facility.

Economy,

Payroll tax cuts

M

The LNP will reduce the rate at which the threshold exemption for payroll tax calculations isreduced from $1 for every $4, to $1 for every $6. This will reduce the payroll tax payable forfirms with payrolls between $1 million and $5 million. The LNP will also provide a cashincentive to businesses who retain the same level of staff over a financial year, and anotherincentive for firms who increase their staff.

This assumption is based on the disclosure in the 2008-09 Budget that a similar reduction from$1 in $3 to $1 in $4 would cost the state $20 million.


Providing more support for the Tourism Industry

The LNP will boost the marketing budget for Tourism Queensland to the real value it receivedbefore the Labor Government was elected in 1998.

Infrastructure Queensland

The LNP will introduce a scheme called Infrastructure Queensland . This will be a way thatsuperannuation funds and other investment operators can share in the funding and return ofinfrastructure in Queensland.

We have announced a multi-layered strategy that will allow both fixed-return and equityinvestments in a fund that will subsequently invest in a range of infrastructure projects.

Law and Order

Delivering the Police Academy - Stage 1

The LNP will drive the delivery of Queensland's much-needed new Police Academy through its

first stage.

More police for Queensland

The LNP will deliver 1000 new police, bringing total operational police officers to over 11,000

Queensland-wide.

Safer railways for Queensland

The LNP will replace Transit Officers with Police Officers on Queensland Trains and create apolice presence in Railway Stations, providing safety for commuters.

Police Helicopters

The LNP will provide the Queensland Police Service with two Robinson Raven II Helicopters,to increase operational activities and make Queensland communities safer.

Youth Training Camps


The LNP will deliver a program designed to intercept Juveniles who are on a pathway to crimeand rehabilitate them for re-entry into society.Sentencing Reform

The LNP will remove `detention as a last resort ' from the Juvenile Justice Act; and ensure thatoffenders who assault police -will serve at least three months in jail-.

Juvenile Justice Reforms

The LNP will reform and strengthen Juvenile Justice in Queensland so that community safety isput first and offenders are properly rehabilitated.

More Support for Victims of Crime

The LNP will deliver an additional 12 Victim Support Officers (VSOs) in the Department of

Public Prosecutions.

Dedicated Youth Drug Court Program

The LNP will trial NSW successful Youth Drug Court Program, involving non-custodialrehabilitation for juvenile offenders, designed to help them break out of drug-use.

Managing the Justice System - Court Backlogs

The LNP will provide additional resources to deal with court backlogs to clear our justice

system.

More resources for the Department of Public Prosecutions

The LNP will ensure the DPP have additional resources to assist in clearing the backlog of

cases.

Sense in Sentencing

The LNP will ensure that serious offenders successfully complete rehabilitation courses prior to

release.


Mandatory Graffiti Clean-up

The LNP will ensure that offenders convicted of graffiti or damage offences will clean upgraffiti as part of their punishment.Child Safety - Open an Early Intervention Unit

The LNP will open a new office within the Department of Child Safety specifically taskedtowards early intervention and prevention of harm.

Results Plus Stage One

The LNP plan involves improving literacy and numeracy, offering rehabilitative programs foranti-social students, employing more teachers to reduce class sizes in early years education andworking towards a joint curriculum.

The LNP will increase funding for Catholic and Independent Schools, improve staffaccommodation and provide additional support to one-teacher schools and school industrypartnerships.

The LNP will continue the drive to give Queensland Australia's best education system bybuilding more schools and boosting infrastructure and maintenance funding for TAFE colleges.

Seniors, Disability and Community

Improving our Water Safety - SLSQ & RLSS additional triennial funding


The LNP will provide funding support for Surf Life Saving Queensland and the Royal LifeSaving Society to give a much needed boost to two iconic organisations who help protectQueenslanders and tourists on beaches right throughout the state

Public Transport , Roads and Infrastructure

Free Trains between 6-7 (AM, PM)

The LNP will make train-travel easier for Brisbane commuters by offering free train journeys forGo-Card users between 6 and 7, AM and PM. This will flatten the demand curve for the services

and ease over-crowding on Travel-Trains.

Inner City Rail Security Upgrade

The LNP will deliver improved security at train stations , with additional cameras, alarms and

security lights installed , as well as six additional staff to monitor cameras and liaise with police

and rail security staff

Trailer Cars

The LNP will immediately increase the number of passenger spaces on trains, by bringing

forward the delivery of passenger trailer cars.

Park and Ride

The LNP will provide an additional 3,000 park and ride spaces for Brisbane Commuters

Implement ATP

The LNP will implement the use of ATP technology on Brisbane commuter trains, which willmake travel safer and allow trains to run more frequently.

Gold Coast Rapid Transit

The LNP will complete the first two stages of the light rail project (from Parklands to

Broadbeach) just four years from now in 2013


Brisbane Bus Rapid Transit

This project involves the construction of a new fleet of 20 advanced buses to provide a dedicatedservice at four minute intervals from Newstead through the CBD to West End. It includes worksto redesign intersections to provide buses with priority traffic access and to ensure more buses

run on time.

CAMCOS

The LNP will drive this project, including the connection to the existing line, to produce a finaldesign and commence land purchases.

Redcliffe Rail

The LNP will conduct the design scoping of the Redcliffe Rail so it is ready for market

expressions of interest

Toowoomba Bypass

The LNP will provide funding for the second-range crossing which would run from the bottomof the range near Helidon and Withcott through to west of Toowoomba.

Food Security amid Agriculture

Increase Research and Development to boost productivity

The LNP will boost R&D by 20% and negotiate broad strategic partnerships with other research

agencies to maximize R&D potential.

Strengthen biosecurity

The LNP is committed to rebuilding and resourcing a Biosecurity group within the Departmentof Food Security and Agriculture that will lead a whole-of government approach to settingpolicy and managing Queensland's complex biosecurity regimes in partnership with industrystakeholders. To this end a LNP Government will increase the number of trained personnelwithin the Biosecurity group by 25, ensuring improved regional delivery of preparedness and

risk management.


Funding boost for Research stations

The LNP is committed to the retention of the three Tablelands research stations-Kairi,Walkamin and Southedge. Not only will we rebuild the capacity of these stations, but we arecommitted to a centre of excellence incorporating these three stations and the MareebaAgricultural College for practical research, extension and education.

There is an undeniable need for each of these stations which are located in separate climate areasof the Tablelands and are specifically important for different horticultural and farm managementsystems.

Funding boost for Agriculture Colleges

The LNP will provide agricultural colleges with local boards to boost agricultural andindependent expertise to make the colleges a real success and a thriving hub of rural education,research, development and field days.

Funding boost for Agriculture Queensland marketing

The LNP will boost funding to Agriculture Queensland to promote Queensland 'Green'agriculture products.

Funding boost to protect Queensland Fishing Waters

The LNP will establish a buyback scheme, assisting fishermen to exit the industry, which will in

turn provide more sustainable fisheries.

Biotechnology Innovation Fund

The Biotech Advantage Fund would provide $10 million over three years to aid company'sbased in Queensland with the commercialisation of innovations that build on the State'sestablished strengths.

New 60,000 Hectares of State Forests

A LNP Government is committed to ensuring an additional 60,000 hectares of plantations areestablished through a combination of State and private investment.

A Private Forestry unit will be established to ensure that proper management of privately ownedforests, particularly native forests, is promoted and facilitated.

An LNP Government will implement a non-lethal removal program based on successfulschemes used interstate.

The LNP would provide for an enhanced rural water use efficiency program.

Protecting Kirra Reef

The LNP will provide for the removal of sand and a study to balance sand distribution on the

The LNP will provide a three year fund to support regional initiatives that employ renewableenergy.

Farm-based Water Management Plans

The LNP will roll out the adoption of best farm management practices in ecologicalsustainability.

The LNP will analyse the current use of wilderness areas classified as crown land and reviewunder which circumstances the public should be entitled to use that land.

Providing more support for the Racing Industry

The LNP is committed to reinstating up to 20 non-strategic country race meetings, and fundingthe reallocation of the $3,000 administration fee to non-strategic country race meetings. Countryracing will be a priority for a LNP Government. It is the nursery of the racing industry.

The LNP will conduct a review of the boundaries of local government in Queensland.

Reform Queensland Health - Public Hospital Cost Recovery

This policy will recover costs from private insurers to redirect savings back into returningmaternity services to regional Queensland, improving access to primary care and other publichealth services - and providing the best clinical training and research opportunities for a growingQueensland health workforce. This is standard practice in other Australian states and wasrecommended to the government by the Allen Consulting Group in a confidential report to

Queensland Health dated 17 March 2006.

Reform Queensland Police Service - Police training through Practical University Course


The LNP will collaborate with a University to design a'Practical Policing Course' for offer toprospective police cadets. It is calculated that from this course, the training of new recruits willbe able to build on the recruit's existing knowledge and skills and therefore reduce the cost of theoverall training.

Reform Juvenile Justice System - Detention costs avoided through Youth Drug CourtProgram

This saving will be achieved by diverting young offenders who commit drug related crime fromdetention to the drug court program.

Reform Dept of Education - Joint Schools Curriculum

The LNP will pursue savings arising from the collaboration and collocation of curriculumdesign.

Abolish Parliamentary Secretaries

The LNP will, abolish the offices of Parliamentary Secretaries, including the office expenses,additional salary and motor vehicle.

Reform Dept of Child Safety - decentralisation

The LNP will reform the over bureaucratic central office of Child Safety, reducing duplication

and waste.

Reform Dept of Child Safety - Return staff to frontline

The LNP will redirect funding from Labor's `one chance at childhood' policy to front lineservices and refocus departmental spending on frontline services.

The LNP will refocus funding from this campaign to frontline services.

Scrap Labor 's failed plans - 'Revitalising Rural Image'


The LNP will end the `rural image ' program within the Labor Government's Blueprint for theBush Scheme.

This is the existing and insufficient funding to those organisation which will be removed prior tothe implementation of the LNP's funding for these organisations.

These savings have been identified as particularly wasteful.

New Truck Toll on Granard and Mt Gravatt-Capalaba Rds

The LNP will remove the toll as it applies to truck at the Kuraby Toll-Booth on the GatewayMotorway/ Logan Motorway to give trucks an incentive to avoid the Brisbane Urban Corridor. Anew 'free-flow' toll will be placed for trucks only on Granard Rd and Mt Gravatt-CapalabaRoads.


Whole-of-Government Productivity Dividend

In March 2008, the Bligh Government announced the introduction of a productivity dividend forimplementation-by State Government agencies. The LNP recognises that significant furtherreform is vital to ensure efficiency in the government's delivery of high-quality of services. TheLNP is committed to the reform of governance in Queensland and to long-term sustainableproductivity increases in the public sector.

The savings from the productivity dividend are being redirected to enhance frontline servicessuch as health and education. Agencies must ensure that savings do not impact on frontlineservice delivery staff or agencies.

The productivity dividend is applied to appropriation-funded agencies and to all categories ofexpenses other than grants and (non-cash) depreciation. The dividend is reflected as anadjustment to the overall expense aggregates of the State.

Scrap Labor 's plan to close two hospitals for one

The LNP is committed to keeping the Royal Childrens' Hospital operational and therefore cansave the capital allocation for the current Bligh Government's plan.

End State Schools of Tomorrow

The LNP rejects the Bligh Government 's plan to close schools and will instead take-up thiscapital allocation for constructing new schools and maintaining existing facilities.

Scrap Traveston Crossing Dam

The LNP will stop Traveston Crossing Dam and will instead save the capital allocation for this

project.

Abolish Northern Pipeline Interconnector

The LNP will not build the Northern Pipeline Interconnector Stage 2, which the Laborgovernment was going to build from Landers Shute, Caloundra to Lake MacDonald, Cooroy.
