INDEPENDENT REPORT ON 2009 ELECTION COMMITMENT COSTINGS

WHK Horwath has been engaged to assess the reasonableness of costing estimates prepared by theLiberal National Party for its 2009 election commitments,

The Liberal National Party's election commitments include initiatives with set funding allocations andinitiatives which involve assumptions used to estimate the costed commitments.

The Liberal National Party has separately costed the recurrent and capital elements of eachcommitment and aggregated the results for individual initiatives to arrive at total recurrent and capitalimpact on forward estimates.

The Liberal National Party is responsible for the preparation of the costing estimates and thedetermination of assumptions adopted. WHK Horwath has reviewed the compilation of the capital andrecurrent policy commitments on the basis of the assumptions provided

The Liberal National Party has provided access to its methodology and assumptions used to determinethe cost of individual initiatives and the total capital and recurrent impact on forward estimates.

WHK Horwath has reviewed the complete set of capital and recurrent policy commitments and issatisfied that based on the assumptions provided, costed commitments have been accurately prepared

in all material respects.

We are also satisfied that costings for individual commitments have been accurately aggregated todetermine the total net capital and recurrent impact on forward estimates.

Our work was conducted in accordance with ASAE 3000 and did not constitute an audit or anindependent review for the purposes of Australian Auditing Standards,

DETAILS OF COMMITMENTS

Community Mental Health Centres

The LNP will build 15 community mental health centres, designed to implement a program ofearly diagnosis and intervention of mental illnesses. Five of these centres will be specificallytasked to assisting youth.

'Hub and Spoke' Healthcare for the Regions

The LNP will improve Health service delivery in regional and rural Queensland through a'huband spoke' model. This program will see the appointment of an additional 20 final-yearRegistrars to work with Visiting Medical Officers (VMOs) to give outlying areas access to high-quality care in their home-community.

Local Hospital Boards

Local health boards will be established to give local people a greater say in how their hospitalsare run and what services patients are offered.

Maternity Services for Regional Queensland

The LNP will give rural and regional mothers greater access to mid-wife led pre-birth maternityservices and `low risk' child birth services

Patient First Advocates

The LNP will introduce Patient First Advocates to reduce waiting lists, coordinate surgicalappointments and outpatient medical services.

Patient Travel Subsidy-Scheme

Patients who travel to Brisbane and major regional centres for medical care will have their travelpayments doubled and accommodation subsidies tripled.

Health Research and Development

The LNP will invest in Research and Development of innovative health technologies.

A New Hospital for Cairns

The LNP will deliver a new hospital for Cairns in partnership with the private sector.

Centre of Excellence in Paediatric Medicine

The LNP will retain two children's hospitals in Brisbane at the Royal Children's Hospital and theMater Children's Hospital. These projects will be delivered in partnership with the private sector.

Southport Hospital

The LNP will save the existing Southport Hospital site and ensure that it remains a medicalprecinct.

Townsville Hospital

The LNP will negotiate to buy CSIRO land to allow for the future expansion of the TownsvilleHospital, including a new sub-acute health facility.

Payroll tax cuts

The LNP will reduce the rate at which the threshold exemption for payroll tax calculations isreduced from $1 for every $4, to $1 for every $6. This will reduce the payroll tax payable forfirms with payrolls between $1 million and $5 million. The LNP will also provide a cashincentive to businesses who retain the same level of staff over a financial year, and anotherincentive for firms who increase their staff.

This assumption is based on the disclosure in the 2008-09 Budget that a similar reduction from$1 in $3 to $1 in $4 would cost the state $20 million.

Providing more support for the Tourism Industry

The LNP will boost the marketing budget for Tourism Queensland to the real value it receivedbefore the Labor Government was elected in 1998.

Infrastructure Queensland

The LNP will introduce a scheme called Infrastructure Queensland . This will be a way thatsuperannuation funds and other investment operators can share in the funding and return ofinfrastructure in Queensland.

We have announced a multi-layered strategy that will allow both fixed-return and equityinvestments in a fund that will subsequently invest in a range of infrastructure projects.

This project involves the construction of a new fleet of 20 advanced buses to provide a dedicatedservice at four minute intervals from Newstead through the CBD to West End. It includes worksto redesign intersections to provide buses with priority traffic access and to ensure more buses

run on time.

The LNP will drive this project, including the connection to the existing line, to produce a finaldesign and commence land purchases.

Redcliffe Rail

The LNP will conduct the design scoping of the Redcliffe Rail so it is ready for market

Toowoomba Bypass

The LNP will provide funding for the second-range crossing which would run from the bottomof the range near Helidon and Withcott through to west of Toowoomba.

The LNP will boost R&D by 20% and negotiate broad strategic partnerships with other research

agencies to maximize R&D potential.

Strengthen biosecurity

The LNP is committed to rebuilding and resourcing a Biosecurity group within the Departmentof Food Security and Agriculture that will lead a whole-of government approach to settingpolicy and managing Queensland's complex biosecurity regimes in partnership with industrystakeholders. The LNP is committed to the retention of the three Tablelands research stations-Kairi,Walkamin and Southedge. Not only will we rebuild the capacity of these stations, but we arecommitted to a centre of excellence incorporating these three stations and the MareebaAgricultural College for practical research, extension and education.

There is an undeniable need for each of these stations which are located in separate climate areasof the Tablelands and are specifically important for different horticultural and farm managementsystems.

Whole-of-Government Productivity Dividend

In March 2008, the Bligh Government announced the introduction of a productivity dividend forimplementation-by State Government agencies. The LNP recognises that significant furtherreform is vital to ensure efficiency in the government's delivery of high-quality of services. TheLNP is committed to the reform of governance in Queensland and to long-term sustainableproductivity increases in the public sector.

The savings from the productivity dividend are being redirected to enhance frontline servicessuch as health and education. Agencies must ensure that savings do not impact on frontlineservice delivery staff or agencies.

The productivity dividend is applied to appropriation-funded agencies and to all categories ofexpenses other than grants and (non-cash) depreciation. The dividend is reflected as anadjustment to the overall expense aggregates of the State.

Scrap Labor 's plan to close two hospitals for one

The LNP is committed to keeping the Royal Childrens' Hospital operational and therefore cansave the capital allocation for the current Bligh Government's plan.

End State Schools of Tomorrow

The LNP rejects the Bligh Government 's plan to close schools and will instead take-up thiscapital allocation for constructing new schools and maintaining existing facilities.
