I. OVERVIEW
The Committee on Appropriations, Public Debt, Legal Affairs, Retirement, Public Parks, Recreation, Historic Preservation and Land convened a public hearing on May 23, 2013 at 8:30 AM in I Lihes/atura 's Public Hearing Room. Among the items on the agenda was the consideration of the appointment of Pa'le Michael C. Crisostomo to serve a~ a Member of the Criminal Injuries
Compensation Commission, and whose appointment history is as follows:

Chairman Vicente C. Pangelinan.· Good Morning to all that are here today and all those who are listening on air. We are here to conduct the public hearing on the Committee on Appropriations. Public Debt, Legal Affairs, Retirement. Public Parks, Recreation, Historic Preservation and Land. As required by the open government law, the agenda was publicized. There are the members of the Legislature; on my immediate left we have Senator Tommy Morrison and Senator Chris Duenas, welcome and si yu'os ma'ase and thank you for being here.
Thank you very much ladies and gentlemen for you presence here this morning. The first item this morning is the nomination and confirmation hearing for Pa'le Michael C. Crisostomo as member of the Criminal Injuries Compensation Commission.
l have signed up to testify on behalf of Pa'le Mike of course Pa'le Mike, and Cecilia Morrison. As stated. Pa'lc Mike is being nominated to the Criminal Injuries Compensation Commission. We will begin with members of the community and then Pa'le Mike himself:

Pa'le Michael C. Crisostomo
Pa'le Mike: Good morning Mr. Chair and Senators. I am humbled; I didn't know I did all those stuff(referring to Mrs. Morrison's testimony). This Commission is very important to the victims of crime. Since my first appointment in 2008 with then Governor Camacho, the Commission has never met and it was because of a lack of quorum. With the recent law having the Attorney General and his office to be able to disburse funds in the absence of the Commission. I think it is a wonderful thing. But we still need the Commission on board. I think this will give the opportunity to establish and perhaps more members would be a bit more committed. I know there are people out there that want to be a part of the Commission and I am not too sure what their reasons are for not accepting the appointments. We tried earnestly to get people involved in the Commission because of the victims that are in need of this funding. But we hope that through your efforts and through our efforts we would be able to have a quorum from here on and have this Commission established so that we can continue to serve the victims of crime.

Senator Tommy Morrison: Good morning Pa'le Mike. !just want to thank you for everything you do for our community and I appreciate the service you provide for this Commission and we look forward to assisting you to grow this Commission and we will look for more Commission members to support this cause.

Senator Chris Duenas: Good morning Mayor !referring to Mrs. Morrison as former Mayor]. I echo the sentiments of Senator Morrison. Pa'le. I have known you for many years and reading your public service [history] is really extensive and I know you are going to do an excellent job. I think you will be in recruitment mode. Maybe this week's homily will be about public service and you will gain your memhership from your parish. Congratulations and I look forward to voting on your nomination. Pa'le. Thank you Mr. Chair

Senator V. Anthony Ada: Thank you Mr. Chair. madam Mayor. Pa'le we go back many. many years. You have done many wonderful things for the community and stepping up again to the Commission to help and serve our island in this capacity - that is way extensive than what your resume really looks like. Thank for all that you do. Thank you Mr. Chair.
Chairman Vicente C. Pangelinan: Si Yu'os Ma'ase Thank you very much. Senator Aguon do you have any questions?
Senator Frank Aguon: Father, thank you for accepting this responsihility of public service. I think sometime last year, Phil the Deputy Chief Attorney General probahly remembers this case: there were questions ahout the remaining balance of these funds or this particular fund to get out to the victims of some of these heinous crimes. l certainly hope that with the previous appointments and identifying a few others you will be able to move forward. There is a mechanism there for the Attorney General to continue the process and allow for the release and payments to the victims and their families. It would he ideal if the Commission would be empanelled so that you can administer some of those resources. Thank you Father for extending yourself ahove and beyond the general island community and even further. Thank you and you have my support. Thank you Mr. Chaim1an.
Chairman Vicente C. Pangelinan: Si Yu'os Ma'ase Thank you very much. Pa'le, when we were having this conversation with the Attorney General to allow the Attorney General to access those funds in the absence of a quorum, because of lack of appointments - and as you mentioned, you are the second appointee. is that correct?
Pa 'le Mike: Yes. that is correct.

Chairman Vicente C. Pangelinan : We are still searching for other candidates. I suggested to the Attorney General to at least bring in the members and begin discussions. Has that happened?
Mr. Philip Tydingco: Not to this date.
Chairman Vicente C. Pangelinan: The intent was to allow a transition for the new members and the Attorney General having purview over this. would work with them to transition them so when they had a full Commission they would be fully operational. That was the intent, so we will continue lo encourage the Attorney General to bring you on board with the other nominees when making a decision on how to release funds because l think this is very important.
Thank you very much Pa'le for agreeing to serve on the Commission. That is truly the work of God and you are such a man of God. We thank you for your service not only to this Commission, but other organizations in the community. I had the chance to sit with you on a panel not too long ago, on suicide prevention. The stories you share. the passion that you bring and the dedication is truly public service. We want to thank you.
Mr. Attorney General did you wish to make some comments?
Mr. Phillip Tydingco: Good morning Senators, my name is Phil Tydingco on behalf of Attorney General Rapadas. I am here to provide our support and encouragement for the confirmation of Pa'le Mike Crisostomo to the Criminal Injuries Compensation Commission. It is vitally important that we have as many Commission members as possible. In fact we want to thank the governor for appointing Pa'le Mike and I think he may be number three. I have to confirm that.
This year Pa'le Mike did receive the Crime Victims' Rights Service Provider Annual Award as part of our victims' rights ceremony. That's a high accolade in his dedication. commitment and service not only to our community but also for our Lord; he does God's work. We are so happy he has been appointed to the Commission and that he will be confirmed.
I can tell you we have completed the Standard Operating Procedures that we will be operating under. We have been in contact with other appointees to let them know that with or without a quorum, we could still begin the application process and determination even with the members who arc present, even if we don't have a quorum. That has always been our intent even though the law allows us to do so without it, we want them to be present. They will eventually take over that whole process. I need to confinn. but we may have a quorum. I think Pa'le Mike is number three, but I have to double-check that. I look forward to your confirmation of Pa'le Mike. Thank you very much.

I enthusiastically support Pale Michael "Mike" Crisostomo's appointment to the Criminal Injuries Compensation Board.
Pale Mike currently serves as the president of the board of directors for the Guam Coalition Against Sexual Assault and Family Violence (GCASAFV). This organization comprises numerous local government and nonprofit organizations that provide direct and supplemental services to victims. It is through his involvement in this organization, and other social service organizations, that qualify him for a seat on the C!CB.
As a past board member ofGCASAFV, I have had the privilege to work under Pale Mike's leadership for the past two years. In this time, he has confronted very challenging situations, and has demonstrated the true qualities of great leadership. Not only is he well informed about victims' issues and the available support programs, but he is also very adept at managing volunteers and working collaboratively with community partners. He has demonstrated repeatedly that he is committed to helping victims, and that he is a decisive leader who makes informed decisions for the overall benefit of the organization and the island community.

arne·~1Drriittin1< this testimony in support of Pa'le Michael Crisostomo's appointment to the CICB. I have known Pa'le Mike for almost 18 years. As my parish priest, he was my spiritual confidante. Our relationship continued as such, expanding later into our mutual work around domestic/family violence and sexual assault programs since 1996. As a survivor of family/domestic violence, he was one of the most active contributors to practically all facets aimed at helping victims and improving our island's response systems. He works tirelessly to provide support and guidance for both government as well as non-government organizations (NGOs).
Pa'le Mike is involved in a number of grant programs and related efforts sponsored by the U.S. Department of Justice (USDOJ). To name a few, these include: Grants to Encourage Arrest program, Services*Training*Officers*Prosecutors (STOP) Violence Against Women (VAW) program, Rural Domestic Violence and Child Victimization Enforcement program, and Sexual Assault Services Program (SASP), etc. He also participated in the AmeriCorps Program under the Corporation for National and Community Service (CNCS). As a recipient of these grants, he has received multiple orientation and trainings and has continuously shared knowledge obtained from each to our faith- and community-based partners (e.g., Train-the-Trainer programs).
Pa'le Mike is also involved in various faith- and community-based services. His efforts speak volumes of his devotion not only to help victims of crime but to help in its prevention through myriad community services. His relationship to our organization and other victim service programs on Guam includes: 1) Numerous capacities in support of organizations that deal with community service programs island-wide; 2) Assisting in various victim service provider organizations; 3) Cultural specific populations such as ethic groups, etc. It should be noted that in addition to a host of duties, Pa'le Mike was elected to 1) chair the United faith Coalition -comprised of various faith denominations (Christian and non-Christian); 2) chair the Guam Coalition Against Sexual Assault and Family Violence Board; 3) be a member of the Victim Advocates Reaching Out (VARO) Board; 4) be 2014 Attorney General of Guam's Outstanding Crime Victim Advocate Award (April 2014); and 5) chair the Family Justice Center planning committee.
His faith- and community-based work are entwined with those that are concentrated in
promoting individual growth and development in an assortment of areas that support crime victims, aid in crime prevention, and numerous community services that help individuals.

It is my privilege to recommend Pale Mike Crisostomo as a Member to the Criminal Injury Compensation Board. I have known Pale Mike for almost twenty-five (25) years now, and I believe he shall continue to be a tremendously valuable member to the Board.
It almost goes without saying that Pale Mike is known and loved by many in our community, because of his public, civic and social contributions and involvement, and his love for his Island and people. Pale Mike is a person of great integrity, compassion, sacrifice and dedication to his people in our community.
I cannot think of a better candidate for the Board than Pale Mike. This appointment shall continue to bring vast experience, tempered justice and compassion, and credibility to the Board, and I have no doubt that Pale Mike shall continue to represent the Board and carry out his responsibilities in an honorable and dedicated fashion.
It is without reservation that I highly recommend Pale Mike as a member of the Criminal Injury Compensation Board. Pale Mike is loved and cherished by his parishioners and his fellow Guamanians. I respectfully urge you and the other members of our Legislature to confirm Reverend Fa. Michael C. Crisostomo.
