Addi t ional ly, eleven (11) copies o. the Environmental Report are enclosed for your d ist r ibut ion as required pursuant to the provis ions of T i t le 30 CFR, Part 250.34 and NTL 80-6 of June 2, 1980. Final well numbers, lo-at ions, and depths w i l l be Included on the United States Departmen of the In ter ior , MMS Form 331C, Application f o r Permit to D r i l l , Deepen, or Plugback (APD). Other relevant Information to be provided therein shall Include casing, cement and mud programs, procedures to be followed throughout the d r i l l i n g of the wel l , Including testing of cement jobs, Insta l la t ion of casing, blowout prevent ion equipment, l i n e s , and other such data as the D i s t r i c t Supervisor may require.

As specified 1n the Document, Phi l l ips proposes to use a d r i l l i n g vessel such as the Chiles Gulfstream, a jack-up type d r i l l i n g vessel or equivalent. However, I t should be noted that the f inal decision to use any r ig 1s contingent upon several factors, e .g . , r ig comi tmen t( s) at the time t h i s Document 1s approved and the timely consummation of a contract with a d r i l l i ng contractor.

Development d r i l l i n g on these blocks w i l l be accomplished by

d r i l l i n g up to two (2) wel ls wi th a jack-up type d r i l l i n g MODU. A

t yp ica l MODU that would be employed for the proposed operations is the

Chiles Gulfstream MODU.

Should a well Indicate the presence of hydrocarbon bearing sands In

commercially paying quant i t ies, the well may be temporarily abandoned

according to the prov is ions of GOM-OCS Order No. 3 and any other

requirements as specified by the Dis t r ic t Supervisor. Addit ionally,

approved DOT, United States Coast Guard Navigational Aids shal l be

Instal led where required following temporary abandonment.

Upon completion of development d r i l l i n g , a platform may be

Instal led over the locatlon(s) for the development/prciuction phases. A

separate platform Installation application with appropriate documentation

would be submitted at that t ime.

Throughout the l i f e of the proposed project , a l l available

safeguards shall be u t i l i zed In an e f fo r t to prevent any possible damage

to the ecosystem.

D r i l l i ng act iv i t ies w i l l be conducted from a dock f a c i l i t y located

in Venice, Louisiana.

A geophysical report Is not Included in th is Document since I t was

or ig ina l ly f i l ed with the Plan of Exploration. Interpretations made at

that time remain unchanged.

P h i l l i p s Petroleum Company Is an active member of Clean Gulf

^Associates (CGA). Should an upset occur at the proposed project s i te ,

the nearest CGA base 1s located at Grand Is le , Louisiana. The

jantlcipated response time from Grand Isle, Louisiana, Including loadout

of equipment, 1s approximately eighteen (18) hours. Phillips will be

operating under EPA Gulf of Mexico General Permit Number GMG280000,

effective 2 July 1986.

2. SHALLOW HAZARDS DISCUSSION AND CERTIFICATE

A-l/A-2: A review of the multi-sensor, high resolution engineering hazard survey (Odom Offshore) has revealed the absense of shallow hazards at the proposed locations of Wells Nos. A-l and A-2. Addit ional ly, no geologic, archeological or cu l tu ra l hazards w i l l be encountered, nor have any man-made structures or other magnetic hazards been Iden t i f i ed . I t Is further believed that d r i l l i n g or construction at these locations w i l l not Impact h is tor ic or pre-historic cultural resources.

3. PROPOSED TIMETABLE

Commencement of d r i l l i n g ac t i v i t i es are planned for February 1 , 1987. Two (2) locations have been chosen. These locations are based on current available data. The decision to d r i l l a l l proposed wells w i l l be based on that data obtained from the f i r s t we l l . I f operations do commence on February 1, 1987, the f i r s t well would be completed on or about March 2, 1987. Each well Is expected to require an average of t h i r t y (30) days to d r i l l . Therefore, 60 days would be required to d r i l l two (2) consecutive we l ls . Weather condit ions, approvals, and such things as problems encountered while d r i l l i n g may af fect the timetable in general.

4. MULTI-SENSOR SURVEY

This document was previously submitted wi n the i n i t i a l Plan of Exploration in December, 1984 and therefore i s omitted from th is submittal.

5. TRANSPORTATION OF OIL AND GAS

Current plans for the transportation of produced hydrocarbons as a result of th is pro ject are to t i e Into an existing Texas Eastern 24" pipeline located approxi­mately 12 miles away. The pipeline is located in Main Pass Block 94. The proposed l ine from the platform to the t i e - i n point is anticipated to be an 8 5/8" gas sales pipel ine. Tie-in point has not been determined.

6. FACILITIES

I t 1s proposed to ins ta l l a jack-up production platform with gas processing f a c i l i t i e s and l i v ing quarters. The f a c i l i t i e s w i l l be capable of handling 30 MMCFGPD, 450 BCPD and 3000 BWPD. A bridge w i l l be used to connect the jackup to the four s lot d r i l l i n g jacket and the flowlines from the wellheads w i l l be connected to the manifold on the jackup platform.

7. PRODUCTION RATES

PHILLIPS reserves the r ight to terminate the proposed project should the results of the I n i t i a l well Indicate a lack of su f f i c ien t reserves to warrant further ac t i v i t y , and further reserve the r ight to abandon the lease without further ac t i v i t y .

OIL SPILL CONTINGENT PLAN

Pursuant to MMS OCS Order No. 7 (Pol lut ion Control and Waste Disposal) , P h i l l i p s O i l Company has an approved O i l S p i l l Contingency Plan on f i l e with the MMS. This Plan provides s p e c i f i c information for n o t i f i c a t i o n and action procedures i n the event a s p i l l s i tuat ion occurs in the Gulf of Mexico.

Action and n o t i f i c a t i o n procedures are s p e c i f i e d in the Plan for varying degrees of response depending on the s i z e and nature of the s p i l l . N o t i f i c a t i o n and reporting procedures include s tate and federal agency requirements and emergency n o t i f i c a t i o n telephone numbers. Action procedures are s p e c i f i e d to include r e s p o n s i b i l i t y , s p i l l containment and cleanup, equipment and materia l , operat ing personnel, communication, and Offshore O i l S p i l l Task f o r c e .

P h i l l i p s O i l Company i s a member of the CLEAN GULF ASSOCIATES, hereafter r e f e r r e d to as CGA. By reference, the CGA Operations Manual i s incorporated into and made a part of P h i l l i p s O i l Company's Offshore O i l S p i l l Contingency Plan . Equipment stored and maintained by CGA i s a v a i l a b l e should the need a r i s e . I n an emergency s i t u a t i o n , P h i l l i p s O i l Company w i l l c a l l for as much a s s i s t a n c e and addi t iona l equipment as necessary from a number of contractors who are located on the Gulf Coast that spec ia l i ze i n o i l s p i l l containment and cleanup. CGA equipment located at Grand I s l e , I n t r a c o a s t a l C i t y , Cameron, and Houma, L o u i s i a n a , can be u t i l i z e d and deployed from the CGA base or the P h i l l i p s O i l Company onshore support base located at Grand Cheniere or Fourchon Docks, Louis iana . A Fast Response Open Sea Skimmer System w i l l be used as the primary s p i l l con­tainment and cleanup equipment and i s located at the above mentioned CGA base l oca t ions . This i s a portable system designed for boat mounting. I t c o n s i s t s i n part of a f l oa t ing o i l boom, skimmer, outr igger , pump and storage tanks. The system i s designed to provide equipment capable of f a s t response to emer­gency s p i l l s i t u a t i o n s . Allowing 2 hours for loadout and 10 hours cru i s ing a t 10 knots r e s u l t s i n a general c a p a b i l i t y of being 100 miles o f f shore 12 hours a f t e r n o t i f i c a t i o n of a s p i l l . Maximum recovery w i t h the system i s 360 b a r r e l s of f l u i d . Trained operating personnel for the f a s t response skimmer and other CGA equipment w i l l be obtained f r c ^ a contractor .

I . DESCRIPTION OF THE PROPOSED ACTIVITY

The Phillips Petroleum Company proposes to conduct development, production and associated pipelines 1n support of production operations 1n the Chandeleur Block 40 area. Two wells will be drilled, one straight hole (Well A-l) and one directional well (Well A-2). Both wells will be dnlled from the same surface location. The approximate location of these activities 1s forty (40) statute miles off the Plaquemine Parish, Louisiana coast, (see Map # 1)

A. Transportation Modes, Routes and Support Vessels:

* The proposed project w i l l u t i l i ze the Venice, Louisiana Service Base for

{supplies and transportation. Logistical support during d r i l l i n g w i l l be

(provided by one crewboat making one t r ip ' per week and one workboat making

four t r i p s per week. Aviation support w i l l require one helicopter making one

t r i p per day.

During production one crewboat will be needed making five trips per week. Helicopter support will require one trip per day.

Boat traffic to the rig/platform will depart Venice via the most 01rect route to the Gulf of Mexico, thence to Chandeleur Block 40. Helicopter flights will depart the Venice terminal following FAA specified clearance, thence via the most direct VFR, IFR flight paths to the platform.

B. Support Base

All support functions will be provided by the Venice, LA support base. The facility is currently manned at an adequate level to support the proposed activity. Therefore, no additional onshore employment will be generated as a result of this action.

C. New Suppor. . ar.i 1 ities

It has been determined in the Development Operations Coordination Document (DOCD) that the existing support facilities are adequate at this time to service the level of activity projected as a result of this project. Therefore, no new support facilities are required.

D. New or Unusual Technologies

No new or unusual technology will be utilized that may affect coastal waters.

This section wi l l address the effects of the proposed act iv i ty on the

areas adjacent to the si te and the states coaxal zone.

A. Physical and Environmental

1. Commercial Fisheries

Louisiana ranks amr.-j the top f ive states In the nation with reqard to

the total value of i ts f isher ies. The ricr and productive estuarine complox 0/

the Louisiana Coastal Zone supports a wide variety of species of comm.- a}

Importance.

Mississippi produces large quantities of f i n f i sh and she' l f ish as a

result of I t s highly productive estuarine system. The Mississippi Sound area

Is the greatest contributor to the total productivity cf the region. State

managed oyster beds are located throughout the Sound.

The shrimp fishery 1s the most valuable fishery in both 'ouisiana and

Mississippi. The Gulf of Mexico region accounts for over h- i f the U.S.

shrimp production. However, in terms of harvested weight the i f Me.ihaden Is

by far the largest contributor to uhe total commercial landings 1n the region.

Commercial f ishing 1n the coastal zone and offshore areas of Louisiana

and Mississippi are Important contributors to the state, regional and local

economies along the Gulf Coast region.

The proposed project 1s located In the National Marine Service f isnlng

zone 11. In th i s grid zone, shrimp account for approximately 25X of the total

commercial landings by weight. Menhaden, croaker and unclassified Industrial

species account for the remainder of the harvested weight landed. The average

catch based on 1977-1981 landings for grid zone 11 is 171,587,963 pounds worth

over $35 m i l l i o n .

The oyster landings along the Gulf region constitute approximately 15 million lbs/yr, valued at $13 million. Blue crab landings are worth $5-6 million to the yearly regional economy.(USDI,Regional EIS,Gulf of Mexico)

The major potential impacts of the proposed activity on commercial fisheries are:

a. Loss of approximately two hectares of seufloor from use by trawlers near the platform. Installations like drilling rigs/platforms take up l i t t l e sea space, however, operators are allowed to establish a safety zone around them, generally a one quarter nautical mile radius 1s sufficient to maintain .safe operations.

The C S Act Amendments provide for a Fisherman's Contingency Fund financed from oil revenues to compensate commercial fisherman for losses or damage to gear resulting from oil Industry operations.

The Impacts associated with the proposed activities are considered minimal. These impacts are otherwise offset by the beneficial increase In biomass near the platform. These structures serve as artificial reefs for marine communities by offering a substrate for attached epifauna to grow on. Pelagic fish are then attracted to these areas to feed on the attached animals thereby resulting In greater fishery yields In these areas.

2. Shipping

The Mississippi River 1s a very active shipping corridor. This great rlvfer provides a vital link to the center of the nation. The Port of New Orleans is the third largest port In the world. Hydrocarbon fuels and related materials constitute over 40 percent of the total tonnage. Agricultural commodities such as grains and soybeans are also major components of the Port's waterborne commerce.

Pascagoula Harbor Is the most active harbor 1n Mississippi. During 1981 the annual commercial vessel traffic totaled approximately 16000 vessels. Of this total approximately 1000 were deep draft (>18 ft.) vesseis.

A shipping fairway Is located in the southern sector of Chandeleur Block 39. The Phillips Petroleum Company 1s aware of the limitations regarding fairway operations and will conduct their operations 1n compliance with all applicable regulations.

3. Recreation

Many fish and shell fish sought after for commercial value are also pursued for sport in coastal Louisiana and Mississippi. Saltwater sport species Include spotted sea trout, red drum, red snapper, Florida pompano and tarpon.

The offshore permanent structures provide highly productive artificial reefs that are favorable fishing areas for saltwater sport fisherman. Additionally, these offshore structures serve as navigational aids for small boat operators and occasionally provide shelter and refuge during storms and mechanical breakdowns. Thus the Implementation of this project Is not expected to produce any adverse Impacts on sport fishing and pleasure boating; in fact, recreational potential will be slightly Increased due to this action.

4. Cultural Resources

I The results of an underwater archaeological survey conducted for the

previous Plan of Exploration by Odum Offshores Indicates that no archaeological features were Identified 1n Chandeleur Block 40. No reported shipwrecks were determined on MMS Lease Sale Visual # 4. Phillips Petroleum Company 1s aware of the restrictions with regard to Impacts on cultural resources and will conduct their operations In full compliance with all applicable regulations.

5. Ecologically Sensitive Features

The proposed project 1s located approximately 40 miles northeast of the Plaquemine Parish, Louisiana -oast. This area Is characterized by numerous acres of marsh which provide habitat for a variety of wildlife and serves as primary nursery grounds for fish and shellfish.

The 8reton National Wildlife Refuge and Wilderness Area 1s located approximately 20 miles west of the proposed activity. This area of environmental significance has a highly Indented shoreline with black mangroves and salt marsh on the protected bay sides. These barrier Islands are Important nesting and roosting areas for many shorebirds and sea birds.

Along the adjacent Louisiana coast are the Pass A Loutre State Wildlife Management Area and the Delta National Wildlife Refuge. These areas are over 40 miles from the proposed project site and serve many conservation and preservation functions In wildlife and waterfowl management.

The Gulf Islands National Seashore Is a series of barrier Islands. These barrier Islands are Important geological features along the Gulf Coast. Barrier Islands are extremely Important In regulating and maintaining the water exchange and saltwater balance between the Gulf and the bays. They also reduce storm surge and wave action on the marshes and bays behind the barrier Islands and provide nesting areas for many shore birds and sea birds. The proposed action Is approximately 35 miles south of the Management Area.

The proposed act iv i ty is not expected to produce any adverse Impacts

ton the coastal environment or any w i l d l i f e management area In the v l d n i t y of

the proposed s i t e . There are no ecologically sensitive areas of part icular

concern in Chandeleur Block 40 which would be adversely or otherwise affected

'by the proposed ac t i v i t y . i

The nearest recreational beaches occur on the Gulf side of the

Chandeleur Islands. These areas are undeveloped. No direct Impact on the

recreational potential of these beaches 1s expected to occur as a result of

th is action.

6. Existing Pipelines and Cables

There are no known pipelines or cables in Chandeleur Block 40 which

would obstruct or hinder the proposed action.

7. Other Mineral Uses

There are no known plans to produce other minerals other than those

hydrocarbons associated with the proposed ac t i v i t y .

P. Ocean Dumping Grounds

Ocean dumping 1s prohibited in Chandeleur Block 40. The nearest E.P.A.

approved s i te for th is purpose Is approximately 275 m'les southwe.t of the

act iv i ty s i te (USDI, Regional EIS, Visual #11).

The Ph i l l i ps Petroleum Company w i l l dispose of a l l d r i l l i n g f l u ids ,

d r i l l cutt ings, wastewater and produced water 1n accordance with the

provisions of the i r NPDES permit.

j 9. Endangered or Threatened Species

The proposed project, located 40 miles off the Plaquemine Parish coast, 1s within the range of five endangered species of whales, three species or endangered turtles and two species of threatened turtles. Onshore the adjacent coastal area 1s within the range of the endangered bald eagle and the threatened American alligator. There 1s also a possible Brown Pelican nesting area on North Island in the Chandeleur Sound.

a. Whales (Endangered)

The Plaquemine Parish coast, 1s within the range of five endangered species of whales,

-Se1 whale (Balaenoptera borealis) This species 1s a possible winter

resident of the Gulf of Mexico.

-F1n whale (Balaenoptera physalus) This species is a possible winter resident of the Gulf of Mexicc,

-Blue whale (Bala; musculus) This species Is uncommon to the Gulf of Mexico.

-Humpback wh,< ' t e ^ novaeangliae) This species Is a possible winter residpnt jf tne G» f Mexico.

-Sperm whaie (Physeter catodon) The most common of the endangered

whales to occur In tne Gulf of Mexico.

Migratory patterns of the whales listed above are not directly known. It 1s presumed, however, that these species occur mainly in the deeper waters of the Gulf of Mexico. Therefore, the proposed project Is not expected to adversely affect whale populations or migratory patterns.

b. Turtles (Endangered and Threatened)

-Kemps Atlantic ridley (Lepidochelys kempii) The shrimping grounds of the northern Gulf of Mexico 1s a primary feeding area for this endangered species.

endangered species is usually the deeper waters of the Gulf of Mexico;

hWver, observations have been made of Urge numbers ot leatherbacks feeding

on j e l l y f i sh 1n inshore waters during s ^ e r (USDI, EIS OCS Sale 58A, pg. 62).

-Green tu r t l e (Chelonia mydas) and the Loggerhead tu r t l e (Caretta

caretta) are l i s t e d as threatened and occur in the Gulf of Mexico waters.

There is a se? tur t le nesting area approximately 25 miles northwest of the

proposed si te on Chandeleur island. Nevertheless, the proposed project w i l l

not havt any direct impact on these areas or the endangered tur t les in

genet at .

c. Onshore Species (Endangered and Threatened)

-American allfgator (Alligator mississippiensis) This species i f currently classified as Threatened due to "Similarity of Appearance" on the federal list of endangered species in the coastal areas of Louisiana. Subsequently, twelve parishes currently are allowed to permit regulated harvests of alligators in their respective parishes; St. Bernard Parish Is one of these. State laws govern the harvests and allow the taking of alligator hides and meat during harvest seasons. The American Alligator 1s the only species currently on the federal list of endangered or threatened species that is commonly found in the coastal areas near the project.

-Southern Bald Eagle (Haliaeetus lencocephalus) Plaquemine Parish, 40 miles southwest of the project site, is within the range of the bald eagle. Nesting sites are found 1n trees near waterbodies.

-Brown Pelican (Pelicanus occidental is) The North Island area of Chandeleur Sound provides a nesting area for this endangered species. This area Is approximately 25 miles northwest of the proposed project.

The proposed project does not require any additional onshore facilities; therefore, there are no associated Impacts on the habitat of these onshore endangered or threatened species as a result of this action.

IV. UNAVOIDABLE ADVERSE IMPACTS

The environmental consequences cf tie proposed project are expected to be minimal. Most Impacts Identified will be of a temporary nature and will occur In the Immediate vicinity of the operation. Therefore, no long term effect on the environment is expected.

Unavoidable adverse Impacts Include:

a. An Increase in air pollutants Is a result of power generation, transporta­tion modes, and Inadvertent emissions during drilling/production. However,an air quality review has been conducted pursuant to federal regulations, the findings of this review Indicate that the projected emissions are well below the exemption rates and pose no significant Impact on the ambient air quality of the onshore environment.

b. A temporary reduction in water quality due to discharges of deck drainage, sanitary and domestic waste, drilling fluid and cuttings and produced water will occur as a result of this action. The Phillips Petroleum Company conducts wastewater analysis In the area to Insure compliance with their NPDES permit. These wastewater discharges are expected to produce minimal and short-term effects on the water quality near the platform. Discharges are regulated by the U.S.Envlronmental Protection Agency's effluent guidelines (40 CFR Part 435) for oil and gas extraction. Conformance to these guidelines will be carried out throughout the project period.

c. Burial of immobile benthic organisms will occur during drilling operations in the discharge of drill cuttings. Drill cuttings accumulate on the sea floor covering an area of approximately 150 feet in diameter. In the affected area the Impact 1s localized and dissipates over time by currents. Mobile benthic organisms adjust rather rapidly to these changes and build homes on top of the cuttings. Within months the affected area Is again flourishing with new benthic communities (Zingula et al, 1977). Consequently, the Impacts are short-term and localized. Immobile benthic organism will be affected In the same way during the construction of the pipeline originating at the platform

and terminating at the t1e-1n point . This consequence Is unavoidable but w i l l

be Minimized by the selection of the shortest and most direct route to the

existing p ipel ine.

d. Lhere w i l l be a temporary loss of approximately f ive acres (2 hectares) of

sea space that w i l l be unavailable for commercial f ish ing. Nevertheless, there

are some posit ive external i t ies associated with the proposed ac t iv i t ies that
