Construction on Guam(Natural I Cultural Resources)

— Endangered Species Act (ESA) protected species are addressedunder two Biological Opinions (BO) issued by U.S. Fish and WildlifeServices. The 2017 SO was issued to address 11 species(including orchids, tree snails, and butterflies) that were added tothe ESA list in 2015 and to re-consult on the Marianas Fruit Bat.

— Most of the BO requirements are addressed under separate naturalresources contracts.

— Another programmatic requirement is to implement a HazardAnalysis Critical Control Point (HACCP) program. The objective ofthe HACCP program is to reduce or eliminate the spread ofinvasive species that could be caused by this buildup program.Most contracts will be required to develop their own project specificHACCP plan.

• Cultural Resources— 2011 Programmatic Agreement (PA) establishes a protocol for DoN

to consult with the Guam Territorial Historic Preservation Officer forthis program.

— Most of the PA requirements are addressed under separate culturalresources contracts.

— Another requirement is for DoN to provide cultural resourceawareness training to contractor personnel.
