THE SPEAKER (Herbert Fineman) IN THE CHAIR
PRAYER REVEREND DOCTOR DAVID R. HOOVER, chaplain of
the House of Representatives and pastor of St. Paul's Lutheran Church, McConnellsburg, Pennsylvania, offered the following prayer:
0 God, in this first full day of spring, we are deeply conscious of the signs of newness in the world about us: the carpet of green in the great out-of-doors beneath our feet, the brilliant hues of the blooming flowers in garden beds, and the budding beauties from those bushes which indicate the coming of the springtime. In each of these reminders we see Thee a s the Creator of all, and we ap- proach Thee in heartfelt love and appreciative gratitude. We beseech Thee to present that newness of life, purged of the winter's selfish pride, to these stewards of Thine, sn that thcy may show forth that dedication and conse- cration to Thee, the God and Father of us all. Amen.

cutlined for new members of the Committee the status of allegations and earlier hearings at Temple University. The previous hearing stemmed from House Resolution 262, introduced by Mr. Richardson and alleging racial dis- crimination in admissions and faculty hiring at Temple. It also alleged poor handling of the school's minorities program. The Education Committee was directed by Rules to look into the allegations.
Mr. Gallagher said the Committee found no evidence to substantiate the charges. He noted that a charge per-

Mr. Richardson had urged the Committee to schedule additional hearings at Temple. Present for the meetin,:

from Delaware, Mr. Zearfoss. For what purpose does the ~ent leman rise?
Mr. ZEARFOSS. I rise to a parliamentary inquiry. The SPEAKER. The gentleman will state it. Mr. ZEARFOSS. I thought I had this tabled-bill thing
figured out and I assumed it was cumulative. I gather that the list of tabled bills today is a daily one from the last day of session. Is that correct? Is it supposed to be cumulative? Could we have an explanation?
The SPEAKER. The Chair recognizes the majority leader for purposes of responding.
Mr. IRVIS. Mr. Speaker, it is supposed to be cumula- tive. If you have noticed any changes, the only changes which should be between this one m d the last one is when we removed bills from the tabled calendar by action of t h ~ Rules Committee. Your tabled calendar should be n cumulative calendar.
