We should start giving dignity to people with regard to their jobs and listen to what they say. We should value the person working for us", he added. Gandhi said, "While on the positive side (of Mum- bai), we have heroes in po- licemen and in public, the negative side was that the system collapsed. We have to learn lessons from peo- ple of Mumbai whether in police or in Taj Hotel." He said, "The reason I like the study made jointly by the RPA and Massachu- setts Institute of Technolo- gy is how people work for a week without off, want to go home, but cannot be- cause of work pressure. Ad- dressing these issues will solve the problems." . The initiative taken by the former government is good and Chief Minister Ashok Gehlot is open to it, he added. He also said that India would witness three big changes in next 10 to 20 years. In addition, the police have to be sensitive while dealing with the poor, Dal- its, backward classes, women and minorities. It was with this view that the state police adopted the vi- sion: 'Developing Trust among, the General Public and Instilling Fear of Law in the Criminals', the Chief Minister said. "Work cannot go smooth- ly without good gover- nance for which everybody has to do their duty right from constable to the DGp," Gehlot said. Ford Founda- tion Interna- tional Professor of Economics, MIT Abhijit Banerjee said the study stated that 39 per cent law abiding people feared police, while 46 per cent say criminals fear po- lice. He said 71 per cent of crimes are' never reported, while 21per cent are report- ed and FIRs are lodged. The reason is was 28 per cent people feel the matter was not important, while 20 per cent feel police cannot do anything and 17per cent feel that police will not do any- thing. In this proj- ect 22,773 peo- ple and 3,312 police person- nel were inter- viewed in 11 districts. As per Banerjee, the survey has led to the identifi- cation of the following interventions, in- cluding in-service training programme, community, ob- servers, weekly day off and duty roster system and freezing transfers.
