Hyderabad Metropolitan Development Authority (HMDA) intends to engage a

panel of consultants for ''Preparation of Master Plan / Zonal Development Plan

(ZDP) / Area Development Plan (ADP) / Action Plan / Road Development Plan

(RDP)” as entrusted by HMDA. Expression of interest (EOI) is hereby invited from

experienced and reputed Planning consultants / Firms having experience in

Preparation of Master Plans / Zonal Development Plans / Area Development Plans /

Action Plans / Road Development Plans, etc. along with collection of data

(primary/secondary) pertaining to existing land use, base map preparation, (Geo-

referencing of village maps w.r.t satellite image, digitization of required data) and to

prepare suitable proposals along with concepts as required by HMDA (the

Authority).

Selection of Consultants / Firms: Empanelment of consultants after technical

evaluation.

Award of work: Invitation of financial bids amongst empanelled consultants at the

time of assigning projects (or) as decided by the Authority.

The planning Consultants / Firms fulfilling the eligibility criteria and requirements can

submit their application along with details and Demand Draft of Rs. 5000/- as

processing fee (non-refundable) payable to the following address:

About HMDA

The Hyderabad Metropolitan Region (HMR) was declared by the Government in 2008 vide

G.O.Ms.No. 570 MA, dt: 25.08.2008 under the Hyderabad Metropolitan Development Authority

Act-2008. The Hyderabad Metropolitan Development Authority (HMDA) was constituted in

2008 vide G.O.Ms.No. 571 MA, dt: 25.08.2008 for the HMR. The present jurisdiction of HMDA

extends to seven Districts viz. Hyderabad, Medak, Medchal-Malkajgiri, Rangareddy, Sangareddy,

Siddipet, and Yadadri-Bhuvangiri covering an area of 7257 Sq. Kms. (approximately).

Hyderabad Metropolitan Development Authority (HMDA) was set up for the purpose of

planning, co-ordination, supervising, promoting and securing the planned development of the

Hyderabad Metropolitan Region (HMR). It is involved in:

• Preparation of Metropolitan Plan, Metropolitan Development and investment Plan,

Revision of the plan & prioritize the implementation.

• Coordination of the development activities, execution of the projects or schemes and

monitor and supervise over the execution projects or schemes

• Implementation of the plans, execution of works relating to infrastructure development,

public amenities & conservation of the environment.

• Creation & management of the Hyderabad Metropolitan Land Development Bank & take

up land acquisition every year as may be necessary for various public uses.

• Undertakes land pooling schemes

• To enter into contracts, agreements or arrangements with any person, body or organization

as the Committee may deem necessary for performance of its functions.

1. Empanelment of Consultants / Firms

HMDA is intending to engage a panel of Consultants / Firms for the Preparation of Master Plans /

Zonal Development Plans / Area Development Plan / Action Plans / Road Development Plan as

and when required. The Empanelment will be made for future projects to be taken up by HMDA.

Interested Consultants / Firms may indicate their expertise in preparation of various plans and

send their profiles including experience of projects over the last 5 years, particulars of key

professionals, Technical team, organizational strengths, details of field or branch offices,

affiliations, and other necessary equipment or instruments required for preparation of various

plans.

2. Empanelment Procedure

The broad procedure for empanelment of consultants constitutes as under:

a) Invitation of Expression of Interest (EOI): The Authority invites the applications

from eligible Consultants / Firms to participate in the Empanelment procedure.

b) Submission of Application: The participants will submit the Application to the

Authority along with the details as required in the prescribed manner.

c) Scrutiny: The Authority will scrutinize all the submissions received on the basis of

eligibility criteria

d) Empanelment: The eligible participants would be selected for the Empanelment on the

basis of their credentials, competence and previous work records.

3. Eligibility Criteria

The Consultants / Firms must meet all the following eligibility criteria:

1) Consultants / Firms shall have the nationality of India.

2) Consultants / Firms should have valid registration under Companies Act / Registered

Firm / Proprietorship / Co-operative / Societies Registration Act / state / central Govt.

authority in India / any other (please provide a copy of the registration certificate).

3) Consultants / Firms should have valid PAN / TAN, Service Tax Registration Certificate

and GST registration number.

4) Consultants / Firms which have been barred or black listed or penalized or having any

pending legal disputes by any agency of the Central Government / State Government /

Statutory Authority / public sector undertaking / Autonomous bodies, as the case may be

and the bar subsists as on the date of the application, would not be eligible to submit

application either by itself or through its Associate.

5) Project Experience:

a. Consultants / Firms must have sufficient technical staff / manpower along with

experienced personnel.

b. Consultant / Firms should have at least 5 years of experience in preparation of Master

Plan / Zonal Development Plan / Area Development Plan / Action Plan / Road

Development Plan with proficiency in Data collection (primary / secondary), Base

map preparation, Field surveys (i.e. Total station / GPS / GPRS / DGPS / Chain

survey), Documentation along with preparation of DPR including GIS based maps /

Plans.

c. Consultants / Firms must have experience in handling market leading GIS and Image

Processing Software with sufficient number of legal licenses in the name of the Firm

d. Consultants / Firms must have experience in GIS database creation, Remote Sensing

(RS)/ multi-sensor and multi-data satellite image interpretation for land use/land cover

mapping, ground truthing, creation of Digital Elevation Models and Spatial Analysis is

desirable.

e. Consultant / Firms should have team composing planners (Town Planner/Urban and

Regional Planner) with a minimum qualification of Post-Graduation degree as Team

leader, Project Manager, Socio-Economic Development Specialist, Transportation

Planner, Environmental Planner / Designer, Infrastructure Engineer, Financial

Analyst-cum-Resource Mobilisation Expert, GIS Engineer / Specialist.

f. The Team leader of the firm should have minimum 15 years of experience either in

public or private sector in the field of urban planning having experience of heading

and working in Government / Semi-government / Local Body organizations / Private

organization.

g. The team composing planners (Town Planner / Urban and Regional Planner) must

fulfil the conditions as specified below:

6) Turnover criteria:

Average annual turnover of Consultant / Firms should be a minimum of Rs. 1.0 Cr in the

last 5 consecutive financial years as per the audited balance sheets.

7) Even though an applicant may satisfy the requirements, still they would be liable for

disqualification if they have:

a. Made misleading or false representation or deliberately suppressed the information in

the forms, statements and enclosures required in the qualification documents.

b. Any effort on the part of the applicant or their agent to exercise influence or to

pressurize the employer (Canvassing of any kind is prohibited)

8) The selected Consultants / Firms should open branch office at Hyderabad when the project

is awarded, if the Consultant / Firm is from outside of Hyderabad.

4. Submission Requirement

To be eligible for Empanelment, the applicants shall provide evidence satisfactory to HMDA to

carry out the required services. The applications to be submitted shall include the following

information:

Covering letter (Annexure A)

A DD of Rs. 5000/- (non-refundable) in favour of Metropolitan Commissioner, HMDA

payable at Hyderabad in any Nationalized Bank. Any application without the requisite fee

shall not be accepted and shall be rejected.

Copies of original documents duly certified by the competent authority with seal and

stamped on each page regarding Company Profile or structure of organization, place of

business of the Firm / entity (Annexure B)

Details of the experience and past performance of the Consultants / Firms regarding

projects completed or in-progress in last 5 years duly certified by the competent authority

with seal and stamped on each page on works of a similar nature along with supporting

documents (Annexure C)

Details of Key Personnel’s duly certified by the competent authority with seal and

stamped on each page (Annexure D)

Details for Technical Staff along with the projects handled & experience

Copy of PAN / TAN Card, Service Tax Registration Certificate and GST registration

number

Summary of Financial Performance - copy of Audited annual accounts for the last five

A declaration that the Consultants / Firms have not been black-listed or debarred or

penalized or having any pending legal disputes by any agency of the Central Government

/ State Government / Statutory Authority / public sector undertaking / Autonomous

bodies, as the case may be and the bar subsists as on the date of the application on Rs.

100/- stamp paper notarized with Notary shall be made by the Consultants / Firms

Indemnity Bond

All documents submitted along with the application shall be self attested / company seal

Other documents, if any.

All the documents submitted along with the application shall be placed in single envelope

titled “Application for Empanelment of Consultants / Firms for preparation of Master

Plans / Zonal Development Plan / Area Development / Action Plan / Road Development

Plan”.

5. Empanelment clarifications

There will be no pre-empanelment meeting conducted for the procedure of empanelment.

However, clarifications, if any on the empanelment may be sought by email sent to

[email protected] on or before the due date of submission.

6. To Apply

Applicants are requested to download the application form which is attached along with this EOI.

7. Amendment to EOI

a) At any time prior to the due date for submission of Applications the Authority may, for

any reason, whether at its own initiative or otherwise, modify the EOI document by

issuing Addendum / Amendment.

b) In order to provide the Consultant / Firms with reasonable time for taking an amendment

into account, or for any other reason, the Authority may, in its sole caution, extend the

application due date.

c) The changes & amendments, if any, will be notified in HMDA website only.

8. Evaluation Criteria

The principle of evaluation criteria will be experience and merit as per the following evaluation

parameters and weightages:

9. Selection Criteria

The Applicants who have scored above 15 marks shall be Qualified and short-listed for

empanelment. However, if the number of such Qualified Applicants is less than 3 (three), HMDA

may, in its sole discretion, Qualify the Applicant(s) whose Technical Score is less than the score

specified. In case of consortiums that are empanelled with HMDA, no change in consortium

members is permitted for the duration of this empanelment. The Authority will assign rank to

short listed Consultants / Firms based on the evaluation criteria indicated above and accordingly

Consultants / Firms shall be selected. The empanelment does not confirm assignment of work by

HMDA to the empanelled Consultant / Firms.

10. Award of Consultancy

After selection, a Letter of Award (the “LOA”) for the Confirmation of Empanelment shall be

issued, in duplicate, by HMDA to the Qualified Applicants and the Qualified Applicants shall,

within 7 (seven) days of the receipt of the LOA, sign and return the duplicate copy of the LOA in

acknowledgement thereof. If the duplicate copy of the LOA duly signed by the Qualified

Applicants is not received within the stipulated date, HMDA may, unless it consents to extension

of time for submission thereof, cancel the LOA.

11. Award of Work

The empanelled Consultant / Firms will later be invited to submit a proposal along with the

financials on a project-to-project basis. The Consultant / Firms to work with HMDA on a specific

project will be selected after evaluation of the proposals.

12. Duration of Empanelment

The selected Consultants / Firms shall be empanelled for a period of 3 years from the date of its

notification. The same may be extended, if required, with the approval of HMDA. HMDA, on its

discretion, reserves the right to extend or discontinue the engagement at any time without

assigning any reasons and shall not be liable to pay any compensation on this account.

13. Termination of Empanelment

If the performance of an Empanelled Consultant is not satisfactory or the Consultant has failed to

safeguard the interest of the Authority or failed to comply with any of the procedures and

requirements prescribed in the EOI, the Authority may at its sole discretion, terminate the

engagement of the consultant, for particular project as well as terminate the Firm’s empanelment

with the HMDA, without the prior consent. In doing so, the Authority shall intimate the

consultant in writing. The decision of the Authority in this matter shall be final and binding.

14. Final Decision Making Authority

HMDA reserves the rights to accept or reject any or all applications as per its requirement,

without assigning any reason. HMDA reserves the right to call off process of Empanelment at any

stage without assigning any reason. The HMDA reserves the right not to award work to any or

some or all of the empanelled Consultants / Firms. Empanelment of Consultant / Firms will be at

the sole discretion of the Authority and its decision will be final. HMDA reserves the right to

modify the criteria at any time, if so required.

15. Application Submission Date

The filled application along with all the specified documents shall be submitted at the HMDA

Office, Tarnaka by 16.12.2019 5:00 PM. The application must reach HMDA at the specified

address on or before the stipulated date and time by hand or through Speed/Regd. Post or Courier.

Application received after the deadline for submission prescribed by HMDA will be not be

considered for evaluation.

16. Modifications / Substitutions / Withdrawal of Application

No modifications / substitutions / withdrawal to the application by the Consultant / Firms shall be

allowed once it is received by HMDA.

17. Acknowledgement by Applicant

It shall be deemed that by submitting the application, the Applicant has:

i. Made a complete and careful examination of the EOI

ii. Satisfied about all matters, things and information, including matters referred herein,

necessary and required for submitting the Application and performance of all of its

obligations there under

iii. Acknowledged that it does not have a Conflict of Interest

iv. Acknowledged that all the information / documents submitted are true and does not

include any false information, which when found to be false shall be liable to be

rejected.

18. Indemnity Bond

a. The Consultants / Firms shall exercise the best of his professional capacity and care,

expertise and experience in the performance and shall be liable for compensation to

the Client for any damage or loss arising from want of such care and capacity or

expertise and experience or neglect of professional duty.

b. The Consultants / Firms shall indemnify and keep indemnified the Client against any

damage or loss to be suffered by the Client in consequence of such neglect or

incompetence of the Consultants / Firms in the performances of his duties or functions

under this EOI. The Consultants / Firms, when selected, shall deposit Indemnity @ 5%

of the total fees payable to them at the time of awarding project.

c. The indemnity bond submitted by the Consultants / Firms shall remain valid and in

force during the period starting from the date of appointment up to expiry of the

consultancy services for empanelment.

d. During defects liability period, if it is found that certain risk or damage or loss has

occurred due to the defective execution of the work, delay in execution of assignment,

non compliance of the instructions pertaining to the project work, negligence in

supervision, over payment to the contractor due to wrong certification of bills or errors

in recommending payments etc. the Client will be entitled to recover the amount of

such loss from the Consultants / Firms by encashing the amount.

19. Instructions to applicants

1) Consultant / Firms shall submit applications in English language.

2) No Consultants / Firms or its Associate shall submit more than one application.

Consultants / Firms applying individually or as a Partner or as an Associate in a Joint

venture, etc., shall not be entitled to submit another application either individually or

as a member of any consortium, as the case may be.

3) Application shall be prepared and submitted in the manner elaborated in this EOI as

per the formats / annexure provided.

4) Overwriting in the application should be avoided.

5) All pages of the documents should be signed and stamped by the authorized person of

the Organization.

6) The Application and all other documents shall be placed in a single envelope.

7) Consultants / Firms are not permitted to modify or substitute the application /

documents after submission of application.

8) All documents and other information submitted by an Applicant along with the

application will not be returned once submitted.

9) During evaluation of the application, HMDA may at its discretion, ask applicants for

clarifications on their application which shall be provided within the time specified by

HMDA for this purpose. If an Applicant does not provide clarifications within the

specified time, their application shall be liable to be rejected.

10) HMDA shall not be liable for any omission, mistake or error in respect of any of the

above or on account of any matter or thing arising out of or concerning or relating to

EOI or the Selection Process, including any error or mistake therein or in any

information or data given by HMDA.

11) HMDA shall not be responsible for any delay / loss of document or incorrect filling of

Application form. Also, HMDA shall not be responsible for delay / loss / non-receipt

of filled-in Application form along-with documentary proofs sent by post.

12) Original Documents / Notarised / Attested documents shall be provided if and when

required for verification.

13) The application of the Consultant / Firms shall be liable for disqualification if the

Consultant / Firms submit a conditional application which would affect unfairly the

competitive provision of other firms who submitted substantially responsive proposal

and / or is not accepted by HMDA.

14) Conflict of interest

a. The Authority requires that the Consultant provides professional, objective and

impartial advice and at all times hold the Authority's interests paramount, avoid

conflicts with other assignments or its own interests, and act without any

consideration for future work. The Consultant shall not accept or engage in any

assignment that would be in conflict with its prior or current obligations to other

clients, or that may place it in a position of not being able to carry out the

assignment in the best interests of the Authority.

b. An Applicant shall not have a conflict of interest that may affect the Selection

Process or the Consultancy. Any Applicant found to have a Conflict of Interest

shall be disqualified.

c. An Applicant shall be deemed to have a Conflict of Interest affecting the Selection

Process, if:

i. a constituent of such Applicant is also a constituent of another Applicant

(or)

ii. such Applicant or its Associate receives or has received any direct or

indirect subsidy or grant from any other Applicant or its Associate (or)

iii. such Applicant has the same legal representative for purposes of this

Application as any other Applicant (or)

iv. if a Firm is engaged by the Authority to provide goods or works or services

and if the Associate/s of such firm is engaged for providing consulting

services for the same project and vice versa.

15) All future communication / changes / additional information with respect to this

advertisement shall be placed on the HMDA website only.

16) All disputes whatsoever shall be the jurisdiction of the appropriate court at Hyderabad.

1. With reference to your EOI Doc.Non.2012/MPU/Plg/HMDA/2019, dt.13.11.2019, I /

We, having examined all relevant documents / information and understood the

contents, hereby submit our application for selection as Consultant.

2. I/We acknowledge that the Authority will be relying on the information provided in the

application and the documents accompanying the application for selection of the

Consultant, and we certify that all information provided in the application and in the

Appendices are true and correct, nothing has been omitted which renders such

information misleading; and all documents accompanying such application are true

copies of their respective originals.

3. I / We shall make available to the Authority any additional information it may deem

necessary or require for supplementing or authenticating the application.

4. I / We acknowledge the right of the Authority to reject our application without assigning

any reason or otherwise and hereby waive our right to challenge the same on any account

whatsoever and shall not approach the Judiciary.

5. I / We certify that in the last five years, we have neither failed to perform on any

contract, as evidenced by imposition of a penalty by an arbitral or judicial authority or a

judicial pronouncement or arbitration award against the Applicant, nor been

expelled from any project or contract by any public authority nor have had any

contract terminated by any public authority for breach on our part.

6. I/We declare that:

i. I/We have examined and have no reservations to the EOI Documents, including

any Addendum issued by the Authority;

ii. I / We do not have any conflict of interest as mentioned in the EOI Document;

iii. I / We have not directly or indirectly or through an agent engaged or indulged in any

corrupt practice, fraudulent practice, coercive practice, undesirable practice or

restrictive practice in respect of any tender or EOI issued by or any agreement

entered into with the Authority or any other public sector enterprise or any

Government, Central or State;

iv. No person acting for us or on our behalf will engage in any corrupt practice,

fraudulent practice, coercive practice, undesirable practice or restrictive practice.

v. I / We understand that you may cancel the Selection Process at any time and that you

are neither bound to accept any application that you may receive nor to select the

Consultants / Firms, without incurring any liability to the Applicants in accordance

with the EOI document.

vi. I/We certify that in regard to matters other than security and integrity of the country,

we have not been charge-sheeted by any agency of the Government or convicted

by a Court of Law or indicted or adverse orders passed by a regulatory authority

which would cast a doubt on our ability to undertake the Consultancy for the Project

or which relates to a grave offence that outrages the moral sense of the community.

7. I / We hereby irrevocably waive any right or remedy which we may have at any stage at

law or howsoever otherwise arising to challenge or question any decision taken by the

Authority in connection with the selection of Consultants / Firms or in connection with

the Selection Process itself.

8. I/We agree and understand that the application is subject to the provisions of the EOI

document. In no case, shall I/we have any claim or right of whatsoever nature if the

Consultancy is not awarded to me/us or our application is not opened or rejected.

9. In the event of our firm being selected as the Consultant, I/we agree and undertake to

provide the services of the Consultant in accordance with the provisions and that the

Team Leader shall be responsible for providing the agreed services himself and not

through any other person or Associate.

10. I/We have studied EOI and all other documents / information carefully. We understand

that we shall have no claim, right or title arising out of any documents or information

provided to us by the Authority or in respect of any matter arising out of or concerning or

relating to the Selection Process including the award of Consultancy.

11. I/We agree and undertake to abide by all the terms and conditions of the EOI Document.

of the EOI Document.
