Planning Considerations

Flooding in South Florida is occurring Vulnerable population estimated at 2.6 million for South

Florida including the Keys. Evacuation participation expected to be heavy. A significant percentage of elderly residents live in the

southwest Florida area. Plan for Cat 3 landfall. Inland counties in south and central Florida will also

evacuate. Evacuees from other states must be re-evacuated. Residual effects from the 2004 Hurricane Season.

• Received 1 truckload of baby food; another 2 truckloads en-route due to arrive Sunday

• Placed order with USDA for canned meats• Over 90,000 cases of USDA foods on hand in

state contracted warehouse

• Bulk Fuels (All 9 major petroleum companies and 113 retail stations reporting)

• Florida normally uses 25 million gallons per day. • 213 million gallons, mg, available now - 9 day supply (Florida tries

to keep at least a 4 day supply available)• 123 million gallons available in 3 days - 5 day supply • 226 million gallons available in 9 days - 8 day supply

• Retail Fuels• Locations reporting having plenty of fuel

• Orange, Palm Beach, Miami-Dade and Broward counties and I-95 and US-1 corridors and have plenty of fuel.

• Locations reporting having fuel, but some were low• Hillsborough county – 90% have plenty and 10% were low.• Collier county - 60% have plenty, 40% were low.• I-4 corridor - 80% have plenty, 20% were low.• I-75 corridor - 83% have plenty, 17% were low.• FL Turnpike - 75% have plenty, 25% were low.

• Charlotte county - 60% have plenty, 30% were low and 10% were out.

• Lee county - 80% have plenty, 10% were low and 10% were out.• Pinellas and Pasco counties - 89% have plenty and 11% were

• Gulf Fuel Supply• 4 refineries are still shut down - 3 in New Orleans and 1 in

Houston.• 62% of oil production is shut down in the Gulf.• 52% of natural gas production is shut down in the Gulf.

• Natural Gas Transmission• Gulfstream and Florida Gas Transmission are fully operational

and anticipate no supply problems relating to Wilma. • Electricity

• Two major investor owned utilities, four electric co-ops and six municipalities will likely be affected if the storm stays on the projected path.

• FPL reports that 6,500 out of state personnel have been mobilizing in the state and are positioned to quickly respond.

• Progress Energy reports that 550 out of state personnel have been mobilizing in the state and are positioned to quickly respond.

• Municipal utilities and Electric Co-ops have activated their mutual aid agreements. Their personnel and equipment have begun positioning and they stand ready to respond in their areas.

intermediate staging base for deploying FLNG units• 1 x Recon Team staged in Dade County and 3 x Recon Teams

staged in Hardee County• 6 x SAR Boat Teams activated today and will stage to Dade,

Hillsborough, and Orange counties• Joint Force Headquarters-FL Joint Operations Center is at level 1• SERT LNOs 24/7 in Collier & Hendry Counties; LNOs activated and

prepared to deploy to Palm Beach, Monroe, Broward and Dade Counties if requested

• 8 states & National Guard Bureau currently providing assets• Signal EMAC approved is 5 x ISISCS, 1 x JISC & 2 x 800 MHz radio

systems from MO, PA, SC, TX & WA (and KC-135 to transport WA 1 x ISISCS)

• Engineer EMAC pending is 203d RHS (VAANG) with approx. 50 Airmen

• Aviation EMAC approved is 6 x CH-47 & 6 x UH-60 from AL, GA, MS, TX, & PA.

• Aviation EMAC pending is 2 x CH-47, 1 x C-26, 1 x C-130, & 4 x UH-60 from NY, OH, GA, TN.
