• Low quality of temporary shelters – but higher quantity of the response.

• Dependence on external assistance: local recipients have small/no resources.

• Political interference: choice of localities for new buildings.

• Insufficient anticipation of long-term Nargis impacts (availability of palm nipa-leaves).

• Difficult evaluation of GHD principles.
