INSTITUTIONAL STRUCTURE

� The SPV should be set up as a Company to start with and suitable legislative backing

� The shareholding pattern where the State Government - stake holders : 70% 30%

� The board could be headed by the Commissioner, DULT, with the Deputy Commissioner

being the Vice Chair. A full time MD/CEO could be appointed.

� A combination of direct recruitment from the market and from other department ideal

means of building up the manpower strength for the SPV.
