A large factor in keeping the annual dues low is the fact that the neighborhood Board of Direc- tors is a 100% volunteer organization. Many other home- owner associations have gone to outside, independent man- agement companies to run their communities – we have never had to look at outside management because of the strong volunteer base here in Chantilly Highlands. Each year we look for three new homeowners who are willing to commit to the Board. This year, because of several factors, we need five new members for the nine-member Board. The term will begin in January of 2006. Can you help by considering one of the vacant posi- tions? Do you know of someone you can speak to about volunteering? Any and all volunteers are appreciated by the Board and the other committees within the community. Chantilly Highlands Homes Association Board of Directors Meeting

Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

Board Attendees: Debbie Bowen, Jim Ceh, Mark Hassinger, Mary Kerr, Wendy Osborn, Chris Tacinelli, and Darin Welt

Absent Board Attendees: Karen McGreevy and Jeff Boehlert

Home Owner Attendees: Six Residents.

The Chantilly Highlands Homeowners Association Meet-ing was called to order at 7:38 p.m. by President, Jim Ceh.

Meeting Minutes: The September Minutes were re-viewed and accepted as written.

Treasurer's Report: Chris Tacinelli reported that there is approximately a $7,000 surplus this year due to receiving all the annual dues, outside pool visitor fees, increased advertising and rates in the newsletter and less legal fees incurred. Chris asked that each committee review their budget and provide input to the 2006 budget. Review of the 2006 budget will occur in the very near future.

Community Events: Debbie Bowen announced that this year’s Community Day had a large attendance and posi-tive feedback was received. Volunteers from the History Church and the residents helped make this event success-ful.

The Halloween Parade and Party will be held at the Com-munity Center on October 30th at 1:30 p.m. Fire trucks will lead the parade.

Long Range Planning: Bids are being accepted for the white coating of the pool. It is estimated that this will cost $25 to $30K. One contract includes a cement pad for the storage shed that houses the pool cover. Once all the bids are received, a contract will be accepted. A re-view will be made of the 2005 line items to see which will be performed and which can be moved out another year.

Community Facilities: In Jeff Boehlert absence, Jim Ceh shared Jeff’s update. The storage shed is getting warped from sitting directly on the ground. One of the bids to perform the white coating of the pool will include a free cement pad for the unit. The same local company that

repaired the pool tarp will repair the damaged pool um-brellas.

Land Management: Seventeen trees located by the tennis court and pool was trimmed significantly. The part or-dered to repair the tire swing was returned and the correct part should arrive shortly. The committee is waiting on one additional proposal for the land management con-tract.

Neighborhood Watch: Vehicles are still being tampered with throughout the subdivision. The police should be called to report such vandalism.

Architectural Control: Mark Hassinger and the ACC Committee have designed and distributed a check-off form to be used by the Board when performing the neighborhood walk-thru required by the By-Laws. Each Board and ACC member will each receive a listing of approximately 75 homes to review. The walk-thru will be completed by October 30, 2005.

Newsletter: No news to report at this time.

Old Business: Residents have inquired via email to the board into having a basketball court available somewhere within the subdivision on the common ground. The resi-dent was asked to provide cost estimates, location sug-gestions for such a project.

An article will be included in the upcoming newsletter asking for interested residents to step forward and volun-teer for a position on the board. If not enough residents come forward, then a management company may be needed, which could double the current homeowners fees and not provide the same services/events that are cur-rently provided.

New Business: A resident asked for clarification of the parking of commercial vehicle, boats, campers, etc. in drive-ways as outlined in the Bylaws. The board is look-ing into these violations and will be reviewed.

A resident asked permission to plant trees on common ground that is located behind their privacy fence. This was denied by the board because common grounds are not be used by the residents for private use. Those in vio-lation have been asked to remove any structures or per-sonal items from the common areas.

The bushes (Lelands) located at the Centreville Road South entrance are being addressed.

Adjournment: Jim Ceh made a motion to adjourn the meeting and Darin Welt seconded. The Board approved and the meeting adjourned at 9:10 p.m.

Don’t forget to change your batteries in your smoke alarms when turning clocks back from daylight savings time on Sunday, Octo-ber 30th. Also replace batteries in your flashlights/radios and restock/rotate food/water supplies in your emergency supply kit.

Get Out and VOTE on November 8th! Voters will be electing a Governor, Lieutenant Governor,

Attorney General, and Delegates on Tuesday, November 8th. Also on the ballot will be a bond referendum to provide

funds for: construction of one new elementary school, plan-ning for two new elementary schools, modular additions to two existing schools, and purchase of property for future school needs as well as for several renovation and infrastruc-ture projects.

In addition to new construction, the bonds, if approved, would also pro-vide money to renovate older build-ings, including eight elementary schools and one high school. The

proposed referendum also includes funds to plan the renova-tion of eight elementary schools, one middle school, and one high school. These planning funds will prepare the school system to accelerate the pace of renovations whenever addi-tional money is approved by the Board of Supervisors for im-provements.

Chantilly Highlands Garden Club Feeling Crafty? Want a night out with new friends and yummy snacks? The Chantilly Highlands Garden Club is getting together on Tuesday, November 15th to make a fun craft! We meet at 7:30 at the Chantilly Highlands Community Center (across from Oak Hill Ele-

Put December 2nd on your calendar and come kick off the holiday season by making evergreen garlands. This is a great opportunity to learn how to work with live greens for outdoor display. Fairfax County Road & Trail/Sidewalk Improvements

Improvements to Centreville and Stringfellow Roads are managed by VDOT. Below are the latest estimated timetables for both projects. Centreville Road: Design - Begin 9/04 - End 2/05 Right-of-Way Acquisition - Begin 12/04 - End 12/05 Utility Relocation - Begin 6/05 - End 5/06 Construction - Begin 6/05 - End 2/07

Groundbreaking for the Centreville Road project was on June 30, 2005. Since that time, the Route 28 PPTA/LLC group finalized some of their right-of-way acquisition work and now plans to have construction crews out this fall (i.e., in the very near future). The first area to be constructed will be along the southern portion of Centreville Road. Starting the work this fall should not affect the project schedule. Stringfellow Road: Design - Begin 7/2004 - End 6/2007 Right-of-Way Acquisition - Begin 7/2007 - End 6/2009 Utility Relocation - Begin 6/2009 - End 6/2011 Construction - Begin 7/2011 - End 12/2013

Sully Supervisor Michael Frey is not pleased with the timetable as he believes that when the citizens of the county approve a bond they should expect the project to be completed in a more timely fashion that the above schedule. At this time VDOT is not sure if they will use federal dollars for this project. If federal dollars are used this would require Environmental Impact Statement work which is an additional step and would alter the timetable (i.e., delay the delivery of the project). Fairfax County recently sent a letter to VDOT requesting that this project not be federalized so as to not extend the timetable for the completion of this project.

The Country Fair came to Chantilly Highlands on Saturday, September 17th. This year’s community day offered neighbors a great opportunity to enjoy time to-gether and have a fun afternoon at the fair. We had great support from our greater community with our local police and fire department bringing an ambulance, fire trucks and police vehicles for the children (and adults) to sit in and explore. The police department also offered a great service to our community by providing free fin-gerprinting and safety information. We even had McGruff the Crime Dog onsite to greet the kids.

The planning committee wanted this year’s commu-nity day to be a fun, relaxing afternoon for the families in our neighborhood. There were moon bounces, face painting, a petting zoo, a balloon artist, a cake walk and other fun activities. We could not have had such a suc-cessful event without the volunteers from our neighbor-hood and from a neighborhood church “History Church”, which meets in the Oak Hill Elementary School. These volunteers set up activities, ran the moon bounces and raffles, did face painting, organized and collected bake goods and many other tasks so that our neighbors could relax and enjoy the event. And all this was done with some great music playing in the back-ground compliments of Brian Trace.

Some generous members of the community volun-teered their time to benefit others. Many members of the community donated to neighbors who had organized collection area for supplies for the troops in Iraq and for the victims of Hurricane Katrina.

Thanks go out to all of the great people from our community who helped make this event happen: Re-becca Munson, Tanya Hauth, Diana Martin, Barbara Philips, Patti Damico, Girl Scout Troop # 3132, Girl Scout Troop # 3171, Ellen Green, Jeff and Patti Boehlert, Carol Gene Reardon, Lauren Williams, Karen McGreevy and others. History Church was wonderful in offering 15 volunteers to help run the events. We also want to thank our sponsors from the community who donated items to the raffle: Crest Cleaners, Shaing Yu, Moto Photo, Hairstylist Michael Wilson, The Women’s Club and Giant Foods. Costco donated bottled water to the event.

It's Flu Season! Do Your Part to Help Prevent Illness

It's influenza (flu) season once again. The season typi-cally runs from October until April. The Fairfax County Health Department reminds you to remain vigilant about preventing the spread of flu and many other illnesses. Aside from getting a flu shot, the simplest action you can take is frequent hand washing throughout the day with soap and warm wa-

ter, covering your coughs and sneezes with a tissue or your upper sleeve (not your hands!), and promptly throwing out your used tissues . 7:30 PM at the Community Center. Meetings are open, and all resi-dents are welcome and encouraged to participate. To include a spe-cific item on the agenda, please contact the Board President.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Chantilly Highlander newsletter team welcomes your articles and community photos of specific events, or just whatever is going on in your neighborhood! We would also love your suggestions and ideas for new features as well as feedback on current content. Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year. If you are interested in leading an event or have ideas for a community activity, please contact a Board member.

Community Facilities Committee (ComFac) meets the first Wednes-day of every month at 7:30 PM at the Community Center. Issues pertaining to our swimming pool, tennis courts, playground, Com-munity Center and its grounds are managed by the Community Fa-cilities Committee. If you would like to become involved in this committee, contact Jeff Boehlert at 703-435-2836.

Land Management Committee handles all issues that involve the common areas of our community: primarily lawn care and snow removal. Meetings are held as needed. You may contact Wendy Osborn at 703-834-7978 with questions and if you are able to help on the Land Management Committee.
